GENERAL REGULATIONSApplies to all Departments

1. Open to any boy or girl regularly enrolled in 4-H Club work or an FFA Chapter in Wayne County, provided such enrollment is on file with the Extension Office or the FFA Chapter.

2. To be eligible to enter a livestock project in the Junior Fair, the entrant must establish membership in a 4-H club by April 1 or FFA Chapter in the preceding school year. Individual clubs or chapters may require earlier membership, but not later. The advisor of the youth group will visit or observe the project at least once before the Junior Fair entry deadline.

3. Eligible youth may be members of both (4-H clubs) and Vocational Agriculture (FFA Chapters) or of either group. In all cases, separate & different projects (also different animals and/or products) must be carried in 4-H and in Vocational Agriculture by a member belonging to both organizations. The following examples will be considered different and separate projects: dairy herd management (cows in production), dairy heifers not freshened, sheep breeding, commercial market lambs, beef breeding, market beef (steers), swine breeding, market hogs, horse production, horse riding, laying flock, broilers, corn, soybeans, wheat, vegetable gardening, strawberries, electricity, woodworking, etc. When showing at fairs or other exhibitions, the same or similar animals and/or products cannot be shown in both organizations even though they may be carried under different projects or programs. To participate in fairs or other exhibitions the following membership statements will apply. Minimum age for the 4-H member is eight years and in third grade as of January 1 of current year. For the maximum age, the member must not have passed his or her 19th birthday on January 1 of the current year. In FFA the member must not have passed his or her 19th birthday on January 1 of the current year to be eligible. Exhibits must be a part of the student’s occupational experience program.

4. The completion of a 4-H project will be considered the interview at still project judging or the interview at Family and Consumer Sciences judging or participation in Wayne County 4-H Skillathon or the Ohio State Fair Skillathon. The completion of an FFA livestock project is participation in Wayne County 4-H Skillathon or the Ohio State Fair Skillathon and Quality Assurance. Participation in project judging must be in Wayne County. These 4-H and FFA completed projects are then eligible for Wayne County Junior Fair participation.

5. All livestock exhibitors must complete Quality Assurance training before August 1. If done outside of Wayne County, proof must be sent to the Extension Office before August 1.

6. 4-H Cloverbuds must exhibit an individual project with their name displayed to receive a premium. There will be no evaluation of these projects.

7. 4-H and FFA members exhibiting livestock in the Junior Fair will receive tickets or a pass admitting exhibitor and their car on the grounds.

8. All livestock exhibits must be left in place until identified release times unless released by a veterinarian certificate and certificate is filed with Junior Fair Office. Sale animals released following sale. No premium will be paid to an exhibitor who removes a project prior to the specified time.

9. All entries must be in the Junior Fair Office by August 1, whether mailed or hand-delivered. Class changes must be made with Junior Fair Secretary. (A class change is not changing from a heifer to a cow class because you brought a different animal – rather, a class change is realizing your rabbit is a doe, not a buck – same animal but wrong class.) Member forfeits premium, but class change will be made.

10. First and second place winners will compete in championship classes at judge’s discretion or as determined under each department.

11. All Junior Fair exhibits will show in a combined 4-H and FFA class.12. Exhibitors in the Junior Fair are not permitted to wear any type of commercial advertisement or names on

their clothing while in the show ring. 4-H or FFA logos permitted.13. No painting permitted in barns without permission of Senior Fair Board.14. Members’ ages in Junior Fair are calculated as of January 1 of current year unless stated otherwise.15. Winners of showmanship classes are eligible to show in the next advanced class, the following year.16. Showmanship Classes will be placed 1-10 & Show Classes from 1-5 unless otherwise stated under individual

departments.17. All bedding must be provided by Junior Fair participants.18. Animals sold at the Junior Fair Sale become the responsibility of the buyer.19. All 4-H/FFA members are expected to exhibit and sell their own animals. Exhibitors must be present to

show in their market or showmanship class to sell. A Jr. Fair exhibitor may substitute for the exhibitor either in one class or in the sale, but not both. Exceptions will be made only for exhibitors who have a medical condition documented with a doctor’s excuse or have conflicting shows.

20. Animals which are ill and/or, in the opinion of the appropriate committee, do not make a good display, may be released from the fair. Health regulations governing Senior Department also apply to all Junior Fair exhibitors.

21. All animals shown in Wayne County Junior Fair market classes (sheep, goat, swine, steer, poultry & rabbit) must be sold at the Junior Fair Auction if requirements have been met. Market animals must be shown in a market class in the exhibition arena to be eligible to sell in the auction. If the animal is ineligible, it will receive turn price.

22. All animals exhibited must have been in the complete possession and continual care of the exhibitor on and after June 1 of the current year. Exceptions: Junior Steers – effective date of ownership is January 1 of current year. Exceptions: does not apply to Rabbit, Chicken, Duck or Turkey Meat Pens. Ownership of an animal will be considered lost if, after June 1 of current year, the animal has been consigned or sold through an auction or any other type transaction, even if the exhibitor “buys back” his animal.

23. The Junior Fair expects courteous and orderly conduct by the exhibitors and their attendants. Harassment, profanity or unsportsmanlike conduct toward Fair officials, judges, show manager, help, exhibitors or animals will not be tolerated. Any violations of this rule would warrant withholding of premiums won and exemption of showing at the Wayne County Junior Fair.

24. Individuals that are currently banned from exhibiting at any county, independent, or State Fair in the United States are not eligible to exhibit at the Wayne County Fair until such ban(s) are expired.

25. Tampering and/or misrepresentation as to breeding, age, ownership and any other irregularity in showing will be considered fraud and deception. Any premiums, trophies, awards or sale money won by such exhibitor will be withheld.

26. Should fraud or deception, and proof, determined by the appropriate committee(s), Junior Fair Liaison Committee and the Wayne County Agricultural Society be discovered after the animal or animals have been shown and prior to the sale, such animal(s) shall not be permitted to sell. The animals placing next in line at the show shall move up. Should violation be discovered after the sale, all sale money shall be returned to the buyer and the animal or carcass shall be returned to the exhibitor. All placings in show will stand. NO animals will move up.

27. When satisfactory evidence has been obtained by the appropriate committee(s), Junior Fair Liaison Committee and the Wayne County Agricultural Society that any of the livestock rules have been violated, the exhibitor and/or exhibitor’s family may be barred from showing in any future Wayne County Fairs. The minimum number of years the exhibitor and/or exhibitor’s family may be barred from showing in any future Wayne County Fair is three (3) years before the right to a review. In case any premium shall have been awarded to animals shown in violation of this rule, the exhibitor will refund all premiums, trophies, awards, ribbons and sale money under such violation. Unless fraud and/or deception are involved, all championship placings stand.

28. Protests must be made in writing, signed by party or parties making protest, and filed with the Junior Fair office by noon of the day following award, accompanied by protest fee of $100.00, which will be retained by the Wayne County Agricultural Society if protest is not sustained. The Junior Fair Liaison Committee shall hear protests with the appropriate committee(s). All protests will be considered at a time set by the Junior Fair Liaison Committee and all parties will be notified. Protest may be made prior to the opening day of the Fair by following the same procedure. Jr. Fair Species Committees and the Building 10 Committee are not required to pay the $100 protest fee when a majority of the committee agrees that a protest should be filed and the committee is the party bringing forward a protest.

29. “Ohio Department of Agriculture (O.D.A.) requires mandatory testing of both urine and tissue samples of all Grand and Reserve Champion animals for hogs, sheep, beef and dairy steers. These Grand and Reserve animals must be sent to designated slaughter house for testing.” O.D.A. also requires the completion of a drug use notification form (DUNF) for market steers, market lambs, market hogs, market dairy steers, market goats, lactating dairy cattle, lactating goats, market rabbits and all market poultry. The DUNF must be filed with the records official prior to the Show in which the animal is entered. If an exhibition animal receives treatment after filing the initial DUNF, an updated DUNF must be filed. Attendance or completion of a quality assurance program by exhibitors is mandatory to exhibit junior market livestock. For Wayne County Junior Fair participation in the Skillathon QA program meets this requirement.

30. Curfew on the fairgrounds is 10:00 p.m.31. Any market animal that dies between weigh-in and the sale, the exhibitor will be reimbursed at turn price

for that day.32. Distribution of exhibitor show numbers and fair passes will be on Tuesday, August 29th and Thursday,

August 31st from 3:00-7:00 p.m., and Friday September 8th, 9:00 a.m.-9:00 p.m., prior to the Fair in the Junior Fair office.

33. Overall Grand & Reserve Grand Champion: Market Goats, Hogs, Lambs, Beef Steers, and Dairy Beef Steers will be housed together in Champions Row. All animals should be moved to the Champions Row at the Direction of the Committee members.

