Phm vi iu chnh Quy chun ny quy nh v quy trnh v phng php quan trc kh thi cng nghip ti cc c s sn xut, khu cng nghip, khu ch xuttheo phng php bn t ng; khng p dng i vi hot ng quan trc kh thi cng nghip bng cc thit b t ng, lin tc. 1.2. i tng p dng Quy chun ny p dng vi cc c quan qun l nh nc v mi trng Trung ng v a phng; cc t chc, c nhn c tham gia hot ng quan trc kh thi cng nghip bo co s liu kt qu quan trc mi trng cho cc c quan qun l nh nc v mi trng Trung ng v a phng. 1.3. Gii thch thut ng Trong Quy chun ny, cc thut ng di y c hiu nh sau: 1.3.1. Kh thi cng nghip l hn hp cc thnh phn vt cht pht thi ra mi trng khng kh t ng khi, ng thi ca cc c s sn xut, ch bin, kinh doanh, dch v cng nghip. 1.3.2. Bi l nhng ht cht rn nh, thng thng l nhng ht c ng knh nh hn 75 m, t lng xung do trng lng ca chng nhng vn c th l lng mt thi gian [theo TCVN 5966:2009 (ISO 4225-1994)]. 1.3.3. Quan trc kh thi l qu trnh o, phn tch cc thng s v tnh cht vt l, ho hc ca kh thi, c thc hin bi cc c quan qun l nh nc v mi trng, cc n v, t chc, c nhn vi mc tiu c xc nh theo mt chng trnh lp sn v thi gian, khng gian v phng php. 1.3.4. Ly mu l qu trnh ly mt phn kh thi i din cho dng thi. 1.3.6. V tr ly mu l im chnh xc trong khu vc c dng kh thi m ti thc hin qu trnh ly mu.

2. QUY NH K THUT 2.1. Thit k chng trnh quan trc Cc ni dung cng vic chnh cn thc hin khi thit k chng trnh quan trc bao gm: 2.1.1. Xc nh mc tiu quan trc Cn c vo cc yu cu ca c quan qun l nh nc v mi trng, t chc, c nhn tham gia quan trc mi trng, vic xc nh mc tiu phi cn c vo chnh sch, php lut v bo v mi trng hin hnh v cc nhu cu thng tin cn thu thp. Khi thit k chng trnh quan trc, mc tiu quan trc phi c xc nh r rng, c th. Mc tiu ca cc chng trnh quan trc kh thi cng nghip t cc c s sn xut, khu cng nghip thng l: - nh gi s tun th ca cc c s sn xut i vi cc tiu chun kh thi. - nh gi hiu qu ca qu trnh sn xut. - nh gi h thng x l kh thi - Cung cp s liu phc v cng tc qun l mi trng khu vc/a phng. - Xy dng cc bo hin trng mi trng. - H tr cng tc kim sot nhim, tnh ph bo v mi trng i vi kh thi. - Phc v cng tc kim k pht thi. - Phc v cng tc nghin cu, pht trin m hnh pht thi.

2.1.2. Xc nh v tr quan trc a) V tr ly mu bi im ly mu bi c xc nh trn thn ng khi. V tr c chn nm trn on ng dn thng, di nht ca ng khi, hnh dng v tit din ca on ng khi u. on ng khi c chn l on nm ngang hoc thng ng, tuy nhin nn chn on thng ng khc phc nh hng ca trng lc n kt qu ly mu. Do , cc thng s thng c la chn l: SO2, NOx, CO, CxHy, VOCs, nhit , lu lng, bi, m (hm m). Xc nh cc thng s quan trc kh thi theo loi hnh sn xut cng nghip.

