Preface

The Royal Western Australian Bowling Association (Inc), trading as Bowls WA, is responsible for advancing, promoting and controlling the game of lawn bowls in WA.

Bowls WA is made up of 202 clubs (metro-65, country -136) with a total of 15,440 members (male-10,471 female 4,969) making it one of the largest sporting organisations in WA.

The organisation is governed by the Constitution and By Laws to cover the management of the organisation and the Field of Play Rules to cover matters pertaining to the game of bowls.

CLUB CORRESPONDENCE Unless stated otherwise, all correspondence will be directed to the Hon Secretary. Please note: any other requests to amend club information and mailing details must be provided to Bowls WA in writing.

STOCK COLLECTIONBowls WA will allocate a date for all metropolitan clubs to collect stock for the season. This will include, Handbooks, Scorecards and Pennant Result Pads. Leagues are to complete the League Stock order form which will be posted prior to the season. If Leagues require stock prior to the Metropolitan season, they should advise Bowls WA. The collection of any/all items is the responsibility of the club. Information regarding this collection will be sent to the clubs and posted on the Bowls WA website.

MAILOUTSBowls WA will provide a mailout (email) to all clubs on a monthly basis. All information is emailed to the Club or nominated representative. The mailout will consist of general information and entry forms. All information sent in the mailout will also be available on the Bowls WA website.

BOWLS WA E-NEWSBowls WA distributes an e-newsletter on a regular basis during the bowling season. The e-news covers recent results, information on events, club development information etc. To be added to the mailing list email “Bowls WA e-news” in the subject line to [email protected]. Clubs and members are strongly encouraged to register for the e-news.

ENTRY FORMSEntry forms for Bowls WA events will be emailed to clubs and posted on the Bowls WA website at least one month prior to the event commencing. Please do not contact the office unless you have not received details by the expected date. Payments must be made as part of the entry process; Visa and MasterCard are both accepted.

INSURANCEBowls WA’s insurance for Personal and Accident is for all bowlers above club level that suffer an injury as a result of an accident whilst playing bowls. The insurance is to cover bowlers in Bowls WA State Events. Please note that bowlers playing in pennant competition are representing their club and are not covered by Bowls WA Insurance. Clubs are strongly advised to consult their insurance broker to ensure that the club has the appropriate and adequate insurance in place. BOWLS WA BY LAWSThe Bowls WA By Laws are continually revised. The Bowls WA Board has the power to change these By Laws. These are available on the Bowls WA website.

BOWLS WA POLICIESBowls WA Policies are reviewed and updated regularly, and are available on the website.

PRIVACYPlease be advised that the staff members of Bowls WA are not permitted to provide personal phone numbers, email addresses or postal addresses of any member of a bowling club who does not hold an official position with Bowls WA. Staff can provide contact information of members on the Board and Committees who are acting in an official capacity.

WORKING WITH CHILDRENClubs are encouraged to foster junior programs. All volunteers or paid staff that work with children are required to obtain a Working with Children Check (WWCC). Clubs are responsible for ensuring that the volunteers/paid staff have their WWCC. Applications for WWCC can be obtained from the local post office. Refer to http://workingwithchildren.wa.gov.au. For more information of junior/schools programs please contact the Bowls WA Office.



UNIFORMSClubs are requested to provide Bowls WA with colour copies/photographs of their club uniform. If a club changes its uniform, it must have written permission from Bowls WA and be supplied by an approved Bowls Australia manufacturer. For more information, please refer to the Bowls WA Attire Policy on the website.

UMPIRESInformation regarding Umpire accreditation and re-accreditation courses will be sent to clubs in the mailout. Metropolitan courses are generally held twice a year - prior to the season in September and after the season in May. Application forms are available online. For further information, contact the Umpires Committee Chairperson or the Bowls WA Office.

COACH EDUCATIONBowls WA conducts courses for club coaches, introductory coaches and re-accreditations. Information including application forms will be sent to clubs in the mailout and is also available via the Bowls WA Website. Please contact the Bowls WA Office for more information.

GREENSThe Greens & Infrastructure Committee will conduct metropolitan inspections at least once a year. For information regarding greens, please contact the Greens & Infrastructure Committee Chairperson or the Bowls WA Office.

BOWLS WA EVENTS AND COMPETITIONS - FIELD OF PLAY RULESAll players and/or clubs entering Bowls WA events and competitions acknowledge and agree to abide by the Laws of the Sport of Bowls and the Bowls WA Field of Play Rules and to respect the integrity of gender, cross gender and grading regulations as specified in the Conditions of Play for each event or competition.

A player is only eligible to play their Club Championships at the club which is the player’s “Home Club”. In the case of a player transferring home clubs during the season, they may not compete in any Championship at their new home club in which they competed at their old home club. E.g. Club championship singles. Players may only in one season be the champion of any one club.

RESPONSIBILITIES AND AUTHORITIESThe Bowls Management Committee is responsible to review, add to, delete or alter these Rules and their associated Conditions of Play. Recommendations for changes to these Rules or their associated Conditions of Play are to be submitted in writing through the appropriate Operational Committee for consideration by the Bowls Management Committee. The Bowls Management Committee reserves the right to accept, decline or make alterations as appropriate to these recommendations.

The Fixtures and Events Committee reserve the right to refuse nominations and to delay, postpone, reschedule, abandon or alter the advertised Specific Competitions Conditions of Play for any Bowls WA event or competition.

DEFINITIONS To provide clarity in these Field of Play Rules, unless the context or subject matter otherwise indicates the meaning of such words or letters shall be as described in these definitions.

AGGREGATE The combined number of shots scored by each team in a side during a side’s game.

AFFILIATED CLUBA Club affiliated with Bowls WA as described in the BowlsWA Constitution and Bowls WA By Laws.

AFFILIATED MEMBERA player who is registerd with a state or territory association of an affiliated club.

ATTIREThe appropriate clothing to be worn for Bowls Australia or Bowls WA events; as described in the Bowls Australia NMP Policy.

BOWLS AUSTRALIA EVENTNational and International events under the control of Bowls Australia or any other event under the control of or conducted on behalf of Bowls Australia or World Bowls; which may include, but is not limited to, the Australian Sides Championships, Australian Open, Australian Indoor Singles, Australian Champion of Champions, Australian Senior Sides Championships, Australian Championships and Australian Under 18 Championships.

BOWLS WA EVENT Includes, but is not limited to, State Events, Metropolitan Pennant Competition, Country Week, Country League and Country Zone events, or events under the control of, or conducted on behalf of World Bowls or Bowls Australia by the Bowls WA Fixtures and Events committees or events conducted by Club Match committees on behalf of Bowls WA.

BOWLS WA OPEN EVENTAn event which with the exception of gender and or affiliation specifications; has no other specified eligibility requirements.

BWA OFFICIALA member of the Bowls WA Board or Bowls WA Committees.

BYEA side, team or players who do not have opponents to play in a scheduled fixture or a round in an event are awarded a BYE. In the case of a round in an event, player(s) will proceed to the following round, with no loss of entitlements.

CLEARANCEAs referred to in Bowls WA Field of Play Rules- Bowls WA Events and Competitions.


BOWLS WA EVENTS AND COMPETITIONS - FIELD OF PLAY RULESCOMPOSITE SIDE OR TEAMA side or team formed from any number of players who are members of different clubs affiliated with Bowls WA.

CONDITIONS OF PLAYRefer to the Laws of the Sport of Bowls and Specific Event Conditions Of Play.

CONSTITUTED PLAYERA singles player or member of a team who has commenced their first game in a competition (when the jack is deliv-ered in the first end as per the Laws of the Sport of Bowls) or has become constituted as per the provisions in the Laws of the Sport of Bowls as per Domestic Regulations.

CONTROLLING BODYThe body having immediate control over the Conditions of Play under which a game is played according to the Laws of the Sport of Bowls.

DEFAULTING PLAYER, TEAM OR SIDEA side, team or player that does not meet the requirements of any specific law or laws contained in the Laws of the Sport of Bowls or Bowls WA Field of Play Rules or Metropolitan Pennant Conditions of Play.

DOMESTIC REGULATIONFor domestic play, member National Authorities can make domestic regulations to cover some aspects of the sport according to the Laws of the Sport of Bowls.

EXTREME WEATHERWeather (Heat, rain, electrical disturbance or any other inclement weather phenomenon) that forces a game to be delayed or abandoned.

ELIGIBLE MEMEBRA Player who satisfies the eligibility criteria, as stated in the Conditions of Play set down by the Controlling .

FINALSFinals may include Semi-Finals, Preliminary Finals, Grand Finals and Metropolitan Pennant Finals.

FORFEITA game that is awarded to an opponent when a side, team or player is unable to play or withdraws from a competition after the draw has been completed. A player from a forfeiting team may not act as a replacement player or substitue in that competition meeting the requirements of one or more Laws of the Sport of Bowls or Bowls WA Field of Play Rules or Specific Event Conditions of Play.

HOME CLUBThe Primary Club to which a player is affiliated.

INSTANTANEOUS PENALTIES POLICYAs per Laws of The Sport, Domestic Regulations, Umpires may use this policy in situations where players do not conduct themselves in polite and sporting like manner and where there is no penalty specified for the players actions.

INTEGRITY RULEEvery club, side, team or player entering in Bowls WA Events or Competitions shall respect and act with honesty and truthfulness to uphold the intent and spirit of the competition, refer to the Integrity of Graded Pennants Policy.

LAWThe Laws which control the sport of bowls as described in the Laws of the Sport of Bowls.

MATCH OFFICIALA person appointed by the Controlling Body to conduct an event for or on behalf of the Controlling Body.

METROPOLITAN PENNANT ENTITLEMENTSThe Pennant Divisions for which a club is eligible to apply based on the previous season’s promotions or relega-tions and or vacancies within the competition as advised annually by the appropriate Fixtures and Events Commit-tee.

NOVICEA player who has been an active member of an affiliated club in the Bowls WA Database for no more than two (2) years.

NOVICE EVENTAn event, competition or tournament reserved for Novice players.

OVER 60’SA player aged 60 years or over.

OVER 60’s EVENTAn event, competition or tournament reserved for over 60’s players.

PENNANT SEASON COMMENCEMENTThe first pennant game is deemed to be the first game played by any gender in the current pennant season.

PLAYER PROTECTIONThe protection afforded to a player for concurrent events. Refer to the Laws of the Sport of Bowls and Bowls WA Field of Play Rules.

REPLACEMENT PLAYERA player who is appointed to take the place of a constituted player who is physically incapable or otherwise prevented from taking further part in any end (after the first round), for a reason accepted by the Controlling Body.

SUBSTITUTE PLAYERA player who is appointed to take the place of a team member who is unavailable to play at any time (including the first end of the game), for a reason accepted by the Controlling Body.

UMPIREA person who has received accreditation through a National Officiating course.

UMPIRE OF THE DAYThe umpire appointed by, or on behalf of, the Controlling Body to officiate at an event. Refer to the Laws of the Sport of Bowls, Bowls WA Field of Play Rules and Metropolitan Pennant Competition - General Conditions.

UNDER 18’SA player aged less than eighteen (18) years.

UNDER 18’S EVENTAn event, competition or tournament reserved for Under 18’s players.

VETERANA player aged 70 years or more.

VETERAN’S EVENTAn event, competition or tournament reserved for veteran players.

WALKOVERA general term used to describe the advancement of a side, team or player, to the next round of a competition without playing a game in the current round of the competition.

BOWLS WA GENERAL CONDITIONSAll members of Western Australian affiliated clubs, who are shown on the Bowls Link database as having ‘Playing Rights” and subject to playing restrictions applied by their home club are eligible to take part in Bowls WA Competitions and Events.

