Our MissiOn NCSEA serves child support professionals, agencies, and strategic partners worldwide through professional development, communications, public awareness, and advocacy to enhance the financial, medical and emotional support that parents provide for their children.

Our Values It is our fundamental belief that both parents are responsible for the emotional and financial support of their children. We believe that the best interests of the children come first and individual interests should be secondary when parental or professional interests differ.

Serving as President of the National Child Support Enforcement Association (NCSEA) has been an honor and a privilege. I am proud of what NCSEA achieved in the last year, and pleased to share our 2014 Annual Report.

There is great reason to be optimistic about the future of NCSEA. As you will see when reviewing this report, our 2014 Policy Forum and Annual Conference events were very successful, and our financial standing hasn’t been stronger in years. There were two other notable achievements in 2014 that reflect NCSEA’s standing as a vital voice for its members in the national child support community: Passage of H.R. 4980 - Preventing Sex Trafficking and Strengthening Families Act of 2014, and the launch of NCSEA U.

Passage of H.R. 4980 marks the first major federal legislative action for child support since 2007. As this bill worked its way through Congress, NCSEA was poised to contribute to the legislative dialogue and debate. In the last few years NCSEA, and particularly the Policy and Government Relations (PGR) committee, has done a great deal to position NCSEA as a “go to” organization for child support policy understanding. Our

efforts to develop more relationships and greater understanding of the child support program on Capitol Hill proved important in 2014. PGR’s consistent leadership in the development of policy positions on current and emerging child support issues positioned NCSEA to offer timely and considered input to Congress as well. Whether it was the information sharing efforts we undertook or the letter we sent to the relevant House and Senate committee leaders in early 2014 outlining our position on the legislation it is evident from the final legislation signed into law that NCSEA’s voice was heard. That speaks volumes to where NCSEA stands today, and what’s possible in the future.

The successful launch of NCSEA U was also a highlight of 2014. This one-of-a-kind professional development offering was delivered in conjunction with our Annual Conference in Portland. Twenty-five emerging child support leaders from across the United States and Canada were nominated to participate in this specialized training which involved a multi-course series taught by expert instructors. I am proud, not only because of the excellent feedback and ongoing engagement of our inaugural NCSEA class members, but also due to the passion and dedication shown by our NCSEA U planning committee members who were instrumental in both establishing the vision and making this unique professional development opportunity a reality. I look forward to seeing NCSEA U grow and develop in the years to come.

Though my term as President has ended I am thankful for having had the opportunity to lead NCSEA, manage the organization with such a great group of Directors, and work with so many volunteers to make NCSEA successful.

Thank you for your interest in NCSEA. We are proud to submit our Annual Report for your review. An Annual Report provides us a good opportunity to reflect on where we’ve been as an organization, and where we’re going. I took office as NCSEA’s President in September 2014. What an amazing and productive period it’s been for NCSEA and the child support community. Some notable activities:

Policy

It has been an exceptionally busy and exciting time for our NCSEA committees and members who focus on child support policy.

On September 29, 2014, Pub. L. 113 – 183, The Preventing Sex Trafficking and Strengthening Families Act of 2014 became law. Its effect is significant and far-reaching for both national and international child support programs. From implementation of the 2007 Hague Convention, mandatory electronic income withholding, tribal access to the FPLS, improved data standards, and a sense of Congress on parenting time, to mandating that all states adopt UIFSA 2008, this law impacts everyone in the child support program. Passage of this law does not signal the end to NCSEA’s policy work. It signals the beginning of many more policy discussions as we all determine how best to implement the law’s provisions.

Pub. L. 113 – 183 also requires the federal OCSE prepare a Report to Congress, reporting on the state of the child support program and making recommendations for its future. OCSE has been soliciting input, and NCSEA’s PGR committee and Board of Directors recently submitted extensive and thoughtful comments for OCSE’s consideration for inclusion in the Report.

In November 2014, the federal OCSE released the long-awaited NPRM, “Flexibility, Efficiency, and Modernization in Child Support Enforcement Programs.” Through the PGR Committee, NCSEA provided extensive comments on the NPRM, and eagerly awaits the final rule. Again, the final rule will not signal an end to our work but a beginning, and NCSEA commits to providing a forum for discussion and debate as jurisdictions take on the task of implementing new regulations.

We have now turned our policy attention to OCSE’s National Strategic Plan. NCSEA has provided formal input to OCSE, again helping shape the child support program for tomorrow.

Professional Development

NCSEA continues to sponsor events where child support professionals discuss cutting-edge and provocative topics, and focus on ways to improve services to children and families.

