The 2017-18 NCSEA Annual Report covers NCSEA events from October 2017 until October 2018. This Annual Report follows the annual cycle of the Board of Directors, which begins and ends at each year’s Structural Engineering Summit. The financial reports for the annual report will be from the last completed full year. NCSEA strives for success by presenting this report to show that we are growing and improving.

NCSEA’s continuing education programs, meetings, membership dues and publications all contribute significantly to NCSEA’s income. Through effective and focused stewardship of resources, NCSEA remains on firm financial footing. This past year, NCSEA made investments in our MOs through the Grant Program, visits to state SEAs, a staff position dedicated to supporting state SEAs, and additional tools and communications resources to ensure the organization is focused on our mission of strengthening the Member Organizations.

NCSEA YOUNG MEMBERS GROUPS (YMGs)

NCSEA’s YMGs provide a community for young or new structural engineers to interact with their peers while also eliminating the gap between schooling and licensed practice, producing more confident, competent and capable engineers. Young Engineers are a growing and vital part of the National Council of Structural Engineers Associations.

The benefits of a YMG for young structural engineers, and the structural industry as a whole, are numerous. They include, but are not limited to:

• A venue for young or new structural engineers to meet, advise, network, and grow together.

• A productive transition from the university setting to licensed engineer is made possible.

• Technical confidence and experience are infused among members.• Refreshing and interesting discussions and presentations for members in

all stages of their careers, either as attendees or volunteer presenters.• An avenue to get involved with their state SEA as well as the national

NCSEA organization.

NCSEA STRUCTURAL ENGINEERING SUMMIT The Summit features educational sessions specific to structural engineering, social and networking events, the trade show, and the Awards Banquet featuring the NCSEA Excellence in Structural Engineering Awards, Special Awards, and the winners of the Young Member Summit Scholarships.

The 2018 Structural Engineering Summit was the highest attended meeting and the largest Trade Show in NCSEA history!

The 2018 Summit hosted a brand-new, one-of-a-kind Structural Engineering River Cruise. The Cruise was held on the Chicago River and was led by docents from SEAOI.

NCSEA GRANT PROGRAM This program was instituted in 2015 to fund projects of NCSEA Member Organizations. Each year, funds in excess of the operating reserve up to ten percent, will be made available to NCSEA’s Grant Program to support the NCSEA Mission of representing and strengthening its Member Organizations.

NCSEA SPECIAL AWARDS These awards are presented at the NCSEA Structural Engineering Summit to NCSEA members who have provided outstanding service and commitment to the association and to the structural engineering field. These include the NCSEA Service Award, the Robert Cornforth Award, the Susan M. Frey NCSEA Educator Award, and the James Delahay Award,.

The James M. Delahay Award is presented at the recommendation of the NCSEA Code Advisory Committee to recognize outstanding individual contributions towards the development of building codes and standards. It is given in the spirit of its namesake, a person who made a long and lasting contribution to the code development process.

The NCSEA Service Award is presented to an individual or individuals who have worked for the betterment of NCSEA to a degree that is beyond the norm of volunteerism. It is given to someone who has made a clear and indisputable contribution to the organization and therefore to the profession.

The Robert Cornforth Award is presented to an individual for exceptional dedication and exemplary service to a Member Organization and to the profession. Nominees are submitted to the NCSEA Board by the Member Organizations.

The Susan M. Frey NCSEA Educator Award is presented to an individual who has a genuine interest in, and extraordinary talent for, effective instruction for practicing structural engineers. The award was established to honor the memory of Sue Frey, one of NCSEA’s finest educators.

Applicants are asked to compose an essay answering one of three questions, as well as write a brief essay after attending the Summit. Scholarships included Summit registration and travel stipend.

The YOUNG MEMBER GROUP OF THE YEAR AWARD recognizes Young Member Groups that are providing a benefit to their young members, member organization, and communities. NCSEA COMMITTEES

NCSEA’s Committees work to further the association’s mission to constantly improve the standards of practice within the structural engineering profession throughout the United States, and to provide an identifiable resource for those needing communication with the profession.

The Basic Education Committee seeks to determine and promote the core curriculum that should be offered to, and required of, structural engineering students. Integral parts of this mission include working with the Structural Engineering Certification Board to achieve a common objective, working with educational institutions for curriculum content, and working with practitioner employers to ease students from the academic environment into the workplace.

ACCOMPLISHMENTS:• Completed Practitioners Survey Article for STRUCTURE Magazine

GOALS:• Develop a Student Survey to be distributed during school year• Modify Curriculum Survey questions for 2019• Finalize the 12 recommended structural engineering curriculum courses along

with brief descriptions. These were partially edited to reflect the Curriculum and Practitioner Survey results.

The Code Advisory Committees operate as eight separate subcommittees, structured to work with Model Code and Standards issues and activities, such as generating and responding to code changes, preparation and codification of resource documents, trial design studies, and practical application guidelines.

