SS-1.1 DESCRIPTIONUse the following language if one existing traffic control signal system will be removed on the project.

All Red text must be removed from the special provisions prior to the special provisions being submitted for project letting.

This Work consists of removing and salvaging, or disposing of miscellaneous structures, equipment and materials in accordance with 2104, “Removing Pavement and Miscellaneous Structures” and as shown on the Plans, from the existing traffic control signal system at the intersection of ______ (______) and ______ in ________, _______ County and backfilling trenches, holes and depressions.

Use the following language if two or more existing traffic control signal systems will be removed on the project. Fill in the blank the number of existing traffic control signal systems to be removed on the project

SS-1.2 MATERIALSUse materials in accordance with 2104, “Removing Miscellaneous Structures” and

these Special Provisions.

SS-1.3 CONSTRUCITON REQUIREMENTS

A Remove and Salvage Traffic Control Signal Cabinet and EquipmentTo ensure proper care and prevent damage during removal, handling and shipping of

control signal cabinets and equipment, provide in order the following:

(1) De-energize the traffic control cabinet and equipment (2) Disconnect the power conductors (3) Unplug and remove removable control equipment including the controller unit,

detector amplifier units, conflict monitor, and load switches from the cabinet. (4) Package and secure the removed control equipment in a method and manner

that prevents damage to the equipment during handling and shipping(5) Coil together the connecting harnesses of the removed equipment (6) Fasten and secure the harnesses to a cabinet shelf in a method and manner

that prevents the harnesses from being damaged when closing the cabinet door and from falling through the bottom of the cabinet during removal, handling and shipping

(7) Secure the cabinet in an upright position when removing, handling and shipping

B Remove and Salvage Battery Backup Service (SSB) Cabinet and EquipmentTo ensure proper care and prevent damage during removal, handling and shipping of

SSB cabinets and equipment, provide in order the following:

(1) De-energize the SSB cabinet and equipment (2) Disconnect the power conductors (3) Remove the batteries and uninterrupted power supply (UPS) from the cabinet(4) Package and secure the removed batteries and UPS in method and manner

that prevents damage to the equipment during handling and shipping (5) Coil together the harnesses (6) Fasten and secure the harnesses to a cabinet shelf in a method and manner

that prevents the harnesses from being damaged (7) Secure the cabinet in an upright position when removing, handling and

shipping

C Remove and Dispose Miscellaneous StructuresRemove and dispose of the existing traffic control systems miscellaneous structures as

shown on the Plans and in accordance with 2104 “Removing Pavement and Miscellaneous Structures”. Miscellaneous structures includes the following:

(1) Pole shafts(2) Transformer bases(3) Mast arms(4) Luminaire extensions(5) Traffic signal pedestal shafts and bases(6) APS pushbutton stations(7) Foundations and equipment pads(8) Conduit systems

Destroy miscellaneous structures to the satisfaction of Engineer.

Except under roadway surfaces, remove and dispose of the existing traffic control signal system underground conduit systems unless otherwise specified in Contract Documents or as directed by the Engineer.

Replace in kind and restore general features of the excavation site including concrete pavement, bituminous surface, gravel surface, underlying base courses, sidewalks, curb and gutter, and sod removed by construction operations.

Include the following section when it is known that lead based painted structures have been used on the existing traffic control signal system that is being removed. If unsure that lead base painted structures exist, it is the district traffic office’s responsibility to find out before including this section in the special provisions. This is to ensure contractors bid the project accordingly.

C.1 Structures Containing Lead Based PaintHandle, transport, and dispose of miscellaneous structures containing lead based paint

in accordance with Occupational Safety & Health Administration (OSHA) and the Minnesota Pollution Control Agency (MPCA) regulations and the following.

(1) Read, certify understanding, and agree to abide to the requirements in OSHA 29 CFR 1926.62 and Minnesota Rules Chapter 5206, 7025, 7035, 7045 relating to the removal and disposal of lead base painted miscellaneous structures as hazardous waste.

(2) Submit to the Engineer a completed “Contractor Certification of Disposal" form included in this section.

(3) Submit to the Engineer a copy of the “Tipping Receipt” from the scrap yard or recycler.

The form below is provided as an example. The actual form must be downloaded by the contractor. Keep the form on the next two pages in the document.

SS-1.5 BASIS OF PAYMENT

A Traffic Control Signal System Removing and salvaging, or disposing of miscellaneous structures, equipment and

materials from the existing traffic control signal system at the intersection of __________ and ___________in ____________, ________ County, and backfilling trenches, holes, and depressions will be paid for as specified for Item No. 2565.516 (TRAFFIC CONTROL SIGNAL SYSTEM).

