Negotiations between the Buffalo City Municipality Metro (BCM) and BCM South African Municipal Workers Union (SAMWU) seem to be in deadlock as there seems to be no end in sight to the workers strike which has left the metro littered with garbage. SAMWU workers downed tools earlier this week to demand R2000 wage increase and also want payment of the salaries backdating to 2011 when BCM was declared a metro. Employers who have failed to implement the Employment Equity Act have six months to start implementing the act or they may face a serious backlash says the Minister of Labour, Mildred Oliphant.

Minister Oliphant is unhappy about the slow progress the South African Labour Market is making towards transformation in the work space which seeks race representation that reflects the country’s demographics.

She says in the upper levels of management are occupied by white people and they still continue to receive preference over other race groups.

The Commission for Employment Equity (CEE) released their 16th report earlier this week, which showed that whites were still leading top management levels with 68 percent, while their African counterparts were at 14 percent. Coloured individuals were at 4 percent, while Indians stood at 8.6 percent, with the rest of the top posts filled by foreign nationals at 3

percent.The statistics proved grim for the

commissioners and Minister of Labour Mildred Oliphant, who had hoped the recent amendments to the act would have led to more compliance.

“White males and females still occupy the higher percentage in terms of the top management, we do not have a shortage of skills as a country, but unfortunately we believe there is a practice institutionalised discrimination preventing black people from being promoted to senior management positions” said Minister Oliphant.

The purpose of the Employment Equity Act is to remove unfair discrimination and to promote equity in the workplace. Blacks and women are still getting a raw deal from employment equity transgressors, whose incompliance has led to the slow pace of transformation in the workplace.

“It leads to systemic discrimination and that leads to the EEP (Employment Equity Plan) appointees leaving as

soon as they are hired, they walk out and we call it the revolving door.

“They come and because the system or environment does not accommodate people, they leave,” she explained.

Commissioner from the Commission of Gender Equity, Zodwa Ntuli, also raised concerns with the senior positions black people were elevated to.

“What we are increasingly seeing as a trend is that senior positions are created not at the mainstream of the business, but on the sidelines and is also in areas that are ‘non-core’,” she said.

The minister and the CEE commissioners warned that if employers did not treat transformation as a bottom-line issue, they would soon find themselves in trouble.

The government said it would soon start referring non-compliant employers to the Labour Court where they would be fined between 2 and 10 percent of their annual turnover

Employers forced to promote more black people

ZUMA IS ONLY PART OF THE PROBLEM

"ZUMA must fall," is the slogan voiced by many who are concerned about the situation the country finds itself in. However, Jacob Zuma is not the primary problem; he is merely a symptom of a much deeper malaise that afflicts the governing party.

To remove Zuma now would merely remove one particularly compromised individual, without in any way changing the system that put him in his position in the first place. The legacy of decades of compromise and corruption would continue, with many of the same role players in place. It would, largely be business as usual.

As such, the Gupta family may or may not go. Or they may

move to the margins of influence as Shabir Shaik did after his release from prison on medical grounds. Other players may shuffle forward or back into the shadows, but the rot mentioned in the complaint by Chris Hani and others in 1969 will remain.

Hani and six of his comrades penned a memorandum complaining of the nepotism, rot and corruption in the ANC after the shambles of the Wankie and Sipolilo campaigns of 1967/8. For his pains a hearing was held, and he was sentenced to death, a sentence later overturned by then acting ANC president OR Tambo. Hani left the ANC for a time before being persuaded to return.

There were also violent clashes and complaints about corruption, tribalism and the relative high life of unelected commanders.

Fast forward to the 1980s and the same problems persisted, resulting in perhaps the most brutal episodes in ANC exile history. By then, the 1976 student uprising had catapulted the ANC to greater global prominence and triggered a massive outpouring of aid from quarters other than

the then Soviet bloc. However, the Russians still held sway over those who commanded the ANC’s armed wing MK and, on the latest available evidence, held back the development of an underground guerrilla war in South Africa.

However, the huge influx of cash and goods from clothing to shoes and canned food opened up more opportunities for unscrupulous operators in a movement already riddled with corruption. That so much was condoned was a symptom of the fact that the leadership feared any crackdown that affected those in powerful positions might result in schisms. Crackdowns were directed at lower ranks or individual commanders whenever there was any hint of dissidence.

