84. *Shahzadi Umerzadi Tiwana:

Will the Minister for Water and Power be pleased to state the time bywhich the electricity will be produced from Thar coal alongwith theestimated amount of funds to be allocated therefor?

Minister for Water and Power (Khawaja Muhammad Asif):Government of Sindh is actively working on coal mining development for PowerGeneration based on Thar Coal. Currently Government of Sindh has issued threeleases to mine developers in Thar. According to the planned timeliness of theexisting lease holders at Thar, Sindh Engro Coal Mining Company is planning toinitiate Mining Activity early 2014 and it will take 3.5 years to reach Coal Productionstage. SECMC plans to generate power based on Thar Coal in 2017-18. Similarly,the other lease holders M/s Sino Sindh Resources Limited & M/s Oracle CoalfieldsPvt. Ltd have plans to initiate Mining Activity in Block-I &Vi during 2014.

Currently all the project developers are approaching various financialinstitutes to achieve financial close for both Mining & Power.

Ministry of Water & Power/NTDC Government of Pakistan has anallocation of Rs.50 Million during current Financial Year for construction oftransmission network from Thar to Matiari (Total Cost Rs. 22 billion) and PlanningCommission has approved a UCG Block-V Pilot project led by Dr. SamarMubarakmand for 8-10 MW with an allocation of Rs.900 Million for FY 2013-2014 (Total cost for the Pilot project Rs. 1.8 billion).

Will the Minister for Information Technology and Telecommunicationsbe pleased to state the steps being taken by the Government topromote Information Technology in the country?

Minister for Information Technology and Telecommunications:

STEPS TAKEN BY THE GOVERNMENT OF PAKISTANTO PROMOTE INFORMATION TECHNOLOGY IN THE

COUNTRY

The following summarizes the efforts carried out by the Government ofPakistan to promote Information Technology in the Country:

• Provided Internship to 5100 IT Graduates in IT companies.

• Studied and Analyzed 11 different segments of IT industry to improveefficiency.

• Established 1100 computer labs in ICT and the provincial areas toimpart IT education.

• Assistance provided to 12 Software companies for Certification ofISO 27001 (IT Security Standard) and to 23 companies forCertification on CMMI level 2 and above.

• Provision of IT Training to 2000 Govt. Employees and 5000 Endusers.

• Provided online access to Statuary and Case Laws to Supreme Court,Lahore High Court and Peshawar High Court.

• Provided Automation Services to 50 industrial units in 4 industrialsectors including Readymade garments, Automobile parts and Textile.

• Setup of Virtual University of Pakistan which is providing modernDistance Learning through internet and TV.

• 12 IT Parks have been set up in Islamabad, Lahore and Karachi.

• E-Office application has been developed to automate all the FederalMinistries/Departments.

• Three (03) Telemedicine Centers have been launched at Holy FamilyHospital Rawalpindi, Jinnah Postgraduate Center Karachi & MayoHospital Lahore.

• Due to Government efforts, Export Figures for Software has reachedto US $ 4 million as recorded by the State Bank of Pakistan.

93. *Muhammad Rehan Hashmi:

Will the Minister for Water and Power be pleased to state the stepsbeing taken by the Ministry to establish new Power GenerationProjects/Plants in the country?

Minister for Water and Power (Khawaja Muhammad Asif): Followingsteps have been taken by Ministry of Water & Power to establish new powergeneration projects/plants in public sector. These projects are explained pointwiseas below:—

Ongoing Projects:

1. 747 MW (Gross) CCPP, Guddu – This project is being installedat TPS, Guddu, Province Sindh. This project will run on gaseousfuel. Tentative date of first machine C.O.D is August 2014.

2. 425 MW, CCPP, Nandipur – This project is being installed in thepremises of Nandipur Hydel Power Station, District Gujranwala.The work on the project is going to commence in short course oftime.

New Projects:

1. 2 x 600 MW New Coal Fired Power Plant at Jamshoro – ADBis funding this project and they have hired their own consultants forpreparation of feasibility study / PC-I. This project will run on coal.

Conversion Project:

1. Unit 1&2, TPS, Jamshoro – These units are running on RFO.These units are planned to convert from oil firing to coal firing.

2. Unit 3&4 TPS, Jamshoro – These units are also running on RFO.These units are planned to convert from oil firing to coal firing. It willreduce the cost/kwh.

3. 1350 MW Units 1-6 TPS Muzaffargarh – Presently these unitsare also running on RFO due to redundancy of gaseous fuel. Theseunits will be converted from oil to coal firing.

94. *Dr. Nisar Ahmad Jatt:

Will the Minister for Information Technology and Telecommunicationsbe pleased to state the status of E-government Directorate and theproject period initially fixed for making the whole governmentpaperless/digital?

