Introduction

This Guide contains the information you will need in order to finalize your program of study for the 2019-2020 academic year. Included in this Guide you will find:

• Instructions on how to use the Registration Enrolment Module (REM) to add or drop courses. REM is found on the York University website and then click on “Current Students”. See the section entitled Confirming Enrolment and Making Course Changes for detailed instructions.

• Fall/Winter course and seminar Course Information Tables (pages 7 - 11). These tables include the final enrolment numbers as of July 2019 as well as the six-digit catalogue number assigned to each course. To add any courses, students must use the catalogue number attached to the course, not the course number.

The updated fall and winter class and examination timetables are found on MyOsgoode in Key Documents under the Schedules and Timetables button. Please be sure to check the room numbers carefully as there have been a several room changes since the original publication.

Academic Rules

While checking your enrolment record, please ensure that you keep the following in mind:

• You must be enrolled in between 13 and 17 credit hours per semester. • You must complete at least 60 credit hours over second and third year. • You may not take more than two seminars per semester without special permission. • Ensure that you have met all listed prerequisites/co-requisites for 4000 and 5000 level courses

and seminars. • Course time conflicts and exam conflicts are not permitted.

Detailed information on the academic requirements (Praxicum, OPIR hours, Upper Year Research and Writing Requirement, the Principles of Canadian Administrative Law and the Indigenous and Aboriginal Law Requirement) is found in the 2019-2020 Osgoode Syllabus of Courses and Seminars on pages 1 - 3. The Course Information Tables indicate which courses and seminars satisfy the Writing Requirement and Praxicum.

Indigenous and Aboriginal Law Requirement (IALR) This year, the following upper year courses satisfy the IALR:

Indigenous Peoples and Canadian Law – Fall term – Professor S. Daum Shanks

Indigenous Peoples and Canadian Law – Winter term – Professor J. Hewitt

Indigenous Perspectives & Realities – Professor D. McGregor

Please keep in mind that, in some circumstances, it may be difficult to take an Osgoode course that fulfills the IALR in third-year; for example, for students who go on exchange, study at another law school on a letter of permission or participate in an intensive program. Students who are considering these options for third-year are encouraged to take a course that fulfills the IALR in their second year of study.

Course Waitlists

All courses that have reached maximum enrolment are now waitlisted and blocked from further enrolment.

Your waitlist information is found online at MyOsgoode. Once you have signed into MyOsgoode, the link is found under the "Quicklinks" menu. Select the “Law Select: Course Lottery Results” to view the results

of the course balloting as well as your waitlist positions.

Please note that the total credit figures in the Law Select report do not reflect some course amendments. For accurate fall and winter term credit totals, always refer to the York Registration and Enrolment system and your list of courses.

Students monitor their position on both fall and winter term waitlists and add their name to any additional waitlist exclusively online. The online fall and winter term waitlist information will be updated daily during the add/drop period from Monday August 26th through to Monday, September 9, 2019.

Students will access the Law Select Waitlist site from the “Law Select: Waitlists” link on MyOsgoode under QuickLinks beginning on Monday, August 26th at 10:00 am. Please note that waitlists for both fall and winter courses will start to move beginning Monday, August 26th.

If you are on a waitlist, enrolment space availability should be checked every morning after 10:00 am from August 26th through to September 9th. If you have been offered a space, your waitlist record will indicate “YES” under the “Ready to Enrol” column. Students will then have until 11:59 pm that day in which to enrol through the York main website. Detailed waitlist information will be emailed in late August.

Confirming Enrolment and Making Course Changes

Upper-year students may make course changes through the York enrolment system beginning Monday, July 22nd through to Monday, September 9th. The system is available 24-hours a day, seven days a week. Please follow the steps for enrolment and registration below.

Remember that if you wish to make course changes, you must use the 6-digit catalogue number assigned to each course. Refer to the Course Information Tables that appear at the end of this Guide for the catalogue numbers. The catalogue numbers appear in bold and are in the third column from the left.

For assistance during the course change period, call Osgoode’s Programs & Records Office at 416-736-5042, between the hours of 8:30 am and 4:30 pm Monday through Thursday and, during July and August, 8:30 am to 3:30 pm on Fridays.

If you encounter technical difficulties, the Student Client Services at York Student Client Services, (416) 872-YORK (9675), is available from 9 am to 4 pm Monday through Thursday and, from 10 am to 4 pm on Friday (3 pm during July and August).

STEP 1: CONFIRMING YOUR ENROLMENT RECORD AND CHANGING YOUR COURSE SELECTIONS

Login to the Registration and Enrolment Module using your Passport York username and password. Access to this system is found at York University’s home page, www.yorku.ca, and then click on Current Students. Under My Online Services scroll to Enrolling in classes. You will then be directed to Passport York.

Passport York Passport York is York University’s primary method of online authentication. You must sign up for your Passport York username and password so that you can log into York’s online services for students. Passport York determines which services you can access.

If you are a new student and have not signed up for Passport York, the first time you go to an application that requires the Passport York login, click on the link that says New Student Sign Up!

The next screen will ask you to login with your student number and date of birth. Follow the steps as they are listed. You will be asked to give yourself a Passport York username and password. It is important that you remember the username and password you choose.

Once you have both your Passport York username and password, you can access the various online services for students.

If you have forgotten your Passport York username and password, click on any application that requires Passport York and then click on "Forgot your password or username?"