34. Note to Members with Market Livestock: Exhibitors selling their animal(s) at the Junior Fair Sale MUST send a “Thank You” note to the buyer(s). This “Thank You” note is to be delivered to the Wayne County Extension Office beginning the Monday after the fair in a stamped, sealed, and addressed envelope; and no later than one week after the sale. Checks for the sale of market animals will be sent to members only after a “Thank You” note is presented to the Extension Office.

35. The Wayne County Fair Board reserves the right to limit the number of exhibits per exhibitor. The Wayne County Fair Board reserves the right to limit the number of exhibitors. Further, the Fair Board reserves the right to decline or accept any exhibit or exhibitor from entry to the Wayne County Fair for any reason or no reason at all.

HEALTH REQUIREMENTS No livestock need health papers. Animals may be inspected as they are unloaded (varied by department). If

health is questionable, the fair veterinarian will be called and his word is final.

ENTRIES1. Advanced entries will be required for all livestock, Family and Consumer Sciences and still project exhibits.

They must be in the Junior Fair Office no later than August 1, 2017, whether mailed or hand-delivered.2. All exhibits must be in place no later than 9:00 a.m. Saturday, September 10, or earlier and/or other times if

determined by departments to be necessary. Those times are listed in this book.3. Only one entry per member is permitted in a class.

Only 1 premium will be paid for each animal exhibited regardless of the number of classes entered.

If during the fair an animal becomes injured or ill, premiums will still be paid if a veterinarian’s excuse is presented to the Junior Fair Office.

Club/Chapter premium reports will be issued to Organizational Advisors Friday after fair ends. Any dispute of premium amounts must be made within 1 week. Premium checks will be paid no later than 30 days from

the last day of the fair.

All premiums not drawn by the 30th of October of each year will be forfeited to the Wayne County Agricultural Society. This rule will be enforced to the letter.

DAIRY JUDGING CONTESTOn Saturday, September 9th the 43rd Wayne County Junior Fair Dairy Judging Contest will be held. This is open to all 4-H and FFA members. It will be held in the Dairy Coliseum Show Ring, registration starting at 8:00 a.m. and the contest beginning at 8:30 a.m. We will be judging six classes. You will judge in teams and as individuals. A team consists of 4 members who must be present together at the time of registration. These are the divisions:

1. Junior Division – Individual – any member 8th grade or below2. Junior Team – any group of 4 Jr. Fair members 8th grade or below. ($20 – 1st; $10 – 2nd; $5 – 3rd)3. Senior Division Individual – any Jr. Fair member 9th grade and above4. Senior Team – any group of four Jr. Fair members 9th grade and above. ($20 – 1st; $10 – 2nd; $5 – 3rd)5. State judging team members are ineligible. Winners will be announced and awards will be presented at 1:00 p.m. at the Pavilion. Participants must be

present to accept award or will forfeit winnings. Individual awards are: $20 – 1st; $17.50 – 2nd; $15 – 3rd; $12.50 – 4th; $10 – 5th. Cash prizes provided by milkshake trailer profits.

27th ANNUAL DAIRY PRODUCTS AUCTIONWednesday, September 13, the Wayne County Junior Fair Dairy Products Auction will be held in the

Coliseum during the Showmanship classes (approximately 11:30 a.m.).All exhibitors will need to be present in show apparel. Milk, cheese, ice cream and dairy product items will

be available for auction.The money raised from these items will be pooled and divided as follows: a flat fee of no more than $1000.00

will be set aside for youth education activities, dairy youth trip, quiz bowl and judging teams.Grand Champions: $150.00; Reserve Grand Champions: $100.00; Junior Champions: $100.00; Reserve Junior

Champions: $75.00. Remaining money will be divided among all animals exhibited (including champions) at a 2-to-1 ratio (milking cows to dry cows/heifers). If Junior Champion goes on to win Reserve Grand or Grand Champion, they will be paid at the highest level obtained. Animal must be exhibited in the show ring or excused by a veterinarian to receive payment.

All sponsored award and/or auction money recipients must turn in written, signed and unsealed Thank You cards to the committee by the end of the fair to receive auction money. Checks will be witheld if Thank Yous are not turned in.

HERDSMAN AWARDS1. Exhibits judged daily for neatness, cleanliness, and display of a 2016 Dairy Products Auction Buyer

Section No. 506 – OUTSTANDING DAIRY EXHIBITOR – ENTRY REQUIREDExhibitors must enter this contest on their entry form in order to participate!

1. This award will recognize the top individuals who exhibit excellence in several areas of their project. Score will be based on the following criteria: 40% Skillathon Score 40% Showmanship Placing 20% Class Placing (see rule 3 below)2. There will be three age divisions (age as of January 1, current year): Junior (8-10 years), Intermediate (11-13 years), and Senior (14-18 years).3. Each exhibitor will select one animal to be shown in a mixed breed class on Tuesday after the colored breed show is finished. Exhibitors participating must be in their show whites. There will be two classes - one for heifers and one for cows. Cows must be milked out before the start of their class. The placement in this class will be used for the 20% class placing portion of the award – not individual breed class placings.

4. The top three in each age division will be awarded. In addition to these nine winners, there will be an Overall and a Reserve Overall winner that can be from any age division. The Overall and Reserve Overall Exhibitors will not be placed in their respective age divisions. Whichever age group(s) the Overall and Reserve winners come from, the next highest individual will move up in placing.5. 1. All dairy classes shall be placed 1 through 10. Animals will be placed according to type.2. Show whites are required or member will forfeit auction money. No farm shirts.3. Section No. 505 – DAIRY SHOWMANSHIP – ENTRY NOT REQUIREDWednesday, September 13 – 9:00 a.m. • Judge: Jeremy Kohler

The purpose of Dairy Showmanship is to encourage Junior Fair exhibitors to acquire skills and know-how in handling, fitting and grooming of their animals for show.

1. Showmanship classes are open to all 4-H and FFA members exhibiting dairy. All Exhibitors are automatically entered in a showmanship class.2. White clothes for boys and girls are required. Farm shirts are not permitted.3. Showmanship contestants must exhibit their own project animal that was shown in Junior Fair classes by the individual, unless excused by the Dairy Committee. Each contestant must show their own animal but during the course of the contest may be asked by the judge to show some other animal.4. The 4-H and FFA Dairy Committee will divide classes according to the age of members participating in showmanship. Each division will have one winner. Each division winner will participate in champion class and a 1st and 2nd selected as overall winners.5. All sponsored award and/or auction money recipients must turn in written, signed and unsealed Thank You cards to the committee by the end of the fair to receive auction money. 1. Entries in market steer and beef heifer classes are limited to 4-H and FFA members enrolled in a local 4-H Club orFFA Chapter with a steer that was tagged/weighed at the January weigh-in.2. All market steers and beef heifers will be weighed and divided into classes according to weight at the option of the Beef Committee. All breeds will show together by weight classes.3. Up to ten steers in each class will be placed.4. First and second place winners in each steer class will compete for the Division Champion and Reserve Champion. Each Champion & Reserve Division Champion will compete for Grand and Reserve Grand Champion. If the Grand or Reserve Grand Champion steer is a county born and raised steer, he becomes ineligible from showing in the county born and raised show.5. All animals must be shown in the Wayne County Junior Fair market classes must be weighed at the fairgrounds and sold at the Junior Fair Auction. THE MARKET STEER/HEIFER SHOW IS A TERMINAL SHOW.6. Market steers and beef heifers must be on fairgrounds by 10:00 a.m. Friday.7. Market steers and beef heifers will be measured and weighed Friday, September 8, beginning at 4:00 p.m. until 5:30 p.m. Re-weighing at discretion of weight master.8. Owners are responsible for seeing that their animals are measured and weighed. Animals will be weighed at the nearest five pounds.9. Exhibitors must show their own animal if competing in showmanship.10. All market steers and beef heifers shown must be sold at the Junior Fair auction on Thursday, September 14, following the swine sale. A charge will be made to the exhibitor to cover cost of the sale, insurance and beef check- off. Charges will be approximately 3%. Members will have $1.00 deducted for bank charge.11. All animals must be shown at a tag-in in January, a beef committee clinic, a Winter/Spring jackpot or open show, or The Ohio State Fair. Copies of all documentation is due to the Extension Office By August 1st. For safety reasons, unruly animals that cannot be led or shown by the 4- H or FFA exhibitor will be dismissed from the fairgrounds at the discretion of the 4-H & FFA Beef Committee and the approval of the Official fair veterinarian.12. Horns limited to 2 inches (measured on underside).13. Only member, immediate family, Wayne County Junior Fair members and Wayne County 4-H/FFA advisors are allowed to have “hands-on” on steer and breeding beef show day. If this rule is broken, animal will not be eligible to show in the junior fair or sell through the junior fair auction, but will be purchased at the bid price by the holder of the sale bid.14. No twining (including artificial tail/tail head) and no paint or color altering of any kind. Refer to the general rules, numbers 23, 24 & 25.15. Adhesive must be removed from animals after the sale. Exhibitor must remove adhesive or forfeit sale price and only receive the turn price.16. Steer must not have any testicular development.17. For safety reasons all animals must be double tied.18. All animals shown in the Wayne County Junior Fair market classes must be sold at the Junior Fair Auction. THE MARKET STEER AND BEEF HEIFER SHOW IS A TERMINAL SHOW.19. NOTE TO MEMBERS WITH MARKET LIVESTOCK: Exhibitors selling their animal(s) at the Junior Fair Sale MUST send a “Thank You” note to the buyer(s). This “Thank You” note is to be delivered to the EXTENSION OFFICE BEGINNING THE MONDAY AFTER THE FAIR IN A STAMPED, SEALED AND ADDRESSED ENVELOPE, AND NO LATER THAN ONE WEEK AFTER THE SALE. Checks for the sale of market animals will be sent to members only after a “Thank You” note is presented to the Extension Office.20. A rope halter will be provided at the sale to tie your animal after it is sold. DO NOT TIE WITH ANYTHING ELSE OR COST OF HALTER WILL BE DEDUCTED FROM YOUR CHECK.21. There is a pen cleaning policy – refer to August member letter (LINK). Policy is also posted in beef barn. Only mulch is to be used for bedding in steer and overflow barn.22. All buckets and feed pans should be removed after feeding/watering. 23. If an exhibitor has a steer/heifer that dies and they receive a payout of the dead steer/heifer fund, that member is in-eligible to show any other beef project within that same class in Section 510. 24. All steers/heifers will have a DNA sample taken at tag in. The samples will be overseen by and kept at the Extension Office. These sample will not be used unless a protest is filed. A protest must adhere to all proceedings as outlines in general rule 27. Once the protest is made, a current DNA sample will be taken and submitted along with the sample taken at tag-in to a DNA testing facility at the choice of the Liaison Committee or Sr. Fair board.

