The SLSA Member Protection Policy is a document that all should be familiar with. The policy outlines the legal and ethical responsibilities of all persons involved in surf lifesaving, and outlines the standards SLSA members must uphold.

You have a number of ethical and legal responsibilities to consider. To help you become aware of these responsibilities and to assist you in managing teams in an ethical and legal way, there are a number of policies and resources in this guide to help. These can be viewed via the SLSA Members PortalBroadly, surf lifesaving in any context should provide an environment that provides: • Safety and support • Care and camaraderie • Trust and teamwork • Respect and responsibility • A common sense approach

2.27 SLSA CODE OF BEHAVIOUR2.27.1 General
• (a) SLSA expects all members involved in competition to co-operate to ensure a positivepublic image and to participate in a spirit of goodwill and sportsmanship. Any incidentsor behaviour likely to cause embarrassment or damage to the reputation and/or imageof SLSA or lifesaving competition will be initially managed by the Referee and, asappropriate, referred to a SLSA Disciplinary Committee. Penalties may include censure,expulsion of individuals, teams and/or clubs from competition and/or the competitionvenue and/or other penalties deemed appropriate.
• (b) SLSA expects the highest standard of behaviour of its competitors, officials, andmembers. These expectations are reflected in SLSA’s constitution and in this Manual.
• (c) For the purpose of applying the code of behaviour, the definition of a "team" includesthe actual competitors competing in an individual and/or team event, coaches,assistants, supporters, spectators, etc.

2.27 SLSA CODE OF BEHAVIOUR 2.27.1 General
• (d) Clubs and their team members are required to abide by SLSA rules and/or constitution.Any breaches will be reported to the Referee who may initiate action.
• (e) Team and individual members represent themselves, their club, their sponsors, andSLSA. As such, they shall at all times behave themselves in a proper manner travelling toand from competitions, during competitions and related activities including socialfunctions.
• (f) Unbecoming behaviour by a club and/or its team members is a serious offence and willbe dealt with as such.
• (g) Any action by an individual or team during the course of a race or competition or whichattempts to disrupt or interfere with another individual or team is a serious offence andwill be dealt with as such.
• (h) The general behaviour of all participants will be measured by the following SLSA code offair play:

2.27.2.2 All concerned will:
• Abide by the rules and the spirit of the competition.• Be honest, fair, and ethical in dealing with others.• Be professional in appearance, action, and language.• Resolve conflicts fairly and promptly through established procedures.• Maintain strict impartiality.• Maintain a safe environment for others.• Be respectful and considerate of others.• Be a positive role model.
Role of a Team Manager

The management of a Surf Sports team is an important function that can make the difference between the competitors enjoying a good competition experience, doing their best in an event or even making the start line. It is essential that a positive experience in a team is achieved and that it serves to keep them involved in surf lifesaving. The role requires strong organisational skills, the ability to think on your feet and manage multiple tasks, strong communication skills, and a sound knowledge of competition rules together with a positive attitude and a commitment to succeed. The positive interaction between the team coach, or trainer, support crew including parents is of great importance to the team well being.

case of emergencies • Completion of Working with Children Forms by team members who will
be in contact with Athletes /Supporters under the age of 18 years • Discipline of Team Members

Key Responsibilities of managing a team at an event
• Entries • Equipment • Travel Arrangements • Uniforms • Maintain overall team control whilst team is travelling and competing • Act as an effective liaison between all levels of the team and relevant team
officials. • Take an active role in the selection of quality personnel to fill supporting roles
within the team (e.g. assistant team managers). • Facilitating the writing of a detailed Team Managers report at completion of
the competition or tour. • Act as the lead spokesperson of the team

Depending on the team size, age categories and even disciplines a support team could include:
• Team Manager • Assistant Team Manager • Trainer / first aider • Area Managers • Team Support (gopher) • Team Tent Manager & or Radio coordinator • Club Coach • Specialist coaches (water, boat, board, ski and beach etc)

Risk Management

Safety The provision of a safe environment at all SLSA competitions is paramount. You need to ensure you are familiar with Section 1 of the SLSA Surf Sports Manual that outlines competition safety. During a competition if you as the team manager see something or an athlete mentions something regarding their overall safety you have the responsibility to deliver this information to the competition liaison officer.

As the team manager you will need to organize equipment for use by the support team, this could include; • Tent• Radios• Chargers• Batteries• Sunscreen• Rashies (for board/ski relays etc)• Spare club competition caps• First aid kit• Water bottles

Many clubs will conduct a final meeting with all those involved in Championship events. Much of what we are covering tonight is certainly relevant to share with club members.
End of Competition

At the end of each day it is your responsibility to go through the following lists (you may have additional tasks that will need to be added to the list) and ensure that each task has been followed: • Check all gear has been returned • Follow up treatment on any injuries • Recovery session • Clean up and pack up tent area (including cleaning up rubbish
and litter) • End of day debrief
Fair Play

Fair Play and overall good sporting behaviour cannot be left to chance but requires planned and assertive action. All team managers, competitors, officials and spectators need to role model good sporting behaviour; they must ensure sport is safe and fair for their entire team by having;• Respect for other competitors • Respect for all other team members and support crew • Respect for all officials • Respect the rules • No religious, political or other influences
Media/Photography

• All media/photography personal from clubs MUST be familiar with SLSA Photography Policy (Policy 6.21)
• Each club may only have two media/photography personal taking photos at any one time and must be wearing the allocated vest provided by SLSSA
• The referee may call for a media/photography personal briefing prior to competition at both championships
Child (Under 18) Protection.

Team Managers who work with or have contact with athletes /supporters under the age of eighteen years old have some extra responsibilities and requirements to ensure that the team member they work with are kept safe and protected from harm. Team Managers should have an understanding of child protection, what to do if child abuse is suspected, appropriate behaviour for officials, and how to create an environment where children feel safe and protected.