Nominations for Bowls WA events will not be accepted unless the nomination fee is received by the due date.

1. Eligibility1.1 Male players are not eligible to play in Bowls WA Events, when these events are designated as “Women’s”

events.1.2 Female players are not eligible to play in Bowls WA Events, when these events are designated as “Men’s”

events.1.3 Cross gender substitution is only permitted in the Pennant Competition as described in Metropolitan

Pennant Conditions of Play and Country League Pennant Conditions of Play.

1.4 Multiple club membership A Player who is a member of more than one club

(i) Will be affiliated at only one club which shall be regarded as the player’s Home Club.(ii) Will play Pennant for their Home Club. (iii) If a player’s Home Club does not enter a side into a Defined Pennant Competition a player may

apply to play in that Pennant Competition for another club of which they are a member.(iv) If a Country Club plays Men’s Midweek Pennant within their league on a day other than the

Metropolitan Midweek Pennant day, a member of that club may apply on the appropriate Multiple Club Pennant Application form to also play in the Metropolitan Midweek Pennant Competition.

(v) Will play Club Championships at their Home Club(vi) If a country player is eligible and is granted permission via the Multiple Club Pennant Application

Form to play Men’s Saturday or Women’s Tuesday Metropolitan Pennant, they become ineligible to play Men’s or Women’s Countryweek.

(vii) If a player transfers Home Club status after the commencement of the season a player shall not be eligible to compete in any Club Championship at their new Home Club that they contested in the current season at their previous Home Club.

(viii) Where a player is the current season’s Club Champion of their previous Home Club they shall be entitled to enter that seasons Champion of Club Champion Event(s) as the Club Champion of their previous Home Club.

2. Late Entries(i) Late entries for a Bowls WA Event will be accepted onto a waiting list up until the Specific Event Draw has

been published. Should withdrawals from the original draw occur, teams on the waiting list will be added to the draw in the order they were received.

(ii) Late entries accepted will be used to fill any byes in the original draw before the specific event draw has been published.

(iii) Once the draw has been published, NO late entries will be accepted.

3. Replacement Players and SubstitutesReplacement Players and Substitutes may be used in Bowls WA events and competitions, under the followingconditions:

(i) Nominated and intended players can be replaced up until the constitution of players, if approved by the Controlling Body as per Laws of the Sport of Bowls Domestic Regulation: Constitution of Players.

(ii) Bowls WA must be immediately notified when a team requires the use of a Replacement player or Substitute required on the day or prior to the commencement of, or during the event, these must be approved by the officiating Controlling Body and the Umpire of the Day at the relevant venue.

(iii) Replacement players and Substitutes may only be used in accordance with the Laws of the Sport of Bowls Domestic Regulations.

(iv) A defeated player in any Bowls WA event may not act as a Replacement player or Substitute in the same event.

4. Forfeits4.1 A team representative or a singles player must notify the appropriate Bowls WA Fixtures and Events

Committee (not the hosting venue) as soon as possible prior to the day of an event if they are unable to participate and intend to forfeit.

4.2 If on the day of play a team representative or a singles player intends to forfeit they must notify the hosting venue.


BOWLS WA GENERAL CONDITIONS4.3 A team or singles player that forfeits during any Bowls WA event (Sectional or Knockout) shall be liable

for a fine (per player), except that if in the final game of any sectional play the result of the singles player or teams drawn to play against each other will have no effect upon the final sectional winner they may, with the consent of the Controlling Body, elect not to play. If one team or player wishes to play the final game, then the game must be played.

4.4 The recipient of a forfeit shall be awarded a win except where a team or singles player that forfeits two or more games in sectional play will be considered as never entering the event and all previous scores shall be deleted, except where 4.3 applies.

Penalty: ► Failure to notify Bowls WA prior to the start of an event of an intended forfeit may result in a fine.► A forfeit on any day of the competition except as described in Bowls WA Field of Play Rules shall result

in a fine.

5. ByeA team or singles player receiving a Bye shall progress to the next round of the event with no loss or gain of entitlements.

6. Late Appearance6.1 In all Bowls WA events 30 minutes is allowed beyond the scheduled starting time for players to arrive. 6.2 If at the end of 30 minutes a member of a team is not present and no replacement player or substitute is

approved by the Controlling Body, the defaulting team will forfeit the game to their opponents.6.3 A substitute or replacement player will not be allowed for a singles player.6.4 In the case of extenuating circumstances (eg. Major freeway hold-up), the game can at the determination

of the Bowls WA Fixtures and Events Committee be re-scheduled.6.5 It is the responsibility of the Manager of a side or team or a singles player to make every effort to

immediately notify the host club and the Controlling Body of the extenuating circumstances which will delay their arrival at the venue and to apply for consideration for the game to be re-scheduled.

7. Player Protection7.1 Zones, Leagues, Regions and Clubs are requested not to schedule Championships that conflict with

Bowls WA Open events or Bowls Australia National events; so as to encourage their members to compete or officiate at State and above level.

7.2 If Zones, Leagues, Regions or Clubs are unable to avoid concurrent scheduling, the Zone, League, Region or Club must provide player protection for their players and or officials for the period the player or official is actively engaged in; plus reasonable travelling time for International Events under the control of Bowls Australia or World Bowls, Bowls WA Open Events and selection trials for the Australian Sides Championship.

7.3 For all other events if a Zone, League, Region or Club Championship can not be re-scheduled or it is impractical to offer player protection the player(s) involved should decide which event to contest.

8. Trial Ends8.1 Before start of play in any game, or before continuing an unfinished game on another day, one trial end

must be played in each direction. The Controlling Body may however limit the number of trial ends to be played to no trial ends or one trial end in one direction using as many bowls as will be used in the game according to the Laws of the Sport of Bowls.

8.2 Trial ends are not part of the game. The start of play is the rolling of the jack in the first end. All trial ends shall be completed by the scheduled starting time of the game and if still in progress at the scheduled starting time shall cease immediately.

8.3 In Bowls WA State Events, trial ends shall be restricted to the first game to be played on any one day on any one green by a side, team or player; except that if the direction of play on a green in any one day is changed or if a side, team or player is required to change greens additional trial ends will be permitted.

9. AttireThe appropriate clothing is to be worn for Bowls Australia or Bowls WA events; as described in the Bowls Australia NMP Policy.

Penalty: ► The penalty for non-compliance, as reported by any Umpire or Bowls WA official (including Zone/League/

Region officials), the player/s may receive a fine.


BOWLS WA GENERAL CONDITIONS10. Smoking and the Consumption of AlcoholAny lit or unlit smoking implement, electronic cigarettes and alcoholic beverages are not permitted on the greens during any Bowls WA Competition or Event.

Bowls WA strongly encourages clubs to define a smoking area well away from the playing surfaces.

Penalty: ► For the first offence on that day, the player shall be warned by the Umpire of the Day.► If the player commits the same offence for the second time on the same day, the player shall be

disqualified from the game and no substitute or replacement player be permitted to take his/her place in the team, and the game will be forfeited to the opponent.

11. Use of Mobile Phones and Electronic DevicesAll mobile phones must be turned to silent (or vibrate) whilst play is in progress.

11.1 In the case of a pending emergency, permission to set a mobile phone to an audible tone must be given by the Umpire of the Day.

11.2 Mobiles phone may NOT be used on the greens at any time whilst play is in progress on any rink.11.3 Mobile phones may be used away from the greens as long as play is not disrupted or held up.11.4 Electronic Devices are not permitted e.g. Ipods or Radios11.5 Players who require the use of any Electronic Device for medical reasons should notify the Umpire of the

Day before the start of play

Any Player that is seen by the Umpire of the Day or is reported to the Umpire of the Day to be disrupting or holding up play by using a mobile phone.

► For the first offence on that day, the player shall be warned by the Umpire of the Day. ► For the second offence a fine will be applied and thereafter a fine for each and every continuing

offence.

12. Greens SafetyBowls WA, in identifying risks associated with bowls, has implemented the following rules in the best interests of risk management and Sports safety.

12.1 Players Players directly participating in a game are not permitted to sit on the banks with any portion of their body in the ditch or on the green whilst play is in progress. ► For the first offence on that day, the player shall be warned by the Umpire of the Day. ► A fine will be applied for each and every continuing offence.

12.2 Spectators and PlayersSpectators or players not directly participating in the game must abide by the Laws of The Sport.

13. Photographs and VideoAll photographs or video footage that are taken at Bowls WA Association Events by the Official Bowls WA Photographer or official remain the property of Bowls WA.

14. Players Transferring Clubs14.1 Pennant Season Transfer There are specific conditions that apply to a player wishing to transfer their entitlement to play for; and/

or transfer Home Club status to another club once the annual Metropolitan Pennant Competition has commenced.

(i) After the first Pennant game of each season and up to and including the 31st December of that year, permission will be granted to compete in the Metropolitan Pennant Competition and change Home Club status to another club subject to the Bowls WA Clearance By Law. Provided that:

a) The player applies in writiing to the Bowls WA CEO or his/her nominee.b) The player upon approval of the application and prior to competing in the first Pennant game for

their new Home Club pays the applicable administration fee to Bowls WA.


BOWLS WA GENERAL CONDITIONS(ii) After the 31st December of each season permission may only be granted in extreme circumstances to

compete in the Pennant Competition and change Home Club status to another club during the current season, provided that:

a) The player applies in writing to the Bowls WA CEO or his/her nominee who will consider the application

b) The application is in accordance with the Bowls WA Clearance By Law.c) The player upon approval of the application and prior to competing in the first Pennant game for

their new Home Club pays the applicable administration fee to Bowls WA.

Penalty: A club will be forfeited and may incur a fine for playing a player who has not been transferred correctly during the Pennant Season.

14.2 Player Transfer Disputes Should any club claim that an outgoing player is in financial dispute with their club then they must contact

Bowls WA in writing, setting out their dispute with the player. The President and/or the CEO of Bowls WA shall appoint a mediator to resolve the dispute and the player may not play for any other club until the dispute is resolved.

14.3 Interstate Clearance14.3.1 Any member of an affiliated bowling club in another Australian State or Territory seeking membership of

a Club in this State shall lodge an Interstate Clearance Form, found on the Bowls Australia website under Club Assist-Policies, to their original State Association for processing.

14.3.2 Any player of an affiliated bowling club in Western Australia seeking membership of a club in another State or Territory shall lodge an Interstate Clearance Form, found on the Bowls Australia website, to Bowls WA for processing.

15. Umpire of the Day15.1 While several umpires may officiate on any one day, only one (1) Umpire shall be designated as the

Umpire of the Day.15.2 The Umpire of the Day may delegate a representative to monitor the temperature.15.3 The Umpire of the Day shall be solely responsible to make the final decision in regard to the

interpretation of Laws or Rules and continuation, deferment or abandonment of play.

16. Umpire Equipment RestrictionsLaser Measures are not approved for use in Bowls WA Events including but not limited to Pennant and State Events.

17. Fines and Administration Fees Any fine or administration fee shall be paid to Bowls WA in accordance with the invoice issued to:

► The Secretary of the Club where the Club is liable for an administration fee or is being fined.► The player concerned where any individual player is liable for an administration fee or is being fined.

Should the fine, or administration fee not be paid by the prescribed date, the following restrictions may apply until the fine, or administration fee is paid:

a) Where the Club is liable, the Club or any of its members may not be permitted to take part in any game or fixture conducted by Bowls WA or under patronage of Bowls WA, nor shall the representative of the club concerned be permitted to attend or take part in any meeting of Bowls WA.

b) Where an individual player or players is liable any such player or players may not be permitted to take part in any bowls game or fixture conducted by Bowls WA or under the patronage of Bowls WA.

The amount of each and every fine and administration fee shall be reviewed on an annual basis by the Bowls Management Committee.