Section No. 510 – MARKET STEERS/MARKET BEEF HEIFERSExhibitor cannot show both a market steer and a market beef heifer (only one).

Class1 Steers – all beef breeds and crossbreeds. Up to twelve classes sorted by weight: Complete overall Top 10 will be selected2 Steers – Champion born and raised Wayne Co. Steer – all beef breeds and crossbreeds. TO ENTER THIS CLASS YOU MUST ALSO ENTER THE MARKET STEER CLASS ABOVE! Must be born at Wayne Co. residence and raised by a 4-H/FFA member in Wayne Co. Statement with signature of breeder required that identifies calf as being born and raised in Wayne Co. Statement must be turned in at January 17 weigh-in. If there is no statement, member cannot show in this class. Class must be entered on fair entry. Class will be held following champion drive. Beef Steers must enter Class #1 and may also enter Class #2 if steer meets requirements.3 Dairy Breed Market Steers – All finish weights (Dairy Feeders – see Beef Breeding Show). Dairy Breed means both sire and dam are dairy breed. Up to four classes sorted by weight: Overall Top 5 will be selected4 Market Beef Heifer (Division IV) – Bred heifers will not be eligible. Must be a minimum of 5 heifers to hold the class. If less than 5, heifers will show with steers. If animal is county born and raised (meets requirements in Class 2) it can also show in County born and raised class with steers.

Section No. 511 – CARCASS STEERS/HEIFERSClass10 Market Beef Carcass - Limited to beef steer/heifers tagged/weighed at the January weigh-in. Member letter will be mailed with dates and times of live and carcass show. Shows are held prior to the Wayne County Fair.11 Dairy Beef Carcass - Limited to dairy steers with both sire and dame consisting of a dairy breed.

Section No. 512 – OUTSTANDING MARKET EXHIBITOR (OME) - ENTRY REQUIRED

1. The areas of scoring will consist of 40% Skillathon 40% Showmanship 20% Placings of Market 2. The Awards Program will be Tuesday at the start of the Breeding Show.3. Ties will be broken first by Skillathon Scores, secondary by Showmanship class placing and if a tie is still present the Judge will interview the members and break the tie.4. If members competes in both Dairy and Market Steers the highest score will be utilized. Class25 Junior (age 8-10)26 Intermediates (11-13)27 Senior (14-18)

Showmanship Classes follow Champion Born and Raised ClassesIt is suggested that your steer be clean and dry for the show, but adhesives, etc. are discouraged.

All Beef Breeding and Feeder calves must be in place by 5:00 p.m. Breeding beef exhibitors must check in to confirm their entries during market steer/ beef heifer weigh-in between 4 – 6 p.m. in the coliseum.

1. To show in a breed class and compete for breed champion, animal exhibited must be purebred. Exotic breeds must be at least 75% purebred – otherwise show in crossbred class. Each section (breed) will be shown as one class. Less than five entries in a breed division, breed will show in A.O.B.

2. To be eligible for the Junior Fair Feeder Calf Show, the feeder calf ID form must have been turned in to theExtension Office by June 1.

3. All Beef Breeding and Feeder calves must be in by 5:00 p.m. Friday. Feeder calves will be weighed following the steers Friday (approximately 5:30 p.m.)

4. Beef & Dairy Feeders should weigh no more than 650 lbs. Feeders that have not been weighed or weighing more than 650 lbs. will be eligible for show, however, member will not place.

The Junior Fair market show is a terminal show.1. All 4-H/FFA members are expected to exhibit and sell their own hog. Exhibitors must be present to show in their Market or Showmanship class to sell. A Jr. Fair exhibitor may substitute for the exhibitor either in one class or in the sale, but not both. Exceptions will be made only for exhibitors who have a medical condition documented with a doctor’s excuse or have conflicting shows. If no one is present to go through sale in order, Hog will be sold at turn price.2. Drug Use Notification Forms (DUNF), filled out completely, and health papers (if required) must be presented prior to unloading your hog. Refer to the August “Link” for Swine health requirements.3. All market hogs must be barrows – NO gilts.4. Market pigs must weigh 200 pounds and over.5. ONLY market hogs weighing between 200 and 310 pounds will sell through the livestock auction. Hogs weighing under 200 lbs. will NOT show or sell. These hogs will leave the fairgrounds immediately after weigh-in. They will be sold to a local market decided upon by the committee or may be sent to a custom harvesting plant serviced by HMI. Members will not show in showmanship OR market class. Hogs weighing over 310 lbs. will be permitted to show in showmanship and the appropriate market class but will NOT be sold through the Jr. Fair Livestock Auction. Members will receive turn price at a market determined by the committee.6. It is desirable that the market hogs at the Wayne County Fair weigh between 220 and 280 lbs.7. Due to the limited space, 4-H and FFA members taking a market hog project can exhibit only 1 market hog at the fair.8. All animals showing in a market class must be sold at the Junior Fair Auction on Thursday of the fair. A 3% charge to Grand and Reserve Champions, and a $10.00 charge per other head will be made to exhibitors to cover sale costs, bank fee and advertising.9. All swine exhibits must be weighed, tagged and in their pens by 10:00 p.m. on Friday, September 8, 2017. A member, family member, or authorized person must be present to pen the pig after the pig is weighed on Thursday or Friday.10. ABSOLUTELY NO livestock projects are to arrive prior to 4:00 p.m. on Thursday. Check-in hours are 4-10 p.m. on Thursday and 10 a.m. to 10 p.m. on Friday. Projects arriving prior to 4:00 p.m. on Thursday will not be accepted as fair entries. 11. ABSOLUTELY NO decorations or tack are to be tore down or removed from the barn before 6:00 p.m. Thursday. If decorations or tack are removed before the 6:00 p.m. Thursday deadline the entire club/chapter will lose their premiums for their swine projects. 12. NOTE TO MEMBERS WITH MARKET LIVESTOCK: Exhibitors selling their animal(s) at the Junior Fair Sale MUST send a “Thank You” note to the buyer(s). This “Thank You” note is to be delivered to the EXTENSION OFFICE BEGINNING THE MONDAY AFTER THE FAIR IN A STAMPED, SEALED AND ADDRESSED ENVELOPE, AND NO LATER THAN ONE WEEK AFTER THE SALE. Checks for the sale of market animals will be sent to members only after a “Thank You” note is presented to the Extension Office.13. Clubs exhibiting in the swine department will be assigned a time(s) for aisle duty.14. There is a pen cleaning policy – refer to August member letter (Link). Policy is also posted in swine barn.15. Watering systems restricted to a gravity fed system with a 5-gallon maximum capacity per pen.16. No personal/additional fans are permitted in swine barns. Additional ventilation will be provided at the discretion of swine committee.17. Any hog that dies between weigh-in and sale, the exhibitor will be reimbursed at turn price for that day.18. Clipping of market hogs will be allowed at the fair. Electric/corded clippers must be used ONLY in the designated clipping pen. Battery-operated clippers may be used anywhere in the barn.