Cc thng s cn quan trc phi ph hp vi mc tiu ca chng trnh quan trc v loi hnh sn xut cng nghip. Tu theo mc tiu ca chng trnh quan trc, loi hnh sn xut cng nghip m la chn cc thng s quan trc sau: CO, CO2, NO x, SO2, NH3, Cl2, HF, H2S, bi, hi axt, hi kim, hi kim loi (Ni, Cd, Fe, Cu, Zn, Pb, Cr), HF, HCl, VOCs, PAHs, BTEX, nhit , lu lng, m (hm m). 2.1.5. Xc nh tn sut quan trc a) Xc nh tn sut Ty thuc vo mc tiu quan trc, c im ngun thi, trang thit b, yu cu ca bo co nh gi tc ng mi trng hoc n/bn cam kt bo v mi trng, vic xc nh tn sut quan trc kh thi cng nghip c th thng xuyn hoc ti thiu 4 t/nm. b) Xc nh thi gian Thi im ly mu: Mu c ly trong ngy kh ro v h thng sn xut trng thi vn hnh n nh. Mu phi c tnh i din cho hot ng sn xut trong khong thi gian nht nh, trong mt m, ca hay ngy sn xut. Khong thi gian ly mu: thi gian ly mu ph thuc vo thng s quan trc, nng cht nhim trong kh thi, n nh ca ngun thi. Do , xc nh c khong thi gian ly mu hp l, cn phi da vo cc thng tin v ngun thi (k c s liu quan trc trc ). Trc khi quan trc cn phi ly mu th. 2.1.6. Xc nh phng php quan trc Ty thuc vo mc tiu, thng s quan trc v mt s yu t khc nh trang thit b quan trc hin c, trnh cn b, kh nng ti chnh la chn cc phng php quan trc ph hp, bao gm: phng php ly mu phn tch hay o trc tip ti hin trng, xc nh phng php phn tch v bo qun mu. Trong phn ny ch trnh by v phng php ly mu phng php bo qun mu s c trnh by mc 2.5

2.1.6.1. Phng php ly mu phn tch a) Phng php ly mu bi Mu bi kh thi ng khi c ly theo phng php ng tc (isokinetic) ti cc im ht mu (c xc nh trong mc 2.1.4 phn a). b) Phng php ly mu cc cht nhim dng kh ly mu cc cht nhim dng kh c th s dng mt trong cc phng php sau y: - Phng php hp ph: Kh thi c ht qua ng c cha cc cht hp ph nh than hot tnh, silicagel, Al2O3, Cht nhim cn xc nh c gi li, c bo qun ri em v phn tch ti phng th nghim. - Phng php hp th: Kh thi c ht qua bnh hp th c cha dung dch hp th nh NaOH, K2Hg2Cl4 Cht nhim cn xc nh c gi li, c bo qun ri em v phn tch ti phng th nghim. - Phng php ly mt th tch kh: Kh thi c thu vo ti hoc chai kn em v phn tch ti phng th nghim. - Phng php ngng t: H nhit ca dng kh xung di im si ca cht kh nhim cn ly mu. 2.1.6.2. Phng php o trc tip Trong khun kh quan trc pht thi, phng php ny hin ny mi ch c p dng cho cc cht nhim dng kh. Phng php sensor: Thng dng sensor in ha hay sc k. Kh thi c ht qua thit b c cha cc sensor. Thit b s t ng o v x l tn hiu, hin th kt qu nng cc cht kh nhim cn quan tm ln trn mn hnh hay in ra giy. Phng php quang ph: Phng php ny cho php o trc tip v lin tc cc cht nhim dng kh nh NO, NO2, SO2, NH3 v CO 2 nh b phn thu nhn bc x c t trc tip bn trong ng khi. 2.1.7. Lp k hoch quan trc Cn c vo chng trnh quan trc c thit k, tin hnh lp k hoch quan trc bao gm cc ni dung cng vic chnh sau:

- Lp thi gian biu cho cc hot ng: ly mu v o ti hin trng, phn tch mu trong phng th nghim, x l s liu, bo co. - Xc nh s lng, loi dng c cha mu; lng v loi ho cht bo qun mu ph hp vi thng s quan trc. - Lp Danh mc v k hoch bo tr, bo dng, hiu chun cc thit b phc v ly mu, o nhanh v bo qun mu ti hin trng v phn tch mu trong phng th nghim. - Lp k hoch nhu cu nhn lc thc hin quan trc. Xc nh cc t chc, c nhn tham gia thc hin chng trnh v nhim v c th ca tng t chc, c nhn (bao gm: nhn lc chun b dng c, thit b, ha cht, sn cng tc, phng n nng h thit b, ngun cp in, biu mu, bin bn, ly mu hin trng, bn giao mu). - Lp Danh mc phng tin bo h, bo m an ton lao ng. - Lp D ton kinh ph thc hin chng trnh quan trc (bao gm: kinh ph gi mu phn tch cc phng th nghim, kinh ph mua vt t tiu hao, dng c hao mn) 2.2. Thc hin chng trnh quan trc 2.2.1. Cng tc chun b a) Thit b quan trc Kim tra v hiu chun thit b theo hng dn s dng ca nh sn xut. Cc thit b u phi c lm sch trc khi em ra hin trng ly mu. Chun b cc loi dy ni, in, ng hp th, cc ngun cp in. b) Ha cht v vt liu lc Chun b dung dch hp th tng ng vi tng ch tiu kh cn ly mu. Vt liu lc: chn vt liu lc c gii hn nhit cao hn nhit kh thi v ph hp vi thng s cn ly mu. c) Cc vt dng khc Lp danh sch cc thit b, vt dng hin trng, c s theo di tng thit b (theo di thng s cc thng s o, tnh trng thit b, ngi s dng). Tin hnh ly mu 1. Ly mu bi a) Chun b hin trng Kim tra v lp rp thit b - Kim tra u ly mu, cc u ca ng Pitot cc l khng b bi bm bn gy sai s khi o. - Kim tra vt liu lc, cn v ghi k hiu (gm v hp, bao b bo qun mu) trc khi lp rp vo thit b. - Lp rp thit b ly mu theo hng dn ca nh sn xut v kim tra kn ca thit b bng mt trong hai cch: + Bt kn u ly mu sau chy bm ht lm gim p sut trong ng xung 50 kPa. Dng ng h o kh pht hin s xm nhp ca khng kh vo trong thit b. + Nt kn u ly mu v lm gim p lc trong thit b xung 50 kPa, bt kn u cn li ca thit b v quan st ng h o p sut c tng ln khng. Ly mu cc cht nhim dng kh a) Chun b Chun b dng c, ha cht - Phng php hp ph: Chun b ng hp ph c cha cht hp ph nh than hot tnh, silicagel, Al2O3. - Phng php hp th: Chun b dung dch hp th. Ra sch, sy kh ng hp th. - Ly mt th tch kh: Chun b ti cha kh hoc chai kn, phi ui sch ht kh cha trong ti hoc chai trc khi dng. - Kim tra bm ht, cc dng c o nhit v p sut, cc ng ni v dng c khc m bo hot ng c n nh

Lp rp thit b - Phng php hp ph: Cho cht hp ph vo ng hp ph v lp ng hp ph vo pha trc bm ht. Lm lnh kh thi trc khi i vo ng hp ph nu nhit ca kh thi qu cao. - Phng php hp th: ng hp th cha dung dch hp th v lp ng hp th vo pha trc bm ht. Lm lnh kh thi trc khi i vo ng hp th nu nhit ca kh thi qu cao. b) Ly mu - a u d ly mu vo trong ng ng, cho u d t c nhit kh. - Khi ng bm ht, iu chnh tc dng kh ly mu theo yu cu ca phng php ly mu kh ; - Thi gian ly mu c xc nh da trn yu cu ca phng php ly mu kh v tnh hnh hot ng ca nh my. - Vo cui giai on ly mu, tt bm ly mu, ghi li thi gian v th tch ly mu. Thu mu, dn nhn ghi thng tin v mu. - Bo qun mu khi vn chuyn v PTN. 2.3. o trc tip ti hin trng a) Chun b - V sinh thit b o, kim tra v thay th cc b phn: b phn lc bi, cht lm kh, b phn kh c cho sensor. - Kim tra bm ht, cc dng c o nhit v p sut, cc ng ly mu. Lm sch trong v ngoi cn ly mu. - Kim tra pin, acquy ca thit b (nu c). - Hiu chun v t cc thng s cho thit b o. - Lp rp thit b hon chnh, kim tra cc b phn, ng ni m bo rng khng c khng kh xm nhp vo trong ng ng. b) o ti hin trng - a u ly mu vo trong ng ng, bt kn khe h gia l ly mu v u d, cho u d t c nhit dng thi. - Khi ng thit b o, ch cho nng kh n nh bn trong ng ng ly mu.