18. Protest Procedure for Bowls WA State EventsIn the event that a player in singles or a team wishes to dispute the result of the game due to an Umpires Decision made during the course of the game the following procedures are required to be followed:

18.1 Once both cards are signed by both competing players in singles or both team representatives in team play and handed into the Controlling Body or their representative no Protest will be permitted

18.2 In the event that a player in singles or a team wishes to dispute the result of the game due to an Umpires decision made during the course of the game and the game card has not been signed by one or both singles players or a representative of both teams in team play, the following procedures are required to be followed: (i) If it is required that the result of the game or competition be decided forthwith or at the end of

play on the day on which the incident occurred, then, whether or not the umpire’s decision is later found by the Bowls WA Fixtures and Events Committee or Bowls WA Management Committee to be incorrect, it shall be final and binding in respect of all circumstances adjudicated upon and no further action will be taken by the Bowls WA Fixtures and Events Committee or Bowls WA Management Committee.

(ii) If an immediate result of the game or competition is not considered necessary, or if the game or competition involves play at a later date of a further round, and before such later date the decision made by the umpire is held to be incorrect either by the Bowls WA Fixtures and Events Committee or Bowls WA Management Committee on appeal, then the Bowls WA Fixtures and Events Committee will forthwith make any consequential adjustment to the score and/or take any further action that may become necessary to rectify the result of the original decision of the umpire.

(iii) In the event of the umpire’s decision being ultimately held to be incorrect, or varied in any way, Bowls WA should take steps to disseminate the correct decision in the given circumstances.

19. Appealing a Bowls WA Operational Committee Decision or fine or administration fee.Any administration decision by a Bowls WA Operational Committee, fine or administration fee imposed, may be appealed through the following process:

(i) A written appeal with an explanation and listing all mitigating circumstances is to be lodged with the Bowls WA CEO within 48 hours of the written notification of the decision.

(ii) If the CEO believes the appeal has merit the Bowls WA Management Committee will consider the appeal, and provide the lodger with a written copy of their findings.

(iii) A Sub Committee of three (3) members of the Bowls WA Management Committee, one being the Chairman, will hear appeals on operational committee decisions made, if, the full Bowls Management Committee was not due to convene a normal meeting within (10) working days of receipt of the appeal.

(iv) The decision of the Bowls WA Management Committee is final.

20. Delaying PlayIf the Umpire or the Controlling Body, either by their own observation or on appeal from one of the skips or an opponent in singles, decides that a player is deliberately delaying the delivery of a player’s bowl:

► On the first occasion the Umpire shall warn the player;► For the second and subsequent offence the end will be regarded as completed and the opponents of the

offender will score as many shots as there are bowls in use by such opponent.

21. Death at the venue or in transit21.1 Death in transit Should a Players Death occur in transit, the match in question is immediately abandoned.21.2 Death at the venue

21.1.1 Should there be a death of a player immediately prior to or during the match, that match will be abandoned.

21.1.2 Should there be a death of a player, official, spectator, employee or any other person not directly involved in an individual match, the commencement or continuation of that match will require the joint agreement of the respective team managers. Should agreement not be reached, the match will be abandoned.

21.3 Pennant Fixtures. Should this occur during any pennant fixture and the required number of ends to constitute a game

has been completed, then a winner shall be determined at the time play ceased. Should there not be a constituted game, then the fixture will be treated as abandoned and equal points shall be awarded.

21.4 Other Bowls events. The controlling body shall determine when and if the event shall be replayed/rescheduled.

BOWLS WA GENERAL CONDITIONS22. Player damaging the GreenThe Umpire of the Day shall be at liberty to warn a player if in their opinion he is causing damage to the green. Following the warning, if the player continues to cause damage to the green, the Umpire of the Day may request the player to retire from the green and take no further part in the match. For further information refer to Bowls Australia Greens Protection Policy.

22.1 Refusing to leave the green If the player refuses to leave the green, the player will be considered to become a defaulting player as

per the Laws of the Sport of Bowls.

23. Disciplinary Procedures for PlayersParticipants in the sport are expected to show appropriate respect to fellow players, officials and spectators; upholding the Laws of the Sport and to act in a manner that does not bring the game into disrepute. These procedures will apply to any players participating in events, teams or squads which are subject to the authority of Bowls WA.

Complaints may be lodged by the Umpire of the Day, officials from competing clubs, the authorized team manager or a participating player.

23.1 Complaints referred to Bowls WA may include:● Violation of or non-compliance with the Laws of the Sport of Bowls, Bowls WA General Conditions of Play,

General or Individual Pennant Conditions of Play and/or Individual Event Conditions of Play,● in a manner unbecoming a Member or prejudicial to the objects and interests of Bowls WA, a Controlling

Body and/or the sport of bowls, bringing themselves, another member, Bowls WA, a Controlling Body or the sport of bowls into disrepute.

23.2 Complaints must be made in writing within 72 hours of the alleged incident and addressed to the Bowls WA Fixtures and Events Committee Chairperson. The complaint shall be clear and unambiguous, stating precisely the matter to be determined,

23.3 Within 72 hours of receipt of the complaint the Bowls WA Fixtures and Events Committee will consider the matter and make a determination. All parties involved will be informed of the decision in writing, within 48 hours thereafter. The committee has the power to call individuals before it, but is not required to do so.

23.4 Penalties which may be determined, subject always to any limitations in the relevant legislation or the Laws of the Sport include:

► A reprimand(s);► A fine(s);► Suspension(s), from all bowls activities, on such terms and for such period as is considered fit;► Exclusion(s) from a particular activity, event or events;► Disqualification(s), for such period as is considered fit, including life bans;

23.5 If either party wishes to appeal the Bowls WA Fixtures and Events decision they must do so following the procedures outlined in Bowls WA General Conditions Appealing a Bowls WA Operational Committee Decision or fine or administration fee.

BOWLS WA EVENT INFORMATION


BOWLS WA GENERAL CONDITIONS

RESPONSIBILITYIt is the club and the player’s responsibility to ensure they are familiar with the Field of Play Rules and the Conditions of Play for each event.

ENTRY FORMSThe entry forms for the season will be distributed throughout the year via links in electronic (email) club mail outs and will be available on the Bowls WA website under Events.

PLEASE PRINT NAMES CLEARLY and ensure that entry forms are FULLY COMPLETED.

CLOSING DATE on entry forms for all events is the closing date at the Bowls WA Office.

CANCELLATIONS may be made via phone to Bowls WA however they must also be received in writing (letter, email or fax) before the draw has been completed to be eligible for a refund. Refunds will be payable to the club or player after the event.

CANCELLATIONS with less than 24 hours notice prior to the event may incur a fine.

NO SHOWS players who do not show up to compete in events may incur a fine.

CLUB EVENTS (INCLUDING MASTERS)Bowls WA does not run club events (including Masters) and questions pertaining to these should be directed to the host club. The format for Club Championships and the Conditions of Play are determined by the Club.

TROPHIESPerpetual Trophies will be allowed to be taken by the winning team/player but must be returned to Bowls WA at least one month before the next season’s event. Winners trophies only will be provided by Bowls WA.

Brooches/Medals/BadgesBrooches/Medals/Badges will be presented to winners of relevant events and are provided by Bowls WA.

THE FIXTURES AND EVENTS COMMITTEE RESERVES THE RIGHT TO ALTER THE CONDITIONS OF PLAY AT ANY TIME

The Fixtures and Events Committee reserves the right to make all arrangements, to fix and/or alter starting times, to alter or make any variations to the conditions of any event or to the programme. The Committee reserves the right to change or cancel any event.

• All disputes shall be settled by the appropriate Bowls WA Committee. Any member of the Bowls WA Fixtures and Events Committee competing in a tournament, may assist the committee on the day, but is not permitted to represent the Fixtures and Events Committee or participate in the discussion or resolution of any claim, dispute or decision on the Rules of Bowls within the competition he/she is a competitor.

• To be eligible to enter any Bowls WA event, players must be affiliated with a Western Australian Club and be shown to have Playing Rights on the club’s Bowls Link Database.

• Entries must be received by the Bowls WA Fixtures and Events Committee, no later than 4.30pm by the closing date shown on the official Entry Form.

• All entries shall be subject to the approval of the Bowls WA Fixtures and Events Committee, which reserves the right to refuse entry.

• Once entries have closed, no refund will be available except upon production of a medical certificate or upon a written request to the Bowls WA Fixtures and Events Committee that shall approve/decline the request.

LIABILITYBowls WA accepts no liability or responsibility for loss, theft or damage to a participant’s equipment.

SUSPENDEND PLAYERSAn Affiliated Club member suspended by Bowls WA shall be ineligible to enjoy any privileges of the Association. A suspended member is not eligible to play or watch bowls from any area under the control of a club.

METROPOLITAN PENNANT COMPETITION - GENERAL CONDITIONSMetropolitan Pennant Competition General Conditions should be read in conjunction with the specific Pennant Competition Conditions of Play.

Conditions of Play for Country Pennant Competitions are determined by the Country Leagues and where possible, should be consistent with the Metropolitan Pennant Competition General Conditions.

1. GENERAL CONDITIONSClubs entering a side or sides into the Metropolitan Pennant Competition acknowledge and agree to abide by these General Conditions and the specified Conditions of Play for each of the individual competitions which comprise the Metropolitan Pennant Competition. Clubs not abiding by these General Conditions or individual competition Conditions of Play shall incur a penalty, which may include but is not limited to; loss of points or a fine.

1.1 Integrity(i) Clubs and players shall respect the integrity of all graded pennant competitions conducted by Bowls WA. (ii) Clubs and players shall respect and support the integrity of the separate men’s and women’s pennant

competitions.(iii) Clubs shall ensure that when nominating sides into specified gender competitions that they have sufficient

active players of that gender to support the number of sides nominated for that gender.

2. ELIGIBILITY 2.1 Clubs

(i) Only metropolitan clubs affiliated with Bowls WA may enter the Metropolitan Pennant Competition.(ii) A club when entering the Metropolitan Pennant Competition for the first time or applying for an additional

side in that competition will generally only be eligible to enter the side into the lowest pennant division applicable; thereafter a clubs divisional entitlement will be determined by the annual promotion and demotion system.

2.2 Players(i) A player must have playing rights in the Bowls Link database of a club affiliated with Bowls WA.(ii) A player shall play in the Pennant Competition for their Home Club as defined in the Field of Play Rules

(FOP).(iii) No player shall be permitted to play in any Pennant Competition who is under suspension or has been

expelled by any State or Territory Authority or Bowls Australia.2.3 Multiple Club MembershipHome Club is defined as the Primary Club to which the player is affiliated.

A Player who is a member of more than one club;(i) May only play in the Bowls WA Pennant Competition for their Home Club unless a player’s Home Club

does not enter a side into a Defined Bowls WA Pennant Competition on the same day. A player wishing to play in that Pennant Competition for another club of which they are a member; must complete the Multiple Club Pennant Application Form and forward to Bowls WA for permission to play.

(II) If a country player is eligible and is granted permission via the Multiple Club Pennant Application Form to play Men’s Saturday or Women’s Tuesday Metropolitan Pennant, they become ineligible to play Men’s or Women’s Countryweek.

(iii) A Side will be forfeited to the opposition and may receive a fine if:► A club plays a player who is not shown to have Playing Rights in the Bowls Link Database or;► A club plays a player after the first pennant game who has not been transferred correctly.► A player competes who has an unresolved debt with Bowls WA or;► A player competes who is under suspension from Bowls WA or has been expelled by any State

Authority or Bowls Australia.

3. NOMINATION OF A PENNANT SIDEThe nomination process for the Metropolitan Pennant Competitions is as follows:

(i) Nomination forms detailing divisional/colour entitlements will be sent to each club prior to the commencement of each season.