Purpose of a showmanship contest is to encourage Junior Fair Exhibitors to acquire skills and knowledge in the safe and proper handling of livestock; fitting and grooming their animals for show.

1. Showmanship contests are open to all 4-H and FFA members exhibiting swine.2. Selection will be based on member’s ability to prepare, train and show animals, conformation of animals not considered.3. Age for all classes is determined as of January 1 of the current year.4. Each contestant must fit and show his own animal, but during the course of the contest may be asked by the judge to show some other animal.5. Class20 Wayne County Born and Raised Show 1. All hogs must be farrowed and raised in Wayne County. The swine committee reserves the right to visit the farm of the breeder if he/she is not known by the committee to farrow hogs. 2. Each hog must have an ear notch of #81 in its individual pig number (hog’s left) ear. There can be normal pig numbers represented on the ear as long as the #81 notch is present (#81-107). 3. You must turn in the completed breeder declaration form to the Extension office by June 1. 4. Hogs must have ears notched by June 1. Evidence of fresh ear notch(s) will disqualify a hog from the Born and Raised Show. 5. The ear notch and photo must match the identification provided earlier on the Junior Fair entry and the Breeder Identification forms to be eligible to show in the Wayne County Born and Raised class.21 Market Show

The areas of scoring will consist of a. 40% Skillathon Score for skillathon is actual score out of 100 pts. b. 40% Showmanship Score for placings: 1st – 100 pts; 2nd – 90 pts; 3rd – 80 pts; 4th – 70 pts; 5th – 60pts; anyone not placing, but participated 50pts. Bonus points awarded for Division Champion 10 pts and Reserve Champion 5pts c. 20% Placings of Market 1st – 50 pts; 2nd – 45 pts; 3rd – 40 pts; 4th – 35 pts; 5th – 30pts; anyone not placing, but participated 25 pts 2. GENERAL PROJECT RULES1. Instead of the member meeting, members will receive a flyer via their name tags placed at each assigned pen. 2. All Sheep projects must have a USDA official scrapie ear tag to be allowed to show at the Wayne County Fair. 3. You are not permitted to bring any lamb or sheep to the fair that is NOT going to be shown in a class. 4. Up to 10 lambs will awarded placement and receive a ribbon in each class.5. No blocking and trimming in aisles at any time during the fair. Members are responsible for cleaning area when

done trimming.6. No drench gun unless there is a veterinarian/client relationship and this practice is required for the well- being of the

animal. Also No Muzzles Allowed.7. The restraint of a lamb on a continual or unattended basis in the pen shall not be permitted. After first warning,

repeat offenders will be disqualified.8. Water WILL be available to sheep at all times. After first warning, repeat offenders will be disqualified. 9. All 4-H/FFA members are expected to exhibit and sell their own animals. Exhibitors must be present to show in

their market or showmanship class to sell. A Jr. Fair exhibitor may substitute for the exhibitor either in one class or in the sale, but not both. Exceptions will be made only for exhibitors who have a medical condition documented with a doctor’s excuse or have conflicting shows.

10. Market Lambs and Slick Shorn Wether Type Ewe Lambs and Yearling Ewes will be weighed Saturday, September 10 at 8:00 am. Lambs must be in line by 8:30 a.m. and will be weighed in order as designated by the committee. Exhibitors are responsible for seeing that their animals are weighed. No market lambs can be shown or sold at the auction unless they have been weighed. Due to health concerns, market lambs, slick shorn wether type ewe lambs and yearling ewes must be washed and slick shorn within one week prior to arrival at the fair. Any lamb not found to have an acceptable length of fleece or cleanliness prior to weigh-in will not be allowed to weigh. (The Sheep committee recommends the use of at least a 13-tooth clipper comb.)

11. Any sheep project determined to be exhibiting signs of any contagious diseases, including fungus, at any time during the Fair will be dismissed. Any lamb showing signs of prolapse at any time will also be dismissed.

12. No sheep shall be permitted to leave the Sheep Barn or adjacent designated grooming areas during the show. After first warning, repeat offenders will be disqualified.

13. No sheep will be permitted to leave the designated exercise area during the Fair. For information regarding the designated exercise area see posting at the east side of the center fire wall near show ring. After first warning, repeat offenders will be disqualified.

14. The show order and other necessary instructions for breeding classes, market classes, and other Junior Sheep activities will be posted at the east side of the center fire wall near show ring. Please watch this bulletin board for important announcements during the week.

Section No. 538 – MARKET LAMBS1. Market Lambs are eligible only if tagged at the June tag-in. Only one may be weighed and shown at the fair.2. All Market Lambs must have a USDA official scrapie ear tag at the June tag-in. 3. Lambs weighed in as Market Lambs at the Wayne County Junior Fair may not be shown in any breeding class– Senior or Junior Fair.4. Market Lambs weighing less than 90 pounds will not show or sell. They will be sold to a local market decided upon by the committee. Members will not show in showmanship or market classes. Lambs will leave the Fairgrounds immediately following the weigh-in.5. Market Lambs with any evidence of testicular growth will not be permitted to exhibit and animal(s) will be dismissed from the fairgrounds. 6. All Market Lambs must be bedded with sawdust or mulch.7. All Market Lambs will be shown slick shorn to a uniform length.8. Grand and Reserve Champions are not eligible to participate in the County Born and Raised Class.

9. The Market Lamb classes are TERMINAL SHOW AND SALE. All Market Lambs will be sold on Wednesday evening at the Junior Fair Auction and MUST GO TO A MARKET designated by the Senior Fair Board. Members are still permitted to bring a wether or a ewe lamb for the Market Lamb class.10. All animals shown at the Wayne County Junior Fair market classes must be sold at the Junior Fair Auction. SHEEP BREEDING

1. Members are limited to entries in two breeds. Slick shorn wether type ewe counts as breed. 2. All breeding sheep in purebred classes must have papers available upon request. At the discretion of the sheep committee animals showing mixed breed characteristics will be asked to show in slick shorn market class or be may be dismissed 3. Breeds not listed will show in a designated “All Other Breeds” classes. Each breed has been designated a Section #. When making entry, the Department, Section and Class numbers are all required on the entry form. For example: Southdown Ewe Lamb should be entered as Dept. 24, Section 541.

NOTE: Three or more entries are required to have a Breed Section. If there are only three entries per breed,

those animals will be show combined. Each age class will receive their respective placing. If there are not three entries per breed animals will be shown in All Other Breeds Meat or Wool class. Breeds offered will be

All Goat projects must have a Scrapie Identification tag or tattoo to be allowed to show at the Wayne County Junior Fair.

Check-in time and weigh-in is from 10:00 a.m. to 10:00 p.m., Friday, September 8th, ONLY!

Goats are not to be brought to the Fair prior to Friday at 10:00 a.m. There will be NO Thursday night check-in.

1. To comply with the ODA and the Scrapie Eradication Program: All goats must be ID’ed (market, dairy, and pygmy). All goats must be identified with official USDA ear tag or tattoo. Refer to the Guideline Sheet as to what documentation to bring to the Fair for the Scrapie Program. 2. No bucks or males with testicular tissue for show or on the fairgrounds.3. No goats with horns or scurs longer than 1/2” from the base will be permitted to exhibit at the Fair.4. No spiked or pronged collars of any kind allowed on the fairgrounds.5. One goat per class, per member, except Classes 19, & 48.6. The age of a goat is determined as of September 1 of the current year for all goat classes.7. All classes except wether and market classes are for does only, with the exception that wethers may be shown in showmanship classes.8. Yearlings, which are in milk, will show in the production class.9. Pet wethers are neutered male goats. They may show in Classes 25-31 or 50-54, 60-63 and showmanship.10. No member may exhibit more than three goats.11. Goat classes will be placed from 1 to 10.12. Classes may be divided at the discretion of the committee.13. Meat goats must weigh 50 pounds and not exceed 120 pounds to sell in Junior Fair Sale. Meat goats weighing less than 50 pounds or more than 120 pounds will not show or sell. They will be sold to a local market decided upon by the committee. Members will not show in showmanship or market classes. Market goats will leave the Fairgrounds immediately following the weigh-in.14. Market Goats - Classes 32 and 33. All market goats must be tagged at June tag-in to be eligible. For tracking and loading purposes, all market goats will be housed together in one area.15. All animals shown in Wayne County Junior Fair market classes must be sold at the Junior Fair Auction and MUST GO TO MARKET. MARKET GOAT CLASSES ARE TERMINAL CLASSES. Market Goats will be sold by head, not weight.16. A 3% charge to Grand and Reserve Champions and a $10.00 charge per other head will be made to exhibitors to cover sale costs and advertising.17. NOTE TO MEMBERS WITH MARKET LIVESTOCK: exhibitors selling their animal(s) at the Junior Fair Sale MUST send a “Thank You” note to the buyer(s). This “Thank You” note is to be delivered to the EXTENSION OFFICE BEGINNING THE MONDAY AFTER THE FAIR IN A STAMPED, SEALED AND ADDRESSED ENVELOPE, AND NO LATER THAN ONE WEEK AFTER THE SALE. Checks for the sale of market animals will be sent to members only after a “Thank You” note is presented to the Extension Office.18. All goats must be checked/approved by the goat committee prior to being placed in their fair pens. Check- in is Friday, September 8th, from 10:00 a.m. to 10:00 p.m. Market Goats will be weighed in at Check-in. All goats must be in place by 10:00 p.m. on Friday, September 8, 2017. 19. Order for Goat Show on Saturday, starting at 8:00 a.m.: Showmanship (for both Dairy & Market), Milking Dairy, Dry Dairy, Boer Doe, Pet Wether, Specialty, then the Market Goat classes immediately following the Dairy show but not before 12:00 p.m., then the Utility Classes (which include Harness, Cart and Pack Goat classes) at the end of the show.20. Pygmy goat classes are on Wednesday, September 13, 2017, starting at 8:00 a.m.

