Welcome to the 2017 Summit!Welcome to Washington, D.C. and the 2017 Structural En-

gineering Summit. This year’s Summit is not only NCSEA’s highest attended, it is showcasing our most extensive educa-tion sessions and hosting the largest trade show in our history. This is a great way to celebrate NCSEA’s 25TH year of bringing structural engineers together.On Wednesday, the Summit kicks off with a Welcome Re-

ception for all attendees at 5:30 pm. Thursday morning begins with a Delegate Interaction Breakfast hosted by our Communications Committee, which will be followed by the keynote address. Presented by Martina Driscoll and Ter-rence Paret from Wiss, Janney, Elstner Associates, Inc., the keynote will discuss the 2011 seismic event that occurred in Mineral, Virginia, and its effect on the DC area.After the keynote, a panel discussion will be held on how to improve ASCE/

SEI 7, Minimum Design Loads and Associated Criteria for Buildings and Oth-er Structures. Your panel ists will be Ron Hamburger, John Hooper, and Don Scott, some of the best minds in our industry. At the conclusion, there will be breakout meetings affording you the opportunity to provide feedback directly to the engineers working on the code. After lunch, we will break into three tracks, one of which has been specifically designed for Young Engineers.Thursday evening will conclude with A Celebration of Structural Engineering

hosted by Computer & Structures, Inc., at the National Building Museum. This is one of the most impressive public spaces in our nation’s capital, and the evening will be a unique celebration of structural engineering, including din-ner, champagne, cocktails and live music.Friday will be another great day at the Summit. It begins with a Delegate

Collaboration Session, hosted by the Communications Committee, and Prod-uct Presentations from the trade show exhibitors. After that, there will be two education tracks for the remainder of the day. One will be technical in nature and the other will cover the often-overlooked side of our profession, with topics such as networking, engagement, equity, client develop ment, contract negotia-tions, and accounting/financial systems. Friday night is the NCSEA Awards Banquet that will recognize the winners of the Excellence in Structural Engi-neering Awards.On Saturday morning, NCSEA holds its Annual Business Meeting. This will

give you a bird’s eye view of what is happening within the other Member Or-ganizations, the NCSEA committees, the NCSEA Board of Directors and staff. Thanks for making this the biggest and best Summit ever!

9:00-10:00 Keynote: Shaking Up DC - The Insiders’ Story Martina Driscoll, P.E. & Terrence Paret Columbia 5-8 In 2011, the Washington Monument and the Washington National Cathedral were subjected to ground shaking from the Magnitude 5.8 Mineral, Virginia earthquake, whose epicenter was roughly 80 miles from the National Mall in Washington, D.C. Both experienced significant damage, which highlights the particular seismic vulnerabilities of monumental masonry structures subjected to modest ground shaking. The presentation will cover a broad range of topics related to these iconic damaged structures including some fascinating historical aspects, seismological background, post-emergency response, earthquake damage survey methods and survey results, seismic vulnerability analysis, repair designs, construction administration and lessons to be learned from the Mineral earthquake about low probability events in the Eastern U.S.

Martina Driscoll has been involved in a wide variety of projects including forensic investigation of existing facilities, repair document preparation and oversight during implementation, material failure investigation and repair, and design peer review and building enclosure commissioning on several newly constructed projects. Driscoll was also part of the WJE team that developed the earthquake damage repairs of the Washington Monument, following the 2011 Mineral Virginia earthquake. She is currently the project manager for WJE’s consulting work on the Smithsonian National Air and Space Museum renovation.Terrence Paret has performed hundreds of engineering investigations focusing on the evaluation of structural performance after damaging events. Paret has authored or coauthored over 80 technical papers and has received a variety of awards for his research and practice, including the 2001 Moisseiff Award from ASCE, the 2008 AISC Presidential Award of Excellence in Structural Engineering, the 2012 Oliver Torrey Fuller Award from the Association of Preservation Technology International, the 2016 ICRI Project of the Year Award and the 2016 ASCE Region 9 Seismic Retrofit of the Year.