The rationale was quite simple: the ANC was a broad church that claimed to be the only true representative of the people of South Africa. Any challenge to the unity of such a movement was seen as tantamount to treason. Unity relied on a leadership whose

word was law.The situation in exile and the

fact that the ANC was effectively at war with the apartheid state were the reasons given for foot soldiers never to question the commands from above.

Those who challenged this situation were clearly opposing the leadership, and therefore opposing the people of South Africa. It could then be concluded that they were working in the interests of the apartheid state and were, in effect, enemy agents.

Well versed in psychological warfare the apartheid security services benefited by sowing paranoia within the exile movement.

The autocratic attitudes of leaders and the undemocratic method of operation in the exile camps was fertile ground for dissidence. Dissidence was simplistically equated with enemy action that could only be dealt with harshly. This was the role of Mbokodo (the grinding stone), the ANC security apparatus.

What the ANC leadership

- which may itself have been infiltrated at various levels - did not understand was that trained agents would not make targets of themselves by being openly dissident. They would instead, play the role of super loyalists. They would willingly — and often with extreme brutality — carry out the instructions of security chiefs to “deal” with dissidents, so creating further disgruntlement.

Today, in a parliamentary dispensation, it is no longer possible to condone dealing with dissidence in such a way. But the exile legacy of autocracy and corruption — in many ways a mirror image of the apartheid state — persists. What former Cosatu general secretary Zwelinzima Vavi called the “voting cattle” have no power; that is vested in a patronage-soaked executive and parliamentarians and cabinet members who owe their positions, careers and pensions to the chief.

While President Zuma led the Freedom Day celebrations in earlier this week, many of his counterparts have not shared their zeal for observing the day of reckoning.

Amongst others, the Pan Africanist Congress of Azania (PAC) expressed their displeasure in the observance of Freedom Day stating that it was false and an illusion to say that South Africans are free when there are still PAC political prisoners languishing in prison.

Spokesperson of the PAC Kenneth Mokgathle lambasted ANC leaders for supposedly living lavishly while poor

South Africans were drowning in debt. “There can’t be freedom when others

have to pay more than R40 000 for their tuition fees while their "VIP" leaders hire private jet for R210 000 inside the country. How can we celebrate a phenomenon which is an illusion while there are more than 100 freedom fighters of the PAC still in jail?” said Mr Mokgathle.

Freedom Front Plus Leader Dr Pieter Mulder was more moderate in his views about Freedom Day and said a message geared towards the future would be more beneficial for South Africans, rather than focusing on the past.

“After 22 years, Freedom Day and other

public holidays are increasingly starting to gain the meaning in government speeches of the victory of one group over another. "The majority of people in South Africa want reconciliation, cooperation and peace. We need more future orientated messages in which appreciation is expressed for the contribution that both white and black people had made in the past” said Dr Mulder.

The Inkatha Freedom Party (IFP) challenged the ANC to give South Africans a reason to celebrate Freedom Day.

KZN Provincial leader of the IFP Blessed Gwala sent a scathing attack towards the ANC saying they had not done enough to help the vast majority of South Africans who are still trapped in the poverty cycle.

“I don’t think that it is possible to truly celebrate Freedom Day while corruption is rampant and many people go to bed

with empty stomachs” said Mr Gwala Gwala went on to say that freedom

from apartheid was a reason to celebrate, but that people could not celebrate if they were “prisoners to poverty and hunger”.

The Democratic Alliance (DA) was more optimistic in celebrating Freedom Day but highlighted the long road yet to be traversed. EC Provincial Leader Athol Trollip addressed audiences in Port Elizabeth while also reminding the public about the upcoming local government elections.

“ Today we acknowledge the role our older generation has played in preparing us to fight for the change we need to move forward again. We must focus on promoting new values of inclusive politics, reconciliation and transitional justice, social transformation, human rights and constitutionalism” said Mr Trollip.