B Haul Salvaged MaterialDelivery of salvaged materials to the Department at the location specified is paid for

under Item No. 2104.601 (HAUL SALVAGED MATERIAL) at the contract LUMP SUM price and is considered payment in full for costs relative to hauling the materials to, and depositing the materials, at the location specified.

A Department Provided MaterialsThe Department provides at no cost to the Contractor, the following materials and

electrical equipment for the Contractor to install:

(1) One traffic control signal cabinet and riser adaptor with a actuated controller unit and signal control equipment

(2) Four sets of anchor rods, nuts, and washers per cabinet (one set includes one anchor, one nut, and one washer)

(3) One rubber gasket per cabinet installed between the bottom of the cabinet and the concrete equipment pad

(The following language is to be used for required warning stickers on the backside of sign panels being installed on the signal system project. See additional verbiage under construction requirements. The Specification Writer must include the appropriate contact person and phone number to the following paragraph).

(4) Department Provided Warning Stickers on New Sign Panels

The Department provides at no cost to the Contractor, warning stickers to be applied to new sign panels. Coordinate quantity required for the project with the Engineer.

B Contractor Provided Equipment for Traffic Control Signal Cabinets Contractor provided equipment for traffic control cabinets when specified includes EVP

phase selectors, APS central control units, and video image processors.

Deliver equipment for integration into the Department provided traffic control signal cabinet at least 30 Business Days in advance of needing the traffic control signal cabinet on the Project to the following address:

To ensure integration into the correct signal cabinet, before delivery to ESS label the equipment packaging with the following:

C Buy AmericaUse domestically manufactured products that are composed predominately of steel,

iron, or both for the permanent installation of MnDOT electrical systems in accordance with 23 CFR 635.410 Buy American requirements.

During the product quotation stage, inform the manufacturer that steel, and iron product must meet the Buy America requirements in accordance with 23 CFR 635.410 for

C.1 Verifying Compliance with Buy AmericaFor verifying compliance with Buy America requirements, obtain from the

manufacturer two out of the three following documents:

(1) Mill Test Report (MTR) issued and signed by the fabricator stating that the materials subject to Buy America were melted and manufactured in the United States; written certifications from factory

(2) Written certification on company letterhead and signed by an authorized representative from manufacturers providing additional treatment to the fabricated material (blasting, coating) stating the treatment process occurred in the United States

(3) Written certification on company letterhead and signed by an authorized manufacturer representative, declaring the supplied materials subject to Buy America requirements fully meet.

Submit documentation to the Engineer.

D Low Profile Hydraulic Torque Wrench

Use an approved low profile hydraulic torque wrench listed on MnDOT’s Approved/Qualified Products List under Lighting “Low profile hydraulic torque wrench” on the top nuts to tighten PA and BA traffic signal mast arm pole anchor rods to the required torque values specified in the MnDOT Anchor Rod Tightening Handbook. Use a working handheld digital pendant or, digital or analog gauge with the low-profile hydraulic torque wrench to ensure specified torque values have been met and can be verified in foot pounds by the installer and inspector during the tightening process.

If the gauge display is in pounds per square inch (PSI), convert PSI to foot pounds and ensure the calculations are correct. Submit the PSI to foot pounds converted values to the Engineer before installing the poles. The submittal and Engineer’s review does not relieve responsibility for tightening anchor rods to the required torque values.

Obtain Engineer’s approval of the wrench and provide proof of calibration done in the last 12 months from an accredited calibration service before installing the poles.

E Signal Head Pedestal PolesStandard Plate 8122 is hereby deleted, and the following is substituted therefore:

Provide signal head pedestal poles listed on MnDOT’s APL for Signals.

L Equipment Pad Provide an equipment pad as shown on the Plans and specified in these Special

Provisions.

The equipment pad contains the following:

(1) Traffic control signal cabinet, anchor rods, nuts and washers and associated internal control equipment to be provided by the Department and installed by the Contractor.

(2) Signal service cabinet Type SSB to be provided and installed by the Contractor. SSB cabinets will be supplied from the manufacturer with anchor rods, nuts and washers used for attaching the service cabinet to the equipment pad.

SS-2.3 CONSTRUCTION REQUIREMENTS

A Storing MaterialsStore and handle materials in accordance with 1606 “Storage of Materials”, 1607

“Handling Materials” and the manufacturer’s requirements. 

B Splicing Conductors Splicing of traffic signal control cable and other cables used in the traffic control signal

system is not permitted. Install signal cables from the termination points in the signal control cabinet to the field devices with no splices in the cable.

Loop detector lead in cable may be spliced to the loop wire in the adjacent handhole only.