In February 2015, NCSEA hosted another wildly successful Policy Forum. This event continues to be the “must attend” event for child support’s current and emerging leaders.

This year, NCSEA will debut its first ever “Leadership Symposium,” in Milwaukee WI, August 10 – 12, 2015. We are transforming the traditional Annual Conference & Expo into the Leadership Symposium.. The Symposium will offer the same high-quality programming child support professionals have come to expect from NCSEA, with a unique focus on nurturing current and future leaders – including those who lead within their office, whether they have the title or not.

In 2014, NCSEA hosted its first “NCSEA-U” courses in conjunction with the annual conference, in Portland OR. We will be building on that success, and will again be offering NCSEA-U in Milwaukee WI, August 12 and 13th, 2015. Based on feedback from 2014 participants, we are revising the NCSEA-U schedule so that participants can attend all of the 2015 Leadership Symposium plenary and workshop sessions.

We are also taking a new approach to our popular WebTalks this year. So that topics and presentations are timely and relevant, we are publicizing our 2015 events a few at a time, prior to the presentation date. This will allow NCSEA to be more flexible and responsive in hosting WebTalks that reflect the immediate and emerging issues facing the child support community.

Looking back – looking ahead

We in child support are celebrating our 40th anniversary as a program in 2015. NCSEA will mark this anniversary by continuing to strive for increased visibility for the program. We have learned a lot these past 40 years, and will continue to work hard on behalf of the child support community, to make the next 40 years even better.

We are pleased to present NCSEA’s Annual Report for 2014 – which covers activities and accomplishments for the fiscal year which started January 1 and closed out December 31, 2014.

While NCSEA’s fiscal year mirrors the calendar year, and thus the report shows the association’s financial standing for all of 2014, our volunteer and board year actually begins September 1 and concludes August 31. As a result, NCSEA’s leadership and committee work actually spans across the fiscal year. You will read more about NCSEA’s accomplishments in 2014 in Immediate Past President Scott Cade’s message. Current President Kathy Sokolik looks forward to the goals and plans for the current year.

I thank the NCSEA Board members with whom our staff has worked over the past year for their dedication to NCSEA and to the child support community as a whole. I took the position of NCSEA’s executive director eight years ago – mostly out of admiration and awe for the passion that the leadership of the association reflected in the interview process. That passion for the good work done every day – at every level of the IV-D program continues to

inspire me and the NCSEA staff to make the association as strong, responsive and useful to the child support community as we can possibly be. We hope you find this report useful and welcome your feedback or suggestions for future reports.

NCSEA continues the Premier Education & Training Program in, a professional development opportunity available only to organizational members in both the private and public sector.The Premier Education & Training Program provides NCSEA agency and private-sector members with the opportunity to provide a consistent level of high-quality, timely, and convenient training and education for staff members (or clients). Included in the 2014 program are ten Web-Talk registrations, one 2014 Policy Forum registration and one 2014 Annual Conference & Expo registration. In addition, Web-Talk registrations beyond the ten included programs were available at a significant discount. The 2014 Premier Education & Training Program has a total of 14 participants, including 12 public sector organizations. The 2015 Premier Education & Training Program was introduced in October of 2014.

Hill Tips Briefing

Premier Education& Training Program

NCSEA produced a live webinar providing practical tips for approaching representatives, senators, and their staffers. Experts shared their in-depth knowledge and expertise in ‘how to go to the Hill’. An overview of recent NCSEA activities on the Federal level and the Associations’ actions on behalf of the child support community was also included. Thirty-eight agencies and organizations participated in this live webinar providing advocacy training to the child support community.

NCSEA U was successfully launched in 2014 -- a new program designed to enhance professional development opportunities for current and emerging leaders in the child support community. Debuted at the 2014 NCSEA Annual Conference in Portland, Oregon, the inaugural NCSEA U class was comprised of twenty-five up and coming individuals in child support. Led by respected instructors Cynthia Bryant and John Tapogna, NCSEA U addressed the topic, Strategies for Increasing Program Performance, in two web-based and three on-site classes.

Organized by a committee of volunteers from NCSEA’s member community, the Child Support CommuniQue (CSQ) is a members-only e-newsletter, written by child support professionals and distributed via email bi-monthly. CSQ provides members with in-depth information about best practices throughout the US and the work in child support; updates from headquarters by the executive director and Board President; implementation of policy; detailed articles covering topics as varied as IT implementation and support to examples of managing complex staff and budget issues. NCSEA also takes this opportunity to market upcoming programming, event sponsors, and online resources.