21. All Dairy Breeds Showmanship requires the exhibitors to wear all white attire. Boer, Meat Market and Pygmy Goat Showmanship requires exhibitors to be neatly dressed, but DOES NOT require all white attire. Exhibitors in the Junior Fair are not permitted to wear any type of commercial advertisement or names on their clothing while in the show ring.22. No fitting in alleys. It is recommended that dairy and market goats come clipped to the fair.23. There is a pen cleaning policy - refer to August member letter (The Link). Policy is also posted in the barn.24. We suggest that all tack boxes are placed on the back of the pen. Tack boxes that are in the aisle must be in compliance with the State Fire Marshall Regulations.

Class 19 Mother – Daughter – Both animals in this class MUST be shown in another class (excluding Showmanship) by the same exhibitor. You must sign up for this class on your Jr. Fair Entry form. (Please note that no additional premium will be awared for participation in this class.)

Section No. 560 – SPECIALTY CLASSES

Class 24 Specialty Doe - (examples would be Angora and Kiko, not Boer or Dairy Breeds). Doe must be in member’s care and posession by June 1 to show kids born after June 1.

Section No. 561 – UTILITY CLASSES

Goats and exhibitors must participate in the utility classes progressively together. Example: 1st year Pet Wether, 2nd year Pack Goat Class I, 3rd year Pack Goat Class II, and so on – same exhibitor, same goat.

In order to be eligible for any utility class, the goat and child must first show together in class 25. Exhibitors will be given three (3) minutes to complete the course in all Utility Classes.

Class 25 Pet Wether – Wether born after January 1 of current year.Class 26 Harness Wether – Wether in harness but not hitched to cart. Member has to have trained the wether. This class is for second year wether projects who have shown in the pet wether class previously.Class 27 Cart Class – Wether in harness and cart. Member has to have trained the wether. This class is for third year wether projects and beyond who have shown the wether in classes 25 and 26 previously.Class 28 Pack Goat Class I – This class is for a member and a yearling wether who previously completed class 25 the prior year together. First year pack goat project – goat must be halter broke and led with a lead on a halter through a short obstacle course.Class 29 Pack Goat Class II – This class is for two year old wethers. Wether and child must have previously completed class 28 together. Exhibitor will have pack on before entering the obstacle course. Pack will not have weights in it.Class 30 Pack Goat Class III – This class is for three year old wethers. Wether and child must have previously completed class 29 together. Exhibitor will have pack on before entering the obstacle course. Pack will have 20% of the goat’s weight in weight in the pack. These goats MUST be weighed at check-in on Friday.Class 31 Pack Goat Class IV – This class is for four year and older wethers. Wether and child must have previously completed class 30 together. Exhibitor will have pack on before entering the obstacle course. Pack will have 25% of the goat’s weight in weights in the pack. The exhibitor must NOT touch the goat while on course. These goats must be weighed at check-in on Friday.

Section No. 562 – MARKET CLASSESThe market goat classes are TERMINAL SHOW classes. All market goats can be a wether or doe born after January 1 of current year. Market goats will be sold on Wednesday evening at the Junior Fair Auction and MUST GO TO SLAUGHTER. All Goats must be tattooed at June Tagging to be eligible. Only 1 market goat (either Class 32 OR 33) may be shown per member. Classes to be divided by weight. First place in each weight class will return for Champion Market Goat Drive where the top 5 overall goats will be placed. Market goats will be weighed Friday, September 8, 2017 at check-in from 10:00 a.m. to 10:00 p.m.

Class 32 Dairy Market Goat – must be dairy breed wether. Dairy breed means both buck and doe are a dairy breed. (Examples: Alpine, Nubian etc.)Class 33 Meat Market Goat – wether must be a meat breed or meat crossbreed. (Examples: Boer, Boer Crossbreed, Spanish etc.)

All Pygmys must be dehorned. Show order will be showmanship, doe, wether, obstacle course.

Registration is from 6:15 – 6:45 p.m. on the day of the show.1. Contest is open to any Wayne County resident age 5-9 as of January 1 and not a 4-H member. Cloverbuds may participate.2. The participants must use a goat that is already entered at the Wayne County Fair for other exhibition, with the exception of market goats.3. For the event, you may borrow a goat, however, this must be prearranged before registration.4. Any unruly animal will not be allowed in the show ring.5. Ringmen will be available to assist. Parents are asked to remain outside of the show ring.6. This show will be judged based on the showmanship guidelines.7. Show order: 8 and 9 year old class will show first, followed by the classes in decreasing order of age.

1. No stallions may be exhibited except colts under 1 year of age (actual age).2. Any unruly animal will be excused from the show by the steward.3. All animals will show under the following classes: Draft Horse or Pony Horse – over 58” Pony – 58” and under4. All tack must be serviceable, safe and clean. Silver outfits will not count over good, serviceable tack. A maximum size for the tack storage boxes is 48” wide, 38” deep and 58” high.5. Junior Exhibitors – 4-H members 13 years old and under on January 1 of current year. Senior Exhibitors – 4-H members 14 and over on January 1 of current year.6. 4-H horse and pony projects shall be judged on the basis of the member’s ability to train, groom and show the animal disregarding the individual merits of the horse.7. Exhibitors in the Junior Fair are not permitted to wear any type of commercial advertisement or names on their clothing while in the show ring.8. Classes will be divided into equal groups according to age of member if they need to be split. This will be done after entries are in the Junior Fair Office. Each class will be awarded one trophy and 10 ribbons.9. Judging will be based on the recommendations in the publication “Uniform Rules for 4-H Horse Shows,” and Wayne County 4-H Horse Committee By-Laws.10. Each exhibitor may show in only one reining class per project animal (not including freestyle).11. Members will not be excused from school unless they participate in at least one class on that day.12. Members may enter no more than three (3) Dressage classes per horse/rider combination.13. Members who stable equine at the Wayne County Fair and do not show each and every equine in any class will be barred from showing any equine at the Fair the following year and will forfeit their premium.14. Walk-trot classes are open to first and second year exhibitors in this department or others with the Horse Committee’s approval. Members who have previously shown in canter classes are not eligible.15. If entering a class with jumps, indicate on fair entry the level or height of jump.16. A trophy recipient must turn into their advisor in a stamped and addressed envelope a “thank you” note to the trophy sponsor (one note for each trophy received) before premium money will be distributed to the member. This should be done prior to the end of the fair.17. All Rotating Trophy recipients must sign an agreement for the trophy between the recipient and Horse Committee. This agreement is available in the announcer’s booth and must be signed the day the trophy is awarded. ALL ROTATING TROPHIES MUST BE RETURNED BY AUGUST 1 OF THE FOLLOWING YEAR TO THE JUNIOR FAIR OFFICE (located on the fairgrounds), or the Extension Office.18. The following is a listing of Rotating Trophies and their requirements: • Dwight & Bonnie McKee Rotating Trophy: awarded to the winner of the Versatility class • Zimmerman Memorial Rotating Trophy: awarded to the high point contest senior participant in Poles, Barrels and New Stakes Race. In case of a tie, those participants tied for first will rerun the last class offered in the contest show program. Exhibitors showing in Beginner Canter may not cross enter into their age group unless that same class is not offered for the beginner division.23. Members may only show in one western showmanship class per horse/rider combination, except for tenderfoot. Members must enter the division (pleasure/contest) they predominately show in. Entries are subject to final approval by the 4-H Horse committee.24. Contest classes will begin at 10:00 a.m. on Sunday, September 10. Tack inspection will be from 8:30 a.m. to 10 a.m.25. Members be aware of the Body Condition Score requirements in the “Uniform rules for 4-H Horse Shows”. If your horse/pony has a body score less than 4 – you will not be able to exhibit or show your horse/pony at the Fair.26. No person shall alter, in any way change, or attempt to hide the natural markings of a horse by surgery, dye or in any other manner. The horse entered, stalled, and shown at the Wayne County Fair must match, identically in appearance, the horse pictured and described on the horse ID paperwork turned into the Extension Office June 1st of that year. The use of hoof dressing, including dressings that change the color of the feet, is optional and is not considered in judging.27. Ground Roping: any 4-H or FFA member may show in the Ground Roping Class as long as they have completed a 4-H or FFA project of any kind during that 4-H year.28. Only the 4-H member can ride their horse/pony until the completion of Thursday’s show. 29. Exhibitors cannot show the same horse in Ranch Pleasure and Western Pleasure at the same show. 30. Any horse left unattended, stall door must be closed.