(ii) Clubs unable to meet the advised divisional entitlements shall at their first available opportunity inform the appropriate Bowls WA Fixtures and Events Committee in writing; that they wish to decrease or relinquish specific entitlements.

(iii) Applications for additional Pennant Sides shall be in accordance with 2.1(ii) of these General Conditions.(iv) Nominations for specified gender competitions shall be in accordance with 1.1 (iii) of these General

Conditions.(v) Clubs must nominate sides on the Pennant Entitlement Nomination Form and return completed

nomination forms and applicable fees by the indicated due date.


METROPOLITAN PENNANT COMPETITION - GENERAL CONDITIONS(vi) Nominations are not a guarantee of placement into the specified division/colour. (vii) The Bowls WA Fixtures and Events Committee will assign nominated sides to divisions/colours and in the

best interests of the competition be entitled to:► promote or demote a nominated side in order to fill a vacancy within or correct an anomaly in a

pennant division/colour;► any such action shall be made based on the performance of a side in the previous season and;► A club shall be notified in writing when an adjustment occurs.

(viii) Clubs with extra players but not enough to form a side may contact surrounding clubs during the off season to ask if they would like to enter a combined Pennant Side in the relevant Pennant Competition under the following restrictions► Clubs combining to form a new Pennant Side will only be able to enter in the lowest Pennant Division

of the requested competition. Completion of an Amalgamation of Pennant Team Form must be made to Bowls WA Fixtures and Events Committee from both clubs stating who the home club will be. Combined club teams will be able to wear their own club uniform.

► If a club already has an allocated entitlement in a division that is the clubs lowest side but not the Defined Pennant Competitions lowest division, they may approach another club to join with them to continue in that division. Completion of an Amalgamation of Pennant Team Form must be made to Bowls WA Fixtures and Events Committee from both clubs stating which of the clubs the home club will be. Combined club teams will be able to wear their own club uniform.

Note: Clubs shall ensure that when nominating sides into specified gender competitions that they have sufficient active players of that gender to support the number of sides nominated for that gender.

Clubs should not enter a team knowing they will require Cross Gender Substitutions for the whole season.

4. LATE ENTRY OF A PENNANT SIDE4.1 Prior to the commencement of the Competition:

(i) After the closing date for annual nomination and where a vacancy exists in a division/colour additional side(s) may be accepted into the competition.

(ii) An application for late entry must be made in writing to the Bowls WA Fixtures and Events Committee, a nomination fee will apply.

(iii) An amendment to the advertised Draw for the affected division/colour shall be placed on the Bowls WA Website and any club directly affected will be advised in writing.

4.2 After the commencement of the Competition:(i) In the best interests of the competition the Bowls WA Fixtures and Events Committee may accept a late

entry into the competition.(ii) No late entry will be accepted after the half way point of the specific Pennant Competition.(iii) Application for late entry and advice of amendments to the draw shall be in accordance with 4.1 (ii) & (iii)

above.(iv) Allocation of seasonal points for sides affected by the late entry of a side into a division/colour shall be as

follows:► An average of shots for and against and match points earned up to the half way point of the specific

Pennant Competition shall be allocated to any side that was drawn to a bye prior to the late entry of a side.

► An average of shots for and against and match points earned up to the half way point of the specific Pennant Competition shall be allocated to any side that has been accepted as a late entry into the competition.

► The adjustment of points shall be made by the Bowls WA Fixtures and Events Committee at the half way point of the specific Pennant Competition.

5. WITHDRAWAL OF A PENNANT SIDE5.1 Withdrawal

(i) A club that withdraws a side after the draw has been published and up to and including the third (3rd) round of competition may be liable for an administration fee.

(ii) A side which is withdrawn after the commencement of the competition and up to and including the third (3rd) round of the competition will be considered not to have entered the competition; and any points and shots earned by the withdrawing side or their opposition shall not count and the position previously held by the withdrawing side in a draw may be replaced with a BYE. Or;

(iii) May be replaced by a side which is a late entry into the competition as in 4.2. (iv) Notice of the withdrawal of a side and an amendment to the draw shall be posted on the Bowls WA

Website and clubs directly affected notified.


METROPOLITAN PENNANT COMPETITION - GENERAL CONDITIONS5.2 Subsequent Withdrawal of a Pennant Side

(i) A club that withdraws a side after the third (3rd) round of the competition will be liable for an administration fee.

(ii) Opposition sides drawn to play a side withdrawn after the third (3rd) round of the competition shall be awarded a forfeit.

(iii) Notice of subsequent withdrawal of a side shall be posted on the Bowls WA Website and clubs directly affected notified.

Written notice of intent to withdraw a side must be made to the Bowls WA Fixtures and Events Committee.

6. SELECTION RULES FOR A GRADED PENNANT COMPETITION INCLUDING FINALSClubs will be held responsible in ensuring that selection decisions are consistent with the concept of a graded competition and be mindful at all times of the importance of the integrity of the competition in those decisions.

The Integrity Rule is in question when a player(s) is selected to play in a Lower Division when they should otherwise be playing in a Higher Division. If the objective of this selection is to strengthen the Lower Division to gain an advantage, then the Integrity Rule is deemed to have been breached.

Examples of strengthening a Lower Division to gain an advantage include: 1. Trying to win promotion to a higher division. 2. Trying to qualify to play in finals. 3. Avoiding demotion.

There may be cases where a perceived advantage may be gained by dropping a player(s) from a Higher Division to a Lower Division, but it is NOT considered a breach of the Integrity Rule. For example, where a pennant fixture for a particular game is re-scheduled so that it is not at its usual time or on its usual day. In this case, if a player(s) is not able to play in this re-scheduled game due to a legitimate reason such as work, study, family etc, then they should be allowed to play in a Lower Division without breaching the Integrity Rule. The key in this example is that the objective of the selection is NOT to gain an advantage, but to allow a player(s) to still play pennants in a Lower Grade due to legitimate circumstances that prevents them from playing in their usual division.

Note that the Integrity Rule is NOT intended to prevent players from being dropped due to a lack of form.

Clubs should be prepared to defend their Selectors’ decisions. As such, the onus will be on the Club to mount a defence, rather than on the relevant Committee to prove that the Integrity Rule has been breached.

6.1 Selection Restrictions for all Pennant Finals(i) A player must have played a minimum of four (4) pennant games in that colour and/or division

to be eligible for finals(ii) Where a club has two or more teams in the same colour a player must have played a minimum

of four (4) pennant games in that side to be eligible for finals.(iii) Cross Gender Substitutes will not be permitted to play finals.(iv) A club may promote a player to play finals in a colour and/or division higher than their regular

colour and/or division if they have played a minimum of four (4) pennant games in a lower division.

(v) A club may apply to the Bowls WA Fixtures and Events Committee in writing to demote a player to play finals in a colour and/or division lower than their regular colour and/or division if they have not played a minimum of four (4) pennant games in the lower division only if not enough eligible players for that division are available or there are not enough players available from a lower division to be promoted.

Any club that believes a violation of the Graded Pennant Competition has occurred should put in writing their concerns to the Bowls WA Fixtures and Events Committee via their club secretary.

Alternatively, if the Bowls WA Fixtures and Events Committee believe a violation of the Graded Pennant Competition has occurred, they have the ability to investigate without a written complaint from a club.

Bowls WA have the grounds to declare a forfeit against the team of a Club where Bowls WA deems that the Club, without a satisfactory explanation to Bowls WA, is deemed to have played a number of regular players from a higher ranked team in a lower ranked team at any time during the pennant season, in a manner likely to gain an unfair advantage or to distort the rankings of the lower ranked grade.


METROPOLITAN PENNANT COMPETITION - GENERAL CONDITIONS7. SCHEDULING AND RESCHEDULING OF FIXTURES

(i) All games shall be played in accordance with the most recently published fixtures and conditions of play. (ii) Fixtures may be rescheduled for player protection according to conditions outlined in Metropolitan

Pennant General Conditions Rule. Player Protection.(iii) After the season’s pennant fixtures have been finalised but before the first pennant fixture date

is played, all clubs in all divisions, may apply on the “Alteration to Pennant Fixture” form to reschedule a published pennant fixture.

(iv) After the pennant season has begun all clubs in all divisions may apply on the “Alteration to Pennant Fixture” form to reschedule a pennant fixture for promotional reasons under the following conditions:

► Women’s Tuesday, Friday and Men’s Midweek Pennant: If a pennant side wishes to change the date/time of a pennant fixture, it may only change the fixture date up to one (1) day forward or one (1) day back.

► Men’s and Women’s Saturday Pennant: Due to the commitment of results to the Sunday Times newspaper any change of date/time of Men’s and Women’s Saturday pennant must see the fixture completed no later than 6.15pm on the original Saturday Pennant date.

► All changes must be agreed upon by both sides involved with the promotional reasons noted on the “Alteration to Pennant Fixture” form and must be approved by Bowls WA.

► The “Alteration to Pennant Fixture” form must include information either on the form or on an accompanying letter, noting what promotional activities will be conducted by each club.

► If regular players in that division/colour will be unavailable for the rescheduled match and will be required to play in a lower division for that round, those names will need to be noted on the “Alteration to Pennant Fixture” form.

► No Pennant fixture venue may be changed at any time due to inclement weather at the scheduled home venue

► No Pennant fixture change will be approved for the last round of any Specific Pennant Competition

NOTE: Bowls WA reserves the right to reschedule a Pennant Fixture for promotional reasons.

8. ABANDONMENT8.1 General Abandonment of a Metropolitan Pennant Fixture by Bowls WA

8.1.1 Equal points shall be awarded for the General Abandonment of a fixture8.1.2 Abandonment due to Extreme Weather conditions;

(i) In the case of extreme weather conditions or other extreme circumstances the Bowls WA Fixtures and Events Committee may cancel all games scheduled prior to the scheduled starting time.

(ii) Should the abandonment of a fixture be on the day of play, notification of the General Abandonment of a fixture shall be posted on the Bowls WA Website.

8.2 Individual Abandonment, Delayed or Interrupted Games When no general abandonment of a fixture has been made by Bowls WA and a club is experiencing extreme weather or other extreme conditions at their location.

8.2.1 If host clubs green or greens have been closed for the day before the start of play due to the inclement conditions;

(i) The game is abandoned and the allocated points are equally shared.(ii) The Bowls WA Umpire of the Day Cancellation of Play Report must be completed by the Umpire of

the Day and forwarded to Bowls WA.(iii) Home Clubs are required to inform visiting clubs as soon as possible.

8.2.2 If the game is delayed at or after the scheduled start of play:(i) Whether the game has commenced at the scheduled start time or has been delayed, the game

may not be abandoned until a minimum sixty (60) minutes cumulative time has elapsed unless the Umpire of the Day permanently closes the greens within this period.

Note: The scheduled roll up time is not the scheduled start of play(ii) If trial ends cannot be played or completed before the scheduled start time then all remaining trial

ends will be considered completed and the start of the game is to commence as soon as the Umpire of the Day decides.

(iii) If the Umpire of the Day in consultation with the team managers believe play may be able to get under way shortly after the sixty (60) minutes cumulative time has elapsed, play may be delayed a further thirty (30) minutes cumulative.

(iv) If after the full ninety (90) minutes cumulative time is reached and play has not commenced or recommenced or is again delayed, the game must be abandoned by the Umpire of the Day.


METROPOLITAN PENNANT COMPETITION - GENERAL CONDITIONS(v) When extreme conditions continue to interrupt play see (i) and (iii) above; Team Managers shall

consult with the Umpire of the Day, who, as sole arbiter, shall make the decision to abandon or continue play for all sides at the venue.

