Jagath is Vice President and Chairman of Operations Review Committee of the Institute of Chartered

Accountants of Sri Lanka, a Board Member of Sri Lanka Accounting and Auditing Standards

Monitoring Board. He serves as a Member of the Council from 2010.

He was the Key note Speaker of 2nd ICARE 2016 organized by University of Kelaniya.

He is a Fellow of the Institute and a BSc Graduate (Business Administration) from USJ. Member of

IIA and a Certified Fraud Examiner of USA.

Jagath joined as an Accounts Trainee at KPMG in Sri Lanka and elevated to the level of Partner of

KPMG Sri Lanka and the Maldives.

He is a Partner at KPMG – in Sri Lanka and Maldives since 2001. He is a Partner at KPMG in the

Maldives since 1996. He was the Partner in Charge of KPMG in the Maldives – Branch and Galle

and Hambantota Branches till 2016.

Presently Jagath is the head of Risk Consulting and responsible for setting up of Forensic Service

line in KPMG in Sri Lanka

From 1996 to 2001, he was the Resident Partner of the Maldives Branch of KPMG.

He was also seconded to First Education and Training Project of the Maldives, a project funded by

International Development Association (IDA - World Bank) as financial consultant/Specialist from

1990-1992

Jagath is the Quality Performance Lead Partner for Risk Consulting Services of Middle East and

South Asia Region (MESA) from 2015.

Since 2007, he represented as a Quality Performance Lead Partner (QPLP) of Advisory function of

KPMG in Sri Lanka and Maldives.

He also performed as Quality Performance Lead Reviewer/Reviewer for Audit and Advisory

functions within Middle East and South Asia (MESA) Region of KPMG since 2003.

During 2007, Jagath coordinated between SAFA and Auditor General’s Office of the Maldives in

order to set up a professional accounting association in the Maldives and supported their initiatives.

Manil Jayesinghe

Hector Manil Anthony Jayesinghe (Manil) born on 2nd January 1963 (age 54 years) joined

Ernst & Young in the year 1981, was promoted to the Managerial Level in the year 1989 and

was admitted to the Partnership in 1993.

In the year 1993 was admitted as an Associate Member, in 2006 was admitted as a Fellow

Member of CA Sri Lanka. In 1995 was admitted as a Fellow Member of the Institute of

Management Accountants of UK. In 2015 obtained Membership of the Chartered Institute of

Public Finance & Accountancy (CPFA).

Appointed as a member of Council of CA Sri Lanka in 2014 and 2016. Has served on many

committees prior to and subsequent of the appointment. At present serves as the Chairman of

the Statutory Accounting Standard Committee and Examinations Committee. Alternate

Chairman of the Audit Faculty and Operational Review Committee.

Also serving as a member of the Exemptions & Reciprocal Arrangements Committee, Statutory

Auditing Standards Committee, Financial Reporting Standards Implementation and

Kapila Atukorala

Kapila Atukorala was selected as a member of Council of the Institute of Chartered Accountants

of Sri Lanka in the election held in December 2015. At present he serves as Chairman of

Education and Curriculum Development Committee and Curriculum Review Task Force 2019.

He further serves on Exemptions and Reciprocal Arrangements Committee, SLFRS Education

Committee, Operational Review Committee and Annual Report Task Force of CA Sri Lanka. He

has functioned as Sector Co-ordinator and Alternate Chairman for Annual Report Awards

committee during 2009 – 2011 and participated in annual report marking of SAFA region,

representing CA Sri Lanka.

Kapila has actively engaged in curriculum development and syllabus revision activities of CA

Sri Lanka since 1999. Further he had been a lecturer at private tuition colleges for more than 20

years for CA Sri Lanka Students and has actively engaged in CA Sri Lanka student promotion

activities. He has presented several Sri Lanka Accounting Standards at seminars organized by

CA Sri Lanka in Colombo and Outstations. He has presented a paper on Sri Lankan experience

on proportionate application of Inernational Standards of Auditing at the CA Sri Lanka – SAFA-

IFAC-SMP regional forum held in January 2016 in Colombo. He authored the toolkit issued by

CA Sri Lanka in 2005 to assist NGOs engaged in tsunami relief activities in Sri Lanka.

Kapila has served as a member of the committee that developed SLFRS for Smaller Entities that

was launched in October 2015. He is also a member of the Institute of Certified Management

Accountants of Sri Lanka (CMA Sri Lanka) and won six prizes at CA Sri Lanka examinations.

Kapila has over 20 years experience in practice and industry with exposure to development

banking, finance, manufacturing, education, business valuation, accounting, assurance and

taxation.