1. All poultry projects must be in place by Friday, September 8, at 10:00 p.m. Poultry projects can be checked in between 11:00 a.m. and 10:00 p.m. that Friday.2. Turkeys must come from an approved NPIP hatchery and be accompanied by a dated proof of purchase at fair. Every turkey project MUST be blood tested. Testing for the turkeys will be in early August.3. One chicken per flock of 25 birds MUST be pullorum tested. The test will be administered at no charge to the member. Chickens must pass this test in order to be allowed to exhibit at the fair.4. Entries are to be checked upon arrival and sent home if exhibiting signs of illness or external parasites.5. Animals sent home are disqualified and the participant is not eligible to show in the applicable class.6. All (non-market) Poultry projects must remain in the cage on Thursday from 8:30 p.m. until 9:30 pm (the designated release time for the barn). Animals removed from the Rabbit-Poultry barn before the designated release time without a vet release certificate will forfeit their premium and will not be eligible to exhibit in that project the following year.7. A long sleeved, plain white shirt or white coat is required for showmanship, breed classes and the auction. Exhibitors in the Junior Fair are not permitted to wear any type of commercial advertisements or names on their clothing while in the show ring.8. All Market Poultry projects are REQUIRED to provide a completed Drug Use Notification Form (DUNF) to the Fair. Bring the form to the Fair and turn it in when you check in your animals. Forms will be available at the Skillathons.9. There is a pen cleaning/animal care policy. It will be posted in the August Link 4-H Newsletter.10. Poultry exhibitors can only make one entry per class; however, they are not limited to the number of classes they enter.11. 4-H members are not permitted to bring additional birds into the barn to sell or exhibit after Friday, September 8, at 10:00 p.m. Exhibitors are not permitted to post “For Sale” signs on cages.12. Only Jr Fair animals are permitted to be caged in the Jr Fair section of the barn.13. Only another 4-H member can show and/or hold your poultry project during the show. Cloverbuds are not eligible to show and/or hold your poultry project during the show.14. All 4-H/FFA members are expected to exhibit and sell their own animals. Exhibitors must be present to show in their market or showmanship class to sell. A Jr. Fair exhibitor may substitute for the exhibitor either in one class or in the sale, but not both. Exceptions will be made only for exhibitors who have a medical condition documented with a doctor’s excuse or have conflicting shows.15. Small cage decorations and tack may be tore down and removed before the animal release time (9:30 pm Thursday); however, large hanging signs and decorations that require a stool or ladder to take down must remain in place until after 10:30 pm Thursday or the barn has cleared. Market exhibitors are encouraged to clean their pens and remove supplies any time after animals leave on Wednesday night.

MEAT PENS1. All Market Poultry must be accompanied by a dated proof of purchase or notarized affidavit of hatch date to enter the fair.2. Goose Meat Pens to be from current year’s hatch.3. Meat Pen entries cannot be shown in another class (except showmanship).4. Members may show and sell only two Poultry Meat Pens or one Poultry Meat Pen and a Rabbit Meat Pen. The Poultry Meat Pens are a terminal show and sale. All Poultry Meat Pens will be sold on Wednesday evening at the Junior Fair Auction and Must Go to a Market Designated by the Senior Fair Board.5. All Poultry Meat Pens will sell at the Junior Fair Auction following the Goat and Lamb Auction. The order of sale will be determined by the Junior Rabbit and Poultry committee. Each class will start with the Grand and Reserve Champion, followed by the rest of the pens in that class. Grand and Reserve Champions will be charged a 3% fee while all other exhibitors will be charged a $10 fee to cover banking, sale and advertising costs.6. All Meat Pens will be weighed on Friday at the time of check-in/inspection in poultry barn. Member should be present for weighing.

7. NOTE TO MEMBERS WITH MARKET LIVESTOCK: exhibitors selling their animal(s) at the Junior Fair Sale MUST send a “Thank You” note to the buyer(s). This “Thank You” note is to be delivered to the EXTENSION OFFICE BEGINNING THE MONDAY AFTER THE FAIR IN A STAMPED, SEALED AND ADDRESSED ENVELOPE, AND NO LATER THAN ONE WEEK AFTER THE SALE. Checks for the sale of market animals will be sent to members only after a “Thank You” note is presented to the Extension Office.8. Transportation to the only designated processing plant will be arranged by the Committee and Fair Board. Transportation of product from the processing plant will also be arranged by the Committee and Fair Board, with distribution of product to be announced and provided in written form at the Sale.

Section No. 582 – TURKEYS

Class30 Meat Turkey (1 bird) – Must be hatched between May 15 and June 1 of current year. Champion Class will consist of birds between 15 pounds and 35 pounds at weigh-in. Any turkey weighing less than 15 pounds will not be able to exhibit, and the turkey will be sent home. Animals sent home are disqualified and the participant is NOT eligible to show in the applicable class. Birds over 35 pounds may show but are not eligible for Champion or Reserve Champion.

Section No. 583 – SHOWMANSHIP - ENTRY REQUIRED

1. Showmanship contests are open to all 4-H and FFA members exhibiting poultry. Members must show their poultry in breed or market class to be eligible to show in showmanship.2. Ages for all classes are determined as of January 1 of current year.3. 1. All exhibits may be shown in only one class, except championship and showmanship class or classes designated by the committee. The 4-H project animal must be in the care and possession of the member by JUNE 1 of the current year and remain with the member through the fair. This does not apply to Rabbit Meat Pens - see details below.2. Members are limited to three (3) entries plus a meat pen in the Junior Fair Rabbit Show. In case of excessive entries this number may be reduced at the option of the committee.3. Health certificates (papers) are not required for rabbits. Entries are to be checked upon arrival and sent home if exhibiting signs of illness or external parasites.4. All Rabbit projects must remain in the cage on Thursday from 8:30 p.m. until 9:30 p.m. (the designated release time for the barn). Animals removed from the Rabbit-Poultry barn before the designated time without a vet release certificate will forfeit their premium and will not be eligible to exhibit in that project the following year.5. A long-sleeved, plain white shirt or white coat is required for showmanship, breed classes and the auction.6. There is a pen cleaning/animal care policy, which will be posted in the August Link 4-H Newsletter. 7. All rabbit projects must be in place by Friday, September 8, at 10:00 p.m. Rabbit projects can be checked in between 11:00 a.m. and 10:00 p.m. that Friday. 4-H members are not permitted to bring additional rabbits into the barn to sell or exhibit after Friday, September 8, at 10:00 p.m. Exhibitors are not permitted to post “For Sale” Signs on their cages at the Fair.8. Rabbit breed classes will place 1-5 and Showmanship 1-10.9. Only another 4-H member can show and/or hold your rabbit project during the show. Cloverbuds are not eligible to show and/or hold your rabbit project during the show. 10. Small cage decorations and tack may be tore down and removed before the animal release time (9:30 pm Thursday); however, large hanging signs and decorations that require a stool or ladder to take down must remain in place until after 10:30 pm Thursday or the barn has cleared. Market exhibitors are encouraged to clean their pens and remove supplies any time after animals leave on Wednesday night.11. All Rabbits, excluding market, must have an identification tattoo in their left ear before the time of check in at the fair. All market rabbits will receive a tattoo at check in at the fair.

