The Keynote Speech of theMKSF’s Minister

The Ministry for Kosovo Se-curity Force and the Kosovo Security Force, also during this year have continued to be along and in service of the citizens of all communities regardless as well as upon commitment and dedication to successfully respond to all requests and the needs of citi-zens of the Republic of Koso-vo, in emergency and urgent cases, natural disasters and with particular emphasis on supporting the implemen-tation of municipal projects, NGOs, Agencies and citizens indiscriminately.The KSF’s contribution to the communities has been great, including minefield demining, search and res-cue, medical aid, voluntary blood donation, engineering projects, bridge construction, opening and construction of roads, and as well as various support for all citizens of the Republic of Kosovo.The concentration of our hu-man, material and technical capacities to help Kosovo citizens continues to be one of the key priorities of the Ministry for the Security Force, where the receiving, evaluation and coordination address remains the Civil Military Department, its staff in coordination with LFC in order to achieve the foreseen goals.

Precisely, this cooperation of the MKSF/KSF with citizens

has been evaluated by pub-lic opinion and as a result of this, the KSF is ranked as the most trusted institution in the country for many years in a row.We will continue with com-mitment the upgrade and professionalism of the KSF, and we will also commit our-selves that our relations with the citizens of Kosovo to be at the most possible highest level.The Kosovo Security Force with its many activities, commitment and dedicated

work, and full operation-al capabilities based on the current mandate has accom-plished all the planned tasks. Therefore, we are ready that with these existing capacities to be transformed from secu-rity consumers into security providers for our citizens, toward the goal of transfor-mation of the KSF into the Kosovo Armed Forces.

The Keynote Speech of theKSF’s Commander

Undoubtedly, 2017 was a year of KSF’s successes, thanks to your dedication, commitment and profession-alism at all times. During this year we proved that we are a professional, motivated force and ready to support civil authorities and help the citizens of the Republic of Kosovo, regardless and upon of any circumstances.The commitment, dedication and professionalism of the KSF members have made the Kosovo Security Force the most trusted institution in the country for years in a row. The Kosovo Security Force from the beginning has been devoted and committed to be as close as possible to all citizens of the Republic of Kosovo with its professional capacities in order to create a safe environment and im-prove the living conditions for all citizens of the Re-public of Kosovo. Upon the work and commitment of the members, the KSF is wit-nessing every day that it is a professional force, prepared, motivated and in service to all citizens of the Republic of Kosovo.The KSF through the De-partment of Civil-Military Cooperation has carried out dozens of humanitarian and infrastructural projects. These projects included the improvement of road infra-structure, medical services for communities, improve-

ment of school infrastructure and many other projects that have directly impacted on creating a safe environment and facilitating the living conditions to the citizens of the Republic of Kosovo.The KSF will continue to be close to the citizens and con-tribute towards improving the security and living con-ditions to the citizens of the Republic of Kosovo because this is one of the main goals of the Kosovo Security Force.The Kosovo Security Force

will retain its current capa-bilities and will work to up-grade and advance these ca-pabilities. At the same time, the MKSF and KSF have made all preparations for transformation into KAF. Also, the KSF continues to work together with its stra-tegic partners to build up a professional and multiethnic force that will be at the bene-fit to all citizens.

THE CIVIL – MILIARY COOPERATION DURING THE YEAR OF 2017

During 2017, the Department for Civil-Military Cooperation also continued to co-operate, coor-dinate and carry out activities between MKSF and other central and local institutions, assisting all institutions while fulfilling the DCIMIC and KSF mission, in general.Thanks to the tireless work of CIMIC’s staff, MKSF and LFC there have been co-ordinated and implemented projects, support, agreements of cooperation and mutual visits with various insti-tutions, agencies and NGOs, where beneficiaries of this commitment there had been the citizens of the Republic of Kosovo.During this year, the focus was on the KSF ap-proach to communities in general and in particu-lar to the Serb community, implementing a series of projects that directly affect the improvement of citizens’ lives. These results were attributed to MKSF/KSF’s leaders who have supported ideas and CIMIC on projects that have taken place this year.Undoubtedly, a success achieved during this period was a very close cooperation with KFOR in general, and with KFOR CIMIC in particular, which thanks to this cooperation we have also conducted joint engineering projects and other projects as well. These kind of projects and sup-port have been achieved as a result of monthly meetings that DCIMIC has conducted with all KFOR subordinate units operating in Kosovo. Thanks to this commitment and close coopera-tion with local and international partners as well as all citizens indiscriminately in the field of civ-il-military relations management, it has fulfilled the strategic objectives of the Minister and Com-mander of the KSF.

