Draft plan elements and definitions

DRAFT PLAN ELEMENTS AND DEFINITIONSA first step in developing a state plan for early childhood is to agree on terminology andthe components that our plan will use to organize our work. The process of establishing aplan framework has been underway since the JTF met on October 2, 2019, and continuedthrough another JTF meeting on November 6, 2019. These JTF decisions have beenincorporated into the draft framework below. This input has been furthered throughfindings of a literature review of other state plans resulting in the use of North Carolina’splan framework as a starting point for Alaska’s draft framework. Review of 2009 Early Childhood Comprehensive Systems (ECCS) Children Healthy& Ready To LearnThe Early Childhood Comprehensive Systems (ECCS) Plan was developed by public andprivate partners across the state in 2006 and later updated in 2009. Today, the ECCSprogram is based on a Health Resources and Services Administration (HRSA) funded fiveyear competitive grant using a collective impact model, and is focused in three specificcommunities. It looks very different from the broad statewide approach in the earlier years.Many still consider the early ECCS planning work to be the most comprehensive earlychildhood strategic planning work completed to date in Alaska. For this reason, we’d like toknow what priorities from the 2009 plan document are still important today. OTHER RELEVENT STRATEGIC PLANNINGIt is our intent to align and integrate existing goals and strategies into this new strategicplan for efficiency and effectiveness. Now that you have reviewed some past plancontent, and the draft proposed framework, are there any other already existingobjectives, strategies/actions or other planning work that we can align our plan effortswith? Here’s what we have come up with so far: State Board of Education & Early Development: Alaska’s Education Challenge- Support all students to read at grade level by the end of 3rd grade-Increase culturally relevant education to meet student and workforce needs-Close the achievement gap by ensuring equitable educational rigor and resources-Prepare, attract, and retain effective education professionals-Improve the safety and well-being of students through school partnerships with families,communities and tribes Alaska Mental Health Trust Authority + Department of Health and Social Services:Alaska’s Comprehensive Integrated Mental Health Program Plan 2020-2024-Early Childhood goal #1: Programs serving young children promote resiliency, preventand address trauma, and provide access to early intervention services.Goal #6: Alaskans are free from abuse, neglect, self-neglect and exploitation, Objectives6.1-6.4 regarding prevention, early intervention and protection. Office of Children’s Services, Alaska’s Child and Family Services Plan 2020-2024-Develop a skilled and stable child protection workforce -Prioritize identified essential child protection services.-Partner with Tribes and community agencies to provide support and services to families.-Build a culture dedicated to evaluation and continuous quality improvement (CQI)informed by data driven decision making. Alaska Plan to End Long Term Homelessness, Alaska Council on the Homeless-Priority 2: Supportive Services - Central Partner: DHSS/AMHTA/DOCIndividuals and families experiencing or at-risk of homelessness should have access to alleligible services and supports.  Can you provide any input on these or any other plans we can leverage?
