MAJOR PROJECTS COMPLETED IN 2019

MARC BASNIGHT BRIDGE (DARE COUNTY) State-of-the-art $252 million, 2.8-mile bridge built to replace the 55-year-old Herbert C. Bonner Bridge across Oregon Inlet Opened to traffic in February 2019; built to last 100 years Includes more and better navigational spans for marine traffic underneath the bridge After most of the old Bonner Bridge is demolished, about 1,000 feet at the south end will be left in place as a pedestrian walkway

WRIGHT MEMORIAL BRIDGE REFURBISHMENT (DARE AND CURRITUCK COUNTIES) A two-year, $21 million refurbishment of the bridge between Currituck and Dare counties was completed this summer Includes quick-drying, longer lasting pavement that will absorb some of the corrosion caused by the Outer Banks' salty air and water Will extend the life of the bridge used heavily by tourist traffic in the summer months

DELIVERY OF M/V RODANTHE (HYDE AND DARE COUNTIES) First new Ferry Division vessel in seven years Beginning an effort to phase out smaller Hatteras-class ferries with river-class ferries to increase capacity on the Ocracoke-Hatteras route

MAJOR PROJECTS UNDERWAY IN 2020 U.S. BUSINESS 17 IMPROVEMENTS IN PERQUIMANS COUNTY (PERQUIMANS COUNTY) The project will replace the 90-year-old Hertford ‘S-Bridge’ Will improve the causeway north of the bridge, which has been damaged by the settling of the ground beneath it Work began in summer 2019; scheduled completion date of late 2021

WIDENING OF U.S. 158 IN NORTHAMPTON COUNTY (NORTHAMPTON COUNTY) The project will widen U.S. 158 between Interstate 95 and St. John’s Church Road Will improve safety as well as traffic flow and access to existing and potential future industry along the U.S. 158 corridor

RODANTHE ‘JUG HANDLE’ BRIDGE (DARE COUNTY) It will be an elevated 2.4-mile bridge over Pamlico Sound Bypasses the often-flooded ‘S-Curves’ just north of Rodanthe on Hatteras Island Part of the Bonner Bridge Replacement Project

DELIVERY OF M/V AVON AND M/V SALVO Two new river-class ferries, capable of carrying 40 vehicles apiece, will be delivered to the Ferry Division in 2020. It’s a continuation of efforts to phase out the smaller, Hatteras-class vessels

6 | DIVISION 1 2020 GUIDE

The State Transportation Improvement Program (STIP) lays out the N.C. Department of Transportation’s plan for transportation projects during the next 10 years. The STIP is updated approximately every two years. The 2020-2029 STIP includes 68 projects in Division 1. Among the improvements planned are:

In Currituck County, build the 4.7-mile Mid-Currituck Bridge from the mainland to the Outer Banks, providing a second bridge across Currituck Sound. The $491 million, two-lane toll bridge will alleviate summertime congestion and improve the flow of evacuation traffic. The project includes a 1.5-mile bridge across Maple Swamp, connecting Aydlett to U.S. 158.

In Martin and Beaufort counties, widen U.S. 17 from north of N.C. 171 to south of Williamston. Construction is expected to begin in 2021.

In Dare County, make safety and operational improvements on the entire length of Colington Road from U.S. 158 until the road’s end. Construction is expected to begin in 2021.

Local and regional transit systems provide public transportation service for residents of all 100 North Carolina counties. The NCDOT Public Transportation Division manages federal and state public transportation grant programs and supports transit agencies with planning, training and technical assistance.

Rural Planning Organizations (RPOs) and Metropolitan Planning Organizations (MPOs) are North Carolina’s local transportation planning agencies. They develop transportation projects for their communities and help NCDOT decide which projects will receive public funding.

DIVISION 1 2020 GUIDE | 11

On Sept. 6, 2019, Hurricane Dorian slammed into Ocracoke Island, devastating the island with a seven-foot storm surge and damaging much of N.C. 12 north of Ocracoke village. NCDOT awarded a $1.77 million emergency contract to repair the road and rebuild the dune system, and N.C. 12 reopened to traffic on Dec. 5. NCDOT is also in the midst of a project to shore up the ferry basin and stacking lanes at the north end of Ocracoke Island.

After decades of waiting, the replacement to the 55-year-old Herbert C. Bonner Bridge opened to traffic on the afternoon of Feb. 25, 2019. The new Marc Basnight Bridge uses state-of-the-art engineering, offers better and safer navigation opportunities for mariners, and is designed to withstand the difficult Outer Banks wind and weather conditions for 100 years.

The Ocracoke Express passenger ferry made its debut in May 2019 and was met with rave reviews from locals and tourists. By the time service ended on Labor Day, the ferry had carried 28,604 people and 1,670 bicycles – but no automobiles – across Pamlico Sound between Hatteras and Ocracoke villages.