10:30-12:30 ASCE Panel on How to Improve ASCE 7 Ron Hamburger, P.E., S.E., SECB; John Hooper, P.E., S.E. & Don Scott, S.E. Members of the ASCE/SEI 7 committee Columbia 5-8ASCE/SEI 7 Minimum Design Loads and Associated Criteria for Buildings and Other Structures has been criticized for the increases in volume and complexity following each development cycle. The Structural Engineering Institute (SEI) of ASCE supports the development and adoption of ASCE/SEI 7 and has taken seriously the call from practitioners, building officials, and other stakeholders for improvements to both the process and the outcome. As the standard is poised for the next development cycle, ASCE/SEI 7 committee leadership will conduct a workshop with the goal to collect constructive feedback on how to make the loading standard more effective and efficient to use. Brief presentations will discuss the standard’s development and adoption processes, the mission of the standard as well as the new digital platform format that will be available for the 2016 edition. Topical breakout sessions collect ideas and suggestions from participants that will be reported back during the workshop conclusion.

1:00-2:30 Young Member Mentor Roundtable Moderated by Seth Thomas, P.E., S.E. Fairchild & EmbassyThis session, restricted to Young Engineer attendees, will facilitate interaction between young engineers and leaders in the field in a highly interactive “speed-dating” format.

Seth Thomas, NCSEA Young Member Group Support Committee Chair, has 5+ years of experience in new construction, seismic retrofits and evaluations, and tsunami related research and projects. He consistently strives to create a collaborative process with architects, allowing their design ideas to come to fruition through innovative structural design.

Ron Hamburger is a Senior Principal at Simpson Gumpertz

Heger in San Francisco and is current chair of ASCE/SEI 7.

John Hooper is Senior Principal/Director of Earthquake

Emily Guglielmo is a Principal with Martin/Martin, Inc., & sits on the NCSEA Board of Directors. Emily is the secretary of the NCSEA Wind Engineering Committee & has served on the ASCE 7-16 seismic committee.

Steve Kerr is a Senior Associate Engineer at Josephson, Werdowatz & Associates and the Chair of the SEAOC Wind Committee.

1:30–2:30 Concurrent Education SessionsTrack A Seismic Design of Diaphragms by the Provisions of ASCE 7-16 S. K. Ghosh, Ph.D Columbia 5-8This presentation explains two significant new provisions in ASCE 7-16, an alternative diaphragm design force level that is different from the design force level of ASCE 7-10, which is retained in ASCE 7-16 and a precast diaphragm design procedure to go together with the alternative design force level.

S. K. Ghosh, President of S.K. Ghosh Associates, Inc., actively participates in the development of national design standards as a member of: ACI Committee 318, the ASCE Standards Committee on Minimum Design Loads for Buildings and Other Structures (ASCE 7), and the Provisions Update Committee of the Building Seismic Safety Council. He has served on the Board of Directors

of the American Concrete Institute (ACI), the Building Seismic Safety Council, and the Earthquake Engineering Research Institute (EERI).

Track B NEHRP Recommended Seismic Provisions Kevin Moore, C.E., P.E., S.E. & Charles A. Kircher, Ph.D., P.E. Columbia 9-12This session will cover important changes in the 2015 NEHRP Provisions and corresponding seismic chapters in ASCE/SEI 7-16 and IBC-2018, as well as a preview of future seismic design concepts.

2:30–3:30 Concurrent Education SessionsTrack A SEAOC Wind Design Manual - An Overview Emily Guglielmo, P.E., S.E. & Steve Kerr, S.E. Columbia 5-8The Structural Engineers Association of California (SEAOC) Wind Design Manual is scheduled for release in late 2017. This session will focus on a general overview of the Manual along with several in-depth problems solved.

Kevin Moore is a Senior Principal with Simpson Gumpertz & Heger Inc. Mr. Moore has served as Chair of the SEAOC Seismology Committee, Chair of the NCSEA Seismic Subcommittee

to the Code Advisory Committee, NCSEA representative to the Building Seismic Safety Council and is a member of the project committee for ATC 136.

Charles A. Kircher is a member of the Seismic Subcommittee of ASCE 7, Project 17 & the Provisions Update Committee of the Building Seismic Safety Council. Dr. Kircher has more

than 35 years of experience in earthquake engineering, focusing on vulnerability assessment, risk analysis, as well as seismic code development.

Track B Solar Photovoltaic Systems in ASCE 7-16 Joseph H. Cain, P.E. Columbia 9-12The 2016 edition of ASCE 7 will be the first to include solar-specific provisions. The author will introduce common types of solar mounting systems, and will discuss how to apply the methods in ASCE 7-16 to typical solar projects.