Minister for Information Technology and Telecommunications:There are two parts of the question.

a. Status of E-Government Directorate (EGD)

b. E-office Project Time Period

a. Status of E-Government Directorate (EGD)

Electronic Government Directorate (EGD) was established on 19thOctober, 2002. Currently, EGD has been transferred to PCB as a ‘Project Wing’of Pakistan Computer Bureau (PCB) on 25th Oct, 2012.

b. E-office project time period

E-office suite replication project was initially approved on 30-04-2007.The project was revised on 4th February 2013 with a completion date August2016.

The E-office suite was developed and implemented at Ministry ofInformation Technology (MoIT) under a pilot project titled “e-Office at Ministryof IT”. The E-office Suite consists of six modules including e-filing module. Themain purpose of the e-filing module to promote paperless/digital Government.

Presently, E-office suite is implemented in MoIT in parallel to manualbusiness process Moreover, this Ministry is also in process to replicate thee-office suite in Planning Division, National Assembly and PM Office. After thatthis will be replicated in all Federal Government.

100. *Tahira Asif:

Will the Minister for Housing and Works be pleased to state whetherthere is any proposal under consideration of the Government to enactlaw which provide that no map will be approved for the constructionof new buildings, entertainment areas, Railway Stations, BusTerminals, commercial buildings and parks etc wherein emergencyentrance and exit points are not provided for disabled and seniorcitizens; if so, when it will be implemented?

Minister for Housing and Works: It is submitted that at present thereno proposal under consideration in the Ministry for enactment of law regardingthe matter. However, Ministry of Housing & Works formulated Building Code ofPakistan – 2007 which has been forwarded to all the Provincial Governments andCapital Development Authority for ensuring compliance of Safety standards in allbuildings.

Further, all Provinces have their own Building Control Departments,Development Authorities and local Authorities which formulate their own BuildingBye-laws and accordingly Building Plans are approved by the respectiveDevelopment Authorities/ Local Authorities.

However, in light of subject question Ministry of Housing & Works willissued appropriate instructions to all Provinces and CDA for enactment of Laws/

Building By-Laws to ensure that no map is approved for the construction of NewBuildings, Entertainment Areas, Railway Stations, Bus Terminal, CommercialBuildings and Parks etc, unless there is a provision for entrance and emergencyexit points for disabled, senior citizens and general public.

101. *Muhammad Riaz Malik:

Will the Minister for Water and Power be pleased to state:

(a) whether there is any proposal under consideration of theGovernment to purchase electricity from India;

(b) if so, the quantity of electricity to be purchased therefromalongwith rate thereof?

Minister for Water and Power (Khawaja Muhammad Asif): (a)Pakistan and India held trade secretary level talks during April 27-28 in Islamabad.The meeting was part of the resumed dialogue process between the two southAsian neighbours.

(b) Discussion was held on how much electricity should be importedfrom India and at what rate it will be supplied. As yet the quantity and the rate forthe electricity have not been finalized.

172. *Dr. Nafisa Shah:

Will the Minister for National Health Services, Regulations andCoordination be pleased to state:

(a) the total number of Pakistanis visiting India for Livertransplantation every year alongwith the estimated cost incurredthereupon; and

(b) whether there is any plan of the Government to promote Livertransplantation in the country; if so, the details thereof?

Minister for National Health Services, Regulations and Coordination:

(a) • Pakistani Patients visit India privately, using their own resourcestherefore public sector has no record available with them.

(b) • In pursuant to 18th Amendment to constitution, Ministry of Healthwas devolved and implementation of preventive and curative healthservice delivery is a provincial subject. At federal level, PakistanInstitute of Medical Sciences was given grant in 2012 for establishmentof liver transplant institute therefore the PIMS and its administrativedivision i.e. CA&DD may kindly be asked to provide the requisiteinformation.

173. *Dr. Azra Fazal Pechuho:

Will the Minister for Water and Power be pleased to state the month-wise total quantity of electricity in MW generated during the periodfrom 1-1-2013 till date alongwith the sources thereof?

Minister for Water and Power (Khawaja Muhammad Asif): the monthwise total quantity of electricity in MW generated during the period from01-01-2013 to 21-8-2013 (up to date) along with the sources, is given inAnnex-I.

174. *Dr. Nikhat Shakeel Khan:

Will the Minister for National Health Services, Regulations andCoordination be pleased to state:

(a) the preventive measures taken against the menace of Dengue;and

(b) whether the Federal Government subsidises the price of plateletsto facilitate the patients; if so, the details thereof?

Minister for National Health Services, Regulations and Coordination:

(a) • In pursuant to 18th Amendment to constitution, Ministry of healthwas devolved and implementation of preventive and curative healthservice delivery is a provincial subject.

• However the newly defined role of the Mo/NHSR&C within theambit of 18th Amendment includes coordination and internationalHealth among other. Thus Ministry is providing support to theprovinces through international technical agencies and variousinstitutions under its administrative control like:

o Health services Academy which offers capacity building inEntomology and Dengue control and laboratory Insectory forresearch in vector control.

o National Institute for Health which issues guidelines, supportsurveillance of the vector borne diseases.

o Directorate of Malaria which providing support e.g. long lastingimpregnated nets (LLIN) for vector control.