THE COOPERATION AGREEMENTS

The cooperation agreements are part of the Department of Civil-Military Cooperation activities. During the year of 2017 have been signed several cooperation agreements with various institutions , which also have obliged MKSF to provide its assistance in the imple-mentation of projects and in various support.

The cooperation agreements signed:

1. Cooperation agreement between MKSF/KSF and the landowner Mr. Fadil Rashiti, who allows the KSF to conduct FE “Pël-lumbi” on his property, without any ma-terial or financial compensation, from 14-17 April 2017, in the village of Zhegovc of the municipality of Gjilan, on 13.04.2017.

2. Cooperation agreement between private property owners and MKSF for execu-tion of “Summer Camp 2017”, for land use in order to conduct the activities of CUS from 02.06 until 18.06.2017 in vil-lage Zhegovc, Municipality of Gjilan, with the owners: Fadil Rashiti, Rama-dan Qerimi, Halit Rashiti, Sejdi Rashiti, Mejdi Pajaziti, Sabit Ahmeti, Isuf Ne-ziri, Sami Ahmeti and Sadik Qerimi.

3. Cooperation Agreement between the Min-istry for the Kosovo Security Force and the Municipality of Partesh for regulation of road in the village of Pasjan, on 28.06.2017.

4. Cooperation agreement between MKSF and the Faculty of Agriculture and Veter-inary for providing veterinary services to the KSF on 17.07.2017.

COOPERATION AGREEMENT BETWEEN MKSF AND PIA

“ADEM JASHARI”

The Ministry for the Kosovo Security Force has reached a cooperation agreement with Pristi-

na International Airport “Adem Jashari”. On be-half of the Ministry, the agreement was signed by Shkelzen Sylaj, Secretary General of MKSF, and on behalf of Pristina International Airport “Adem Jashari” by Adem Gashi, Director of the Opera-

tions and Maintenance Department. Through this agreement KSF and Limak-PIA have been agreed that special units of the KSF, the Civil Protection Regiment Unit and the Medical Company will respond in emergency cases when Limak-PIA re-quests from the KSF.

THE OPENING AND CONSTRUCTION OF ROADS

During the year of 2017, the Kosovo Security Force through the Civil-Military Department

has supported many institutions, NGOs, munic-ipalities and citizens of the Republic of Kosovo, through the implementation of various projects. The opening, construction and remodeling of roads, with particular emphasis on rural areas, continues to be a major need of citizens through-out the territory of the Republic of Kosovo. The concentration of our human, material and tech-nical capacities to help Kosovo citizens during this year has been one of the key priorities of the Kosovo Security Force. Civic-Military Coopera-tion Department is the first door to receive, eval-uate and implement projects in support of all citi-zens of the Republic of Kosovo, indiscriminately.Thanks to tireless work of the KSF Engineering Battalion and in cooperation with the aforemen-tioned ones, the following projects there have been realized:

SEWAGE ARRANGEMENT AND MANAGEMENT IN SHUSHICË SCHOOL

VILLAGE

Within the framework of our cooperation with KFOR and other international organizations, we have coordinated the realization of the project in the village of Shushicë/Šušica, Gracanica. This

project was identified by KFOR LMT teams and then it was seen as necessary the commitment of the KSF to carry out the works. The project as aforementioned was one day project and was car-ried out from the members of the KSF Engineer-ing Battalion, who have opened the opening of a 30m watercourse, the installation of sewage pipes and the coverage of the watercourse. The Munici-pality of Gracanica has been involved in this proj-ect by providing the pipe. Thanks to this project, the students of this school have the opportunity to play in the yard without the fears that they may be endangered by any eventual illness.