Sanjaya Bandara

Sanjaya has been a member of the council since 2012. At present he serves as the chairman of

the annual reports award committee. He is also the alternate chairman of the Education,

Curriculum Review & Development Task Force and Research Committee.

Sanjaya has been a resource person and the course leader of the workshops conducted by CA

Sri Lanka for TOP CA Case Study Examination since 2010, and has personally guided many

students to complete case study examination and become Chartered Accountants. He played a

vital role in developing the new curriculum of CA Sri Lanka and was a resource person in

developing the content of the new curriculum.

As Chairman of the annual reports award committee he initiated a project to update and

publish a comprehensive guideline for preparation and presentation of annual reports. The

new book was published in October 2017.

As Chairman of the member relation committee he introduced a programme targeting

developing soft skills and leadership skills of new members where more than 200 new

members were benefited under this programme. Further, a “members guide book” was

compiled and published which includes most of the essential information members need to

know about the institute and profession. Furthermore several activities such as CAPL cricket

match, members quiz night were organized to facilitate networking among members. More

over a job bank, discount scheme which offers discounts to members in hospitality and book

shops were also introduced.

Sanjaya has been a regular presenter at the seminars and workshops conducted by CA Sri

Lanka on Sri Lanka Accounting standards (LKAS / SLFRS) and Sri Lanka auditing

standards. He involved in training of 100 accountants in “Bhutan” on application of

International Financial Reporting Standards (IFRS).

Sanjaya has been an active member of the Student Training and Development Committee. He

was the chairman of the subcommittees appointed to develop new training curriculum (2015).

Sanjaya is a fellow member of the Institute of Chartered Accountants of Sri Lanka. He holds

a B.Sc Accountancy Special Degree from the University of Sri Jayewardenepura, and MBA

from the University of Colombo. Sanjaya started his career as a trainee accountant at B.R De

Silva & Co, Chartered Accountants in 1998 and was appointed as a partner in 2004. At

present he is the Technical Partner of the firm and counts over 19 years of experience in

practice.

Kumar Fernando

Kumar was born in 1943, during the Second World War, and according to his mother, he arrived

at Brooklyn, before the doctor. His dad was then the air-raid warden for Ambalangoda. Kumar

was educated at Trinity College Kandy, and S. Thomas College, Mt.Lavinia. He was Captain of

under 17 and second fifteen Rugby, Secretary of the Geographical Society, Representative of his

from to Drama Society and Member of the Electoral body of the Senior Debating Society.

He represented the school in Basket-Ball (Juniors). He was also a member of the Junior Cadet

Platoon.

Kumar served his articles, at Alles, Martins and went on to be a qualified assistant, at Ford, Rhodes.

He was a founder member of the Institute Benevolent Society and being a lawyers son, was able

to obtain a copy of the Ceylon Lawyers Benevolent Association Constitution. He contributed

articles to the Institute Journal, including an appreciation to Mr. D.S. de Silva, a former, Auditor

General, also a product of Ambalangoda. Kumar took a keen interest the making of the student

examination papers, in Commercial Law and Business Communication.

As a student, he encountered fraud at the Police Inspectors Mess, Bambalapitiya.

Kumar’s first Overseas break, was in 1974 to Zambia, where he worked as Accountant,

Municipality in the Copper belt. He witnessed the start and finish of the Tanzam Railway. His

efforts at computerizing the bank reconciliation statement, was greatly appreciated by the students.

He took the opportunity to visit Malawi, Tanzania and Kenya., where he met a number of Institute

members, and former, director of Student, Mr. Benedict at DSM.

Kumar second overseas break, took him to Malaysia, where he worked as Lecturer, School of

Accountancy., ITM. Shah-Alam. He invited the former Auditor General, Mr. Wijayasuriya (Who

was in transit) to a luncheon meeting with the Director MARA and other Accountancy Lecturers.

He attended the second Asean Federation of Accountants meeting in Singapore.

On his return home, he worked at Joe Muttus, which took him to the North-East, during a particular

turbulent time. The Audit report covered, Sales of Goods Act, Arbitration Act and International

Court of Justice, Singapore. (Commercial arbitration). At the 2015 ICA, AGM, his reference to

Good Governance went unchallenged.

Chaaminda Kumarasiri

Chaaminda is the Chairman/Principal Consultant of H C P Consulting (Pvt) Ltd. and the

Founder/CEO of The Human Capital Partner. He is a Fellow Chartered Accountant,

Corporate Trainer, Leadership Coach, Strategist, Management Consultant, Lecturer and a

Writer with a proven track record in the corporate world, holding senior leadership positions

in leading local and multinational organizations.

He possesss a wealth of experience working in the World’s Leading Financial Centre (New

York),World’s leading Financial Institution (HSBC) as well as Sri Lanka’s Largest Financial

Institution (BOC), in addition to various other industries and entities and has played a key

role at Ernst and Young in serving its clientele, specially in the Banking and Finance sector.