(b) • In all public sector federal hospital, transfusion services includingblood and blood products are provided free of cost. HoweverFederal hospitals are under administrative control of CA&DD andmay be requested to provide detail information

175. *Muhammad Muzammil Qureshi:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that Bhasha Dam Project is being executedby the Government on priority basis;

(b) if the answer to part (a) is in the affirmative, the tentative dateof its completion and total estimated cost and expenditure madeso far?

Minister for Water and Power (Khawaja Muhammad Asif): (a) It isa fact that Diamer Basha Dam is one of the top priority mega projects of Govt. ofPakistan.

(b) • The construction period is 10 years however, as per PC-I scheduledcompletion period is 2020-21(including one year post constructionperiod).

• PC-I of the project was approved by GoP on 20.08.2009 forRs. 894.257 Billion with F.E.C. Rs. 312.943 Billion.

• Total expenditure incurred uptill July 31, 2013 is Rs. 11.308 Billion.176. *Sheikh Salahuddin:

Will the Minister for Water and Power be pleased to state the stepsbeing taken to control electricity theft in the country?

Minister for Water and Power (Khawaja Muhammad Asif): It is thetop priority of the present government to control the issue of electricity theftthroughout the country. The Distribution Companies have been strictly directed totake immediate steps in this regard.

A number of steps are being taken by the DISCOs to control electricitytheft in the country. The following are the main steps taken in this regard.

� Proper installation and securing of metering equipment.

� Shifting of metering equipment outside the consumer’s premise.

� Surveillance and checking of metering equipment.

� Installation of low capacity transformers.

� Awareness of public through Media campaign )=. Random checkingof consumers premises by FIA.

� Replacement of LT Bare Conductor with Ariel Bundle Cable (ABC).

� Registration of F.I.Rs against the culprits.

177. *Sajid Ahmed:

Will the Minister for Water and Power be pleased to state:

(a) the names of countries including India and Iran from whereelectricity is being purchased alongwith tariff thereof; and

(b) the quantity of electricity to be purchased by the Government infuture?

Minister for Water and Power (Khawaja Muhammad Asif): (a)Currently electricity is being imported from one country only i.e. Iran. The totalamount of electricity being imported is 74 MW for the border towns of Balochistan,for which a formal contract was signed on 10-11-2002.

(b) The tariff for this project is US 8-10 Cents/kWh and the Contract isfor a period of 30 years.

Future plans for import of electricity from aborad include:—

(1) Import of 100 MW for Gwadar, Balochistan for which constructionof 220kV transmission line and GIS Grid Station is underway whichis expected to be completed by December 2014.

(2) MOU for import of a futher 1000MW electricity was also signedbetween NTDC, Pakistan and Tavanir, Iran in May 2012, The MOUis in the process of approval be ECC and further progress on theproject shall be made when the approval is made. The triff of theelectricity shall be 8-11 cents/kWh.

(3) Import of 1000-1300 MW of electricity is also planned fromTajiskistan and Kyrgyz Republic through a project namedCASA-1000 under the auspices of World Bank. A750 kmtransmission line is planned to be constructed for the import of powerwhich is expected to be completed by 2019. The tariff for theelectricity has not yet been negotiated/determined but is expectedto be less than 10 cents/kWh.

(4) The project for import upto 500 MW power from India is underconsideration. A draft MOU has been prepared by Ministry of Water& Power which is being finalized.

178. *Syed Asif Hasnain:

Will the Minister for Water and Power be pleased to state:

(a) whether the water is not being distributed amongst the provincesaccording to the Water Apportionment Accord/Quota;

(b) if so, the steps being taken by the. Government to implementthe said accord/quota in letter and spirit?

Minister for Water and Power (Khawaja Muhammad Asif): (a) IRSAstrictly adheres to Water Apportionment Accord (1991) (WAA) and distributeswater amongst the provinces in accordance with para 2, 4 and 14(b) of the “WAA”.However, during Rabi and Early Kharif Seasons, the Punjab and Sindh provinceshas to face shortage on equal basis whereas Khyber Pakhtunkhwa and Balochistanare exempted from the shortage in lieu of non-utilization of their allocated sharesdue to lack of infrastructure.

IRSA prepares/forecasts water budget for both cropping seasons (Rabiand Kharif) in consultation with all the stakeholders/provinces which is reviewedand approved by the IRSA Advisory Committee. Accordingly, releases are madeto provinces.

(b) As evident from the record, all the provinces are fully satisfied withthe distribution pattern of their allocated shares. Therefore, no steps are requiredby the government, in this regard.

