Efforts to continually evaluate and improve the quality of the care we provide have consistently placed us among the best healthcare providers in our region and in the nation.

HealthgradesFor a third year in a row Rutland Regional received the top 10% in the nation for Patient Safety from Healthgrades, the leading online resource helping consumers make informed decisions. Healthgrades also honored Rutland Regional with the 2015 Outstanding Patient Experience Award™ and was identified as providing outstanding performance in the delivery of a positive experience for patients during their hospital stay. Healthgrades also named Rutland Regional as “high performing” designations for its clinical performance in Pacemaker Procedures, Prostate Surgery and Total Knee Replacement.

U.S. News & World Report Rutland Regional has been named among the nation’s best hospitals in the U.S. News & World Report Best Hospitals for Common Care. Rutland Regional was rated as High Performing in chronic obstructive pulmonary disease (COPD), heart failure, hip and knee replacement. The ratings evaluate more than 4,500 hospitals nationwide on common inpatient procedures and conditions.

Magnet® RedesignationIn 2015 Rutland Regional was re-designated for a second time as a Magnet hospital, a recognition bestowed by the American Nurses Credentialing Center’s (ANCC) Magnet Recognition Program®. Fewer than twenty percent of healthcare organizations in the U.S. have achieved Magnet status, placing Rutland Regional in the exclusive company of some of the most elite health systems and hospitals in the nation.

Engaging Members of the Community In offering new treatments and defining best care practices, we understand that each patient’s needs are highly personal and, in many ways, unique. We strive to provide the best care to the individual – and to engage patients in choices about their care and health. In 2015, we established the Patient & Family Advisory Council as a way for individuals to work with clinicians and hospital staff as partners to improve the quality and safety of hospital care.

Investing In and Expanding Our Care TeamThe excellent care we provide at Rutland Regional is delivered by talented clinicians working across a variety of disciplines in our hospital and in clinics throughout the community. We place a strong focus on building and expanding our clinical offerings based on the needs of our community. New clinics offered in 2015 include Marble Valley Urology, Marble Valley Eye Care and Rutland Regional Neurology Center.

Promoting Healthy Lifestyles: Get Fit RutlandWe remain focused on preserving health and continue to support healthy initiatives that reinforce Rutland Regional as a center of health, and are proud to spread the word about efforts that are succeeding. Over 250 runners and walkers joined us in our first ever 5k to support community health initiatives.

Volunteers Making a DifferenceMaking a difference in the lives of others is a calling. The incredible volunteer team at Rutland Regional Medical Center reflects the generosity of our wonderful community every day. Close to 370 strong, our volunteers fill many roles in over 38 areas of the hospital.

Our goal has always been to support hospital staff. In recent years, Volunteer Services has grown to not only keep pace, but to embrace the complex, ever-changing healthcare environment where our work is performed. We now not only assist staff in their work, but assist in enhancing the patient and visitor experience from the moment they enter the hospital to the moment they leave.

Arlene Taylor, Volunteer ExtraordinaireFor thirty-five years and twenty-four-thousand hours, Arlene has completed projects and supported staff in literally every department in the hospital. Her attention to detail, dedication, commitment, wonderful institutional memory and perfectionism in her work has made her indispensable to many. Thank you, Arlene, for all the innumerable ways you’ve assisted Rutland Regional in both clinical and nonclinical departments through the years.

Here are just a few words from grateful staff:

“Arlene is so dependable and thorough. When she started in Utilization Management, we told her our needs and she set to work doing what she could to help. She works independently so if we are in a meeting when she arrives, she gathers what she needs and gets to work. She has been such a huge help to us! A team of 172 Courier Volunteers escort and thank patients for using Rutland Regional services upon leaving the hospital.

Surgical Advocate Volunteers are the communication link between the surgical staff and the patient’s family and friends and ensure they receive timely information and assistance as they wait.

The Ambassadors at the Information Desks at the 3 entrances meet and greet all those entering the hospital, and provide information and an escort to those needing assistance. They receive a variety of requests from patient room numbers to confirmation of appointments to floral deliveries. The volunteers you meet at the information desks are knowledgeable and focused on service to their community.