C Conduit UndergroundPlace conduit underground in accordance with 2565.3.D.2.b “Underground” and as

follows:

Place conduit at least 24 in below roadway surfaces.

D Installation of Department Provided MaterialsInstall the Department provided traffic control signal cabinet and riser adaptor

complete with actuated controller unit and the required traffic control signal equipment.

Provide and install additional materials and equipment for a complete operating traffic control signal cabinet installation, including:

(1) A cabinet concrete foundation as part of the equipment pad concrete foundation using Department provided anchor rods, nuts, and washers

(2) Bonding and grounding materials and connections(3) Place a bead of %100 clear silicone between the top of the riser adaptor and

the bottom of the traffic signal control cabinet prior to assembly.(4) Terminating field conductor connections in each traffic control signal cabinet

as directed by the Engineer to make each traffic control signal system fully operational

E Pick Up Department Provided Materials Pick up materials and equipment described at MnDOT’s Electrical Services Section,

6000 Minnehaha Avenue, St. Paul, MN. 55111- 4014. Follow these requirements:

(1) Request from MnDOT’s Electrical Services Section the materials and electrical equipment

(2) Direct the Electrical Services Section to the T.E. Request No. ______ (3) Request Department provided materials at least 30 Business Days in advance

of needing the material on the Project (4) Notify MnDOT’s Electrical Services Section at least 3 Business Days in advance

of intention to pick up materials and electrical equipment. Contact the following:

F Rodent Intrusion Barrier Install rodent intrusion barrier in accordance with 2545.3W.

Rodent intrusion barrier listed on MnDOT’s Approved Products List may be installed instead of stainless steel woven wire cloth as specified in 2545.3.W for traffic signal pole transformer bases Standard Plate No. 8121.

Install the MnDOT APL barrier in accordance with the manufacturer’s installation instructions. Fill gaps between the barrier and base plate, and between the barrier and the foundation with 100% silicone sealant.

G Arc-Flash Hazard Warning LabelingCalculate available fault current in accordance with 2545.3X and 2565.3 CC.

Establish available fault current and apply the appropriate label as follows.

Use the current edition of NFPA 70E “Standard for Electrical Safety in the Workplace” to determine the required PPE category and personal protective equipment.

If the available fault current is ≤ 25,000 amps then provide a label with the following information shown in Example 1.

limits of the construction project, for the duration of the construction project in accordance with the applicable provisions of MnDOT 1514 and in accordance with Minnesota State Statute 216D.

The responsibility for locating underground traffic control signal system facilities shall be transferred to the Contractor on the project start date as shown on the proposal.

MnDOT’s locating group will provide an initial locate of the underground traffic control signal system facilities within the project limits at the request of the Contractor at the start of the project. The request for the initial locate must be submitted to MnDOT’s Locating Office a minimum of 4 business days prior to the project start date.

Locate requests that are within the construction project limits will continue to be received by MnDOT’s Locating Office. These locate tickets will be forwarded to the Contractor’s representative responsible for coordinating locate requests within the project limits. The locate tickets will be forwarded via e mail or fax. Confirmation of receipt of the locate ticket must be sent by the Contractors representative back to MnDOT’s locating office within 2 hours of MnDOT’s sending the Contractor’s representative the locate request.

The Contractor responsible for locating underground traffic control signal system facilities will repair damage as the result of improperly located or unmarked underground traffic control signal system facilities within the project limits.

The repair the damaged underground traffic control signal system facilities in accordance with 2545.3A, 2565.3B and RTMC design and construction requirements.

Until final written acceptance of the project by the Engineer (MnDOT 1716), locate underground traffic control signal facilities as required in this section. This Work is included in the Pay Item Traffic Control Signal System.

It is the Contractor’s responsibility to notify MnDOT’s Locating Office to provide contact information and establish the contractor has assumed responsibility for locating MnDOT’s underground traffic control signal system facilities within the project limits. The form in this section is filled out by the Contractor’s representative and provided to the Engineer at the pre-construction meeting. A copy of the completed form sent to the following:

During any periods of authorized work suspension, the contractor is responsible for maintenance of the existing, temporary, and newly constructed traffic control signal systems.

Provide to the Department contact information with the names and telephone numbers for 24 hours a day, 7 days a week maintenance as defined above.

This Work is included in the Unit Prices of the Pay Items that are part of the Traffic Control Signal System.

I Traffic Signal Mast Arm Pole Installation

Install traffic signal mast arm poles in accordance with 2565.3O “Traffic Signal Mast Arm Pole Installation”, and the following.