179. *Shahzadi Umerzadi Tiwana:

Will the Minister for Water and Power be pleased to state the stepstaken by the Government to control the circular debt during the periodfrom 15-3-2008 to 6-6-2013?

Minister for Water and Power (Khawaja Muhammad Asif): Thesteps taken by the Government to control the circular debt during the period from10-03-2008 to 06-06-2013 are as follows:—

• Increase in tariff keeping in view the socio economic condition of thepeople of the country.

• Capacity improvement in power generation and consumption mix.

• Improvement in the efficiency of power plants.

• Improvement in recovery position.

• Hectic efforts to get maximum gas for power plants.

• Effective measures through reduction of losses.

• To generate cheaper electricity, funds were arranged for ongoingHydel projects.

• Provincial Governments were directed to pay off their electricityoutstanding dues.

• Maximum provision of energy to industrial sector to improve revenueand overall economy of the country.

180. *Seema Mohiuddin Jameeli:

Will the Minister for Water and Power be pleased to state:

(a) the dates of commencement and completion of Nelum JhelumPower Project; and

(b) the total estimated cost thereof?

Minister for Water and Power (Khawaja Muhammad Asif): (a) Thedate of commencement of the project is 30th January, 2008 with completion inNovember, 2016.

(b) The total estimated cost of the projects is Rs. 274.88 Billion.

181. *Choudhry Muhammad Shahbaz Babar:

Will the Minister for Industries and Production be pleased to state:

(a) the prescribed procedure to distribute the fertilizer in the countryat present; and

(b) whether the stock of fertilizer is sufficient to meet therequirements of the country; if so, the details; if not, the reasonsthereof?

Minister for Industries and Production (Mr. Ghulam Murtaza KhanJatoi): (a) The prescribed procedure to distribute the fertilizer in the country atpresent is at (Annex A).

(b) Yes, The available stock of fertilizers is sufficient to meet therequirement of the country (Detailed at Annex-B).

Annexure - APRESCRIBED PROCEDURE

All domestically produced fertilizers are marketed by private sector fertilizermanufacturers and importers. These companies have their own marketing networksthrough out the country. As far as the imported urea is concerned, it is imported byTrading Corporation of Pakistan (TCP) in the required quantity from internationalmarket through bidding / contract and then pass on to National Fertilizer MarketingLimited (NFML) for distribution in the country. NFML distributes the importedurea in the country through its own dealer network. Both TCP and NFML arepublic sector organizations.

DISTRIBUTION OF FERTILIZER BY NFML

1. NFML follows uniform & transparent distribution policy of fertilizerthroughout the country strictly in accordance either its approveddistribution and marketing manual.

2. this commitment of NFML management towards national obligationis further strengthened by company procedures & systems tailor madeto make sure the efficient & transport distribution of fertilizer.

3. NFML distribution network comprises more than 3300 dealers havingtheir penetration in all parts of the country.

4. Dealers are fed through our national presence of stores(warehouses).

5. Sales territory is divided into four regions so that demand of all thenational geographical and administrative entities can be forecastedand met in true spirit.

6. NFML also collaborates & shares information with Govt. agencieslike distribution of fertilizer.

7. Physical flow of fertilizer is further scrutinized & monitored by intradepartmental collaboration of marketing, distribution and monitoringdepartments.

8. Effectiveness of NFML distribution mechanisms is reflected byincrease in per acre yield at national level witnessed in last couple ofyears & insignificant level of complaints from farmer’s communityregarding NFML operation.

Annexure - B

AVAILABILITY OF FERTILIZER IN THE COUNTRY

Ministry of Industries & Production regularly review the fertilizer situationand accordingly for Rabi 2012-2013 and planned for stock of Kharif 2013. Allstakeholders i.e. representative of four Provincial Governments, National FertilizerDevelopment Corporation (NFDC), National Fertilizer Corporation (NFC),Trading Corporation of Pakistan (TCP), Ministry of Finance, Ministry ofCommerce, Ministry of Petroleum & Natural Resources, Ministry of Food. Securityand Research and all fertilizer manufacturers. It was concluded that during Rabi2012-2013 sufficient urea is available however 0.330 million tons of urea is requiredincluding 0.2 million tons for strategic reserves for Kharif 2013.Accordingly Ministryof Industries and Production submitted a Summary to ECC of the Cabinet on 5thMarch2013 for the import of 0.33 million tons of urea to be imported howeverECC approved 0.13 million tons of urea.. Subsequently Ministry of Industries &

Production submitted a summary for the ECC of the Cabinet on 2nd July 2013 forthe import of 0.5 million tons of urea and ECC approved 0.3 million tons of ureawhich will start arriving in Pakistan in first week of September, 2013.

182. *Rai Hasan Nawaz Khan:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that certain financial and operationalexemptions have been given to KESC during the year 2012-13till date; if so, the details thereof alongwith the financial impactof such exemptions upon national exchequer; and

(b) the time for which such exemptions are being extended to KESC?