Section No. 584 – MEAT RABBITSMeat Pens will be weighed on Friday at the time of check-in/inspection in rabbit barn. Exhibitors should be present.1. Meat pens consist of three (3) rabbits that must be of same commercial breed and same variety.2. Born on or after July 1 of current year3. Rabbits in Meat Pens are to be as close as possible to identical weight.4. Rabbits over 5.5 lbs. may show, but are not eligible for Champion or Reserve Champion. Meat pens with any rabbit under 3.5 lbs (individual weight) will not be able to exhibit, and the pen will be sent home. Animals sent home are disqualified and the participant is NOT eligible to show in the applicable class.5. If one rabbit in pen is disqualified, all are disqualified. No substitutions.6. Market rabbits will be tattooed when checked-in.7. Must own or lease mother(s) of pen prior to June 1 and be in the care and possession of the Jr Fair Member8. Members may only show and sell a Rabbit Meat Pen and one other Poultry Meat Pen.9. All Rabbit Meat Pens will sell at the Junior Fair auction Wednesday after the Goat and Lamb Auction, starting with the Grand and Reserve Champion Meat Pens. The Grand and Reserve Champions will be charged a 3% fee while all other exhibitors will be charged a $10 fee to cover banking, sale and advertising costs. The Rabbit Meat Pen class is a terminal show and sale; all will be sold on Wednesday evening at the Junior Fair Auction and must go to a Market Designated by the Senior Fair Board.10. NOTE TO MEMBERS WITH MARKET LIVESTOCK: exhibitors selling their animal(s) at the Junior Fair Sale MUST send a “Thank You” note to the buyer(s). This “Thank You” note is to be delivered to the EXTENSION OFFICE BEGINNING THE MONDAY AFTER THE FAIR IN A STAMPED, SEALED AND ADDRESSED ENVELOPE, AND NO LATER THAN ONE WEEK AFTER THE SALE. Checks for the sale of market animals will be sent to members only after a “Thank You” note is presented to the Extension Office.

11. All Market Rabbit projects are REQUIRED to bring a completed Drug Use Notification Form (DUNF) to the Fair. Bring the form and turn it in when you check in your animals. Forms will be available at the Skillathon.12. Transportation to the only designated processing plant will be arranged by the Committee and Fair Board. Transportation of product from the processing plant will also be arranged by the Committee and Fair Board, with distribution of product to be announced and provided in written form at the Sale. Eight (8) or mor entries are required for a section (i.e. breed). If there are not at least 8 animals in a section, those rabbits will be shown in the respective Commercial or Fancy “Other” section and class. Three (3) or more entries are required for a class (i.e. Junior Buck, Senior Doe, etc.) within a section (breed). If there are not enough animals for a class, they will be combined by age of the animal (i.e. Junior Buck and Doe, etc.). All class breaks and combinations are at the discretion of the committee.

1. Review General Regulations for Junior Fair Livestock Exhibitors.2. Dog Obedience and Showmanship members are required to complete the Skillathon; check with advisor for dates. Review judging options on Guideline sheets.3. For safety reasons, any female dog that appears to be in season and any dogs showing unruly behavior, signs of aggression, or general unsoundness, contagious diseases, or parasites are dismissed from showing and must be immediately removed from the fairgrounds.4. Dog must be on a leash and under control of the 4-H member at all times when on the fairgrounds and stay in the show arena. Exhibitors are to clean up after their own dogs at all events.5. For Showmanship classes it is recommended exhibitors wear dress pants and collared shirts. For Obedience, colored dress jeans or dress pants are appropriate. Inappropriate clothing includes T-shirts, jackets or other apparel with words; shorts; sandals; flip-flops; clogs; high heels; boots or other similar footwear.6. Showmanship collars include a chain or slip collar or martingale-type show lead. Nothing shall hang from the collar. Leashes may be of fabric or leather and long enough for easy handling of dog. Chain leashes and pronged collars/pressure collars are not acceptable.7. Obedience collars include well-fitting plain buckle or slip collars of an appropriate length permitted. Nothing shall hang from the collars. Leashes may be of fabric or leather and should be 6 feet long. Chain leashes and pronged collars/pressure collars are not acceptable.8. The judge may dismiss from the ring any dog exhibiting unsafe or threatening behavior or any member abusing the dog.9. Judges and/or show officials have the right to disqualify any participant exhibiting poor sportsmanship from showing, or from receiving any awards, at any time during the Dog Show, as well as order the removal from the Fairgrounds of anyone showing unsportsmanlike conduct. This is in addition to participants having points deducted from the Sportsmanship category on their score sheets.10. Show committee reserves the right to combine classes. The Dog Show order will be Showmanship, then Obedience, then Rally. Both classes will start with the most advanced then work down to beginners.11. At the dog Skillathon, each fair exhibitor must turn in an 8-1/2” x 11” photo sheet with a 5” x 7” picture of the exhibitor and their animal with name, club, and project(s) title for exhibit at the fair. (Turn your photo sheet in at the dog project book station during Skillathon.)12. In order to exhibit at the fair, each exhibitor must turn in the Dog Identification Form and Vaccination Certificate along with a photo copy of a current 2017 dog license at the Extension Office at 428 W. Liberty Street by 4:00 p.m. on August 1, 2017.

1. Project books are to be completed for each project and brought to judging. 2. FOAM BOARD ARE NOT PERMITTED at the judging events or fair for exhibiting projects. 3. Each club will receive premiums on no more than two group projects. If your club has more than two group projects the members can take the opportunity to be individually judged at the early and late project judging. 4. Welding and woodworking projects – nothing wider than 5 ft. will be permitted to exhibit in the Junior Fair Building. If a project is larger than 5 ft. in width, the member must bring a poster project with pictures for display at the Fair. 5. Poster must be on a regular sheet of poster board measuring 22” x 28”. 6. For project Judging members may bring a paper poster or an e-poster. E-poster Requirements: 1. The member may create the presentation, we are calling an E-poster, within a mainstream presentation software including, but not limited to PowerPoint, Google Slides, or Prezi. 2. The e-poster may not include more than 15 slides or advancements. 3. Members must bring their own device to share the presentation with the judge. Electricity may not be available, please bring a battery powered device. 4. For the Fair displays, members print out their e-poster and attach a reresntation of the slides to a 22” x 28” full-size poster board.

1. This department is open to youth enrolled in an FFA chapter in Wayne County.2. Exhibits will be an educational, showing purposes and goals of the organization.3. Entries must be made through the Junior Fair Secretary. Entry forms will be required for all livestock and FFA exhibits. from 6:00-9:00 p.m. in the FFA Building at the Fairgrounds.Class20 SAE Student Display 1. All FFA members in Wayne County are eligible to develop a display depicting either a job placement, a home improvement, an entrepreneurship, or a research experience. May not include any project being exhibited in any other Jr. Fair Department (20-32). 2. Each exhibit will be labeled to show the name of the student, school and type of experience. 3. The exhibit must be displayed on 22” x 28” poster board. 4. Displays will be graded on the following criteria. Students will recieve an A, B, or C ribbon. 20 points – Originality and creativity within caption of photo. 20 points – Effective portrayal of job placement, home improvement, entrepreneurship or research experience in four to six pictures all the same size. 20 points – Quality and clarity of students’ displays. 40 points – Response to questions/discussions during an interview. Students must bring hard copy of their SAE report. 5. Captions should be 50 words or less per photo. 6. One poster per student. 7. 2017 SEASON/OHIO’S LIVESTOCK HEALTH EXHIBITION RULES901:1-18-01 Chapter’s application.(A) Animals listed in this chapter when moved or imported into Ohio for exhibition purposes only shall comply with the requirements of this chapter and when in compliance with the provisions of this chapter shall, with the exception of rules governing movement and importation of quarantined animals, be exempt from any other rules governing movement within or importation into Ohio.(B) Animals moved within or imported into Ohio for any purpose in addition to exhibition shall meet all movement and import requirements of Chapter 901:1-17 of the Administrative Code.901:1-18-02 Definitions.As used in this chapter:(A) “Exhibition” means any public show of animals which is sponsored by or under the control of an Ohio county or independent agricultural society organized under Chapter 1711. of the Revised Code; or the Ohio state fair; or which is assembled for a period which exceeds thirty-six hours or contains animals of origins other than Ohio.(B) “Certificate of veterinary inspection” means a form from the state of origin which has been issued and completed by a licensed and accredited veterinarian attesting to the health status and identification of an animal listed thereon.(C) “Approved veterinarian” means any licensed and accredited veterinarian approved by the Ohio department of agriculture, or an employee of the Ohio department of agriculture or the United States department of agriculture, animal plant health inspection service, veterinary services.(D) “Licensed and accredited veterinarian” means a person who is licensed by the state of Ohio to practice veterinary medicine and who is certified by the United States department of agriculture, animal plant health inspection service, veterinary services, to be an accredited veterinarian.(E) “Residue” means any poisonous or deleterious pesticide governed by 40 C.F.R. 180, any poisonous or deleterious substance governed by 21 C.F.R. 109.6, or any other substance governed by 21 C.F.R. 556.(F) “Contagious or infectious disease” means any disease, including any foreign animal disease, or vector, capable of transmission by any means from a carrier animal to a human or to another animal and includes dangerously contagious or infectious diseases.(G) “Tuberculosis accredited free herd” is one that has passed at least two consecutive annual negative official tests for tuberculosis in accordance with the “Uniform Methods and Rules - Bovine Tuberculosis Eradication”, and has no other evidence of bovine tuberculosis.901:1-18-03 Exhibitions: sanitation, inspection and records.(A) Each entity sponsoring an exhibition shall have in attendance an approved veterinarian for the duration of the exhibit.(B) Each entity sponsoring an exhibition shall: (1) Immediately, prior to an exhibition and under the direction of the approved veterinarian, thoroughly clean and disinfect each building, pen, stall, ring or other enclosure in which animals are to be quartered for exhibition; (2) Have the approved veterinarian: (a) Examine the certificate of veterinary inspection when required for an animal brought to the exhibition; (b) Inspect within a reasonable time of arrival each animal brought to the exhibit for symptoms of any infectious or contagious diseases; (c) Daily inspect each animal present at the exhibition for symptoms of infectious or contagious disease. (3) Maintain a record for one year from the date of the exhibition of each animal present at the exhibit. The record shall contain the name and address of the owner of each animal and the species and breed of the animal. (4) May order the immediate removal of any animal which in the opinion of the approved veterinarian places other animals at unacceptable risk of disease.(C) An exemption from the requirements of paragraph (B)(1) of this rule may be requested from the department and will be granted when, in the judgment of the department, cleaning and disinfection will serve no purpose. By way of example only, cleaning and disinfection will generally serve no purpose in a newly constructed building that has never been occupied.901:1-18-04 Exhibitors.(A) No person shall present for exhibition or exhibit an animal which he knows or has reason to suspect is affected with or has been exposed to a dangerously contagious or infectious disease or residue.(B) The owner or bailee of an animal with symptoms of an infectious or contagious disease shall, when directed by an exhibition official, the approved veterinarian, or an employee of the Ohio department of agriculture, immediately remove the animal from the exhibition premises.(C) Upon request, each person who presents for exhibition or exhibits an animal, shall make available any certificate of veterinary inspection, registration certificates, vaccination certificate, and other documents to exhibition officials, the approved veterinarian or an employee of the Ohio department of agriculture.(D) Each person who presents for exhibition or exhibits an animal for which a certificate of veterinary inspection

