This is my first Chairman’s Report since succeeding our previous Chairman Paul Timmins and I take this opportunity to thank him for his strong leadership and the legacy he leaves Subbies.Despite so much anxiety surrounding the game of rugby at the moment, our Union in 2018 remains a well run and healthy organisation. In Subbies, our on field player numbers resulted in 174 teams competing each week, maintaining our numbers in the face of strong competition from other sports and social pressure.Off field, our administration – our paid staff of one, in our Executive Director Tim Richards and our army of club volunteers - continue to deliver results that are unsurpassed in rugby circles. Financially we remain in a strong position, with members’ equity at an all-time high.Management committees in sport can easily get bogged down in the minutiae of their operations, thinking and operating only in the short term. Neglecting strategic thinking and failing to implement plans aimed at medium and long term goals can be a weakness that we in Rugby may have been guilty of, from time to time. However the Suburban Board is determined to keep a firm handle on our strategic goals. I thank all my fellow Board members for their work and the expertise they bring to the table. We had four new Board members this year, joining seven others with years of Suburban Rugby experience. All worked diligently and cooperatively, always seeking the best outcomes for the Union and for Rugby.Financially, we continue to carefully protect our reserves, making some hard decisions in doing so. This year, for example, we did not tour a representative team to Queensland.Nor did we renew the normal six month contract with our competition administrator, again to save money, but adding to the workload of our Executive Director. The Union’s motor vehicle has been dispensed with and significant reductions in office costs have been realised. In total, over $85K of expenses were stripped from our bottom line.These tough decisions allowed us to cover on all our clubs’ behalf the new impost of the state levy, at a cost of approximately $50K. I note this amount is in addition to Rugby Australia’s National Participation Fee, paid by clubs and distributed to NSW Rugby, taking Suburban’s financial contribution to the State Union to over $180K in 2018 alone.Our financial position also allowed us to continue to invest heavily in our partnership with Fusesport, forging ahead with a ground breaking and well received competition management tool that allows our volunteers to work smarter, not harder.

I am pleased to say that we accomplished this while still increasing our reserves. That is an enormous achievement in the current rugby environment and congratulations to our Treasurer and Executive Director and the Board for achieving that result.I am also pleased to note the increase again in our Colts numbers, with 32 colts teams competing across four competitions, we have recorded the most number of U21 players ever in Suburban Rugby. Once again, an enormous achievement in the current rugby environment and well done to all those clubs for embracing the Colts competitions.I congratulate all participating clubs and implore all clubs to drive your colts numbers. Colts aged players are the future of your club, the start of your club premierships and indeed the lifeblood of the game itself. To assist clubs in achieving growth in colts numbers, the Board, in recent seasons introduced another rugby first - the innovative concept of “dual registration”, allowing Suburban and Premiership Clubs to act in unison to ensure all players get the chance to play rugby each week. It is my hope this scheme will expand and be further embraced by many more clubs.The Suburban Board has been active in soliciting feedback from our member clubs in a number of areas. The outcry over the imposition of NSW Rugby’s State Levy was heard loud and clear. As mentioned previously, the Board has been able to cover that cost for clubs from our reserves - and it is my hope that we will be able to continue to do that. It is also my hope that the need for the State Levy will be limited, as was indicated at the time of its introduction.The Board listened carefully to the feedback invited from clubs at the mid-season divisional meetings. The issues and suggestions raised by each club representative at those meetings were compiled and presented directly to NSW Rugby’s CEO, Andrew Hore.There were a number of areas where it was felt NSW rugby could do more to help clubs – Let me briefly outline the 10 points that were presented:

1. Promotion: making more players, especially school leavers and colts aged players, aware there is a competition other than Shute Shield that they can play in. That school players are made aware of local clubs in their area they can continue to play at.2. Referees: the standard of refereeing at Subbies level needs to improve, with greater accountability and more development of refs.3. Coaching: more coach education programs to be held with face to face courses and specialised sessions extended to all Subbies clubs and the costs of coaching courses be removed. 4. Coaching plans: assistance with delivering drills and skills to coaches, via websites and email.5. Administration: more assistance with administration courses and details of the best way to practice club administration.6. Grants: assistance with local, state and federal grants, advice on how to write applications and provide information sessions. 7. Websites and Social Media: more promotion, news and information on the NSWRU website about grassroots rugby and information about how to best promote rugby and subbies clubs.8. A Subbies Round at a Waratahs game, with a massive promotion, on field activities, a Subbies bar area and recognition of Subbies Rugby.9. Licensing: Centralise our buying power through a licensing agreement, currently split over many different suppliers.10. Gear sponsorship for pads, tackles bags, footballs and other equipment – similar to the Bundaberg Rum equipment which is now decades old but still used.It is on these matters that the Suburban Board will build the framework of its future strategic goals, working closely and cooperatively with NSW Rugby to endeavour to get them delivered. Not all will get done. NSW Rugby has a number of affiliates and not all share the same concerns and priorities. But I can assure you the Suburban Board is, and will remain, a strong advocate on your behalf.There are, of course, things we can and must do for ourselves. A priority for the Board will be improving player, spectator and club behaviour – on and off the field. The time is long well past when boorish sideline behaviour can or will be tolerated. The Union will also be setting up a mentoring program for clubs to help them deal with discipline and administrative problems. And holding clubs accountable for the behaviour of players and spectators.We will also be promoting and encouraging Suburban Rugby to embrace Women’s 7s Rugby. Like colts, it too can be a road to growth for your club.