(a) (i) KESC in accordance with a Power Purchase Agreement (PPA) madeon 26th January, 2010 with NTDC can draw Electric Power up to650 MW from NTDC for a period of 5 year.

(iii) Council of Common interest (CCI) for equitable distribution ofElectricity has decided to reduce 350 MW Electricity from 650 MWbeing supplied to KESC from National Grid.

(iv) Said decision has been impugned in two different sets of proceedingswhich are pending before the Honorable High Court of Sindh.Honorable Court has issued status quo in this regard.

Minister for Water and Power (Khawaja Muhammad Asif): (a)Carrying out research work is the domain of Ministry of Science & Technology.National Institute of Oceanography under the Ministry of Science & Technologyis the designated department for research in ocean waves in the country.

(b) As per the data available, the National Institute of Oceanographycarried out a PSDP project named “Feasibility Studies for the extraction of Energyfrom Current and Haliohydrogravity along Pakistan Coast, 1984-1985”. Theproject was sponsored by Pakistan Science Foundation, Islamabad.

The details of these projects and further information on research on powergeneration from the ocean waves in the country pertain to Ministry of Science &Technology/National Institute of Oceanography.

Since the research work in ocean waves was started by institute ofoceanography Ministry of Science and Technology before establishment ofAlternative Energy Department Board (AEDB), therefore AEDB is not carryingout research in this field.

189. *Dr. Nisar Ahmad Jatt:

Will the Minister for National Health Services, Regulations andCoordination be pleased to state:

(a) the measures taken by the Government for achievement of healthrelated targets mentioned in Millennium Development Goals;and

(b) the year-wise progress achieved thereof since 2008?

according to the terms and conditions of the Power Purchaser Agreements(PPAs) between the parties. Prior audit by NEPRA of such payments is not partof the prescribed procedure of payments.

(a) • In pursuant to 18th Amendment to constitution, Ministry of healthwas devolved and Ministry of health was devolved and healthpreventive and curative services delivery is a provincial subject

(b) • After devolution certain health subject in Federal Legislative list Iand II which at federal level were placed with various Federalministries. The task of reporting health related MDGs was assignedto Planning and Development division.

• Ministry of National Health Services, Regulation& Coordination hasbeen assigned the task recently and Ministry is in the process ofretrieving the requisite record, therefore Ministry may be allowedsometime to prepare comprehensive report

190. *Sheikh Rashid Ahmed:

Will the Minister for Water and Power be pleased to state:

(a) the procedure adopted for the payment of Rs.500 billions ofcircular debt alongwith the amount paid to each departmenttherefrom;

(b) whether prior audit was conducted therefor by NEPRA duringthe last five years; if not, the reasons thereof; and

(c) the head wherefrom more than Rs.300 billions have been paidby the Government?

Minister for Water and Power (Khawaja Muhammad Asif): (a) Inorder to mitigate the shortage of electricity and to enhance the availability of IPPsplants to maximum on 28th June 2013 Rs. 341,958 million was paid againstaccumulated outstanding balance of IPPs and GENCO through PEPCO. Thetransaction was routed through National Bank of Pakistan and same day wastransferred to the IPPs and oil and gas companies using online system of the NBP.On 21st July 2013 the balance amount was adjusted through book entities betweengovernment owned companies.

(b) Payments to IPPs are made by the Power Purchaser (NTDCL)

according to the terms and conditions of the Power Purchaser Agreements (PPAs)between the parties. Prior audit by NEPRA of such payments is not part of theprescribed procedure of payments.

However, the NTDCL Sections working / verifying the IPPs claims areworking under following internal controls.

• The office of the Auditor General Pakistan has a full time audit branchworking under Director General Audit WAPDA monitoring the twosections of the NTDCL processing the IPPs invoices. The Auditgeneral office regularly auditing the payments processed by theNTDCL including these invoices which are paid through thistransaction.

• NTDCL’s Internal Audit department has also created a full time auditdepartment to conduct 100% post audit of the of the processing /payments to the 1PPs.

• Annually the accounts of NTDCL are audited by the Charteredaccountant firms Earnest and Young (Ford Rhode Sidat Hyder) andDelliot (Yousaf Adil Saleem and Company).

• For the adjustment in Ex-WAPDA DISCOs tariff for fuel priceadjustment each month CPPA presents the EPP cost to the NEPRAand NEPRA conducts special verifications of the fuel payments toIPPs (approx. 92% of total cost) of the selected months.

Current Status:

The office of the auditor general of Pakistan is conducting the special auditof these payments and on instruction of the Ministry of Water & Power theengagement of the Chartered accounts firms to verify the payments is also in finalstage.