In a bid to help prepare young people for the critical transition from education into the world of work, Absa Bank, which is part of the Barclays Group, ran a ‘ReadytoWork,’ activation at the University of Fort Hare in East London on Wednesday, 13th of April 2016. ReadytoWork is an employability initiative that helps to train and equip young people life after school.The initiative is a free training curriculum that seeks to empower young people with the training and skills they need to enhance their employability and entrepreneurial prospects. It provides access to world class learning content, focused on work, people, money and entrepreneurial skills, through online content, face-to-face training and work exposure. The ultimate goal is to give young people a choice to better develop their employability prospects or to become self-employed through starting their own

businesses. Sazini Mojapelo, Barclays Africa Head of Citizenship says passed this comment. “A key priority of our citizenship strategy is to help young people gain access to the skills and opportunities they need to unlock their potential.We have identified education and skills development as a space in which we can make a sustainable contribution through initiatives such as ReadytoWork.” Jonathon Musilah, an acquisition banker at ABSA, asserted that completion of each module acts as an informal aptitude certifying that an individual now holds that particular skill. The success of the initiative was evident in the great turnout from Fort Hare students at both East London and Alice campuses. “The event was certainly beneficial to all students hoping to gain the necessary skills for the workplace ad even entrepreneurial skills”, said Maxwell Sibanda, a Masters of Commerce student. “The free airtime doesn’t hurt either”, he added shyly.

Disabled children at risk of gender-based violence

Growing urban populations are placing heavy demands on modern waste disposal. There simply is no space to breathe, even in smaller municipal areas. This is made more acute by growing demand for responsible waste handling, driven by new environmental regulations. Even though such regulations are sound and broadly supported by nations, including South Africa, implementation is very hard when it needs to be pinned on a running target: explosive population growth.

South Africa also has its suite of unique challenges. More than a century of mining activities have created toxic pollution problems that demand urgent action. Yet that is interdependent on overall waste management: if the small problems remain a challenge, the big problems are not going to be toppled. The country’s legacy - which created racially segmented, desperately poor

and utterly underserviced regions - also places waste management at the tip of the transformation spear. Quality of life, above all, is something every citizen strives for. Clean streets and clear water are the most obvious measuring sticks for that quality. It is interesting that since Rwanda banned plastic bags, which resulted in a massive decline of casual pollution, the country’s impression with visitors has also grown tremendously.

There are three core problems that affect waste management systems: no end-to-end control, processes and information trapped in silos, and an inability to respond and plan in real-time to scenarios.

In recent years a lot of noise has been made around the concept of Smart Cities. Waste management groups cannot be blamed for rolling their eyes when hearing about yet another futuristic ‘solution’ to a complicated set of challenges. Yet in some cases hype and reality do meet up. By integrating

tried-and-tested waste management solutions with an Enterprise Resource Planning (ERP) culture, the ambition of a real-time, end-to-end approach to reducing garbage is very attainable.

Today’s waste management technology solutions have many possibilities that are developing from day to day. Amongst others, they are currently also playing a role in helping manage issues related to infectious disease outbreaks in Africa, such as cholera and Ebola. In another example, the central African nation of Gabon is growing its appeal as a tourism destination by tackling the waste problems of its capital Libreville. The city's inhabitants also quickly cottoned onto the benefits of a cleaner environment, resulting in less littering and proactive beautification of the area.

These are not concepts of tomorrow. Smart technologies are slowly expanding into modern urban environments, fueled by the growth of high speed fibre and mobile networks.

Seoul in South Korea is one of several cities trialing smart garbage bins: these will send notifications when they need to be emptied, thus saving unnecessary trips and enabling a proactive approach to waste disposal. The project projects a 20 percent reduction in waste removal trips.

Alternatively, waste can simply be shoved into walls, as the Romans did by breaking down pots that imported olive oil from Spain and insulating their homes with the shards. Whatever was left formed massive garbage piles that today are the happy playgrounds of archeologists. Sadly (or perhaps fortunately) the nature and scale of today’s waste makes that idea impractical. Besides, who wants today’s legacy for the future to be giant rubbish dumps that future Phds trawl in hope of a good grade?

The University of Fort Hare held their SRC Elections at their various campuses last week. Alice, East London and Bisho. Students came out in numbers to cast their democratic vote.

The four political student organisations namely, EFFSCO, PASMA, SASCO and DASO were present at the voting stations.

The results were delivered at 4 am when Demacratic Alliance Students Organization (DASO) received the shocking news, that it has lost elections.

The lively mood at the venues created a sense of freedom and liberation, as the students queued not only to vote for their preferred organisation but also to have a say in issues concerning the Students Representative Council.