Joseph H. Cain serves as Director of Codes & Standards with the Solar Energy Industries Association, is a voting member of the Structural Engineers Association of California Solar Photovoltaic Systems Committee, and is a member of the ASCE 7 Subcommittee on Wind Loads on Solar Collectors. Joe has specialized in structural engineering for solar PV systems since 2008.

John Harris is a research structural engineer in the National Earthquake Hazards Reduction Program of the Engineering Laboratory at the National Institute of Standards and Technology. His research covers earthquake engineering, performance-based seismic engineering, seismic design of structural systems, structural steel structures, and development of building code seismic provisions.

Dr. Harris is a member of the ASCE 7 Seismic Subcommittee and the ASCE 41 Committee.

Tim Holtermann, Canam-Buildings, is a member of the Steel Joist Institute’s Education Committee and chair of their Engineering Practice Committee.

Keith Juedemann is the Mid-Atlantic Regional Sales Manager for Canam Steel Corporation. He has a Master’s of Science in Civil Engineering from Missouri

Track B Deferred Submittals – The Buck Stops Here! Ben Nelson, P.E. Columbia 9-12IBC-2015 has specific requirements of the Engineer-of-Record regarding delegated design and deferred submittals. Many engineers misunderstand and misapply those requirements when delegating the design of portions of building structures to others. This session discusses lessons learned and suggested best practices for delegated design and deferred submittals.

Nick Sherrow-Groves is a Senior Engineer at Arup, where he has worked on a wide variety of projects, from large-

scale infrastructure projects like the King Abdulaziz International Airport in Jeddah, Saudi Arabia to small boutique projects like SOAK, an urban bathhouse constructed out of shipping containers. Nick has been a core member of the Structural Engineering Engagement and Equity project since 2015, and is currently a co-chair of the committee.

Angie Sommer is an Associate at ZFA Structural Engineers where she currently focuses on projects

in the educational and senior living sectors. She is involved in a variety of industry organizations, including the San Francisco chapter of Commercial Real Estate Women (CREW SF), where she is currently the managing editor for the quarterly publication. She is the 2016-17 co-chair of the SEAONC Structural Engineering Engagement and Equity (SE3) Committee and was the lead author of the 2016 SE3 Survey Report.

11:00–12:00 Concurrent Education Sessions Track A Tall Wood Buildings in the U.S. – A Codes and Standards Update Lori Koch, P.E. Columbia 5-7The recent introduction of CLT in the 2015 National Design Specification® for Wood Construction (NDS®) and the 2015 International Building Code has opened an exciting new chapter in wood construction. There is also an effort underway by the International Code Council (ICC) to recognize the use of mass timber elements in taller, combustible construction through the work of the ICC Tall Wood Ad Hoc Committee (TWAH). This presentation will provide an overview of the current state of Tall Wood Structures in the US as well as an update on the TWAH.

Lori Koch graduated from Penn State University with a BS in Civil Engineering, and from Clemson University with an MS in Civil Engineering. Upon graduating from Clemson, Lori was employed as a forensic structural engineer with SK&A in suburban Washington, D.C. She then enrolled at Virginia

Tech where she earned a Master of Forestry degree in the Department of Wood Science and Forest Products. After graduating from Virginia Tech, Lori joined the American Wood Council in Leesburg, VA where she now works as the Manager of Educational Outreach.

Columbia 5-7Government buildings have special design requirements intended to minimize the potential for Progressive Collapse. These additional design requirements can be easily incorporated into the design of new construction with proper planning and coordination, but structural upgrades can be expensive and challenging for existing buildings. This presentation will discuss the advantages of using advanced nonlinear dynamic analysis methods to maximize the contribution of the existing structural system, including components often considered secondary elements in reducing collapse potential when performing AP analysis.

The James M. Delahay Award is presented at the recommendation of the NCSEA Code Advisory Committee to recognize outstanding individual contributions towards the development of building codes and standards. It is given in the spirit of its namesake, a person who made a long and lasting contribution to the code development process.

Michael O’Rourke, Ph.D., P.E., received his B.S. in Civil Engineering from the Illinois Institute of Technology and his M.S. and Ph.D. from Northwestern University. During most of his 43 years on the faculty in Civil Engineering at Rensselaer Polytechnic Institute, he has been involved in snow load research sponsored by the U.S. Army Cold Regions Research and Engineering lab, the National Bureau of Standards, the National Science Foundation, the Fire Protection Research Foundation, the Metal Building Manufacturers Association, and FM Global. His research

work has resulted in publication of three dozen snow loading papers in refereed journals and conference proceedings. He is the author of four Guides to the Snow Load Provisions of ASCE 7 (7-02 thru 7-16) and coauthor of the recently released “Snow Loads for Solar Paneled Roofs”.