THE EXCAVATING AND LEVELING OF THE FOOTBALL FIELD IN RUNIK / SKENDERAJ

The KSF Engineering Battalion has successfully completed the project of excavating and leveling the football field in the village of Runik, Skender-aj, on which is expected to be built by the Football Club “Përparimi” from Runik village.

Initially this project was identified by LMT of KFOR, which in cooperation with local NGOs and the Municipality of Skenderaj which request-ed from KSF to complete the first phase of this project, and after that KFOR to be committed, and various companies and Municipality of Skender-

aj will finalize the construction of this stadium. The KSF Engineering Battalion from August 21, 2017 to September 27, 2017 has been committed with personnel and engineering equipment and has done a great job accomplishing the demands of residents and all other stake holders thatwere involved in this project.

It is important to be mention that this stadium will be used by Albanians and by Serbs living in that area, and as such the KSF has fulfilled its mission to help citizens.

THE OPENING AND REGULATION OF THE ROAD IN THE VILLAGE PASJAN / PARTESH

THE OPENING OF THE WATERCOURSE INKONJUSHË VILLAGE

Within the scope of the presence of the KSF in the municipalities with minorities living in Kosovo, through the implementation of the projects, KSF through the Engineering Battalion has conduct-ed the project of opening and widening the road 1.5km long in the village of Pasjan / Partesh Mu-nicipality.The beneficiaries of this project were the Serbi-an citizens of this municipality, especially those

of Pasjan village, who have been given access to work their lands. The KSF, in this project has been committed with personnel and engineering equipment, and has done a professional job and with high dedication. Also, the Municipality of Partesh and the Serb residents of this village have been cooperative and have supported the KSF in the execution of this important project to them.

Department of Civil-Military Cooperation to the MKSF and G9 of LFC have coordinated the ac-tivities for realization of the project in the village of Kojushe to Prizren, for opening and regulation of the long watercourse 500m with 1m depth. This project was conducted in October (2017), by members of the KSF Engineering Battalion.

The opening of this watercourse prevents the risk of flooding of waters and the eventual damage to the agricultural crops of Kojuska’s residents.

THE PROJECT/DONATION OF THE KSF, DETAL CHAIR TO THE MUNICIPALITY OF ARTANA

Under the organization of the Department of Civil-Military Cooperation of the MKSF, to Municipality of Artana (Novo Brdo), was donated a dental chair. This donation from the Kosovo Dental Clinic Center was aimed at facilitating the needs of citi-zens of Artana, to enable them to perform some dental services in the ambulance of village. On behalf of the Commander of the KSF, Lieutenant General Rrah-man Rama, Lieutenant Colonel Afrim Veseli, the dental chair was handed over to the Mayor of Artana, Mr.Ivanovic, saying that MKSF is in the service of all citizens of Kosovo and commu-nities indiscriminately.

While the mayor of the Mu-nicipality of Artana, Sevetisl-lav Ivanov, on behalf of all the citizens of the municipality he leads, thanked the KSF for the assistance provided in these

words: “Dentistry chair has been a priority for us, as a very important device for the service of all citizens of this area, espe-cially in the service of children and students “.

THE MEMBERS OF THE “HANDICAP KOSOVA” VISITED THE TRAINING AND DOCTRINE

COMMAND IN FERIZAJ

In order to provide the support to the NGOs and various organizations operating in Kosovo, the Department of Civil-Military Cooperation and the Command of Doctrine and Training in Ferizaj on the occasion of Liberation Day, June 12, hosted the Doctrine and Training Command a team of the non-governmental organization “Handicap Kosova”Colonel Irfete Spahiu and the staff of TRADOC, after welcoming the team of “Handicap Koso-va” to the KSF Doctrine and Training Command, jointly continued their visits to all areas of TRA-DOC in order to familiarize themselves with ac-tivities that were being held in this barracks.

Meanwhile, Ylber Selmani, responsible person for “Handicap Kosova” said that he is very hap-py to be in the KSF barracks with team of the NGO “Handikap KOSOVA”. It is a special emo-tion when we visit the TRADOC barracks on Day of Peace, but even when we see our soldiers in uniforms, this adds to our sense of joy.” He also thanked Colonel Spahiu for the warm recep-tion they found during the visit to the TRADOC premises.