Reviewing a Year of Accomplishments for our Volunteer Services

In addition to overseeing a truly remarkable and talented staff of 367, Volunteer Services leadership along with volunteer leaders have achieved a number of accomplishments and developed several new programs in 2015.

• AD Explainer program – The Advance Directive Explainer program was featured in the current 2016 edition of the American Hospital Association Community Connections: Ideas and Innovations for Hospital Leaders. This novel program also received the NEADHVS (New England Association Directors Healthcare Volunteer Services) 2015 Presidential Award for outstanding Volunteer Program Development. To date, four talented and dedicated volunteers have addressed over 800 referrals to assist the community with their advance directives.

• College of Saint Joseph’s partnership – Each semester Volunteer Services places up to 6 college students who volunteer for community service for their financial aid requirement. They volunteer 50 hours on either the Medical Oncology Unit, teen leader program or the Emergency Department.

• Expansion of Ambassador/Information Desk program to ensure all main hospital entrances have a volunteer presence to meet, greet and assist those entering and exiting the building.

• Medical Oncology Volunteer – This new program was developed to not only support staff on this diverse and challenging nursing unit, but to also enhance the patient’s experience during their hospital stay by visiting and providing an empathetic presence.

• The Janet Martin Memorial Cart – The new complimentary cart is funded by and dedicated to the memory of former volunteer and employee Janet Martin, who supported the hospital her whole life. The cart brings comfort items, a friendly volunteer presence and assistance to patients throughout the hospital.

• Diagnostic Imaging – This new position is similar to the Emergency Department volunteer program. Volunteers support staff with nonclinical tasks but also ensure the patient’s needs are being met through rounding, finding answers to questions and providing a compassionate presence.

• Recruitment, interview, placement and training of 100 new volunteers.

• Direct management of 209 volunteers in Courier and the Information Desks.

Community BenefitsRutland Regional Medical Center’s purpose remains the same in this changing world of healthcare, to help improve the health and well-being of our community, as individuals and as part of the whole.

Our community health needs assessment (CHNA) process is a valuable tool both to identify needs and concerns, and to keep the dialog going between organizations and community members. It allows us to share information, insights, and plans for the future, and to help identify opportunities for collaboration to address identified needs.

CHNAs help guide the planning of hospital programming, including community benefit activities aimed at improving community health. We take into consideration the influence of environment, access to healthcare, healthy

lifestyle choices, and socioeconomic factors and the effect they have individually and collectively on the health status of a community. With our community partners, we consider approaches to community health needs collectively and collaboratively, taking into account the available resources and expertise within our community.

Many projects and programs are working to address needs across our community identified through earlier assessments. During this assessment, in some ways we began to think bigger, and in others we found ourselves more focused on specific issues within a category of interest. For example, we continue to see the shape of need in Rutland County as depicted here, but we are seeing more interest in and emphasis on strengthening the foundation, the culture of our community.

One approach to Community Health Improvement is to support individuals in our community to access needed care. Rutland Regional provides low- and no-cost care for eligible residents through a financial assistance program. The Free Care Provisions (Gross Charges) for 2015 totaled $4,167,120.

The Problem. Vermont has one of the highest rates of asthma in the nation. About 1 in 8 adults (11%) and 1 in 12 children (8%) in Vermont currently have asthma. The Rutland region, a rural part of the state that is home to about 60,000 of Vermont’s 626,000 residents, is particularly impacted by asthma. Compared to the state, rates of asthma in Rutland are similar, however, asthma-related emergency department use is 30% higher and asthma-related hospitalization in Rutland is twice that of the state.

The Solution. Rutland Regional Medical Center is committed to addressing asthma. Over the past decade, we have collaborated with stakeholders from the health care, public health, and education sectors to focus on coordination across sectors, provider knowledge and education, patient education and behaviors, and public health programming to promote asthma management.

Community-based initiatives to improve asthma management within the health system, within schools, and among individuals with asthma are working. Specifically, access to asthma services for children and families through our In-Home Pediatric Asthma Intervention Program has improved the quality of life for more than 90 children over three years. This program provides asthma self-management education, environmental assessment and supplies for trigger management to high-risk pediatric asthma patients. Children with asthma and their families are referred to the program through multiple sources, including Rutland Regional, providers, school nurses and the state Medicaid Program.