(c) whether it is a fact that KPT negotiated to get loan from foreignagencies/donors for the execution of the said project; if so,whether mandatory approval of the Economic Affairs Divisionhas been obtained prior to negotiations with financial agencies/donors to obtain loan for the said project; and

Minister for Ports and Shipping (Mr. Kamran Michael): (a) TheFeasibility Study of Pakistan Deep Water Container Port (PDWCP) was initiatedby KPT during the year 2003 M/s Posford Haskoning Ltd.U.K, M/s HRWallingford, U.K and M/s Techno Consult International Karachi Pakistan carriedout the said feasibility.

The actual work on the project started in December 2008.

Engineer’s Estimate for the project = Rs. 44 Billion.

Hutchinson Port Holding (HPH) Terminal Operator’s Investment US$457 million.

(b) The project has been taken in hand on Public Private Partnershipbasis where in Infrastructure will be developed by KPT through its own fundingand Terminal facilities including operational equipments will be developed byTerminal Operator M/s HPH.

(d) Comprehensive Feasibility Study have been carried out by reputedconsultants (2003-05) and confirmed viability of the said project before its initiation.Details provided at (a) above.

The total numberof 2886 apartments/flats will be constructed and these will be distributed amongstFederal Government Employees (75% of total apartments) and general public(25% of total apartments). Applications are being invited from Federal GovernmentEmployees and General Public. The project will be completed in 48 months afterlaunch. Final NOC is yet to be issued from CDA.

The quantum of electricity generated from AllaiKhwar since commissioning in March 2013 upto 21-07-2013 is 260.256 MillionUnits. The electricity generated is fed to the National Grid.

(b) 165 No. of employees are working on the project.

(c) 40 No. of employees have been recruited for AKP as per recruitmentpolicy.

(d) 20 No. of employees out of 40 were recruited at AKP hailing fromDistrict, Batagram

(e) The total requirement of Operation and Maintenance (O&M) Staffhas been fulfilled.

Minister for Industries and Production (Mr. Ghulam Murtaza KhanJatoi): (a) No such study has been carried out.

(b) Ministry of Industries & Production has no information about shiftingof Industrial Units from Pakistan to neighbouring countries.

(c) Presently, major grievances of the Industrial Sector are as follows;

1. Power shortage i.e provision of Electricity, & Gas.

2. Law & Order situation.

3. High cost of doing business.

To meet and address the grievances of Industrial Sectors, ExportProcessing Zones Authority (EPZA) on organization under the administrative controlof Ministry of Industries & Production has established 08 Export Processing Zones(EPZs) in different parts of the Country.

To reduce the cost of doing business. EPZA has provided incentivesincluding duty free import of Plant and machinery, no sales tax on inputs including

electricity and gas bills. Apart from above, Presumptive tax @ 1% is levied andonly EPZA is authorized to collect Presumptive tax at the time of export of goodswhich is considered as final tax liability. Furthermore EPZ’s are safe and secure asthese are closed bounded areas as such no law and order situation arises there.

Besides above, Lasbela Industrial estates Development Authority (LIEDA)is procuring bulk load from Karachi Electric Supply Corporation (KESC) andsupplying electricity to the Industries established at Hub Industrial Trading Estate,in district Lasbela Balochistan through its own electrical network. LIEDA is one ofthe consumer of KESC and there is no regular electric break down within theabove industrial estates.

Ministry of Industries & Production has planned PSDP related interventionaimed at minimizing the concernes of the Industrial Sector through 35 projectsworth Rs.1880 Million with focus on;

i. Provision of technology through technological up-gradation; provisionof sophisticated machines, equipment, tools & spares in CommonFacility Centers.

ii. Targeted development of small and medium business entities to boostemployment and reduce poverty.

iii. Industrial infrastructure development through Industrial Parks anddevelopment of Industrial Estates.

iv Innovation and efficiency in industrial sector.

v. Building high skilled human capacity through targeted workers’ skillsdevelopment progrmmes

In order to acquire energy efficiency, SMEDA in collaborationwith international partners has successfully implemented Energy ManagementSystem in:

- 25 textile units leading to 10-15% energy saving in spinning &weaving;

- 25- 30% in processing Energy audit; in Marble Cluster in Jhelum;

- Four units of Light Engineering including one Auto parts unit in Karachiwherein key areas of energy wastages were highlighted along withremedial actions.

(a) whether it is a fact that several persons/government employeeswere sent abroad for medical treatment on government expensesduring the period from 01-01-2008 till date;

Minister for National Health Services, Regulations and.Coordination: (a) Yes it is a fact that several persons / Federal GovernmentEmployees were sent abroad for medical treatment on government expenses. It isrelevant to mention here that after 18th Constitutional Amendment. in terms of rule3(3) of Rules of Business. 1973. the Prime Minister of Pakistan has been pleasedto transfer the subject of “International aspects of medical facilities abroad- fromEconomic Affairs Division and ; placed it under the newly created ministry i.eMinistry of National Health Services. Regulations and Coordination w.e.f 12-06-2012.