At the end, it was organized a joint lunch of the TRADOC’s Officers and NCOs with the team from “Handicap KOSOVA”.

THE YOUTH CAMP 2017

During the year of 2017, the Department of Civil-Military Cooperation has also continued the tradition of realization of the Youth Camp in the prem-ises of the Training and Doc-trine Command in Ferizaj. This organization is one of the most important activities of the Civ-il-Military Department, where the youth of the Republic of Kosovo were given the oppor-tunity to live the military life for a week at the KSF’s barrack. This activity was organized by the DCIMIC in cooperation with the Minister of Education, which through the Municipal Education Directorates, in all municipalities of Kosovo, se-lects from 2 to 4 pupils from the best and they become part of the Camp that lasts 5 days. The camp was organized from 5 to 9 June 2017, attended by 106 high school students from the municipalities of the Republic of Kosovo. During their stay-ing in the camp, the students,

besides they are being familiar with the military life, were also equipped with knowledge of various topics; Transformation of KLA and KPC, mission, tasks and structure of KSF, civil-mil-itary cooperation in KSF, orien-tation in nature, command in-struction, mine awareness, etc. . They have also gained exten-sive knowledge in the field of search and rescue and provid-ing first aid, as well as carrying out numerous cultural sports

activities.The pupils’ impressions about Camp have been very specif-ic, and most of them have ex-pressed the wish to be part of the KSF in the future, as mil-itary life has affected them to feel more different. Also, the students have highly appreciat-ed the tireless and cordial work of the KSF instructors during the five days of their stay in the “Skenderbeu” barracks in Fer-izaj.

WELCOME RECEPTION OF THE STUDENTS IN THE PREMISES OF THE KSF

The students of the Faculty of Philosophy to the University of Prishtina, the master stud-ies in the studying program of Archive, together with the pro-fessor dr. Haxhi Ferati, visited the Ministry for the Kosovo Se-curity Force, within the course development; History of Koso-vo’s institutions. The visit was

carried out within the frame-work of the cooperation of the Department of CIMIC with the Faculty of Philosophy to the University of Prishtina.During this visit, the students were informed about the de-velopments of the KSF, the mis-sion, structure, capacity, opera-

tions, trainings, planning, and strategic review of the security sector and the transformation process of the Kosovo Security Force into the Armed Forces. Students were also informed of the achieved successes of the KSF; professional development, training, education, as well as cooperation and partnership

built up with NATO member countries and other countries, both regional and international.Also, to students were present-ed the achievements of KSF’s units in various military com-petitions abroad, such as Mace-donia, Croatia, the UK and oth-er countries where KSF units

participated. In the end, stu-dents were briefed on the Stra-tegic Security Sector Review and preparations for transform-ing of the KSF into the Kosovo Armed Forces. The students of the Faculty of Philosophy with highly interest participated in the lecture, as well as they asked many ques-

tions about the future of the KSF, KAF, archive documents management, transparency, ac-cess to official documents, etc. In the end, the students were satisfied with the information they were able to get from the KSF’s officers.

THE ACTIVITY OF THE NGO “PL4Y INTERNATIONAL KOSOVA” IN KSF BARRACK

VOLUNTARY BLLOD DONATION

The Department of the CIMIC within the framework of the cooperation with various na-tional and international with NGOs, this year in cooperation with the French NGO Play In-ternational Kosova, organized the participation of volunteers participating in the activities of the “Sports For Youth” into various cultural and sports events, which were held in the barracks “Skënderbeu” in Fer-izaj. This activity is divided into two phases. The first phase was held on 18 and 19 March 2017, while the second phase on 23 and 24 September 2017.