If equipment downtime is a concern for meeting completion of the pole installation process in accordance with 2545.3H “Pole Installation”, then provide at least two crews; one crew to stand the pole and the other crew to complete the anchor rod tightening procedure in accordance with the Contract Documents on the same day of standing the pole.

Erect structural steel members in a manner that will provide safety to workers, Inspectors, the public, and without damaging the steel members.

I.1 Traffic Signal Mast Arm Pole Structural Bolting

Use high strength bolts with a hardened washer placed either under the nut being turned during tightening for bolting mast arms and transformer bases to the poles.

Before structural bolt tightening of mast arms, luminaire extensions (plate to plate connections), and pole bases to the poles, ensure the slope of surfaces and bolted parts in contact with the bolt head and nut is no greater than 1:20 with respect to a plane normal to the bolt axis. Ensure the joint surfaces including bolt heads, nuts and washers are free of scale, dirt, loose scale, burrs, foreign material, and other defects that would prevent solid seating of parts.

Before assembling bolted connections, ensure bolt and nut threads, and the face of the nuts being turned into the washers are lubricated with an approved anti-seize lubricant listed on MnDOT’s Approved/Qualified Products List,

Place a calibrated torque wrench on the nuts to tighten the bolts to the required torque values shown on Table SS-2.3-1. Tighten bolts in steps of 20%, 60% and 100% of the required torque value respectively and use a cross tightening pattern for each step. Allow the bolts to relax for 10 minutes and retighten to 100

J Traffic Signal Mast Arm Pole Anchor Rod Tightening

Tighten traffic signal mast arm pole anchor rods in accordance with the MnDOT Anchor Rod Tightening Handbook “New Installation Procedures” and the MnDOT Anchor Rod Tightening Form.

Use the required low- profile hydraulic torque wrench on the top nuts to tighten anchor rods to the required torque values specified in the MnDOT Anchor Rod Tightening Handbook. Obtain Engineer’s approval of the wrench and provide proof of calibration performed within the last 12 months form an accredited calibration service before installing traffic signal mast arm poles.

Complete a MnDOT Anchor Rod Tightening Form for each traffic signal mast arm pole. Submit completed forms to the Engineer. Keep the form on the next page on a separate page so the contractor can remove it from the special provisions and use it in the field.

SS-3 (2565) EMERGENCY VEHICLE PREEMPTION (EVP) SYSTEMS

SS-3.1 DESCRIPTIONThis Work consists of providing and installing emergency vehicle preemption (EVP)

system at the intersection of _________ (_________) and _________ in ___________, __________ County in accordance with 2565 “Traffic Control Signals”, the Plans, and the following.

SS-3.2 MATERIALS

A Contractor Provided EquipmentProvide Emergency Vehicle Preemption (EVP) equipment in accordance with 3814

“Emergency Vehicle Pre-emption (EVP) Equipment”. Phase selectors (or other EVP equipment to be installed in the traffic control signal cabinet) will be installed in the Department provided cabinet by MnDOT personnel.

Deliver EVP phase selectors or other required EVP equipment to be installed in the traffic control signal cabinet to the Department at MnDOT’s Electrical Services Section for installation into the Department provided traffic control signal cabinet. Provide the equipment at least 30 Business Days in advance of when the Department provided traffic control signal cabinet is required on the job site.

Deliver Contractor provided equipment for integration into the Department provided traffic control signal cabinet on the project to the following address:

MnDOT Electrical Services Section (ESS)6000 Minnehaha AvenueSt. Paul, MN. 55111- 4014

Contractor provided equipment when specified includes EVP phase selectors, APS central control units, and Video image processors.

To ensure integration into the correct signal cabinet, before delivery to ESS label the Contractor provided equipment packaging with the following:

SS-4.1 DESCRIPTIONThis Work consists of providing and installing conduit, handholes, interconnect cable,

and system loop detectors, for traffic control interconnect on T.H. ___, at the locations shown on the Plans, in accordance with MnDOT 2565, the Plans, and the following.

SS-4.2 MATERIALS

A Department Provided EquipmentUse the following language if a department provided master controller unit and equipment will be needed for the traffic control signal cabinet on the project.

All Red text must be removed from the special provisions prior to the special provisions being submitted for project letting.

As part of the traffic control interconnect, the Department will provide the master controller unit when required and required master control equipment as part of the traffic control signal cabinet at ___________ to operate the interconnected coordinated traffic control signal systems on T.H. ____ between ____ Street and ____ Street.

Use the following language if the in-place master controller unit and equipment will be used on the project.

MnDOT 3815.2C.6b.

The Department will make interconnect cable connections in each intersection traffic control signal cabinet to make the interconnected coordinated portion of the traffic control signal system operational.