Bowse Health Trust

Creating a Healthier Community

The Bowse Health Trust is funding three new programs that will receive up to three years of funding. In nineteen years, the Bowse Health Trust has funded a total of 55 programs, which target residents of all ages in a variety of Rutland County communities. With the additional $275,000 awarded in this round, the Bowse Health Trust has now committed over $4 million to improve the health of the community.

Southwestern Vermont Hoarding Task Force hosted by BROC $100,000

BROC will develop a Task Force that will provide training and education about hoarding, recruit interns and volunteers to assist with de-cluttering, and create a network of supports to address the causes and treatment of hoarding. Hoarding is both a health and property safety issue for those living in and around a cluttered residence. It is estimated that 1 in 50 adults has a serious hoarding problem. Partners in this program include Rutland Mental Health, Southwestern Vermont Council on Aging, Vermont Department of Health, Rutland Housing Authority, Housing Trust of Rutland County and the Vermont Office of Opportunity Weatherization program.

Marble Valley Grows Farm to School Network hosted by the College of St. Joseph $85,616

Marble Valley Grows will work with Rutland County schools to enhance education and access to healthy food choices. The activities will include classroom, community, gardening and food services initiatives. The goal of the program is to impact knowledge and increase use of fresh, nutritious local food. Partners include RAFFL, Food Service providers, Proctor Elementary School, Shrewsbury Institute for Agricultural Education, Northeast Primary School, Christ the King School, Addison County Relocalization Network.

Community Impact Program hosted by Wonderfeet Kids’ Museum $85,616

The museum will provide outreach programs to nine organizations that serve young children. The activities will promote nurturing parenting, father involvement, improved kindergarten

readiness, exposure to STEM (Science, Technology, Engineering, Mathmatics), nutrition and health-related curriculum. The partners of this program will include Prevent Child Abuse Vermont, WIC, Head Start, Eckerd Family Services, Rutland Free Library, Boys and Girls Club, Heritage Family Credit Union.

The Bowse Health Trust was developed in 1996 by Rutland Regional Health Services, the parent company of Rutland Regional Medical Center. The Bowse Health Trust provides seed money to fund projects in the Rutland Region that are aimed at improving the health status of the community. The Bowse Health Trust supports the non-profit community by co-sponsoring an annual Non-Profit Board Training program.

This year marks the 10th anniversary of the program. Over 250 community members have graduated from this program.

The next grant cycle will be announced in April 2016. Grants are awarded on an annual basis. The application information is posted on the Rutland Regional website, www.RRMC.org.

Our sincere thanks to Castleton University and the Women’s Hockey team for their generous contribution in 2015 of $5,000 from the “Pink the Rink” event on January 24, 2015 in support of the Foley Cancer Center Breast Care program. With the 2015 contribution and the team’s outstanding efforts, a total of $39,000 has been raised for the Breast Care program. We are truly grateful for the continued support from Castleton University, and the hard work that the Castleton team, coaches, and parents put into organizing this special event.

Gift Shop & Friends of RRMC Auxiliary

In 2015, the Rutland Health Foundation, a program of Rutland Regional Medical Center, assumed the operational management of the Gift Shop from the non-profit, volunteer driven RRMC Auxiliary.

Since it was established in 1897, the RRMC Auxiliary played a steady and vibrant role in the life of Rutland Regional and our local community. Throughout its history, with funds raised through a thriving Gift Shop, the Auxiliary provided financial support for Rutland Regional and community programs, as well as scholarships to local high school students pursuing a degree in healthcare. In 2015, after much consideration

and thoughtful discussion, the RRMC Auxiliary Board of Directors decided to dissolve the RRMC Auxiliary and shift the management of the Gift Shop to the Rutland Health Foundation.

Rutland Regional will use net proceeds from Gift Shop sales to continue to fund a scholarship program for Rutland County high school graduates pursuing a career in healthcare or related fields. The Auxiliary formed the Friends of the RRMC Auxiliary committee to work with Rutland Regional on the scholarship program and distribution of scholarship funds.

Rutland Regional continues its commitment to our community by using paper that has a post-consumer recycled percentage of 100% for this Annual Report. The paper selected preserves trees for the future, saves wastewater flow, and conserves energy.