Rapid Read is a subscription-based news brief distributed every Wednesday to the child support community and interested parties. This quick, easy-to-read news brief provides updates on upcoming professional development and training opportunities, news about NCSEA projects and advocacy efforts, and information about getting involved with NCSEA through volunteer service opportunities. It also provides timely, relevant news articles or briefs about areas of interest to the child support community, including policy changes and updates from Capitol Hill.

NCSEA website continues to serve as the primary communication and marketing vehicle for NCSEA. The website provides resources to anyone interested in the child support program and information about pending or potential federal legislation, upcoming NCSEA conferences and events, details on membership opportunities and benefits, and links to related organizations and information that are of use to the site’s visitors and potential members. In particular NCSEA provides its policy statements and briefing papers about the child support program and issues related to administration and enforcement of support, located under the Advocacy and Public Policy tab of the website. I hope everyone had a restful holiday break because the ringing in of the New Year promises to be action-packed.

Things may remain a bit murky until Congress settles on how to manage the nation’s budget crisis, but our association will continue to put forward our child support agenda.

In December, the respective staffs of Senator Rockefeller and Senator Menendez contacted NCSEA about provisions to be included in a possible child support bill. The provisions contain the long-awaited Hague language, tribal access to FPLS, and the

establishment of a Child Support Commission. We were able to offer input on the proposed language. NCSEA will be included in future discussions, if the bill is able to move forward in the next legislative session.

The NCSEA Policy and Government Relations (PGR) committee is putting the final touches on several briefing papers for our membership, including Workforce Investment Act Collaboration, Arrears Management, Setting Current Support Based on Ability to Pay, Fatherhood Collaboration, and Improved Enforcement Tools. Watch for the release of these papers over the next several months. Please take time to read the article in this issue of the CSQ by PGR co-chairs, Kelly Peiper and Stephen Golightly, for more detailed information about the great work that this committee is doing for our constituents and our membership. For those of you who might want to consider travel abroad this year, NCSEA is pleased to support the International Conference, The Recovery of Maintenance in the EU and Worldwide, in Heidelberg, Germany, which takes place March 5 – 8. Many NCSEA members will be attending and presenting papers at the conference. For more information, visit www.heidelberg-conference2013.de. Closer to home, I hope to see all of you on February 7-9 in Washington, DC for the 2013 Policy Forum & Training Conference, "Moving Child Support to the Next Level…Putting Policy into Action." This conference offers a great opportunity to catch up with colleagues to talk about current events. Let’s work together to ensure that 2013 is a good one for the child support program and the families we serve.

PresIDeNT’s sChOLarshIP WINNerThe winner of this scholarship is Nancy Lund, Child Support Officer in Mason City, Iowa. Nancy’s application for the scholarship included the following:

For nearly 15 years I have truly had the hardest job I’ve ever loved; I am a child support enforcement officer for the State of Iowa. But I don’t do it alone or in a vacuum. Together with my colleagues across the state, across the nation, and across the globe, I work hard every

day to make a positive difference in the lives of the children and the families we serve. The intergovernmental enforcement caseload can be a challenge, but it’s a challenge I enjoy. I look at my most difficult cases as learning opportunities.

Communicating with the families I serve is a critical part of my ability to do my job well. I want my obligor clients to understand that my job is to work with them to help them meet their obligations to their children. I strive to let my obligee clients know that I understand just how important it is that they receive the child support due their family. I see the NCSEA Annual Conference as a chance to learn new ways to find the common ground that makes all communication easier, and more effective.

Although I would not be able to bring everyone at Iowa CSRU with me, I relish the chance to share all I learn in Portland with them once I’m back home. Being a resource for other field workers is one of the most enjoyable parts of my job. As much as receiving the scholarship would mean to me personally, the impact it would have on the families in my caseload would be immeasurable. The more I grow professionally, the better able I am to carry out the Iowa Child Support Recovery Unit’s mission: “Iowa’s Children. Love Them. Support Them.”

NCSEA is pleased to provide Nancy with the opportunity to network with other child support professionals, as well as the chance to further work on her project with her colleagues. The committee was impressed with her initiative in using NCSEA resources to help in her work and her commitment to furthering her professional development.

JuDge DaVID rOss MeMOrIaL sChOLarshIP WINNer

This scholarship was awarded to Lani Flak, Child Support Case Manager in the Portland office of the Oregon Department of Justice/Division of Child Support.