The NCSEA Service Award is presented to an individual or individuals who have worked for the betterment of NCSEA to a degree that is beyond the norm of volunteerism. It is given to someone who has made a clear and indisputable contribution to the organization and therefore to the profession.

James O. Malley, S.E., SECB is a Senior Principal with Degenkolb Engineers. He received both his Bachelors and Masters Degrees from the University of California at Berkeley. Mr. Malley has over 30 years of experience in the seismic design, evaluation, and rehabilitation of building structures.Over his career, Jim has been deeply involved in serving the profession through structural engineers associations and related technical committees. He is former President of the NCSEA Board of Directors (2010-2011), served as SEAONC

President in 2000-2001, SEAOC President in 2003-2004, and was named a SEAOC Fellow in 2007. Most recently, he served on the search committee for the new NCSEA executive director. James Malley is active in a number of other organizations, including currently serving as vice-president of EERI. His involvement and eagerness to share his knowledge demonstrates his service and dedication to the profession.

This award is presented to an individual for exceptional dedication and exemplary service to a Member Organization and to the profession. Nominees are submitted to the NCSEA Board by the Member Organizations.

Theodore E. (Ted) Smith, P.E., S.E., graduated from the University of Washington in 1971 with a BSCE. His career began at KPFF Consulting Engineers in Seattle in 1969. In 1977 he cofounded Ballinger & Smith Consulting Engineers, which became Smith & Huston, Inc. in 1987. Mr. Smith recently completed a term as SEAW President, having previously served as VP, Seattle Chapter President and VP, as well as SEAW and Seattle Chapter Treasurer for 21 years. He served on the SEAW Structural Exam Committee for over 30 years and chaired the Membership Committee

for 10 years. Ted received the Seattle Chapter Engineer of the Year Award in 2004.Ted served on the New Executive Director Search Committee, the first SEAW Strategic Planning Committee, and chaired the recent Strategic Plan Update Committee. He worked on the planning committee and helped host at least three Northwest Conferences of Structural Engineers. Ted is a founding member of the Board and Treasurer of the Structural Engineers Foundation of Washington, an organization through SEAW dedicated to furthering structural engineering through scholarships, education, research, and outreach.

This award is presented to an individual who has a genuine interest in, and extraordinary talent for, effective instruction for practicing structural engineers. The award was established to honor the memory of Sue Frey, one of NCSEA’s finest educators. Nominees are submitted to the NCSEA Board.

Edwin T. Huston, S.E., is a Principal of Smith & Huston, Inc., and has over 40 years of experience in structural design, evaluation, investigation, and code and standards development.Ed is former President of the NCSEA Board of Directors and chair of the Code Advisory subommittee–General Engineering. He has served as President of the Board of Directors of the Applied Technology Council (ATC). He was the Lead Technical Consultant for the development of ATC 45, A Field Manual for Safety Evaluations of Buildings

after Windstorms and Floods.Ed is frequently asked to speak on wind, seismic, masonry, wood, code development, and liability issues. He is a sought-after speaker for his ability to draw on his career as a practicing engineer and as a contributor to the code-development process to illustrate the ways that our professional codes and standards affect the practicing engineer.

Young Member Scholarship WinnersFor the fourth year, NCSEA awarded Young Member Scholarships for the NCSEA Structural Engineering Summit. The scholarship competition was open to any cur-rent member of an NCSEA Member Organizations who was under 36 years old.

The applicants were asked to compose an essay answering one of three questions, as well as write a brief essay after attending the Summit. Scholarships included Summit registration and a travel stipend. The winner’s essays or videos can be viewed at www.ncsea.com under the Awards tab.

Young Member Group of the Year AwardFor the third year, an award will be given to recognize an outstanding Young Member Group from one of the NCSEA member organizations. The emphasis of this award is to recognize Young Member Groups that are providing a benefit to their young members, member organization, and communities.

This year, 11 Young member Groups (YMGs) applied for this award, 5 finalists were chosen, and the winning group will be announced at the Young Member Reception on Wednesday, October 11.

Each finalist group received a complimentary registration to send a repre-sentative to the Summit, and the winning group will receive a cash prize.