(vi) If the prescribed number of ends has been played to constitute a game prior to the abandonment of play, the game shall be considered as completed.

(vii) If the prescribed number of ends have NOT been played to constitute a game prior to the abandonment of play it is an incomplete game.

(vii) If a game is incomplete when play is abandoned the points shall be shared equally. (ix) The Bowls WA Umpire of the Day Cancellation of Play Report must be completed by the Umpire of

the Day and forwarded to Bowls WA headquarters within 48 hours of the abandonment.8.2.3 In the case of a Club having one or more greens closed at the start of play due to inclement weather,

but also have one or more Greens open, the following conditions will apply:(i) The Club MUST use the Open Green/s if fit for Pennant and ALL teams at home on the day be able

to be accommodated on the available green/s at the start of play.(ii) The Club may NOT use the Open Green/s if all teams at home on the day are NOT able to be

accommodated on the available green/s at the start of play.8.2.4 In the case of a Club having one or more greens closed after the start of play but also have one or

more Greens open, the following conditions will apply:(i) If play is suspended by the Umpire of the Day due to continued inclement weather under rule 8.2.2

all fixtures on all greens at the venue are abandoned.(ii) If green/s are closed by the Umpire of the Day during the course of the game due to a green

becoming unplayable or dangerous e.g. flooding, then only games on those green/s are abandoned. If other green/s at the same venue are still safe and playable and the games are not abandoned by the Umpire of the Day under rule 8.2.2 play may continue on those green/s.

Note: When the host club permanently closes their green/s for the day prior to the Umpire of the Day being called upon to make a decision under rules 8.2.1, the club may be later asked to justify that decision if visiting teams see fit to protest the clubs decision to close their greens.

8.3 Completed GameA prescribed number of ends are required to be completed in competitions between sides to constitute a game. The required number of completed ends is dependent on the number of teams which make up the side. Refer to the individual Pennant Competition Conditions of Play.

8.4 Incomplete GameA game which has commenced but play has been abandoned prior to the prescribed number of ends that constitute a game have been played.

8.5 Games rescheduled due to Player Protection(i) In the case of General Abandonment, games that have been rescheduled from that round due to

player protection will also be treated as abandoned.(ii) Rescheduled games that are individually abandoned may not be rescheduled again and will be

treated as a draw.8.6 Pennant Games scheduled to be played on a day other than the regular Pennant Day

When a General Abandonment is called for a round of Pennant, all games attached to that round regardless as to whether they have been scheduled for a day in the future or have already been played, will be considered abandonded and the points shared.

9. FORFEIT (i) A Club is required to forfeit their lowest side first unless extenuating circumstances occur as approved by

Bowls WA.(ii) A side forfeiting a game is required to notify the opposition side concerned as early as possible so as to

avoid any inconvenience to that club.(iii) The home side is responsible for entering a forfeit into the Bowls Link website.(iv) A side that receives a forfeit shall be awarded all points, and the average shots for and against (percentage)

from the round.If the awarded percentage has a negative effect on the sides current percentage, then no percentage will be awarded.

(v) A player whose name appears on the Pennant Result Sheet may not have played in another game in that round.

Penalty:► A side that forfeits will be fined for each offence.► A side that forfeits a game during the Finals and Promotion Play-Off series shall be disqualified from

further participation in the series.► The second game that a player plays in the same round will be considered a forfeit.


METROPOLITAN PENNANT COMPETITION - GENERAL CONDITIONS10. BYE

10.1 In the event of a bye, no points shall be awarded.10.2 Inequality of byes within colours during the Home and Away Rounds.

(i) If in a colour within a division there is inequality of byes the Bowls WA Fixtures and Events Committee may redraw the fixture in the best interest of the competition.

(ii) All changes to the draw shall be displayed on the Bowls WA website.(iii) If it is not possible or practical to re-draw the colour, the Bowls WA Fixtures and Events Committee will

determine the points and percentage allocation at the completion of the first round of Home and Away fixtures.

(iv) If an inequality of byes occurs during the second round of Home and Away fixtures, the Bowls WA Fixtures and Events Committee will determine the points and percentage allocation at the end of the Home and Away season taking into account only the second round of fixtures.

(v) The points and percentage allocation will be determined using the following formula:Points – the average number of points gained per week by the relevant team over the course of the home and away round will be added to the team’s total points. If more than one bye needs to be compensated for, the average number of points added to the final total will be multiplied by the number of byes. Percentage – the average percentage gained or lost per week over the course of the home and away round.

10.3 Inequality of byes between colours when determining rankings for Pennant Finals10.3.1 2nd Division and below that take part in Pennant Finals

(i) If one or more colours have byes during the home and away season meaning they play less games than other colours in the division, the Bowls WA Fixtures and Events Committee will determine the points and percentage allocation to the effected teams to bring them in line with the amount of games played in other colours at the end of the home and away season, these points and percentage will be added or subtracted to the clubs total.

(ii) The points and percentage allocation will be determined using the following formula:Points – the average number of points gained per week by the relevant team over the course of the home and away season will be added to the team’s total points. If more than one bye needs to be compensated for, the average number of points added to the final total will be multiplied by the number of byes.Percentage – the average percentage gained or lost per week over the course of the home and away season will be added or subtracted to the clubs total.

11. LATE APPEARANCE(i) 30 minutes is allowed beyond the scheduled starting time.(ii) If at the end of 30 minutes, and no extenuation circumstances exist, a player is not present for one or

more teams play should commence in accordance with BA Laws of the Sport of Bowls.(iii) If at the end of 30 minutes, and no extenuating circumstances exist, a side or sufficient players from the

side are not present the opposing side will be awarded a forfeit. Laws of the Sport of Bowls.(iv) In the case of extenuating circumstances (e.g. Major freeway hold-up), every effort should be made to

notify the host club and the Controlling Body

12. CROSS GENDER SUBSTITUTIONAll Players who play any Pennant Competition under Cross Gender Rules must do so under the following General Conditions:

(i) Must conform to the rules for sides dress in accordance with Bowls WA Field of Play Rules.(ii) Must play under the Specific Pennant Conditions of Play e.g Extreme Weather Rules.(iii) Cross Gender Substitutes will not be permitted to play finals.(iv) An individual may only be a Cross Gender Substitute for a maximum of six (6) games in any specific

Pennant Competition.

12.1 Women in Men’s Saturday Pennant Competion 4th Division and belowWomen who do not play in the Women’s Tuesday Pennant Competition and their club does not enter a side in the Women’s Saturday Pennant Competition are eligible to play in the Men’s Saturday 4th Division and below under the following conditions:

(i) Will not be regarded as substitutes and therefore may be selected in any position(ii) Clubs will be required to submit a list of eligible Women into the Bowls WA Fixtures and Events Committee

before the first pennant game of the season.(iii) When a club wishes to change the eligibility of a woman to play Women’s Tuesday Pennant or Men’s

Saturday Pennant during the season, permission must be sought from Bowls WA prior to them playing a fixture in the relevant competition.


METROPOLITAN PENNANT COMPETITION - GENERAL CONDITIONS(iv) During the season clubs may add or subtract names to the previously submitted list by providing

notification to Bowls WA via email from the club secretary if a woman becomes eligible or ineligible for the Women’s Tuesday Pennant or Men’s Saturday Pennant Competitions.

(v) Where Clubs have multiple teams in 4th Division and below, women may be chosen in any of those teams under 12.1 conditions. Penalty: If a Woman is found to be playing both Men’s Saturday and Women’s Tuesday Pennant concurrently under 12.1, the Bowls WA Fixtures and Events Committee may forfeit all fixtures involved.

12.2 Women’s Tuesday Pennant and Women’s Saturday Pennant Players Substituting in Men’s Pennant

Women from the club’s lowest division playing in the Women’s Tuesday/Saturday Pennant Competition may play in the opposite gender’s pennant competition with the following conditions:

(i) Cannot be selected if eligible players of the opposite gender are available.(ii) May only play in the club’s lowest division and are regarded as substitutes. Laws of the Sport of Bowls.(iii) Substitues must be identified on the Pennant Result sheet.

12.3 Women Substituting in Men’s Saturday Pennant Competition 3rd Division and Above.When a Club’s lowest division is 3rd Division or above, women from the club’s lowest division playing in the Women’s Tuesday Pennant Competition or where there is no Women’s Pennant team may play in the opposite gender’s pennant competition with the following conditions:

(i) Cannot be selected if eligible players of the opposite gender are available.(ii) May only play in the club’s lowest division and are regarded as substitutes. Laws of the Sport of Bowls.(iii) Substitutes must be identified on the Pennant Result sheet.

12.4 Men Substituting in Women’s Pennant Competition.Men from the club’s lowest division playing in the Men’s Saturday/Midweek Pennant Competition may play in the opposite gender’s pennant competition with the following conditions:

(i) Cannot be selected if eligible players of the opposite gender are available.(ii) May only play in the club’s lowest division and are regarded as substitutes. Laws of the Sport of Bowls.(iii) Substitutes must be identified on the Pennant Result sheet.

12.5 A club with les than 10 Female Members. Where a bowling club does not have a ladies pennant side and the number of active female members in

the Bowls Link Database is less than ten (10) then those members, following pre-season notification to the Bowls WA CEO by the Club, may play in their Home Club’s designated Men’s pennant competition without restriction and in whatever division their skills merit, as deemed by the club’s selectors.

In extenuating circumstances clubs may seek dispensation by contacting the Bowls WA Chief Executive Officer.

Penalty: When Cross Gender Substitution is contravened; the opposing team will be awarded a forfeit.

13. PLAYER PROTECTIONA club having two (2) or more pennant players from the same side competing or officiating in an official BA Interstate, National or International competition as selected, as an invited player, as a direct entry or via Western Australian Qualifying Events, and the player’s club has a simultaneous pennant fixture that the players would normally play in, the fixture may be rescheduled as follows and under the following circumstances:

(i) The players requiring protection must be regular players in the same pennant side.(ii) If Bowls WA feels it is impractical to reschedule one (1) or more pennant games to accomodate the

missing players, player protection may not be allowed.(iii) Men’s Saturday and Women’s Tuesday Pennant Competitions; all games affected by the absence of

players may be rescheduled to an alternative date by Bowls WA. Requests for re-scheduled games shall be made on the Alterations to Fixture Form to the Bowls WA Fixtures and Events Committee.

(iv) The rescheduling of fixtures Metropolitan Pennant Competition General Conditions will apply.

14. INTERSTATE PENNANT DECLARATIONUsing the Bowls Australia “Interstate Pennant Declaration” form metropolitan clubs may select players who have interstate home club status, to play Metropolitan Pennant under the following conditions:

(i) The Interstate Pennant Declaration form is completed and submitted to Bowls WA for approval.(ii) Each club may only play a maximum of one (1) interstate player per Pennant Fixture.(iii) A player may play a maximum of three (3) pennant fixtures before being required to submit an “Interstate

Clearance” form to change Home Club status


15. ATTIRE FOR PENNANT SIDESAttire for pennant sides is in accordance with Field of Play Rules.

16. GREENSBowls WA Greens and Infrastructure Policy will apply.

16.1 Procedures for Requesting Green Inspections Outside of Bowls WA Annual Inspection DatesThe following procedures cover inspections arranged by Clubs after or before annual inspections have taken place

(i) Clubs may make arrangements with the Bowls WA Greens Inspection Team at the time of the Annual Green Inspections to return at a later organised date/time to inspect greens not approved for pennant.

(ii) If previous arrangements are not made, Clubs will make contact via phone or email with the Designated Green Inspector or the Bowls WA Competitions Manager to request a Greens Inspection for green/s not approved for pennant or for greens that have been renovated (grass) or modified (synthetic) since the Annual Inspections.