- Ghi (lu, in) kt qu hin th trn thit b, ng thi ghi r iu kin hot ng ca nh my cng nh iu kin ly mu (v tr, kch thc hnh hc ca ng ng, iu kin mi trng xung quanh) vo nht k ly mu. - Nu nng kh n gi tr gii hn (gi tr an ton) ca thit b, phi rt u d ra khi ng ng, thay phng php o hoc s dng thit b khc c di o ln (rng) hn. - Sau khi o xong, bo dng thit b theo yu cu ca nh sn xut. 2.4. o mt s thng s i km 2.4.1. o lu lng

: Khi lng ring ca khng kh trong ng ng (kg/m 3) Do s phn b vn tc dng kh khng u trong ng khi, nn xc nh vn tc dng kh c chnh xc, cn o v tnh trung bnh ti mt s im trong ng khi. V tr cc im o c xc nh theo Hnh 2. 2.4.2. o nhit - S dng cp nhit o nhit trong ng khi vi di nhit o c t 200 n 1370 C. xc nh nhit dng kh mt cch chnh xc cn o v tnh trung bnh ti mt s im trong ng khi. - o nhit b mt ng khi bng thit b o bng tia laze, hng ngoi, hoc thit b chp nh hng ngoi. 2.4.3. 2.5. Bo qun mu Trnh/hn ch xy ho: y cht bnh ng mu bng bnh/ng thy tinh c nt nhm. Bo qun lnh: s dng t lnh chuyn dng hoc thng lnh (chn ). Trnh bc x mt tri: ng mu trong chai ti mu hoc bc (gi) mu bng giy nhm (bc).

2.6 . Phng php xc nh 2.6.1. Phng php xc nh nng bi v cc cht nhim trong kh thi cng nghip thc hin theo cc tiu chun quc gia di y: - TCVN 5977:2009 S pht thi ca ngun tnh Xc nh gi tr v lu lng bi trong cc ng dn kh Phng php khi lng th cng; - TCVN 6750:2005 S pht thi ca ngun tnh Xc nh nng khi lng lu hunh ixit Phng php sc k kh ion; - TCVN 7172:2002 S pht thi ca ngun tnh - Xc nh nng khi lng nit oxit - Phng php trc quang dng naphtyletylendiamin; - TCVN 7242:2003 L t cht thi y t. Phng php xc nh nng cacbon monoxit (CO) trong kh thi; - TCVN 7243:2003 L t cht thi y t. Phng php xc nh nng axit flohydric (HF) trong kh thi; - TCVN 7244:2003 L t cht thi y t. Phng php xc nh nng axit clohydric (HCl) trong kh thi; 2.6.2. Khi cha c cc tiu chun quc gia xc nh nng ca cc cht nhim trong kh thi cng nghip quy nh trong quy chun ny th p dng tiu chun quc t c chnh xc tng ng hoc cao hn.

2.7. QA/QC trong quan trc kh thi cng nghip Tun th theo cc quy nh ti Thng t s 10/2007/TT-BTNMT ngy 22 thng 10 nm 2007 ca B Ti nguyn v Mi trng hng dn bo m cht lng v kim sot cht lng trong quan trc mi trng. 2.8. X l s liu v lp bo co 2.8.1. X l s liu - X l thng k: ty theo lng mu v ni dung ca bo co, vic x l thng k c th s dng cc phng php v cc phn mm khc nhau. 3. T CHC THC HIN 3.1. C quan qun l nh nc v mi trng c trch nhim hng dn, kim tra, gim st vic thc hin Quy chun ny. 3.2. Trng hp cc tiu chun quc gia v phng php xc nh vin dn trong mc 2.6.1 ca Quy chun ny sa i, b sung hoc thay th th p dng theo tiu chun mi.
