MESSAGE FROM SUPERINTENDENT

As one school year ends, another is gearing up, but it is always important to reflect on the accomplishments
of the past year as we set our goals for the year ahead. As the superintendent of Goose Creek CISD, I am thankful to have the opportunity to visit our schools as well as to attend sporting events and other extracurricular activities frequently. I can discuss what’s happening across our district with first-hand knowledge, and the relationships I’ve formed with our teachers, staff, administrators and students influence all my decisions.
In this Annual Report, you will be introduced to our district’s theme for this year, “Here, We Grow Giants,” which focuses on recognizing the big accomplishments of our Goose Creek CISD students and educators. There are giants throughout our district in our 28 schools, in our seven academies, in our many fine arts offerings and in our athletic programs.
To highlight just a few giant accomplishments, the Health Science Academy at Ross S. Sterling High School and the STEM Academy at Robert E. Lee High School recently achieved Model Status and will be examples for others throughout the nation. Lori Roberts, one of our educational technology specialists, was named Apple Distinguished Educator, and Angie Johnson, our District Secondary Teacher of the Year, was selected as one of five finalists for Region 4 Teacher of the Year. IMPACT Early College High School received recognition as one of U.S. News and World Report’s Best High Schools 2019.
For the 29th consecutive year, GCCISD students competed at National History Day on the campus of the University of Maryland, and one of our culinary arts teams from Stuart Career Tech High School won Aramark’s state competition with an original recipe for crunchy wraps. Over the past three years, the Lee College Dual Enrollment program in GCCISD has nearly tripled to over 1,000 students taking at least one Dual Credit Course. This year, our students were offered more than $17 million in scholarships, and the list of accomplishments goes on.
Thanks to the GCCISD Board of Trustees, we were able to show our employees they are valued by awarding them a substantial pay increase for the 2019-2020 school year. The board also approved our $335,725,000 bond, which will allow us to build new schools, address needed repairs, update technology, enhance safety and security and make athletics improvements. We are excited about our upcoming projects.
The work we have ahead of us to accomplish our goals, which you will learn more about in this Annual Report, will be challenging. Fortunately, we are certain we have a dedicated staff who will engage, inspire and empower our students in the upcoming school year.

STRATEGIC GOAL #1: INCREASE ACADEMIC PERFORMANCEOver the next five years, Goose Creek is focused on implementing high yield strategies and instructional practices that result in student learning. Our key initiatives include practices such as Professional Learning Communities model, Instructional Rounds, Socio-Emotional Learning, and Educational Technology.
TARGETED FOCUS
Goose Creek CISD will increase our overall performance to a score of 85 by 2023.
STRATEGIC GOAL #2: STRENGTHEN COMMUNITY PARTNERSHIPSGoose Creek CISD is thankful for the partnerships that we have established within our community. Our goal is to continue to strengthen our community partnerships through initiatives such as Education Foundation, Partners In Education, and Be Well Baytown.

Goose Creek will increase the percentage of recognitions and projects related to community outreach by 10% or higher within five years.

STRATEGIC GOAL #3: DELIVER OPERATIONAL EXCELLENCE
We believe it is our responsibility to provide exceptional facilities to our students. Our long-range plan is to ensure that our schools meet the educational and safety needs of our children. Key initiatives within this goal include energy efficiency, preventative maintenance, and providing safe and secure facilities to accommodate the growth of our community.
TARGETED FOCUS
Goose Creek CISD will reduce our annual maintenance cost to $1,000 per student within the next five years.
STRATEGIC GOAL #4: EMPLOYEE EXCELLENCE/ORGANIZATIONAL DEVELOPMENTMany studies confirm what we already know to be true: Teachers are the most important in-school factor affecting student outcomes (Texas Education Agency, 2018). Our Human Resources department has implemented key strategies to recruit, support, and retain high quality teachers. Key initiatives include our “Grow Your Own Program,” new teacher mentorships, highly competitive salaries, and employee satisfaction measures.

Goose Creek CISD will improve our employee job satisfaction performance ratings by 10% by 2023.
STRATEGIC GOAL #5: DELIVER EXCELLENCE IN FINANCIAL MANAGEMENT & STEWARDSHIP
As a public school district, our funding comes from a variety of sources which include federal, state and local dollars. Goose Creek CISD is a fiscally responsible district, and we will strive to maintain our AAA bond credit rating and a healthy operating reserve fund balance.
TARGETED FOCUS
Goose Creek CISD will maintain an operating reserve balance of at least 25% (3 months minimum) for the next five years.
GOAL 1:INCREASE ACADEMIC PERFORMANCE
WHY THIS MATTERSOur primary purpose as a school district is to educate our students and prepare them for future success in college, career,
and/or military service. This requires that our students develop a solid foundation in their ability to read, solve equations,
and solve problems. Goose Creek CISD is working diligently to ensure that our focus is always on student learning, and
collaboration with staff to ensure our instructional practices are effective. Initiatives such as Instructional Rounds and
Professional Learning Communities are hallmarks of our district.

COLLEGE READINESS 2019 graduates earned scholarships totaling more than $17.2 Million.
Over 1,000 students taking at least one Dual Credit course.
Ninety-three total AP Scholar recipients, including the highest honor of AP National Scholar.
Since 2002, GCCISD has earned over 250 top awards at the state and national level.
CAREER READINESS Seven academy offerings that specialize in high demand career fields
The STEM Academy at Lee High School and the Health Science Academy at Sterling High School both earned the designation of Model Status from the National Career Academy Coalition (NCAC), the highest rating granted based on the National Standards of Practice for Career Academies.
Our robotics team, Blarglefish, has successfully competed at the state and national level.
Goose Creek produced 12 National qualifiers in the 2018-2019 SkillsUSA and Technology Student Association competitions.