is required by rules 901:1-18-01 to 901:1-18-11 of the Administrative Code shall forward a copy of the certificate of veterinary inspection to the Ohio department of agriculture’s division of animal health.901:1-18-05 Poultry and fowl.(A) All turkeys, chickens and gamebirds moved within or imported into Ohio for exhibition must: (1) Originate directly from a flock or hatchery which is a participant in the national poultry improvement plan for the eradication of disease and be accompanied by documentary evidence that they meet the requirement of this paragraph; or (2) Originate directly from a flock which has had a negative test for pullorum/fowl typhoid disease within twelve months preceding the opening date of exhibition and be accompanied by documentary evidence that they meet the requirement of this paragraph; or (3) Have had a negative test for pullorum/fowl typhoid disease, within ninety days, preceding the opening date of the exhibition and be accompanied by documentary evidence that they meet the requirement of this paragraph; or (4) Be tested for pullorum/fowl typhoid disease upon arrival at the exhibition by a tester approved by the Ohio department of agriculture and found negative.(B) The rapid whole blood test shall not be used to test turkeys for compliance with the requirements of paragraphs (A)(2), (A)(3) and (A)(4) of this rule.(C) Waterfowl, doves and pigeons are exempt from this rule.901:1-18-06 Cattle.(A) Cattle moved within Ohio for exhibition: (1) The animals presented for exhibition must show no symptoms or evidence of an infectious or contagious disease.(B) All cattle imported into Ohio for exhibition must: (1) Be accompanied by a certificate of veterinary inspection issued within thirty days preceding the opening date of the exhibition and be identified with official individual identification; (2) Originate from a tuberculosis-accredited free herd, an accredited free state or zone, or a modified accredited advanced state or zone; (3) If originate from a modified accredited state or zone must comply with rule 901:1-17-03 of the Administrative Code; (4) If originate from an accreditation preparatory or a non-accredited state or zone are prohibited from exhibition; (5) If from a brucellosis class A state or area/zone must be negative to an official brucellosis test within thirty days of the opening date of the exhibition unless: they are under six months of age, steers, or official vaccinates under twenty months of age (dairy) or twenty-four months of age (beef); and (6) If from a brucellosis class B or C state or area/zone must meet all requirements for pre-entry testing as specified in 9 C.F.R. 78.9 and obtain an Ohio permit prior to movement.(C) Cattle from a brucellosis certified free herd or class free state or area/zone are not required to be brucellosis tested.901:1-18-07 Goats.(A) Goats moved within Ohio for exhibition: (1) The animal presented for exhibition must show no symptoms or evidence of an infectious or contagious disease. (2) All sexually intact animals and any wether eighteen months of age and older must be identified with an official identification as defined in rule 901:1-13-04 of the Administrative Code.(B) Goats imported into Ohio for exhibition: (1) Must be accompanied by a certificate of veterinary inspection issued within thirty days preceding the opening date of the exhibition and be identified with official individual identification; and (2) The animal presented for exhibition must show no symptoms or evidence of an infectious or contagious disease; and (3) The owner and the veterinarian must attest to the following statement written on the certificate of veterinary inspection “the goats in this shipment are not known to be under any movement restrictions because of scrapie.” (4) Originate from a tuberculosis accredited free herd as defined in paragraph (G) of rule 901:1-18-02 of the Administrative Code for bovine tuberculosis eradication; or (5) Originate from a bovine accredited free state or zone, or a bovine modified accredited advanced state or zone; or (6) Originate from a bovine modified accredited state or zone must comply with rule 901:1-17-06 of the Administrative Code.(C) If originate from a bovine accreditation preparatory or a bovine non-accredited state or zone are prohibited from exhibition.901:1-18-08 Horses, mules and ponies.(A) Horses, mules and ponies moved within Ohio for exhibition: (1) If not under quarantine and if they are free of any signs of a contagious or infectious disease; and (2) If the animal is twelve months of age or older, the exhibition manager may require that the animal has been tested and classed negative to an official test for equine infectious anemia within twelve months of the opening date of the exhibition.

(B) Horses, mules and ponies imported into Ohio for exhibition: (1) Shall be accompanied by an official certificate of veterinary inspection issued within thirty days of the opening date of the exhibition ; and (2) If the animal is twelve months of age or older, it shall be accompanied by evidence the animal was negative to an official test for equine infectious anemia within twelve months of the opening date of the exhibition; and (3) Upon request by an authorized representative of the Ohio department of agriculture, the person responsible for each animal must make available a chronological list of dates, places and events attended by this animal within thirty days prior to entry into Ohio.901:1-18-09 Sheep.(A) Sheep moved within Ohio for exhibition: (1) The animal presented for exhibition must show no symptoms or evidence of an infectious or contagious disease. (2) All sexually intact animals and any wether eighteen months of age and older must be identified with an official identification as defined in rule 901:1-13-04 of the Administrative Code.(B) Sheep imported into Ohio for exhibition: (1) Must be accompanied by a certificate of veterinary inspection issued within thirty days preceding the exhibition opening date of the exhibition and be identified with official individual identification; and (2) The animal presented for exhibition must show no symptoms or evidence of an infectious or contagious disease; and (3) The owner and the veterinarian must attest to the following statement written on the certificate of veterinary inspection “the sheep in this shipment are not known to be under any movement restrictions because of scrapie.”901:1-18-10 Swine.(A) Swine moved within Ohio for exhibition: (1) The animals presented for exhibition must show no symptoms or evidence of an infectious or contagious disease. (2) Will be exempt from the requirement of a certificate of veterinary inspection if they originate immediately and directly from a pseudorabies stage V area. (3) Swine originating from a pseudorabies stage IV area shall: (a) Be accompanied by a certificate of veterinary inspection issued within thirty days preceding the opening date of the exhibition; and (b) Originate from a pseudorabies qualified herd; or (c) Be negative to an official pseudorabies test within thirty days of the exhibition.(B) Swine imported into Ohio for exhibition: (1) Must be accompanied by a certificate of veterinary inspection issued within thirty days preceding the opening date of the exhibition ; and (a) Originate immediately and directly from a pseudorabies stage V area or an area or country recognized by the United States department of agriculture, animal plant health inspection service, veterinary services as pseudorabies free; or (b) Originate immediately and directly from a pseudorabies stage IV area;and (c) Be negative to an official pseudorabies test within thirty days of the exhibition.