(iii) Clubs are required to give 72 hours notice when nominating a date for a green/s inspection.(iv) When less than 72 hours notice for a preferred green/s inspection date is requested by a Club, there is

no guarantee a Bowls WA Volunteer Greens Inspector will be available.(v) All greens that have been requested to be inspected by the Club must be prepared and ready for

inspection when the Greens Inspector/s arrives.

Note: If a Club requests green/s to be inspected and the green/s are not prepared and ready for inspection at the designated time, the green/s may not be inspected and the club may be invoiced by Bowls WA for the Green Inspector/s travel costs.

17. PRACTICENo practice by any player engaged in any pennant game on that day, with the exception of trial ends, shall be permitted on the green to be used 90 minutes prior to the commencement of the game.

Penalty: Any infringement may incur a fine.

18. BOWLS STICKERS18.1 Home Games

The Bowls WA nominated sponsor’s stickers when applicable must be used by the home side. Bowls WA will advise clubs annually of the requirement to use BWA sponsor’s stickers.

18.2 Club and Club Sponsors StickersIf there is no recognised sponsor for the Metropolitan Pennant Competition; clubs may apply in writing to the Bowls Management Committee to use club or club sponsors stickers for their home games.

18.3 Finals and Promotional and Challenge Play Off seriesSide Managers shall toss for the use of the mat at neutral venues, the side winning the toss shall be considered the Home side and when applicable shall use Bowls WA nominated sponsor stickers.

19. RINK DRAW(i) The draw for the rinks and opponents of each team shall be decided jointly by the Side Managers, who

shall exchange cards and then shuffle them. The cards of one side shall be placed (separately) name downwards by one manager and the cards of the other side placed one on each. The draw for the rink on which the teams shall play will be made by the Side Managers and placed on the cards as drawn.

(ii) If the visiting side’s cards are not available 15 minutes prior to the commencement of the game, the Home Side Manager may arrange for the Umpire of the Day to conduct the rink draw in order for trial ends to commence.

20. SUBSTITUTES AND PLAYING SHORT(i) If during a game a player is unable to continue an eligible player may be used as a substitute with the

permission of the Umpire of the Day. (ii) If a substitute is not available, the team must play with three (3) players with the order of play maintained

by the second of the complete team playing consecutive bowls.

METROPOLITAN PENNANT COMPETITION - GENERAL CONDITIONS(iii) If a team with a substitute already playing has another player withdraw, the team may play with three (3)

players. As in 20(ii) above.(iv) If a team of three (3) players with a substitute already playing has another player withdraw, that team, as

well as the side must forfeit.(v) No team may play with less than three (3) players; if no substitute is available and one of the three

players can not continue the side must forfeit.

21. COMPLETION OF PENNANT RETURNS AND INPUTTING RESULTS21.1 Home and Away Returns

(i) There is no requirement for the Home Side to forward the Pennant Result Sheet to Bowls WA.(ii) The Home Side is responsible for holding onto the Pennant Result Sheet in case final results need to be

confirmed at a later date.(iii) Sides Managers are to complete the Pennant Result Sheet in full, showing the names of the players who

were selected for their sides. Note: Players names must be as per the Bowls Link Database, no nicknames or abbreviated surnames are to be used.

(iv) If the selected player/s is/are unable to play and substitutes are not available, a notation “DID NOT PLAY” is to be marked beside the player/s name.

(v) Any substitute used must have the word “SUB” marked next to their name. (vi) Cross Gender substitutes are to be clearly identified with an “M” or “F” circled next to the player’s name. (vii) The Home Side Manager must ensure that the name of the Umpire of the Day is entered on the form(viii) At the completion of the game the Sides Managers are responsible for recording and totalling individual

rink (team) scores and aggregate points and recording the name of the winning side. Once agreement has been reached that the scores and points are correct the form shall be signed by both Managers.

21.2 Inputting Results into Bowls Link(i) The Home Side is responsible for inputting the final scores into Bowls Link.(ii) The Away Side is responsible for checking the final scores in Bowls Link.(iii) A Club Representative is responsible for inputting team names into the Bowls Link.

21.3 Byes, Forfeits, Rescheduled and Abandoned Games(i) A Pennant Result Sheet is not required to be lodged for a BYE(ii) A Pennant Result Sheet is not required to be completed in the case of a General Abandonment of a

Fixture by Bowls WA(iii) The Home Side Manager is responsible for completing the Pennant Result Sheet and the accompanying

Umpire of the Day Cancellation of Play Report for individually abandoned games21.4 Finals and Promotion and Challenge Play Off Series

(i) It is the responsibility of the hosting venue to coordinate with visiting teams to ensure all results are inputted into the Bowls Link Website.

(ii) It is the responsibility of the club named in the home team position in the fixtures to ensure the final scores are inputted into the Bowls Link Website.

(iii) It is the responsibility of the club named in the visiting team position in the fixtures to ensure the final scores are confirmed in the Bowls Link Website.winning team to send the Pennant Result Sheet to Bowls WA.

There is no requirement to send the Pennant Result sheet to Bowls WA unless a protest is made.

22. SIDE MANAGER22.1 Appointment

Clubs are responsible when appointing a Side Manager for each of their Pennant Sides, to ensure the Managers are aware of their duties and the importance of accuracy when completing the Pennant Result Sheet and other related forms.

22.2 Roles and Responsibilities(i) Each Side Manager is required to have a copy of these General Conditions and the Conditions of Play

for the relevant Pennant competition.(ii) To record the players names, date, division, colour and rink numbers on the score cards before the game.(iii) To prepare the Pennant Results Sheet in accordance with Rule 21 of these General Conditions.(iv) To effect the rink draw in accordance with Rule 19 of these General Conditions.(v) To ensure Pennant Results are inputted into the Bowls Link (Home Team).(vi) To ensure Pennant Results are checked in Bowls Link (Away Team).


METROPOLITAN PENNANT COMPETITION - GENERAL CONDITIONS23. PROTEST PROCEDURE FOR BOWLS WA PENNANT COMPETITIONS

23.1 The following procedures cover protests where a side wishes to lodge an appeal against an umpires or club officials decision at the conclusion of a fixture.

(i) At the end of the fixture the manager making the protest is to tick the appropriate box on the Pennant Return Sheet.

(ii) Both managers are required to sign the Pennant Result sheets acknowledging the provisional result and that a protest against the result has been made.

(iii) The Home club is to fax or email the Pennant Result sheet to Bowls WA as soon as possible.(iv) The protesting club has until midday the following work day to submit the official protest in writing

explaining the exact nature and circumstances of the protest and to deposit the $50 protest fee to Bowls WA.

(v) The Bowls WA Fixtures and Events Committee will investigate the circumstances and make a decision when both clubs will be informed of the decision in writing.

(vi) The Bowls WA Fixtures and Events Committee will make any change to the provisional result that is required.

23.2 Appealing a Bowls WA Operational Committee Decision or fine or administration fee.Any administration decision by a Bowls WA Operational Committee, fine or administration fee imposed, may be appealed through the following process:(i) A written appeal with an explanation and listing all mitigating circumstances is to be lodged with Bowls

WA within 48 hours of the written notification of the decision.(ii) If the CEO believes the appeal has merit the Bowls WA Management Committee will consider the appeal,

and provide the lodger with a written copy of their findings.(iii) A Sub Committee of three (3) members of the Bowls WA Management Committee, one being the

Chairman, will hear appeals on operational committee decisions made, if, the full Bowls WA Management Committee was not due to convene a normal meeting within (10) working days of receipt of the appeal.

(iv) The decision of the Bowls WA Management Committee is final.

23.3 Protest Preocedure Against A Sub Standard Surface in Bowls WA Pennant Competitions(i) The protesting club has until midday the following work day to submit an official protest on the Greens

Protest Form found on the Bowls WA Website under Club Assistance/Forms and Documents/Pennant Forms and to also deposit the $50 protest fee to Bowls WA.

(ii) The Bowls WA Greens and Infrastructure Committee will investigate the circumstances and make a decision when both clubs will be informed of the decision in writing.

(iii) The Bowls WA Fixtures and Events Committee will be informed of the decision and make any change to the provisional result that is required.

Note: If the written protest or $50 protest fee is not received by Bowls WA by midday the following work day, the protest will be considered as not having been made and the result will be considered final.

If at the end of the process the protest is seen as a valid concern, whether the protest is successful or not, the $50 protest fee will be returned to the protesting club.

If at the end of the process the protest is seen as spurious or having no basis the $50 protest fee will be forfeited.

24. UMPIRE OF THE DAY APPOINTMENT(i) Venue Clubs are to appoint an accredited Umpire where available to act as the Umpire of the Day.(ii) It is strongly recommended that a Pennant Side Manager is not named Umpire of the Day due to a

conflict of duties.(iii) If the venue club does not have an accredited Umpire a visiting accredited Umpire may be appointed to

officiate and act as the Umpire of the Day. (iv) If no Umpire is available then a competent player from the home side should be appointed to act as

Umpire of the Day.

25. UMPIRE EQUIPMENT RESTRICTIONS

Laser Measures are not approved for use in Bowls WA Events including but not limited to Pennant and State Events.


METROPOLITAN PENNANT COMPETITION - GENERAL CONDITIONS26. SMOKING, CONSUMPTION OF ALCOHOL

Any lit or unlit smoking implement, electronic cigarettes and alcoholic beverages are not permitted on the greens during any Bowls WA Competition or Event.

Bowls WA strongly encourages clubs to define a smoking area well away from the playing surfaces.

Penalty: (i) For the first offence on that day, the player shall be warned by the Umpire of the Day.(ii) A player committing the same offence for the second time on the same day, shall be disqualified from

the game and no substitute shall be permittedThe Side will be allowed to play a player short and continue playing according to General Pennant Condition 20. Substitutes and Playing Short.

27. USE OF MOBILE PHONES AND ELECTRONIC DEVICESAll mobile phones must be turned to silent (or vibrate) whilst play is in progress.27.1 In the case of a pending emergency, permission to set a mobile phone to an audible tone must be given

by the Umpire of the Day. 27.2 Mobiles phone may not be used on the greens at any time whilst play is in progress on any rink.27.3 Mobile phones may be used away from the greens as long as play is not disrupted or held up.27.4 Electronic Devices are not permitted e.g. Ipods or Radios27.5 Players who require the use of any Electronic Device for medical reasons should notify the Umpire of the

Day before the start of play.

Penalty: Any Player that is seen by the Umpire of the Day or is reported to the Umpire of the Day to be disrupting

or holding up play by using a mobile phone. ► For the first offence on that day, the player shall be warned by the Umpire of the Day. ► For the second offence a fine will be applied and thereafter a fine for each and every continuing offence.

28. FINALS AND PROMOTION PLAY OFFS28.1 Ladder Position Determination during the Home and Away Season

During the Home and Away season a sides ladder position within their colour will be determined in the following order:

► Overall Pennant Points ► Percentage ► Shots Up28.2 Eligibility

(i) A player must have played in at least four (4) pennant games in the specified competition for their home club (whether completed or not, including abandoned games) in the current season to qualify for the Finals and Promotional and Challenge Play Offs.

(ii) A Player that has transferred clubs must play at least four (4) pennant games with the club they have transferred to, to be eligible to play in the Finals and Promotional and Challenge Play Offs for that club.(iii) A club with insufficient eligible player/s as per clause 27.1(i) may make written application to the Bowls WA Fixtures and Events Committee, to play unqualified player/s. The Fixtures and Events Committee shall stipulate the position in which an unqualified player/s shall play.

(iv) A player who has played in a final in a lower division/colour is eligible to play in a subsequent final in a higher division/colour.