To resolve any further questions with the Passport York username or password, please contact the Computing Commons Counter. Their contact information is: Computing Commons, William Small Centre; e-mail: [email protected] or telephone: 416-736-5800.

You may be blocked at this point from the enrolment system because:

• you may be logging in incorrectly or you may have used the wrong username and password; • you are logging on before your enrolment access begins; • you are not academically eligible to enrol for the session based on your most recent grade report decision; • you have outstanding debts of $75 or more to the University; • the registration and enrolment system is temporarily unavailable; • it is determined that you have used a computer program or script to access the registration and

enrolment system; or • you try to add, exchange or transfer the same course or section, more than 100 times in a 24-hour

period.

Please note that all financial blocks must be cleared if you wish to access the registration and enrolment system.

Confirm the tuition fee rate. When you confirm the fee rate currently on your York record you must also acknowledge the contractual fee agreement. Your fee rate will be either domestic or international. You must agree and click yes to continue. If you do not agree with the tuition fee rate, contact Student Client Services.

To check your student account balance, go to York’s Student Financial Services. Your balance must be under $75 or you will be blocked from enrolling.

Confirm your choice of degree program. If you get this message, read it carefully and make your choice. You must make a choice in order to continue. Students who are in a joint program (JD/MBA, JD/MES or JD/MA) must log into each of their programs separately.

Accept the Student Code of Conduct agreement. All students must accept and abide by York University's non-academic Student Code of Conduct. If you do not accept the agreement, you cannot continue.

Set up your secret Passport York questions and answers. If you haven't already set up your secret Passport York questions and answers, click the link in the message. Choose your questions and answers and click save. Then close the Q&A browser window to return to the enrolment system window.

Update your contact information. Update your e-mail address, cell phone information, and select your preferred e-mail address

STEP 2: VERIFY YOUR COURSE ENROLMENTS

Note: you are already enrolled in the courses that are currently listed for you in the REM system. If you do not wish to amend the enrolments that are listed, then review your list of both fall and winter terms and log out.

There are four enrolment procedures that you can use if you wish to make course adjustments.

Add a Course Click add a course. Type the catalogue number in the add course field. The catalogue numbers are found on pages 7 - 11 of this guide. Click the add course button. The catalogue number, course and title will be displayed. If this is the course you want to add, click yes. If you are unable to add the course, you will get an explanation.

Drop a Course Click drop a course. Highlight the course you want to drop. Click the drop course button. The course and title will be displayed. If this is the course you want to drop, click yes. If you are unable to drop the course, you will get an explanation.

Exchange a Course You can exchange a course you are in for a different course. Using the feature to exchange a course performs the course add and course drop for you in one step. If you are not able to get into the second course successfully, eg it is full, you will still remain enrolled in the first course. If you are successful, the first course will be dropped.

Click exchange course. Type the catalogue number of the course you want to add. Highlight the course you want to drop. Click the exchange course button. The catalogue number, course and title of both the course you are adding and the course you are dropping will be displayed. If this is the exchange that you want to make, click yes. If you are not able to make the exchange, you will get an explanation.

Before you log out, verify your course enrolments and correct any errors. When you are finished, always log out.

Check your completed timetable to ensure that you have not enrolled yourself into any conflicts. It is your responsibility to avoid timetable conflicts.

STEP 3: PAY YOUR FEES

Please refer to the Student Financial Services website for fee information.

The New Right, Populism and Global Legal Order (LW 3592P.03) – Professor H. Saberi

(Perspective course open to Upper year students - Fulfilling Upper Year Writing Requirement)

The post-WWII liberal world order is under siege. More so is the post-Cold War optimism about open borders and erosion of nationalist sensibilities. International institutions, multilateral treaties, freedom of movement of goods, services and people, and the poster-children of globalization all are suffering. Across the globe, some potent, radical New Right movements continue to take dismayed liberal internationalists by surprise.

Is it all a backlash against internationalist elites and to be dismissed as populism? Is it a consequence of neoliberalism? Did it come about in reaction to the overreach of international adjudication? Is it in fact about territory and sovereignty against aggressive transnationalization? Is populism limited to the Right? What are various forms of populism and how are they different? Is constitutionalism a foolproof response to populism? Is the New Right a new ideology? Is it an intellectual or merely political movement or both?

In response to these questions, this course aims to investigate the intellectual progenitors of both the New Right and populism at the intersection of history, political theory, and international legal theory. We will study the old to learn not to overestimate the threat of the new; explore the theoretical roots of conservatism to discover if they have any familial ties to the New Right of our time; and inquire whether international law is in fact an innocent casualty of the populist and New Right movements across the globe.

Evaluation: Participation (25%); research paper (5,000 words for first year and 7,000 words excluding footnotes and bibliography for upper year students) 75%.

Osgoode / University of Toronto Exchange

Places are guaranteed for six Osgoode Hall Law School students in the following University of Toronto, Faculty of Law fall term seminar: Introduction to Animals and the Law (LAW 2531F).

Students wishing to enrol in this seminar should send an email request under the heading U of T Exchange to [email protected] by Monday, July 29th, 2019. A lottery selection of students will be held on July 30th, 2019. Students will then be notified by email. These courses are considered to be seminars for enrolment purposes and are worth 3 credits. Osgoode students receive a “Credit/No Credit” grade.

The “Initial Demand” figure represents the number of students who had assigned a letter priority to that course. The “Final” number is the total number of students enrolled in that course.