However, at the Alice campus the mood was uptight as the political parties tried all avenues to become the ruling body during the University of Fort Hare centenary year.

Heightened tension was evident between the DASO and the South African Student Congress (SASCO) as they were the only organisations with a big support

base. The voting station was supposed to close at 8:00pm but it closed around 10:00 pm due to the large numbers of voters.

Mawethu Khosani who is a DASO presidential candidate made b the point that the elections were unfair and biased.

“Even the company that is conducted these elections is a new company called OLELA that is owned by an ANC member,” said Khosani.

This week DASO submitted objections concerning the elections, as they believe that SASCO votes were cooked.

DASO President, Busisiwe Mashiqa also commented that it was just a waist

of time submitting their objections to the University Student Developer because elections were a management setup.

“The Fort Hare management brought us an inexperienced company to conduct our elections because they knew that it will be easy to manipulate the votes. The CEO of this company is an ANC member”, said Mashiqa.

Hundreds of students were shocked to see OLELA conducting elections instead of IEC. Many have raised doubts about the fairness of the elections.

Earth Day is always a stark reminder of the fact that we should be doing more to conserve resources. Khululiwe Mabaso, CSI Associate Director for Sub-Saharan Africa at Procter & Gamble, shares some practical tips on how to make sustainability a daily habit at your company, rather than just a once-a-year effort.

1. Paper cut – Perhaps the simplest way to start making climate-wise changes in the office is to reduce paper usage. The Environmental Protection Agency in the US has found that the average worker uses 10,000 sheets of paper a year. Research has also shown that 30% of jobs printed are not collected. In this digital age, the need to print numerous documents daily has waned. Encourage your colleagues to think twice about pressing the ‘Print’ button and change the default settings on the office printers to print only in black and white and on both sides of the page. Buy recycled paper and consider using spare paper as notepads.

2. Responsible recycling – Another quick win is to start recycling.

It is estimated that an office of 100 people produces, on average, 20 bags of waste weekly. This fills one 1,100L waste bin every five days. But 90% of this waste can be recycled. Set up recycling stations around the office and encourage

colleagues to think before they throw away. You can even gradually work towards removing individual bins at desks.

3. Ditch the disposables – Do away with paper cups, plastic plates and cutlery, and invest in crockery that can be reused many times over. This is especially important to consider if you have an office canteen, as takeaway boxes are a big waste.

4. Save power – Lighting usually accounts for about 20% to 30% of a company’s carbon footprint. Reduce your office electricity costs by investing in energy-efficient lighting such as LEDs or compact fluorescent lights. Most importantly, turn the lights off when they are not needed, i.e. when a room is unoccupied or at night. You can also invest in motion sensors.

In offices where there is a lot of sunlight, avoid using unnecessary lighting during the day.

5. Roadtrip – Encourage colleagues who have their own cars to consider car-pooling. With petrol prices on the rise, saving money can be a significant motivator. You may also consider providing incentives for colleagues who car pool. For every 100 km not driven, 28 kg of CO2 emissions is saved. Even simple measures such as correctly inflating your car tyres can increase fuel efficiency by up to 25%.

The nominees for this year’s awards were announced last week in Soweto.

Emtee and Mankayi were all nominated in the album of the year and best male artist of the year categories.

“The representation of the province at the SAMA’s is a clear presentation of the amount of talent and hidden Gems that our province has to offer and it just makes me proud that we too are producing working that is being recognised within the industry and across various genres,” said Mobi Dixon.

Sabelo Gaqazele who is commonly known as DJ Stixx started out in 2003, while he was still at high school in Idutywa. He started out as a dancer. His love for music grew stronger and he became one of the well-known independent DJ’s in his home town.Now based in East London, Dj Stixx the founder of Black Spades entertainment, which is a registered company that acts as a music artist scout. He also owns a nightclub. Stixx started a “Homecoming Festival” in 2012 as a main blast event to celebrate the festive season in Idutywa. The birthday celebrations are supported by PK, DJ Funksta, Maqwathini and several other acts. He won Event of The Year at the Beat Awards Ceremony in 2013 that proved he was doing something right.

The commercial house DJ is the epitome of cool, calm and collected when he hits the decks and works club crowds around the province into frenzy.