(b) A total of thirteen (13) Federal Government Employees and twelve(12) persons of various other categories have got medical treatment abroad doneon Government expenditure from Jan 2008 to date. Minister for National Health Services, Regulations and.Coordination: (a) After the 18th Constitutional Amendment, in terms of rule 3(3)of Rules of Business, 1973. the Prime Minister of Pakistan has been pleased totransfer the subject of International aspects of medical facilities abroad- fromEconomic Affairs Division and placed it under the newly created ministry i.e Ministryof Nation Health Services, Regulation and Coordination w.e.f 12-06-2012. Atotal of 10 Parliamentarians got that treatment done from abroad since 2008 tilldate. The details of which is placed at Annex-I.

(b) There is a ban imposed by the Federal Government vide cabinetdivision decision dated 6-11-1996 and Prime Minister’s directive dated 24-02-1997 for Medical Treatment abroad as a routine practice. However, in case ofdeserving cases approval is solicited from the Prime Minister prior tocommencement of treatment and the funds are disbursed directly through theEmbassy/High Commission of Pakistan in the country where the treatment isundertaken. The Embassy/ High Commission of Pakistan directly disburses thefunds to the concerned medical institution where the treatment was undertaken. Incase of ex-post facto approvals the funds are disbursed to the concernedorganization for onward reimbursement to the concerned individual after the claimhas been verified by the Embassy/High commission of Pakistan in the countrywhere the treatment was undertaken.

In cases where approval was obtained prior to proceeding aboard, views/comments were obtained as a general rule from the concerned doctor/Medicalboard. In case of Ex-post- facto approval the claim/Medical bill of treatment isverified by the Embassy / High Commission of Pakistan in the country where thetreatment was carried out. Due diligence is undertaken to ascertain, if there wasno treatment available in Pakistan for the ailment or if the treatment of same levelwas not available in the country.

Minister for Water and Power (Khawaja Muhammad Asif): Thecomposition of generation cost depends on energy mix. In case of cheaper energysources i.e. hydel, gas & coal are available for generation the cost would becomparatively on the lower side. On the other hand, in case of non-availability ofcheaper energy sources generation cost would be higher. to the hujjaj are varied. Each HGO offers different package and facilities andcharge an amount proportionate to such facilities. At the time of booking anagreement is signed between HGO and Haji which includes details of all facilitiesto be provided by HGOs. The facilities provided in Pakistan are pre-hajj trainingand vaccination. In Saudi Arabia facilities of transport, accommodation, meals (ifincluded in the package) and guidance during Hajj/Umrah/Ziarat are provided by

HGO. Besides medical and welfare services are provided by the Pakistan HajjMission in KSA to all hujjaj.

Civil work for T/F bayhas been completed while extension in Switch Room & Control Room will becompleted by the end of August, 2013. Power T/F has been shifted at site. Thejob will be complete by mid of September, 2013.

132 KV Grid Station Tamergara (Saddo)

Extension with 1x20/26 MVA Power T/F has been completed under ADBTranche-I Finances during August, 2012. Another extension with 20/26 MVAPower T/F has been approved under ADB Tranche-III finances, PC-I for theproject was submitted to Ministry of Water & Power and has been cleared byCDWP. However, final approval is awaited from ECNEC. It is worth mentioningthat more than 30% capacity is available in the T/F installed during August, 2012.

66 KV Gird station Timergara (Timer)

66 KV system has become obsolete and material is no more available.Therefore, another extension with 20/26 MVA Power T/F has been approvedunder ADB Tranche-III at 132 KV Gird Station Timergara. The future demand ofTimergara and suburbs will be met from this Gird Station.

(b) As per Pakistan Telecommunication (Re-organization) Act, PakistanTelecommunication Authority (PTA) is mandated to “regulate the establishment,operation and maintenance of telecommunication systems and the provision oftelecommunication services in Pakistan”. PTA has taken several steps to improvethe performance of Cellular Mobile Operators (CMOs), few of them ar given asunder:

� Constitution of Consumer Protection Directorate (CPD): PTArationalized Complaint Cell into Consumer Protection Directorate(CPD) at it Headquarters in Islamabad in September 2008 andcomplaint cells at Zonal Offices, Lahore, Karachi Rawalpindi, Quetta,Peshawar and Muzaffarabad PTA has been making utmost effortsto provide reliable platform to consumers for quick an efficientresolution of their complaints throug these complaint cells.

� Telecom Consumers Protection Regulations, 2009: PTA notifiedTelecom Consumers Protectio Regulations, 2009 on 31st March,2009 with th objective of promoting and protecting the right andinterests of consumers of telecommunications services in Pakistan.Pursuant to this, detailed “Internal SOP on Complaint Handling anRedressal at PTA” was issued in 2009 for efficient and logicalredressal of consumers’ complaints PTA.