The Communications Committee’s initiatives are divided between its Internal and External Communications Subcommittees. The Internal Communications Subcommittee works to ensure effective communication between NCSEA and its Member Organizations, facilitate communication among the Member Organizations, and ensure that all MOs are visited biannually, either by a Board member, by a Communications Committee member, or by NCSEA Staff. The Committee’s External Communications wing has established as its mission to both build public awareness of the profession and to establish NCSEA as the national voice.

ACCOMPLISHMENTS:• Planned Delegate events for the 2018 Summit• Assisted SE3 with beta testing of their survey• Developed the Committee Health Checksheet to assist NCSEA in evaluating

NCSEA through webinars, Basecamp exchanges and Summit Delegate sessions • (Internal) Assist the NCSEA Board with follow up from MO Liaison visits, ensuring

The Continuing Education Committee is responsible for:

Developing and presenting high-quality, continuing education webinars for structural engineers that focus on a variety of topics each month, for a total of approximately 20 per year.

Developing and presenting a review course for the SE exam. The review course covers topics that NCEES has indicated will be on the exam.

Administering the Diamond Review Program, which was initiated by NCSEA to evaluate and approve continuing education courses and the providers of the courses that are relevant to structural engineering.

content and provide clear notifications when they are not.

The Publications Committee coordinates & manages publications produced by NCSEA.

The Structural Engineering Emergency Response (SEER) Committee manages a comprehensive nationwide program consisting of four main components:• Training – Facilitate and/or deliver training to design and construction

professionals to qualify them to participate as 2nd responders at a local, state or national level.

• Roster Management – Compile and maintain the SEER: 2nd Responder Roster, a comprehensive national roster of trained 2nd responders prepared to engage at a local, state or national level.

• Assistance Coordination – Coordinating and/or providing 2nd response assistance to local, state and national AHJs as well as other stakeholders.

• Advocacy – Advocate through education: AHJs, allied associations, members and the public on the benefits of having engineers participating in 2nd response.

ACCOMPLISHMENTS:• Revived the NCSEA SEER committee and its membership• Compiled a comprehensive listing of the SEER committee chair(s) for each

of the member organizations for purposes of disseminating information or passing along requests for information and/or assistance

• Established contact and relationships with CalOES, ICC and Engineers Without Borders.

• Established formal collaboration with ICC and allied associations to build a single platform 2nd Responder Roster

GOALS:• Continue to improve 2nd Responder Database• Establish regular bi‐monthly communication via email, phone conference

or webinar so as to share information and updates with the Member Organizations’ SEER chairs

• Coordinate and host a SEER Program at the Summit to bring together the Member Organization representatives and representatives from the various AHJs, AHJ organizations and allied associations.

The Structural Engineering Engagement and Equity (SE3) Committee’s mission is to study and promote engagement and equity in the structural engineering profession, primarily via conducting a nationwide biennial survey of structural engineering professionals. Topics addressed in the survey include career advancement, compensation, and work-life balance. The biennial report is issued to document the findings from each survey and note recommended best practices that stem from findings. Additionally, the NCSEA SE3 Committee facilitates and assists in the creation of local SE3 groups for SEA member organizations to foster the mission of SE3 in their communities.

CHAIRS: Nick Sherrow-Groves & Angie Sommer

ACCOMPLISHMENTS:• Created a resource guide for other SEA Member Organizations that are

interested in starting an SE3 committee. This guide includes a framework for committee activities including, but not limited to, networking events, mentorship programs, and discussion groups.

GOALS:• To create and administer a biennial benchmark study of the structural

engineering profession at the national level, with participation from all NCSEA Member Organizations.

• Create a dynamic discussion forum for chapters interested in developing an SE3 committee.

The Structural Engineering Summit Committee develops a slate of educational programming for the annual NCSEA event through recommendations, requested topics, and abstract submissions.

• Improve the Summit and Award Banquet each year• Increase Excellence in Structural Engineering Awards entries annually by 10%

The Structural Licensure Committee works with the Member Organizations to influence states to adopt consistent licensing laws and rules in the interest of public safety, especially relating to licensure of structural engineers.

ACCOMPLISHMENTS:• Established a solid base of committee members who are dedicated and

proactively focused on issues that affect structural licensure.GOALS:

• Work with SELC & ASCE to promote consistent messaging• Reach out to SEAs to encourage and support licensure efforts

The Young Member Group Support Committee (YMGSC) facilitates the formation, growth and success of NCSEA Member Organization Young Member Groups through collaboration, support and outreach in an effort to transition students and young engineers into successful, professional engineers and future leaders of the Structural Engineering Profession.

ACCOMPLISHMENTS:• Developed Young Engineer track at 2018 Summit• Developed a YMG Liaison program to foster communication between

the YMGSC and local YMGs so that we can better understand how we can support YMGs.