(v) When a pennant competition has divisions with less than eighteen (18) rounds the Bowls WA Fixtures and Events Committee reserves the right to adjust the qualifying number of games for finals to a number less than four (4) pennant games

28.3 Determining a Winner(i) For all games during the Finals and Promotion and Challenge Play Offs, the winner shall be determined

by the side with the highest aggregate.(ii) In the event of a tied aggregate, one extra end shall be played on all rinks. (iii) The extra end shall be played from where the previous end was completed.(iv) Sides Managers shall toss for the mat in the extra end. (v) If a tie remains after the completion of the extra end, additional extra ends shall be played until a winner

is determined with Sides Managers tossing for the mat for each and every extra end (Laws of the Sport of Bowls).


METROPOLITAN PENNANT COMPETITION - GENERAL CONDITIONS28.4 Determining Preliminary Final Green

(i) When played on the same day as Semi Finals, the Preliminary Final Green shall be chosen by the Club with the higher points scored over the home and away season.

28.5 Determining Grand Final Green(i) When played on the same day as Semi Finals, the Grand Final Green shall be chosen by the Competing Club

with the higher points scored over the home and away season.

29. DEATH AT THE VENUE OR IN TRANSIT29.1 Death in transit

Should a Players Death occur in transit, the match in question is immediately abandoned.29.2 Death at the venue

29.2.1 Should there be a death of a player immediately prior to or during the match that match will be abandoned.

29.2.2 Should there be a death of a player, official, spectator, employee or any other person not directly involved in an individual match, the commencement or continuation of that match will require the joint agreement of the respective team managers. Should agreement not be reached, the match will be abandoned.

29.3 Pennant Fixtures29.3.1 Should an abandonment occur during any pennant fixture and the required number of ends to constitute

a game has been completed, then a winner shall be determined at the time play ceased. 29.3.2 Should there not be a constituted game, then the fixture will be treated as abandoned and equal points

shall be awarded to both teams.29.4 Finals

In the case of a finals fixture and the required number of ends to constitute a game has not been completed:(i) If occurs in a semi or preliminary final the highest placed team at the end of the home and away fixtures shall

be declared the winner and advance to the next final.(ii) If occurs in a Grand Final the match shall be declared a draw and both teams wll be considered equal

Pennant winners.

30. PRIZESClubs winning the Grand Final in each Pennant Division shall be presented with:

► A Pennant Flag► A Pennant Plaque

Players playing in the winning side in the Grand Final shall be presented with a Pennant Badge*.*Clubs may order and purchase at cost extra Pennant Badges for players that did not play in the Grand Final, but were part of the side throughout the season

MEN’S SATURDAY & MIDWEEK PENNANT COMPETITION CONDITIONS OF PLAY

All Individual Conditions of Play are to be read in conjunction with the Metropolitan Pennant Competition - General Conditions

1. STRUCTURE(i) The Competitions are graded into Divisions.(ii) Each Division will be sub-divided into colours.(iii) Saturday: Premier - 4th Division: Four (4) teams of four (4) players shall constitute a side. 5th Division: Three (3) teams of four (4) players shall constitute a side. 6th Division: Two (2) teams of four (4) players shall constitute a side.(iv) Midweek: Premier - 5th Division: Three (3) teams of four (4) players shall constitute a side. 6th Division: Two (2) teams of four (4) players shall constitute a side.(v) The Competitions are graded as follows:

(vi) The structure of Lower Divisions is determined by the Fixtures and Events Committee.

2. REGIONAL CONSIDERATIONS OF THE DRAW(i) Premier League and 1st Division White will not receive regional consideration. (ii) Regional consideration shall be given to all other divisions. (iii) Where a club has more than one side in a Division, each side will be placed in a different colour if

possible.

3. SATURDAY AND MIDWEEK FORMAT(i) A Sides competition with four (4) players in each team.(ii) Two (2) bowls per player.(iii) 21 completed ends. (iv) For Midweek Pennant Only there will be no dead ends and the jack will be respotted on the tee.(v) The Fixtures will be scheduled as a home and away competition. (vi) No alterations will be permitted without the prior written consent of Bowls WA.

4. CONSTITUTED GAME4.1 4 Teams a Side

(i) 56 completed ends must be played to constitute a game.

4.2 3 Teams a Side(i) 42 completed ends must be played to constitute a game.

4.3 2 Teams a Side(i) 28 completed ends must be played to constitute a game.

If the required ends are not completed the game shall be abandoned as outlined in the Metropolitan Pennant Competition General Conditions.

5. SATURDAY STARTING TIME/TRIAL ENDS(i) The starting time of pennant games shall be 1.45pm.(ii) Trial ends may commence no later than 1.30pm and must be completed before the scheduled starting

time of the game.

MIDWEEK (Thursday) STARTING TIME/TRIAL ENDS(i) The starting time of pennant games shall be 1.30pm(ii) Trial ends may commence no later than 1.15pm and must be completed before the scheduled starting

time of the game.

6. LATE APPEARANCE(i) Metropolitan Pennant Competition General Conditions.

Refer Laws of the Sport of Bowls.

7. SCORING Points shall be awarded as follows:

NOTIFICATION OF PENNANT RESULTSSATURDAY and Midweek (Thursday)(i) It is the responsibility of the Club listed as the ‘Home Team’ in the fixture to: ► Input the final scores into the Bowls Link website by 6.15pm on the day of the competition. ► To realign the home rinks to correspond with their direct rink opponents. ► To input the correct rink scores against each rink skipper. ► There is no requirement for the Home Side to forward the Pennant Result Sheet to Bowls WA. ► The Home Side is responsible for holding onto the Pennant Result Sheet in case final results need to

be confirmed at a later date.

(ii) It is responsibility of the Club listed as the ‘Away Team’ in the fixture to check results in the Bowls Connect website are corrrect

NOTE: Pennant scores will be taken from the Bowls Connect website by staff at 6.15pm, collated and sent to the following days newspaper. If the West Australian newspaper changes submission times for inclusion in the following day’s newspaper club inputting times may be adjusted.

9. PENNANT FINALS9.1 Determining a Colour Winner

(i) Colour Winners in each division shall be decided by the points gained by each side. (ii) In the event of two or more sides having the same number of points, the following shall apply:

(a) The order shall be determined by the shots for divided by the shots against.(b) Then if equal order shall be determined by the difference in shots for and against; and

(iii) Aggregate score in these games shall determine the winning side.

(i) The first day of Finals shall be played at the club that finishes on top of the ladder.(ii) The Grand Final shall be played at a neutral venue, unless extenuating circumstances dictate

otherwise, as determined by the Fixtures and Events Committee.9.2.3 1st Division Blue (North and South)

(i) The Grand Final is to be played at a neutral venue, unless extenuating circumstances dictate otherwise, as determined by the Fixtures and Events Committee.

9.2.4 2nd Division and below(i) Finals shall be played at the club that finishes with the highest points in each applicable division.

Midweek (Thursday)9.2.5 Premier League and 1st Division White

(i) The first day of Finals shall be played at the club that finishes on top of the ladder.(ii) The Grand Final shall be played at the home of the highest participating club.

9.2.6 1st Division Blue (North & South)(i) Grand Final is to be played at a neutral venue, unless extenuating circumstances dictate otherwise,

as determined by the Fixtures and Events Committee.9.2.7 2nd Division and below

(i) All finals shall be played at the club that finishes with the highest points in each applicable division.(ii) The Grand Final will be played at the highest remaining ranked club after the first week of finals.

9.2.8 Results – Midweek and Saturday(i) Bowls WA will advise clubs who is the “Home” and who is the “Away” team for the purpose of input-

ting the results into the Bowls Link website(i) There is no requirement for the Home Side to forward the Pennant Result Sheet to Bowls WA.(ii) The Home Side is responsible for holding onto the Pennant Result Sheet in case final results need

to be confirmed at a later date

9.4 Exceptions - Division a number other than Four (4) ColoursIn the event of a Division having a number other than four (4) colours, the Pennant Finals will be determined as follows:

9.4.1 Three (3) Colours in a Division(i) The club with the highest points will be granted direct entry to the Grand Final and the remaining two

(2) clubs will play off to determine who will make it to the Grand Final.9.4.2 Two (2) Colours in a Division

(i) The two (2) clubs will play in the Grand Final.9.4.3 One (1) Colour in a Division:

(i) The club finishing on top of the ladder will play the club finishing second on the ladder in the Grand Final.

9.4.4 More than (4) Colours in a Divisions(i) In the event of a Division having more than Four (4) colours, the Pennant Finals will be determined at

the discretion of the Fixtures and Events Committtee.

NOTE: If a club who qualifies for any Pennant Final is unable to compete for any reason, the Bowls WA Fixtures and Events Committee will determine the make up of Finals Fixtures based on what is best for the competition.

10. PROMOTIONAL PLAYOFFS

10.1 Positions10.1.1 Premier League and 1st Division White do not participate in Promotion Play Offs10.1.2 1st Division Blue North and South do not participate in Promotion Play Offs.10.1.3 2nd Division do not participate in Promotion Playoffs10.1.4 3rd Division and Below participate in Promotion Playoffs

the next highest division.(v) The Aggregate score shall determine the winning side.

season shall participate in Promotion Playoffs.(ii) Clubs are required to ask Bowls WA permission to use split rinks.(iii) Clubs are permitted to use any approved surface for Promotion Play Offs.(iv) The winner of the Promotion Play Off will determine which club will have the second promotion to

the next highest division.

10.5 Venue - Midweek(i) All Semi Finals shall be played at the club that finishes in 2nd position on the ladder in each colour

at the end of the season.(ii) The Grand Final will be played at the highest remaining ranked club after the first week of finals in

each colour.

11.1.3 1st Division Blue North and 1st Division Blue South(i) Clubs that finish in positions 2 and 3 on the ladder at the end of the season will participate in the

Challenge Playoffs against 1st Division White teams.(ii) Clubs that finish in positions 7 and 8 on the ladder at the end of the season will participate in the

Challenge Playoffs against 2nd Division teams.11.1.4 2nd Division

(i) Clubs that finish in positions 2 and 3 on the ladder at the end of the season will participate in the Challenge Playoffs against 1st Division Blue North and South teams.

11.1.5 3rd Division and below do not participate in Challenge Playoffs

The team with the most points will be aligned with the 8th ranked 1st Division White team with the remaining team aligned with the 7th ranked 1st Division White team.

Winners of PM and Week 2 finals will play in 1st Division White next season.

All losing teams in finals will play in 1st Division Blue South/North next season.

11.4.2 1st Division Blue South versus 2nd Division Red and 2nd Division White Challenge for Promotion.

Team 2 from 2nd Division Red and Team 2 from 2nd Division White will be ranked on points collected during the season. The team with the most points will be aligned with the 8th ranked 1st Division Blue South team with the remaining team aligned with the 7th ranked 1st Division Blue South team.

11.4.3 1st Division Blue North versus 2nd Division Blue and 2nd Division Gold Challenge for Promotion.

12. PROMOTION AND RELEGATION 12.1 Premier League

(i) The two (2) clubs with the lowest number of points will be relegated to 1st Division White.(ii) No Club will have more than one side in Premier League.

12.2 1st Division White(i) The club that finishes on top of the ladder shall be promoted to Premier League.(ii) The Pennant Finals shall determine the club who receives the second promotion. If in the event that the

winner of the Pennant Finals has already achieved a promotion by finishing on top of the ladder, then the runner up of the Pennant final shall be promoted to Premier League.

(iii) In the event that either or both of the Clubs gaining promotion already has a side in Premier League, the next best placed Side/s after the 1st Division White Finals have been completed will be promoted to Premier League.

(iv) If all four Clubs involved in Finals already have a side in Premier League, no side will be promoted from 1st White.