� Establishment of ‘Complaint Managemei System’ (CMS): Theestablishment of ‘Complaint Management System (CMS) in October2010 at PTA giving independent access to all Zonal Offices an limitedaccess to mobile operators’ focal persons ensured transparentmonitoring of complaint redressal.

� Measuring the Quality of Service (QoS): It is continuous process.PTA is mandated to monitc the QoS of cellular mobile companies inorder I ensure provision of quality services to the end users. In orderto monitor and improve the QoS of mobile companies, PTA hasbeen conducting QoS Surveys/inspections on regular basis since2002. Initially the survey were conducted manually, however, in linewith the best international practices PTA has procured state of theart QoS computerized monitoring equipment and also acquired the

same from mobile companies which measures the performance andprovide automated survey results.

� Based on survey results, necessary action is initiated against defaultercompany including issuing of warning and initiation of show cause toimprove services etc. The results are published in the National pressfor public awareness and are also placed on PTA website. FurtherPTA is pursuing three court cases in Islamabad High Court filed byM/S Mobilink and M/S Telenor regarding QoS.

� Signing of Memorandum of Understanding (MoU): Toencourage tower sharing among the telecom operators an MoU wassigned by among CMOs and PTA in August 2010. Operators sharetower subject to availability, commercial and technical feasibility.Tenancy ratio in September 2010 was 1.1, which has climbed to1.23 in last 2.5 years.

Minister for Information Technology and Telecommunications: Atpresent Cyber Crime related laws are not in operation / promulgated in Pakistan.However, the Electronic Transaction Ordinance, 2002 is enforced in Pakistan.The Ministry of Information Technology has been vigorously pursuing thepromulgation of Prevention of (Electronic Crimes Bill, 2013 (PECB, 2013). Inthis regard, final draft of PECB Bill, 2013 is under process and will be finalizedsoon; furthermore the same shall be presented before the Parliament, when insession, for deliberation and promulgation.

Minister for Water and Power (Khawaja Muhammad Asif): (1)Irrigation Department, Government of Khyber Pakhtunkhwa has proposed a floodprotection scheme namely “Construction of protection wall in Attaki NullahShabqadar area, District Charsadda, Estimated cost Rs. 9.350 million” underfederally funded program Normal/Emergent Flood Program 2013-14.

(2) Wapda is Planning for Detailed Engineering Design and tenderdocuments to construct Mohmand (Munda) Dam having storage capacity 1.29MAF. It will also help in mitigation flood effect of Sawat River in Charsadda Area.

(3) Irrigation Department, Government of KPK had initiated study under2010-flood Damages Restoration project for preparation of Master Plan (LongTerm Measures) for protection of Village abadies, agricultural land and other privateas well as public infrastructure from flood flows of various rivers in DistrictPeshawar, Charsadda and Nowshehra. The interventions proposed in MasterPlan would be considered for execution under future programme/National FloodProtection Plan-IV 2014-24 which is under formulation.

Duty Staff during the years mentioned above are identical for each year and areplaced at flag ‘A’ and ‘B’ respectively. For Khuddam ul Hujjaj the Ministry invitesnominations from the concerned quarters i.e. Pakistan Armed Forces, Police,Boy Scouts and public sector organizations.

Khuddamul Hujjaj from the Armed forces are selected by the GHQ onmerit, irrespective of the domicile of a candidate. As for the Khuddamul Hujjajfrom Police and other Public Sector Organizations, these are selected by theconcerned departments/provincial governments according to their quota. Domicile-wise selection was made for Hajj Seasons 2011 and 2012.

Lists of Khuddamul Hujjaj for Hajj Seasons 2008, 2009, 2010, 2011and 2012 are at Annexures C,D,E,F & G.

(b) The heads of the Departments recommend the names, which in caseof Ministries are Secretaries and Inspector General of Police in case of PoliceDepartments of all the provinces and respective heads of Public SectorOrganizations.

during the last week of the month; if so, the reasons thereof;

electricity bills in the first week of every month?

Minister for Water and Power (Khawaja Muhammad Asif):

(i) Meter Reading and billing schedule consists of more than 20 batches

in order to facilitate the Meter Readers to record meter reading every

month.

(ii) Meter Readings and billing are carried out over all available days in

a month in a complete cycle process in accordance with the billing/

meter reading schedule.

(iii) Meter Reading lists are prepared in advance by the DISCOs

Computer Centers. They are sent to the Revenue Offices who

arranges for meter readings to be entered on the lists by the meter

reading staff in the Sub Divisional Office.

(iv) After entry of readings in the Sub Divisional Office, the Meter Reading

lists are returned to the Revenue Office. After entry in the Revenue

Office Records, the meter reading lists are collected together in a

batch file for each Sub Division. The batch files are then passed to

the DISCOs Computer Centers.

(v) Customers’ bills are prepared in the Computer Center and sent tothe Revenue Office for distribution to the customers for payment.

(b) It is not possible to facilitate all the consumers by sending electricitybills in the first week of the every month