Some of Lani’s essay on why she wanted to attend the conference include: I am interested in attending the NCSEA Annual Conference & Expo because I have passion and enthusiasm for the work being done by Oregon’s Child Support Program. I would like to further develop my

professional skills and enhance my understanding of other child support agencies to better serve our customers. I currently work as a case manager for the Portland Division of Child Support and have become very interested in the functionality of our agency as a whole and how case managers work independently to provide services to families. I am interested in learning how to better help support my

peers by discovering new techniques for case management and how to work more efficiently to meet our performance measures.

I participate in a statewide committee of upper management, policy, procedure writers, and lead workers. The committee is responsible for reviewing policy and operations within our agency on a monthly basis. We review and discuss ways to refine our practices and streamline our work. Many of the workshops that are offered during the NCSEA conference touch on topics that I could bring directly back to our committee for discussion.

Oregon’s Child Support Program will be implementing a new system for working our cases (within the next five years) that should provide case managers with the tools needed to effectively reach the families we serve. If I am able to attend this conference, I will have a more comprehensive understanding of what our agency could aspire to become with the modernized system. I believe the understanding of how other child support agencies operate is a key component to developing the best possible program for the future.

NCSEA is pleased to be able to offer Lani the opportunity to further her work and career with the Oregon child support office by providing this scholarship.

NCsea 2014 exCeLLeNCe aWarDs 2014 OuTsTaNDINg PrOgraM

The Outstanding Program Award recognizes a State, Regional, Tribal, or County program that has consistently and comprehensively exemplified the best in child support enforcement through an outstanding record of performance and in providing effective services to its constituency and its community.

The program selected as the 2014 Outstanding Program is: Texas Office of the Attorney General – Child Support Division. Texas ranks first in the country in a number of areas including amount of child support collected $3.671 billion collections per fulltime employee $1.35 million FTE, and cost effectiveness ($11.61 for every $1 spent). In addition, Texas continually seeks new and innovative ways to serve customers and increase effectiveness. For example the recent conversion from paper to electronic records (April 2013) provides field offices with immediate access to more than 1.4 million records. This improves customer service and efficiency, as well as freeing up over 65,000 feet of file space across the state. Cost savings of this conversion allowed Texas Child Support Division to open storefront service centers based on where customers live to assist with cases. By 2020 the state will have 30 service centers. The state has also implemented a myriad of other innovative programs and partnerships to improve service to customers, increased support for children, and increased engagement on the part of non custodial parents in their children’s’ lives.

2014 PrOgraM aWareNess

The Program Awareness Award recognizes the effectiveness of media relations and public outreach in disseminating child support program information to the public. Oklahoma Child Support Services has developed an innovative outreach and awareness program: The Outreach Photo Scavenger Hunt which was selected for the 2014 Program Awareness Award.

The intent of The Outreach Photo Scavenger Hunt is to increase the outreach of the Oklahoma child support offices, particularly during Child Support Awareness Month (August 2013). Every office, no matter its location, was encouraged to participate; however, no office was required to participate. Offices were allowed to have as many teams as they wanted, but each team had to have two or three members.Each team member was asked to make a $5 donation. These donations were combined to create the winning team’s prize: a donation to purchase school supplies for a school within their community.Competition included completing a variety of outreach activities, such as meeting with local school teachers, elected city officials, and law enforcement. During these meetings, the community members were presented with information about CSS and the local office. Team members were photographed during the meetings. These photos then were submitted to the Center for Communications & Community Relations. All teams who submitted all of the required photos then had their names entered into a random drawing to win school supplies for a school in their area.The Outreach Photo Scavenger Hunt single-handedly produced more outreach activities than any other event throughout 2013. This event generated an additional 212 acts of community outreach during Child Support Awareness Month, making 2013 Oklahoma’s biggest awareness month ever. Twenty-five teams, comprised of 66 CSS staff members, representing 13 different offices, participated in the Outreach Photo Scavenger Hunt. Fifteen teams successfully completed the challenge and were entered in the winning prize drawing for more than $300 in school supplies.

2014 OuTsTaNDINg MaNager

The Outstanding Manager of the Year Award recognizes experienced managers in the public or private sector who, regardless of membership in NCSEA, have made significant contributions to child support enforcement at the local level. Federal, State, County, Tribal, and private employees; policy makers; advocates; and others who have improved the lives of children through their efforts to promote more effective child

support enforcement are eligible for this award. Paul W. Bennett, Manager, Philadelphia Family Court, is the recipient of the 2014 Outstanding Manager of the Year..Mr. Bennett was recruited from the private sector and appointed