My Father’s War, a unique new South African film, will be released nationwide on 5 August 2016.

This bilingual (Afrikaans/English) drama focuses on the broken relationship between a father and his rebellious teenage son.

The film is set in 2003 and 19-year-old Dap Smit (Edwin van der Walt) is constantly fighting with his father, Dawid (Stian Bam), a veteran of the Border War.

The men do not see eye to eye on anything, and there seems to be no hope for reconciliation between them. Dawid’s wife, Karina (Erica Wessels) is caught in the middle of their epic battle.

Then Dap has a series of dreams in which he is a combat soldier in the Border War in Namibia the 1980’s. There he meets his father at the same age, and those dreams turn young Dap’s perception and life completely upside down. There is no going back. What is the way forward?

According to the producer, Peter Lamberti, and writer/director Craig Gardner, the biggest challenge during the film was to combine the theme of a broken relationship because of the war. The film deals with the issue of how a father and his son try to cope with there difference when the war occurred almost thirty years ago.

To achieve this, Gardner introduced the instrumental dream sequences.

"Each dream was created to facilitate the unfolding story. Therefore, there are no gratuitous battle scenes. Rather, the war dreams are microcosms of real events married with fiction in order to reveal character or advance the main storyline and ‘mini-stories’ within the bigger picture.

"The war has been used as a creative device to drive the story of the father and son towards a conclusion. We purposely do not take a moral standpoint on the conflict itself. This is not a Border War movie –it is a relationship drama, which is at the core of virtually every successful movie. And My Father’s War centres on the broken relationship between a father and his son."

The filmmakers are hoping to reach as broad an audience as possible but most certainly for anyone who was touched by the war. It will be a cathartic experience, bringing back memories, exorcising ghosts and helping to bring more understanding and emotional healing to viewers. Any parent and child will be able to relate to the on a personal level.

My Father’s War releases nationwide in film theatres on 5 August 2016 and is distributed by Ster-Kinekor Entertainment.

Border Bulldogs fans are expected to flock to the Buffalo City Stadium in East London tomorrow (Saturday 30 April) to see their team play the Steval Pumas in a Currie Cup clash at 2.30pm. Border has shown that they heave sharp teeth this season as they have won all three of their fixtures so far. In their first match played in Gauteng, Border pulled off a last minute 27-23 win against the Xerox Golden. In East London earlier this, they followed that result up with a 37-32 victory against the Cell C Sharks. Last weekend the Bulldogs beat old rivals 28-14 the EP King in Port Elizabeth

This has been my first column for a while, so I thought I would throw the money angle into the sport transformation debate.

If we have a limitless supply of money, we could solve any problem.

In a perfect world, every child would be given the chance to play any sport at school and then be encouraged to run as far as they can with the activity they have chosen.

I am still convinced that a large percentage of schoolchildren do not get the chance to play sport starting at primary school level.

The long-term solution to the transformation question is to have as many children as possible involved in sport. The future of South African sport lies in the schools.

Many have asked this question.

Is it government’s responsibility to get school sport going or if it is the various sports codes that must do this.

The big problem is that neither government nor the sports bodies have the money to make participation count to the point where talent identification would be possible over the length and breadth of the country.

If we had deep pockets, we could uncover limitless number of talented young kids. These rough diamonds could be polished for the professional sport arena.

Sadly, the SA Rugby lost Absa Bank as a headline sponsor and the Safa suffered the same fate.

Safa has reacted by signing a five-year sponsorship deal with SAA that will tie in with the South African national soccer team. Burger King

has also signed up for a five-year R25 million sponsorship deal that appears to focus on SA junior soccer teams.

To my knowledge, SA Rugby has not replaced Absa as a cornerstone sponsor yet. To add to the money problem they have gingerly taken over the financial burden of running the bankrupt Eastern Cape Kings.

Unfortunately, in reality the private sector sees the “bang for their buck” in television coverage of sport at top level. School sport sponsorship is more a labour of love and consistency.

To take sport to schools we need a combined focused effort by government, the sports bodies and the private sector. We need a value for money programme that would ensure that every Rand would be spent in a transparent and cost

effective.Every interested entity has been

involved in a fragmented way until now. Its time to pool resources and work out how the private sector could see benefit by spending money on school sport.