He has been playing many roles in various capacities during his long standing relationship

with CA Sri Lanka; as the Alternate Chairman of National Conference Committee, a member

of the Final Panel of Judges of the Annual Report Awards Competition, Member of the

National Conference Technical Committee, Member of the Student Training & Development

Committee, Member of the Education Committee, Member of the Journal Committee and a

Member of various Task Forces. He has also contributed to the institute as a Study Material

Heshana Kuruppu

Heshana Kuruppu has been a Member of the Council since 2012.

Contribution to the Institute

Chairman, Board of Management - School of Accounting and Business: BSc in Applied Accounting

Degree recorded the highest-ever intake in 2017 reflecting a 67% cumulative annual growth over two

years (2016/17). Currently there are around 600 undergraduates of which around 87% joined in year

2016 and 2017. This is reflected in the significant increase in financial contribution.

Chairman - National Conference Committee: Instrumental in launching CA Sri Lanka mobile App

concurrent to the National Conference in year 2015. Changed the National conference venue to

BMICH in year 2015 to accommodate more members. Committee allocated part of the corporate

sponsorships for the first time, to the Student Scholarship Fund in year 2014 and 2015.

Chairman- CPD Committee: Launched the CPD online academy to facilitate online learning with

flexibility and became one of the few countries in SAFA region to offers this service. Launched CPD

online tool that facilitate record keeping/CPD planning and sending CPD statements to members.

The Committee was involved in formulating CPD policy document and governance framework, CPD

register and CPD MIS system.

Conceptualizing and implementing the first CA Sri Lanka Mentoring Program - Nurturing

Aspirations for newly qualified Chartered Accountants in the year 2016 and 2017.

Chairman – Business School Committee: Organized Strategy Summit for the successful second time

in year 2016. Introduced a modern syllabus for postgraduate programs after 7 years. Committee was

successful in renegotiating exemptions for CA members for the MBA program of USQ.

Heshana has been a resource person for workshops conducted by the CA Sri Lanka for Top CA case

study examination since year 2010. He was appointed as the Pillar Head (Management) of

Curriculum revision 2015/2020. He has been a panelist at regional conferences organized by SAFA.

He counts over 18 years of experience and commenced his professional career at KPMG. He has held

several positions such as the Group Chief Financial Officer, First Capital Group, General Manager

at MAS Holdings. Currently he is serving as the Group Chief Financial Officer - David Pieris Group

of Companies.

Heshana is a Fellow Member of the Institute. He holds a BSc Accountancy (Special) First Class

degree from the Department of Accounting, University of Sri Jayewardenepura. Heshana completed

Dulitha Perera

Dulitha Perera is a fellow member of the Institute. He currently serves as the Chairman of the Student

Training & Development Committee, Immediate Past President of the YCAF and the Alternate

Chairman of the Annual Report Awards Committee and Urban Schools & Non-Commerce Stream

Student Promotions Committee. He serves as a Sector Coordinator in the Annual Report Awards

Committee, member of the National Conference, Examination, Education, Operational Review,

Exemptions Committees, Performance Reporting Sub-Committee and Education Task Force to

revisit the Executive Level Structure.

During the period gave leadership in evaluating training partners in Public Practice and Non-Public

Practice in providing training opportunities to students, proactively assessed Trainees at all levels

and conducted workshops for Training Partners to update on contemporary developments. He

introduced Learning Outcomes of Practical training in line with International Education Standards

in addition to an on-line Ethics module being developed and rolled out.

Dulitha served as the Chairman of the National Conference Technical Committee during the year

2012 and 2013 and as a member of the Committee during the year 2014 and 2015 while he continued

his service as a member of the National Conference Committee in 2016 and 2017.

Dulitha has been involved in presentations both at CA Sri Lanka seminars and outside as a resource

person. He had presented in events organized by the Chartered Management Institute (CMI) – UK’s

Sri Lanka Branch during on various topics of interest. He has also been a presenter of training

organized by the CBS of Central Bank of Sri Lanka for overseas Central Bank Officers on the topic,

“Auditors Role in Supervising Banks”. In addition, at Training Partners Workshop “Supervising

Members’ Expectations Towards Trainees” was presented in 2017 and was the moderator of

seminars conducted by the OPA Sri Lanka on “The Impact of the New Inland Revenue Act” and on

"New Audit Report and Responding to Non-Compliance with Laws and Regulations".

Dulitha is a Partner at KPMG practice in Sri Lanka specializes in Risk and Management Consulting

Services. He counts over 20 years of experience across Audit, Tax and Consulting services and has

advised clients across diverse industries. He served an eight year term of which four years in the

Industry and four years with KPMG practice in the Sultanate of Oman where he had hands-on

involvement in the Risk & Finance function and also has carried out engagements for a number of

multinationals.