by the Philadelphia Family Court during October 1997 to create a domestic relations jobs program to resolve the aforesaid defendant unemployment problem and thereby, improve Philadelphia’s federal performance measures. Mr. Bennett successfully created the Networking for Jobs and Ex-Offender Reentry Program to promote responsible parenthood and improve work opportunities for unemployed defendants who are required to pay child support. The Networking for Jobs and Ex-Offender Reentry Program helps unemployed defendants find and keep full time employment by connecting them with provider agencies. The provider agencies assistance includes career counseling, job readiness classes, peer support, job placement, on-going contact with career counselor, and additional training. After appearing for a child support proceeding, unemployed defendants are referred to the Networking for Jobs and Ex-offender Program by the judiciary, support masters, trial commissioners, and conference officers or the prison liaison officer after being released from prison. Mr. Bennett’s ability to assess the unemployed defendant’s specific needs and match the unemployed defendant with the right job program has been critical to the success of the Networking for Jobs and Ex-Offender Reentry Program.Over the years, Mr. Bennett has developed a relationship of trust with the judiciary due to the success of his jobs program and is often summoned to the courtrooms where he has consistently provided deliberate, clear, and concise testimony to clarify job program requirements and outcomes to help judges formulate an opinion regarding referrals of unemployed defendants to the Networking for Jobs and Ex-offender Reentry Program. In addition, Mr. Bennett’s personal knowledge of the various Philadelphia neighborhoods is skillfully incorporated into his interview process which creates an atmosphere of trust, comfort, and mutual respect between Mr. Bennett and the unemployed defendants referred to the Networking for Jobs and Ex-Offender Reentry Program. As a result of this atmosphere, the defendants have opened up to Mr. Bennett and have been more inclined to faithfully cooperate with the jobs program. Many defendants subsequently stay in contact with Mr. Bennett and seek his advice after completing the jobs program. Mr. Bennett’s commitment to the judiciary, the Networking for Jobs and Ex-Offender Reentry Program, the job providers, and to the defendants themselves has fostered many success stories.

2014 OuTsTaNDINg INDIVIDuaL

The Outstanding Individual of the Year Award recognizes line staff in the public or private sector who, regardless of membership in NCSEA, has made significant contributions to child support enforcement at the local level. Federal, State, County, Tribal and private employees, policy makers, advocates, and others who have improved the lives of children through their efforts to promote more effective child support enforcement are eligible for this award.

Richard Rylander became a Department Security Officer in May of 2006 at which time his responsibilities broadened to include the wide variety of system security requirements that swirl around the operation of the Child Support Program in Oregon. He keeps himself educated and up to date on all child support system related security protocols, requirements, regulations, and standards. He is able to keep the child support administration aware of what lies ahead by making intelligent connections in the industry. He uses this knowledge to make sound recommendations to the Department and to the Child Support Program that aligns the program well for the future and safeguards it in the present. He has learned and mastered the regulations for that of an Automated Clearinghouse, for the IRS Publication 1075 regulations, the NIST, and the latest requirements from the OCSE on child support data in general (FPLS).Richard is able to see the big picture and is a strategic thinker and problem solver. These attributes enable him to make sound recommendations to the department and to the director’s executive team(s). In addition, Richard is an exceptional trainer. He is able to translate what seems to be illogical and nonsensical information into a logical layout that non-technical personnel can understand and that makes sense. He satisfies both the technical on non-technical audiences in his delivery, and is also highly respected by both.

NCSEA Committee chairs assume the leadership of committees September 1, and continue through August 31 of the following year.  The committee chairs are appointed for a one-year term.  The committee leaders listed below assumed their positions on September 1, 2014. 

auDIT COMMITTee (Chuck Hayward)Ensures the Association is in compliance with federal Internal Revenue Service regulations. The Audit Committee duties will be in accordance with the Audit Charter approved as Policy by the Board of Directors of the Association.

CsQ COMMITTee (Mary Ann Wellbank) Manages the editorial process of the Child Support CommuniQué (CSQ) Solicits articles, manages deadlines and authors Focuses on several specific areas:

aWarDs (Scott Cade)Markets and promotes Excellence Awards; reviews submissions; and recommends selection of award winners. Reviews submissions and recommends selection of the President’s Scholarship recipient. Considers and, if appropriate, recommends to the Board candidates for special recognition.

FINaNCe COMMITTee (Steven Golightly, NCSEA Treasurer)Reviews the financial affairs of the Association, investigates and evaluates methods of financing the operation of the Association, invests the funds of the Association.

MeMBershIP COMMITTee (Chuck Hayward, Christa Ballew)Seeks to increase membership through retention of existing members and recruitment of new members through enhanced member benefits.

NOMINaTINg COMMITTee (Scott Cade, Immediate Past President)
