Lieutenant Governor Howie MoralesWelcome/Keynote Wednesday, October 23, 2019; 11:30 am - 12:30 pm Soon after taking office in January 2019, Governor Michelle Lujan Grisham asked Lieutenant Governor Howie Morales to take charge of the State Public Education Department (PED). He did that until a permanent Secretary later could be named. During that period, Howie Morales joined the Governor in calling for a historic $500 million budget investment in public school classrooms, part of the Governor’s “Education Moonshot”.

Lieutenant Governor Howie Morales, raised in Silver City, New Mexico, has spent his whole life working to improve the lives of people in his community and across our state. He served in the New Mexico

Legislature on the Legislative Finance Committee for 11 years. A classroom teacher and proven leader who stands up for seniors and public education, he said "No more cuts to New Mexico's classrooms." Howie Morales has fought to protect our most vulnerable communities and local schools, to build a fair economy that works for all of us, and to move New Mexico forward.

Rich Davis has been serving as the Deputy Administrator for Community Programs in Rural Development, USDA, since August 2010. The Community Programs provide direct and guaranteed loans and grants to help rural communities develop or improve their essential community facilities for public use in rural areas. These facilities include health care, schools, public safety, transportation infrastructure, and a variety of other project types. During his

tenure, the Community Facilities Programs portfolio has grown from a total of $4.6 billion to $9.75 billion, of which 98 percent of the loans are current.

Mr. Davis graduated from the University of Virginia with a Bachelor’s Degree in Civil Engineering and holds a Master of Science in Public Works from George Washington University. He is a Professional Engineer, registered in the State of Virginia.

Congresswoman Xochitl Torres Small represents New Mexico’s second congressional district, which covers all or parts of Bernalillo, Catron, Chaves, Cibola, De Baca, Eddy, Guadalupe, Grant, Hidalgo, Lea, Lincoln, Luna, McKinley, Otero, Roosevelt, Sierra, Socorro, and Valencia counties.

Born and raised in New Mexico, Xochitl grew up in Las Cruces where her mother was a teacher and her father a social worker. There she learned the New Mexico values of hard work, grit, and the importance of having your neighbor’s back. After graduating Cum Laude from Georgetown University in just three years, Xochitl returned home to Las Cruces. A former Field Representative for Senator Tom Udall, she established his constituent services offices in southern New Mexico and worked to increase cell phone service, broadband, and other communication lines in rural New Mexico.

BETTER PLANNING FOR UTILITIES THROUGH ASSET MANAGEMENTMany funding mechanisms now require an asset management plan (AMP) in accordance with an established template and guidelines. A life cycle cost approach to infrastructure planning has become mainstream and critical to communities seeking badly-needed, infrastructure dollars. This session will introduce the five core components of an AMP and highlight their key benefits. This session also offers a glimpse of active asset management planning and tools in the communities of Carlsbad and Ruidoso. Carlsbad is developing methods to help predict asset failure and make recommendations regarding O&M, repair and replacement while Ruidoso is creating an AMP for water, sewer, and streets.

AFFORDABLE HOUSING, WORKSPACE AND ECONOMIC DEVELOPMENT AT SILER YARD

In collaboration with the City of Santa Fe, the New Mexico Inter-Faith Housing will present about Siler Yard: Arts+Creativity Center, a net-zero energy affordable housing, workspace, and economic development project in Santa Fe. This new construction brownfield redevelopment project was catalyzed and created in close collaboration with the City of Santa Fe. The project will have 65 live/work rental apartments that target residents and families with children using the “Artist Preference” set aside in Fair Housing. Siler Yard is designed for water and energy efficiency with net-zero energy solar arrays to generate and sustain power for residents.

COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)- FEDERAL FUNDS FOR NEW MEXICAN ENTITIES Every year the Local Government Division awards CDBG funding to local governments for a range of infrastructure, development, and planning projects. Recent examples of these projects include senior centers, water systems improvements, and flood-prevention initiatives, construction of a community health clinic, affordable housing development, and comprehensive plans. The common denominator among these projects is the beneficiaries are majority low to moderate income communities. This session will explain how New Mexican entities can take advantage of CDBG funds to serve their LMI residents by answering the questions: What kinds of projects are eligible? How can entities qualify? What makes a funding application competitive? And, what does it take to administer a CDBG project?

GREEN BUILDING INITIATIVES - NM GENERAL SERVICES DEPARTMENT - LEADING BY EXAMPLE The Facilities Management Division of the General Services Department in August 2019 began a $32 million project to improve the energy efficiency of more than 30 executive office buildings in Santa Fe. GSD received $20 million for the state buildings green energy project in legislation approved this year by the Legislature and signed by the Governor. The department received an additional $12 million through bonds sold by the New Mexico Finance Authority. Those bonds will be paid off with utility savings. We’re excited at GSD about the green energy project. We’ll be delivering a cleaner environment for future generations.

FUNDING OPPORTUNITIES FOR BIKE AND PEDESTRIAN INFRASTRUCTUREWith a renewed emphasis on outdoor recreation, public health, and alternative transportation, interest in bicycle and pedestrian facilities has increased in New Mexico. The NMDOT administers programs that assist communities with planning, design and construction of these facilities.
