See also Resolution 2016-913 Janette Smith, Commissioner of Health Services, provided an overview of the paramedic and fire services system and the different ways in which they are funded. She described their relationship with the Base Hospital program and the Mississauga Central Ambulance Communication Centre. Janette Smith reviewed the lessons learned from the November 2010 visit to Winnipeg which were reported to the Emergency and Protective Services Committee in May, 2011. The Commissioner highlighted the Fire and Paramedic Services Study Steering Committee which was formed in September 2011 to develop the scope, deliverables and budget for a study to explore alternative service delivery models for fire and paramedic services in Peel in order to improve response to emergency medical calls. In 2013, the City of Toronto released a study conducted by Pomax that satisfied the majority of the deliverables of the Peel study and the decision was made to not move forward with the Peel study and to disband the Steering Committee. Janette Smith highlighted the importance of dispatch reform, noting the current dispatch system over-prioritizes calls, placing unnecessary demand on paramedic services and putting patient safety at risk. In October 2016, Regional Council endorsed a focus on dispatch advocacy.

See also Resolution 2016-924 Winston Meyer, Community Door Board Chair, stated that in 2015, Regional Council approved funding of $1 million over two years to Community Door, of which, the first installment of $500,000 has been received. He noted that expenditure levels are lower than anticipated due to recruitment challenges for the position of director/strategist; however, a recruitment plan is in place. Community Door will be developing a long term strategic sustainability and diversified business model and Winston Meyer requested the support of Regional Council to carry over the approved funding to 2017 and beyond, if needed.

Moved by Councillor Thompson, Seconded by Councillor Miles; Whereas the Town of Caledon undertook an intensive and thorough study known as the Bolton Residential Expansion Study (BRES) to implement the Growth Plan for the Greater Toronto Horseshoe (2006), Peel Region OPA 24, and Caledon OPA 226; And whereas, Bolton Residential Option Number 3 and the three Rounding Out Areas were identified and recommended by the BRES and endorsed as the preferred growth areas by Caledon Council, which consisted of studies that meet all the requirements of a Municipal Comprehensive Review for settlement area boundary expansion, in accordance with Provincial policies and Peel Region’s Official Plan; And whereas, the Town submitted a ROPA application to amend the Region of Peel Official Plan (proposed ROPA 30) to expand the settlement area boundary of Bolton based on Option 3 and the three Rounding Out Areas; And whereas, the ROPA application (proposed ROPA 30) was deemed a complete application by the Region of Peel in October 2014;

And whereas, it has been determined that Option 3 best achieves all themes and criteria analyzed by the Region of Peel and its independent planning consultant, the Planning Partnership; And whereas, Option 3 and the Rounding Out Areas have been determined to be the most fiscally responsible option based on the financing proposal by the Landowner Group; Therefore be it resolved, that Regional Official Plan Amendment No. 30, based on Option 3 and the three Rounding Out Areas be adopted in accordance with Section 17(22) of the Planning Act to establish a Bolton Residential Expansion Settlement Area Boundary; And further, that Regional staff be directed to work with Town of Caledon staff to expedite the Town’s Secondary Plan and Municipal Class Environmental Assessment process for the area.

And whereas, the population forecasts for 2031B, 2036 and 2041 remain to be allocated by the Region between Mississauga, Brampton and Caledon; And whereas, based on the Peel Land Budget 2041 Update, population and employment in Caledon will largely need to be accommodated by Greenfield growth requiring settlement boundary expansions which must conform with Provincial policies; Therefore be it resolved, that Regional staff be directed to consult with the local municipalities and provide recommendations to Council regarding how the 2031B, 2036 and 2041 growth forecasts should be allocated between the local municipalities, which should include an assessment of whether the 2031A forecasts in ROPA 24 have been or will be met, and any necessary adjustments to the population allocation to ensure that the future growth forecasts will be met; And further, that staff be directed to consult with the affected stakeholders and recommend adjustments as appropriate to the 2031A, 2031B, 2036 and 2041 forecasts to direct additional population to Caledon, with a view for the need of additional growth to the Bolton Rural Service Centre and the Mayfield West Rural Service Centre, and specifically the study area in Mayfield West phase two and the identified study areas in the Bolton Residential Expansion Study (BRES) while ensuring proper phasing of development; And further, that staff be directed to report back in the first quarter of 2017 on the outcome of their discussions with the local municipalities and recommend appropriate next steps in the planning process to implement Provincial growth forecasts for the Region for 2031B, 2036 and 2041, and recommend an expedited time frame for implementing a Regional Official Plan Amendment.

meeting held on November 24, 2016 Moved by Councillor Sprovieri, Seconded by Councillor Palleschi; Whereas the Community Water Fluoridation Committee has been meeting since July 2015; And whereas, staff have provided the Committee some written reports with back up documentation and some verbal reports with no back up documentation; Therefore be it resolved, that staff bring a written report with supporting documentation to the next Community Water Fluoridation Committee meeting addressing the following issues: 1. What is the classification of the fluoridation agent (HFSA) used by the Region

of Peel to artificially fluoridate the drinking water supply. a) A medication as ruled by the Supreme Court of Canada in 1957. b) A water treatment chemical as referred to by Health Canada. c) A mineral nutrient, as referred to by Health Canada and the Ontario

Dental Association. d) A hazardous chemical compound as referred to by the Safety Data

Sheet.

2. That staff provide the Committee the toxicology reviews that are recommended by Health Canada.

3. That staff provide the studies that support the assertion that HFSA

Dissociates 100 per cent in tap water. 4. That staff provide the toxicology studies done by Health Canada that

addresses the health effects of the Free Radical Fluoride Ions released when HFSA is added to the water supply.

5. That staff provide the toxicology studies done by Health Canada that support

staff’s assertion that the accumulation of fluoride, lead, mercury and arsenic in the body have no negative health impacts on the elderly, the poorly nourished, and on people with various health conditions such as kidney disease, diabetes, cancer, autism, inflammatory bowel syndrome and other health conditions.

Safe Clean Water Act and the Food and Drug Act by adding HFSA to the drinking water supply.

Councillor Sprovieri stated that there was not enough time at the November 24, 2016 meeting of the Community Water Fluoridation Committee (CWFC) to ask questions related to reports presented by the Medical Officer of Health and he inquired on the status of the request that an additional CWFC meeting be scheduled. Dr. E. deVilla, Medical Officer of Health, advised that staff are working to identify a suitable date to hold the additional CWFC meeting.