(v) The two (2) clubs with the lowest number of points will be automatically relegated to 1st Division Blue North or South.

(vi) The 7th and 8th placed teams will play in a Challenge Playoff against 1st Division Blue South/North for the right to play in 1st DivisionWhite the following season.

12.3 1st Division Blue North and Blue South(i) The club that finishes on top of the ladder in 1st Division Blue North and Blue South shall be promoted to

1st Division White.(ii) The second promotion will be determined by the Challenge Play offs in Blue North and Blue South versus

1st Division White(iii) The two (2) clubs with the lowest number of points from 1st Division Blue North and Blue South will be

relegated to 2nd Division. (iv) The 7th and 8th placed teams from 1st Division Blue North and Blue South will play in a Challenge Playoff

against 2nd Division for the right to play in1st Division Blue North/South the following season.12.4 2nd Division

(i) The club that finishes on top of the ladder in each colour shall be promoted to 1st Division Blue North or South.

13. PENNANT FINALS ABANDONMENTIn the event of one or more pennant finals being abandoned, the Bowls WA Fixtures and Events Committee reserves the right to alter the format or structure or determine a result for affected finals.

However it is not envisaged for finals to be extended beyond the scheduled playing dates.

The Fixtures and Events Committee shall have the power to promote or relegate any club to complete a pennant division.

13. PROCEDURE IN EXTREME WEATHER13.1 See Metropolitan Pennant Competition General Conditions of Play.

13.2 Individual Club Abandonment/Interrupted Games(i) To be read in conjunction with Metropolitan Pennant Competition General Conditions of Play(ii) Any game not commenced by 2.45pm (Saturday Pennant Only), shall be treated as abandoned in

accordance with Metropolitan Pennant Competition General Conditions of Play.(iii) Any game not commenced by 2.15pm (Midweek Pennant Only), shall be treated as abandoned in

accordance with Metropolitan Pennant Competition General Conditions of Play.(iv) Should the temperature reach 40 C, then the umpire of the day is to review the prevailing conditions and

defer play in accordance with Metropolitan Pennant Competition General Conditions(v) A count of completed ends should be made to determine if the required number of ends to constitute a

game have been completed. (vi) If insufficient ends have been completed refer to Metropolitan Pennant Competition General Conditions

of Play.


WOMEN’S TUESDAY AND SATURDAY PENNANTCOMPETITION CONDITIONS OF PLAY


1. STRUCTURE(i) The Competition is graded into Divisions.(ii) Each Division may be sub-divided into colours. TUESDAY(iii) Premier - 3rd Division: Three (3) teams of four (4) players shall constitute a side. 4th Division: Two (2) teams of four (4) players shall constitute a side.

(iv) The structure of Lower Divisions is determined by the Fixtures and Events Committee.

SATURDAY(v) Two (2) teams of four (4) players shall constiute a side.

2. REGIONAL CONSIDERATIONS OF THE DRAWThe Draw shall be conducted as follows:

(i) Tuesday Premier League, Tuesday 1st Division White, Saturday 1st Red and Saturday 1st Blue will not receive regional consideration.

(ii) Regional consideration will be given to all other Divisions. (iii) Where a club has more than one side in a Division, each side will be placed in a different colour if

possible.

3. FORMATGeneral(i) A Sides competition with fours (4) players in each team.(ii) Two (2) bowls per player.(iii) The Fixtures will be scheduled as a home and away competition.(iv) No alterations will be permitted without the prior written consent of Bowls WA.

SATURDAY(i) The starting time of pennant games shall be 1.45pm. (ii) Trial ends may commence at 1.30pm and must be completed before the scheduled starting time.

6. FINISHING TIMETUESDAYAll pennant games must be completed by 2.30pm.

SATURDAYAll pennant games must be completed by 6.00pm.

7. LATE APPEARANCE(i) Metropolitan Pennant Competition General Conditions of Play.(ii) Refer Laws of the Sport of Bowls Domestic Regulations.


9. NOTIFICATION OF PENNANT RESULTSTUESDAY and SATURDAY(i) It is the responsibility of the Club listed as the ‘Home Team’ in the fixture to: ► Input the final scores into the Bowls Link website by 6.30pm on the day of the game. ► To align the home rinks to correspond with their direct rink opponents. ► To input the correct rink scores against each skipper. ► There is no requirement for the Home Side to forward the Pennant Result Sheet to Bowls WA. ► The Home Side is responsible for holding onto the Pennant Result Sheet in case final results need to

confirmed at a later date.(ii) It is responsibility of the Club listed as the ‘Away Team’ in the fixture to: ► Confirm inputted results in the Bowls Link website by 6.30pm on the following working day after the

game.

NOTE: Tuesday Pennant scores will be taken from the Bowls Link website by staff at 6.30pm, collated and sent to the following days newspaper. If the West Australian Newspaper changes submission times for inclusion in the following day’s newspaper, club inputting times may be adjusted.

10. PENNANT FINALS10.1 Determining a Winner

General(i) Colour Winners in each division shall be decided by the points gained by each side.(ii) In the event of two or more sides having the same number of points, the following shall apply:

(i) The first day of finals shall be played at the club that finishes on top of the ladder(ii) The second day of finals shall be played at the home of the highest participating club.

10.2.3 2nd Division and below(i) The first day of finals shall be played at the club that finishes with the most points amongst the colour

10.3.8 One (1) Colour in a Division:(i) The club finishing on top of the ladder will play the club finishing second on the ladder in the Grand

Final.10.3.9 Five (5) Colours in a Division

(i) Two (2) lowest colours play off to determine who would play in the finals against the three (3) colours with the highest points.

In the event of there being more than five (5) colours in the competition, the Fixtures and Events Committee shall determine the pennant final format.

11. PROMOTION AND RELEGATIONTUESDAY11.1 Premier League

(i) The two (2) clubs with the lowest number of points will be relegated to 1st White.(ii) No club will have more than one side in Premier League.

11.2 1st Division White(i) The two (2) clubs finishing 1st and 2nd on the ladder shall be promoted to Premier League.(ii) In the event that a club finishing in 1st and/or 2nd already has a side in Premier League, the 3rd and/or

4th placed side will be promoted according to ladder position order.(iii) If all top four clubs already have a side in Premier League, no side will be promoted from 1st Division

White and therefore no side will be demoted from Premier League.(ii) The two (2) clubs finishing in 9th and 10th position on the ladder will be relegated to 1st Division Green

(North or South)11.3 1st Division Green North and Green South

(i) The club that finishes on top of the ladder in 1st Division Green North and 1st Division Green South shall be promoted to 1st Division White.

(ii) The two (2) clubs with the lowest number of points in 1st Division Green North and 1st Division Green South will be relegated to 2nd Division.

11.4 2nd Division (4 Colours)(i) The club finishing in 1st position on the ladder in each Colour shall be promoted to 1st Division Green

North or 1st Division Green South.(ii) The two (2) clubs with the lowest number of points will be relegated to 3rd Division.

11.5 3rd Division (4 Colours)(i) The two (2) clubs finishing 1st and 2nd on the ladder in each Colour shall be promoted to 2nd Division.(ii) The two (2) clubs with the lowest number of points will be relegated to 4th Division.

11.6 4th Division (4 Colours)(i) The two (2) clubs finishing 1st and 2nd on the ladder in each Colour shall be promoted to 3rd Division.

11.6.1 In the event of 4th Division having more or less than four (4) Colours, promotion will be determined as follows:

3rd Division. (ii) The two (2) clubs with the next highest points, from any Colour, shall be promoted

to 3rd Division.

SATURDAY11.7 1st Division Red

(i) The two (2) clubs with the lowest number of points will be relegated to 1st Division Blue.11.8 1st Division Blue South and North

(i) The two (2) clubs finishing 1st and 2nd on the ladder shall be promoted to 1st Division Red.(ii) The two (2) clubs finishing with the lowest number of points will be relegated to 2nd Division.

11.9 2nd Division (4 Colours)(i) The club finishing in 1st position on the ladder in each Colour shall be promoted to 1st Division Blue.(ii) The two (2) clubs with the lowest number of points will be relegated to 3rd Division.

11.10 3rd Division (3 Colours)(i) The two (2) clubs finishing 1st and 2nd on the ladder in each Colour will be promoted to 2nd Division.

In the event of an increasing or decreasing number of nominated teams, the Fixtures and Events Committee she all have the power to increase or decrease the number of colours in any division. This may change pennant finals and relegation or demotion.

The Fixtures and Events Committee shall have the power to promote or relegate any club to complete a pennant division.

A maximum number of two (2) teams from one club will be permitted in each colour. This may affect the promotions and relegations.

12. in accordance with Metropolitan Pennant Comptetion General Conditions.(iii) Should the temperature reach 37◦C, then the umpire of the day is to review the prevailing conditions and

defer play in accordance with Metropolitan Pennant Competition - General Conditions.(iv) If play is still in progress at 2.30pm (Tuesday) or 6.00pm (Saturday), all ends in play shall be completed.(v) A count of completed ends should be made to determine if the required number of ends to constitute a

game have been completed.(vi) If insufficient ends have been completed refer to Metropolitan Pennant Competition General Competitions.



WOMEN’S FRIDAY NIGHT PENNANT COMPETITION CONDITIONS OF PLAY


1. STRUCTURE(i) The Competition is divided into Colours.(ii) Two (2) teams of four (4) players shall constitute a side.(iii) Composite sides are accepted and encouraged with written permission required.

2. REGIONAL CONSIDERATION OF THE DRAW(i) Where possible, all sides within a colour will play at the same venue.(ii) Regional consideration will be given to all clubs.(iii) The Fixtures and Events Committee will determine the venues.

3. FORMAT(i) A Sides competition with four (4) players in each team.(ii) Two (2) bowls per player.(iii) 15 completed ends.

4. CONSTITUTED GAME(i) Twenty (20) completed ends must be played to constitute a game. (ii) If the required ends are not completed the game shall be abandoned or re-scheduled as outlined in the

Metropolitan Pennant Competition General Conditions of Play.

5. STARTING TIME, TRIAL ENDS(i) The starting time of pennant games shall be 7.00pm. (ii) Trial ends may commence at 6.30pm and must be completed before the scheduled starting time.

6. FINISHING TIME(i) All pennant games must be completed by 10.00pm.

7. LATE APPEARANCE(i) Metropolitan Pennant Competition General Conditions of Play.(ii) Refer Laws of the Sport of Bowls - Domestic Regulations.

8. PLAYER RESTRICTIONS(i) Each side is restricted to having no more than two (2) players from the 1st Division Tuesday Premier

Pennant League and 1st Division White Pennant teams (One (1) player per team).(ii) Players who are members of a 1st Division Tuesday Pennant Side cannot act as a Skipper in Friday Night

Pennant Competition, however they are encouraged to stand at the head and assist the Director of the head.

(iii) Coaches and/or experienced players not taking part in the game are encouraged to assist. Refer to the Laws of The Sport regarding coaching.

14.2 Individual Club Abandonment/Interrupted Games(i) To be read in conjunction with Metropolitan Pennant Competition General Conditions of Play 8.2.2(ii) Any game not commenced by 8.00pm, shall be treated as abandoned in accordance with Metropolitan

Pennants General Conditions of Play.(iii) If play is still in progress at 10.00pm, all ends in play shall be completed. (iv) A count of completed ends should be made to determine if the required number of ends to constitute a

game have been completed. Refer to Metropolitan Pennant Competition General Conditions of Play. 15. HOSTING VENUE Each hosting venue shall be responsible for providing:

(i) Greens under lights. (ii) Supper for all players.

Team Managers are required to pay to the Hosting Venue, on behalf of each player, an inclusive fee for supper and green fees to be determined annually by the Fixtures and Events Committee.