Veerappan Sivagurunathan

Veerappan Sivagurunathan (Siva) is a member of the Taxation Faculty of the CA Sri Lanka

from 2011. He has served on Research and Development, Library, Education and Journal

Committees and is currently a member of the Taxation Committee and serves in the Training

Assessment and Viva-Voce Interview Panel. He is also a Resource Person of the School of

Taxation and Multimedia English Language Centre (MELC) of CASL and currently lecturing

Taxation for the CTA programme and Presentation Skills for MELC for final level CA

students.

He also functions as the Secretary of the Practicing Chartered Accountants Forum of the

ICASL from 2009 to date.

Siva is Fellow of the CA Sri Lanka (Associate 1991) and holds a degree in LL.B. Now he

reads for his Final Attorney at Law. He is also a Fellow member (FCMA) of the CIMA (UK).

He severed as a member of the Management Information Resource Centre and Taxation

Committees of the CIMA (UK)-Sri Lanka Branch.

He has over 25 years of experience in practice specializing in local and International Taxation

and Feasibility studies. He has worked as Qualified Assistant at Aiyar & Company (1992/94),

Tax Manager at PricewaterhouseCoopers (1995/2004), Senior Tax Manager at Gajma &

Company (2004) and Tax Partner at BDO (2005). Now he heads as the Principal Consultant

of his practice, Consultants Consortium.

Siva is a member of the ICASL Toastmasters Club and was awarded Advanced

Communicator Bronze and Advanced Leader Bronze from the International Toastmasters

and represented ICASL at Area and Division Levels at Humorous, Evaluation, International

Prepared and Impromptu Speech contests and won places. He was also a Past President of the

ICASL TM club. He is instrumental in conducting Best Speaker Contest (English) for CA

students.

He has obtained Certificate for a Course on “Making Teaching Effective” conducted by the

Institute of Chartered Accountants of Sri Lanka under the IRQUE programme and also on

Banking conducted by the CIMA Sri Lanka Division in association with the Institute of

Bankers of Sri Lanka.

He is the Secretary of International Fiscal Association-Sri Lanka Branch from (2008/09)

prior to it serving as the Treasurer (2007/08) and also currently an Executive Committee

Member of the Sri Lanka Income Taxpayers’ Association. Siva was the Country Reporter –

“International Fiscal Association Reports for 2009 Vancouver Congress”. He was a member

of the International Fiscal Association Sri Lanka Branch Delegation who met the IMF

Delegation.

Tishan Subasinghe

Tishan Harendranath Subasinghe, is a Fellow and Council Member of the Institute of

Chartered Accountants of Sri Lanka and the Technical and Human Capital Development

Partner at BDO Partners. He has been leading the firms IFRS Advisory division.

He continues to enjoy being affiliated to the CA Sri Lanka and it's community since 1996,

then, was a keen student turned an active PACS member. He obtained the associate

membership in 2002 and Fellow membership in 2010. While specializing in information

systems auditing, according to his view as a foundation for future business tests, he became a

Certified Information Systems Auditor [CISA-USA]. Further, he was awarded a MBA in

Finance by the University of Colombo and a Gold Medallist on the same.

His exposure in the profession is multi ethnic and multi cultural. It expands not only island-

wide but also extends having overseas work relationships with PricewaterhouseCoopers

[PwC] international head office in New York, Philadelphia office, and PwC in Botswana

spanning several years. These were supported by the international training that he has

undergone in USA, Hong Kong, Bangkok, Hyderabad, Mumbai, Malaysia, Indonesia etc., in

areas such as Sarbanes Oxley section 404 integrated audits, various Audit Software, adoption

of IFRSs, to name a few. He is also a visiting lecturer at several Government Universities and

had also conducted international training in Maldives and Bhutan.

Tishan cherishes fond memories being with many committees of the Institute, among them

the opportunities graced for being with Members of CA Sri Lanka, the business community

and the Institute staff while been served as the Chairman of the Annual Report Awards

Committee, again. He had been the vice president of the Young Chartered Accountants Forum

(YCAF).

He is a thorough advocate of being engaged with the continuous development of knowledge,

skills and aptitudes by all whether students, members and the professional community. He has

extended to all at large, for example by conducting career guidance programs particularly

focusing the GCE A/L students. He believes that the world should belong to everyone, open

to the development of all good human qualities where social and technological drives are to

assist. His interests are many. To name a few, other than being with people, he enjoys all good

arts, reading, many sports and his family and friends.

He has provided leadership as the Chairman of the National Conference committee of the

Institute during the last two years.