35 volunteers were partici-pants from Pejë, Skenderaj, Plemetinë, Janjevë, Shtërpcë, Mamushë, Mitrovicë, Kamen-icë and Shtime participated in this organization. At the same time, these volunteers repre-sented 6 communities living

in Kosovo as; Albanian, Roma, Ashkali, Serb, Turkish and Bos-niak.Thanks to the cooperation with the KSF and the use of the bar-racks “Skënderbeu” in Ferizaj, young people from different communities had the opportu-nity to meet and exchange their

experiences and discuss differ-ent topics, such as about the or-ganization of the Day Against Discrimination or Various Sports Activities, including the Organizations “Handikos” and “Kapak” along with students from the Faculty of Physical Education and Sports.

Tradition goes on. It is already known to all cit-izens of the Republic of Kosovo that KSF is of-ficially the largest blood donor for the National Blood Transfusion Center. Normally this is done on a voluntary basis by all members of the KSF, twice a year. Department of Civil-Military Co-operation and Medical Department at MKSF in cooperation with the National Blood Transfusion Center, during the year of 2017 have organized the action for the voluntary blood donation to the all post-bases of the KSF.

During the year of 2017, voluntary blood dona-tion by members of the KSF was conducted in two phases. The first phase was carried out from 16.01.2017 until 24.01.2017, where 568 doses of blood donations were given, while the second phase from 07.08.20174 until 30.08.2017 and 540 doses of blood donations were given.

This activity is of special importance and makes us feel proud, because through the doses of blood donations were given by the members of the KSF voluntarily, we achieve to save lives regardless. At the same time, the KSF through this action ful-fills the mission carried out also its duty to assist and support all citizens of the Republic of Kosovo.

DEMINING’S INSTRUCTORS HELD THE LECTURE FOR THE PUPILS “MINES AND OTHER

UNEXPLODED ORDINANCE” The Kosovo Security Force (KSF), especially the Civil Pro-tection Regiment’s Demining Company (RMC), based on the Action Plan of the Department of Civil-Military Cooperation to the MKSF, in cooperation with the Ministry of Educa-tion, Science and Technology, also this year has conducted a campaign to hold lectures on students’ awareness of the risk of mine and other unexploded explosive devices in primary and secondary schools of the Republic of Kosovo.

According to the Coordination Center for Demining at the Ministry for the Kosovo Se-curity Force, this campaign is aimed at preventing incidents with mines or other unexplod-ed ordnance, as these explosive weapons still continue to hurt Kosovo residents, where from post-war to Kosovo (1999) has lost 116 citizens, while over 459 have lost their limbs and are left

with life-long consequences. The purpose of this campaign is to raise awareness among students and citizens of Koso-vo how to deal with such dan-gerous assets, knowing that citizens, especially children, are curious to touch suspicious ob-jects without realizing the dan-ger which may be threatened by them.According to the Demining In-structor’s assessment, already

the children are now able to recognize the colors, forms and procedures of what they should undertake after seeing a dangerous tool. Most of the stu-dents thanks to these lectures have learned extremely much about the unexploded tools, and we have had cases when they themselves have informed us that they have encountered these tools.

The Kosovo Security Force, under the organiza-tion of the Civil-Military Department, during this year has developed various activities for marking environmental days, such as Earth Day, Environ-ment Day, Water Day, etc. Through the commit-ment of the KSF in these activities, besides carry-ing out concrete work on the cleaning of different places, we have managed to convey a message of awareness to the citizens of Kosovo about the im-portance of the environment in our health.Even during this year, in cooperation with NGO “Let’s do it Kosova”, have been organized the activity for cleaning and collection of wastes throughout the territory of Kosovo, in support of the project “Let’s Clean Kosovo”. In this or-ganized action at the country level, the KSF has participated with engineering equipment and personnel.

Within the numerous activities which were car-ried out by the KSF, a special moment is also the organization of visits and reception of pupils of primary and secondary schools to Kosovo.

Also during this year, many educational institu-

tions have received requests for visits to the KSF premises. CIMIC Department of MKSF and G9 of LFC have coordinated all these visits, welcoming all visitors with dignity and taking care of the various presentations about the KSF’s activities and activities up to at their meals service.

The Department for Civil-Military Coopera-tion in the MKSF, in the framework of cooperation with the institutions of the Republic of Kosovo, has carried out the dona-tion activity of the KSF (blankets, sheets and pillows) for the Serbian Orthodox Church in the Gracanica Monastery.