WHY THIS MATTERS“Recent compounding evidence now suggests that very
large gains in student achievement are possible when
digital tools are leveraged to enhance highly reliable
instructional and learning strategies. Essentially, the effect
of technology use coupled with the effective execution
of highly reliable instructional strategies was greater
than the effect of either variable in isolation” (Magana, S.
2019). Educational technology can be a power tool to help
students engage in learning. This is the reason that Goose
Creek has invested in educational technology, which will
help prepare students for a world where technology is all

WHY THIS MATTERSGoose Creek CISD’s partnership with our city
and community businesses is vital to our future
goals. Local partnerships allow the community
to support our schools in a meaningful way.
Through partnerships, such as Partners in
Education, Education Foundation, and Be Well
Baytown, our students gain mentors, workforce
experience, resources, and health education. When
we strengthen our community partnerships, we
provide more opportunities and experiences for our
students.
PARTNERSHIP WITH BE WELLTM BAYTOWN PROMOTES ACTIVE LIVING AND HEALTHY EATING
PARTNERS IN EDUCATION
Partners In Education (PIE) is a joint program sponsored by the Baytown Chamber of Commerce and GCCISD.
Started in 1987, our Partners in Education program has developed into 38 partnerships.
Over $264,000 and 3,800 volunteer hours have been devoted to our partners.
The relationships have evolved over the years to reflect the needs and capabilities of both the schools and businesses.
Robert E Lee and ExxonMobil won the Baytown Chamber of Commerce Partners in Education Partner of the Year Award for 2018-2019.

GOAL 2:STRENGTHEN COMMUNITY PARTNERSHIPS
At the start of the 2017-2018 school year, Be Well™ Baytown and Goose Creek CISD embarked on a partnership together to support active living and healthy eating among the school community. Be Well Baytown is an initiative of The University of Texas MD Anderson Cancer Center sponsored by ExxonMobil which aims to mobilize the community to promote wellness and stop cancer before it starts.
With the support of Be Well Baytown, Goose Creek CISD has been able to implement CATCH to all elementary and junior schools and host fun family nights
to promote physical activity and nutrition throughout the 2018-2019 school year. Walking trails were also provided to four elementary schools to continue to support the district’s efforts. These trails will be open to the community during non-school hours. All trails are now open and the trails will be open by the end of the summer.
As we promote physical activity, it is important to learn how to be sun safe while outdoors. With the support of Be Well Baytown, we have begun to incorporate sun safety education at all schools.
Five schools went above and beyond this
year achieving all of the requirements to be
awarded a sun shade on their campus. All
remaining schools will be able again next
year to work towards becoming eligible for
a sunshade for their campus.

Since its inception in 2009, the Education
Foundation has awarded 627 innovative
teaching grants totaling $1,188,756,
including 10 mini grants and designated
funds, to teachers throughout the district
to enhance the curriculum for their
students.
The Foundation also has recognized 150
teachers, nominated by their seniors for
making a difference in their lives, at the
annual Students Choice Awards Banquet.
When Hurricane Harvey hit the area, the
Foundation teamed up with Chevron
Phillips to provide mattresses for GCCISD
families and staff members.
“The Goose Creek CISD Education
Foundation is an amazing group of
individuals who give of their time and
resources to benefit our students, staff
and schools,” said Dr. Randal O’Brien, GCCISD superintendent. “By awarding grants to teachers to enrich the curriculum and recognizing teaching excellence, the Education Foundation is making a lasting impact on our district.

WHY THIS MATTERSOur schools must always be safe places for learning. Goose Creek is committed to the safety of every student in the
classroom and on their campuses. Our strategic plan focuses on implementing strategies to reduce safety and security
threats to our schools. Reference the GCCISD Emergency Operations Plan (EOP) for detailed safety protocols.
SAFETY PROTOCOLS
Effectively implement strategies that promote safety and security, such as Positive Behavior Intervention & Supports, Olweus, and Crime Stoppers, to reduce incidents on campus.
Provide effective threat assessment training for staff and perform all required safety drills.
Increase police and security officer staff.
Provide additional safety measures, such as cameras, fencing, and vestibules.
Implement programs, such as Explorers, to develop career interests in law enforcement and public safety.

WHY THIS MATTERSGoose Creek CISD is a community that is projected
for growth. According to the “2019 State of the City,”
Baytown is expected to add up to 4,000 new homes
within the next five years. Our district is committed to
meet the operational needs of our students and families.
In addition, Goose Creek is determined to become more
efficient and environmentally friendly.

SQUARE FOOTAGE BUDGET
In the last 15 years, Goose Creek has added over 1 million square feet to our facilities and buildings, resulting in a total of approximately 4.3 million square feet. Our maintenance budget has remained consistent and Goose Creek CISD has worked to reduce our operating cost per square footage.
WHY THIS MATTERSIt goes without saying that teachers have the
greatest impact on student learning. Teaching is a
profession that demands that we consistently work
to get our best and brightest into our classrooms.
Our GCCISD Human Resources department has
begun to implement strategies and initiatives to

Collaborate with Ready, Set, Teach, and the New Teacher Career Academy to “Grow Our Own.”
Continue our partnership with BAER2 “Baytown Area Education Recruitment & Retention” and the University of Houston Clear Lake Mentor program.
Develop a baseline for continuous improvement on employee job satisfaction.

PUBLIC SCHOOL FUNDING FROM TEA: The Texas public education system is funded through local property tax collections, state funding and federal dollars. The Permanent School Fund – the country’s largest educational endowment – also contributes to the system each year. Much of the state and federal funding is then distributed to school systems based on weighted per-pupil funding formulas.