I congratulate all the winning clubs and teams in 2018. Particular mention needs to be made of Meldrum Cup Premiers, the North Cronulla Sea Lice, for their premiership win in their debut year. The players will remember that moment forever and will be mates for life. That is the joy that can flow from Subbies Rugby.We recognised at the Annual Presentation Night the best and fairest players in all the premier grades and I congratulate the 7 Suburban Medal winners. At the same ceremony I was delighted to be able to present Manly Savers luminary, Jan Tricker, with a much deserved Service to Rugby Award. I close with my direct thanks and appreciation for the work done by our Executive Director Tim Richards – every one of us deals with Tim and his work for this Union is outstanding. His interest, his love and his passion for this game is self evident - his tireless commitment to the Union allows us all to enjoy the game as we do. To The Board – thankyou – for taking your club hats off at the door and re-inforcing the values of the game, for the game itself, and acting in the best interests of Subbies Rugby.I thank very much our volunteer sub-committee members for their hard work and long hours throughout the season. Finally, I want to express my great admiration and immense thanks to the vast army of club volunteers who keep our clubs, our union, and our game humming along. Their work - week in, week out - is outstanding and much appreciated. So thank you all for being such an important part of the game for the game itself.

Another busy season is behind us. A look at the “Subbies Dashboard” on page 7 shows slight increases in team and club numbers, colts teams and finals series attendance. Though the increases were marginal, these are positive indicators, particularly in the current rugby environment.Pleasingly we have posted another operating profit. Coupled with the increase in our investment with Ausbil Dexia we have recorded our highest level of members’ equity ever. This was achieved by making some hard choices, but the result will enable us to run Subbies Rugby the way we wish it to be run.To that end, we overhauled the mid-season divisional meetings to get feedback from clubs on what they wanted from NSW Rugby in return for the fees and levies paid to the state union. With insightful input from clubs across all divisions, Chairman John Morrison has been able to compile and present a detailed list of proposals to NSW Rugby. The observations will also inform and direct our own Union’s Board in the seasons to come. Congratulations to our Club Champions - Mosman, who took home the Bruce Graham Shield for the first time since 1996, Blue Mountains won the Reliance Shield and earned promotion to Div One, Barker Old Boys topped Division Three, Sydney Irish won their first ever club championship in Division Four, and Merrylands continued their winning ways in Division Five.Congratulations also to our 2018 Premiers. Particular mention to Petersham for their successful defence of their Kentwell Cup title, and North Cronulla Sea Lice for their Meldrum Cup premiership in their debut year. I would also congratulate all clubs, premiers or not, who competed in our colts competitions this year. Colleagues and Mosman fielded two colts teams each, and in total we had 32 colts teams playing across the Barbour, Robertson, Nicholson and Radford Cups. The Union was most pleased to have North Cronulla Sea Lice join the Subbies family. I don’t remember ever welcoming a better organised or more committed club to Subbies. They thoroughly deserved their Meldrum Cup premiership, won in front of an enormous crowd at Forshaw Rugby Park.Presentation Night had 200 people in attendance to witness Mosman mark its 125th season by winning the Suburban Club of the Year for their on and off field efforts. Jan Tricker (Manly Savers) was a wildly popular winner of the Peter Kelly Medal for her long service to the game. Whilst Petersham star Charlie Gamble won the prestigious Kentwell Medal.Our generous sponsors have partnered with us for many years now and we thank them for their support. The Rugby Club Foundation is a strong partner of ours and a great Sydney rugby institution, doing amazing

work for grassroots rugby across the state. Also, our long term sponsors Coca-Cola (24 years), Fusesport (22 years), Gilbert (22 years), Leuko (20 years) and Unified Security (5 years) are to be thanked for their ongoing association with the Union. I would like to highlight the outstanding support we receive from Fusesport. I don’t think it is an exaggeration to say that their pioneering work in online competition management, developed in close consultation with us, has revolutionised the way the Union runs competitions and how we interact with clubs on match day. Subbies and Fusesport will continue to push forward to even better outcomes. The Union farewelled long serving Board members Paul Timmins, Danny Hinton, Jack Shute, and Phil Richardson at our last AGM and I thank them for their work, expertise and dedication. I am particularly pleased to note that Paul Timmins, with whom I have worked in Rugby since 1986, has been nominated for life membership at this year’s AGM. The Union welcomed Michael Flude, Michael McGowan, Wayne Ryan and Laura Sturrock onto the Board in 2018, bringing with them fresh ideas and insights. We thank all our Board members for their service to the Union and to Rugby. I would like to highlight the work of Chairman John Morrison who unrelentingly takes our ideas, and concerns, to NSW Rugby.Thank you to all our volunteers on the Integrity, Judiciary and Appeals panels. We greatly expanded the number of Judiciary members this year, on the basis that ‘many hands make light work’. I’m not sure it always felt like that in a busy year for red cards.My thanks to Mark Green, NSW Rugby’s General Manager of Community Rugby, for his continued wise counsel and strong leadership of grassroots rugby. I would also like to record my deep appreciation of Kerry Brady, the Premiership Competition Manager. I could not wish to work with a more passionate or knowledgeable colleague. Thanks to NSW Rugby for the provision of referees during the season and thanks to those clubs that supported referee numbers by recruiting members to undertake courses.Finally, thank you to all clubs for your support during the year. Enjoy the off-season, if there is such a thing, as we look forward to, and plan for, 2019.