Youth and risk There are three risk areas that youth encounter: • Taking risks. Some risks can contribute in a positive way,
others relating to lifestyle and leisure time choices could possibly result in physical or mental harm.
• Young people might be at risk due to individual, family or socio-economic factors.
• Youth can also be at risk of failing academically or struggle with moving into employment.

Youth participation • As a team manager, you are able to work with youth to give them
opportunities to identify problems and explore options, to allow them to be part of the decision-making process.
• This could include letting them decide about where to eat, team uniforms and other decisions that the team needs to make.
• The decision-making process needs to be managed to ensure the team is provided with criteria and restrictions to allow them to make effective decisions.
• Youth team members can also be allocated tasks that contribute to the running of the team.

Youth culture • Can you remember what it was like to be a teenager/young adult? • Was there any conflict between you and your parents or older people? • How would the you/your friends in your day respond if you told them
about it, and do you find yourself wanting to respond in the same way? • How did you feel if older people were dismissive of your preferences? • Your approach to youth should accept their culture is different to the
culture you experienced as a youth, while the responses to the questions above might be the same or similar.

2.5.1 Costumes, Dress and Style – 34th Edition SLSA Surf Sports Manual
• (a) Competitors shall wear costumes, clothing or dress as approved by SLSA• (b) A competitor shall be not be permitted to take part in any competition if, in the opinion
of the Referee, the competitor is not properly dressed.• (c) Swimwear to be worn in all SLSA competition (including special events) must comply
with the following standards:• (i) Swimwear worn by males shall not extend above the navel or below the knee.• (ii) Swimwear worn by females shall not cover the neck, shoulders or arms nor• extend below the knees. Two piece swimsuits that conform to this standard may• also be worn.
Faded hi vis vests will not be accepted

Multiple Heats at the Same Time

• Provided that there is sufficient water safety and the conditions allow heats such as board, board relay, iron etc may have two events in the water at any one time. E.g. When the last paddler passes the apex buoy the next heat can start.
• Instructions to the competitors shall be given on the line immediately following the previous heat start.
• Surf race/Surf teams may start when the last competitor reaches waist depth water or has stood up.
Marshalling

• Use the draws provided• Know who is in what event and which heat etc• Withdrawals from events must go through the Marshall, as early as
practical please.• We will monitor withdrawals through the day and if patterns from any
particular club arise the team manager will be required to provide an explanation.
• Additions on the day are only possible:– if they are entered in the carnival– there is space available in the draw
• Reserves for team events will be allocated where available in the order that they appear.
Handlers

• Handlers shall not be considered to be a competitor but shall be required to:
• (i) Be a member of the same club or team as the competitors and be entered at the competition (exemption may be given by the Referee for a member of another club or team to be a Handler provided that the Handler is entered at the competition)
• (ii) Wear a competition cap and abide by hi-vis vest policy.• (iii) Comply with all instructions of the officials• (iv) Make every effort to ensure that they, or the equipment that they are
handling does not impede another competitor, otherwise both their competitor and the Handler may be subject to disqualification.
Rule Clarity

Competing Unfairly • Basic interpretation pacing a runner home,
grabbing/holding/pushing, pushing a board into the path of a competitor at the finish of a race.
• Be aware – the IRBs will be asked to monitor and report any grabbing, pulling or other unwanted behaviour at the cans/out the back. Any competitor undertaking this behaviour will be disqualified and may face further sanction.
Course guidance• No official is to provide guidance as to where to go this includes
going around the turning poles.

SECTION 14 PROTESTS, APPEALS AND DISCIPLINE - 34th Edition SLSA Surf Sports Manual
• Only Area Referee or Carnival Referee can disqualify a competitor.• Where possible both the athlete and team/age manager will be present when a
disqualification is explained.• Remind them that as per the 34th edition surf sports manual they have the right to
protest. – Process and time frames as detailed in Section 14 – Protests, Appeals & Discipline.
• If a protest has been submitted that event can not progress further until the outcome of that protest then the area referee will move onto the next event. The disputed event may be slotted in at the Area referees discretion once the outcome is final.
• Use the Competition Liaison Officer – they are there to support the clubs.

• All protests shall be lodged with the appropriate carnival official in accordance with the procedures set down in the current edition of the SLSA Surf Sports Manual and shall identify the specific sections/clauses in the Surf Sports Manual and or event rules upon which the protest is based
• Protest Forms are available from the marshalling tent• An appeals fee of $110.00 must accompany all protest appeals
when submitted to the Appeals Committee for Adjudication

Marshalling - Juniors

• The carnival will hopefully run to program so please anticipate the area you are in next and be ready to
marshal when requested. • A 20 minute (approx) warning will again be used to start
marshalling and close of 5 minutes prior to start. • Age Managers and Marshals should present to the Area
prepared with competitors, teams and all necessary equipment (including vests and club caps).
• The printed booklet will be used for marshalling
Water Safety Officers

• Are to remain inside the course at all times, IRB’s patrol the outside. Obviously in case of a rescue they will act according to their training.
• Must not touch an individual or their equipment unless they are in the process of assisting them and therefore withdrawing the competitor from the event for their own safety.
• Can not provide coaching or instructions to individuals. I.e. club member or friend.

• May provide consistent encouragement and direction to all competitors on an equal basis.
• Are not permitted to catch waves and certainly not stand up surf or ‘horse around’ whilst performing water safety.
• Please note actions such as retrieving a competitors board for them is considered as competing unfairly and the child will be disqualified.

All Age Managers (and parents) must ensure competitors wear a long sleeve shirt or rash top and broad brimmed hat to marshal and whilst they are not competing. Shade will be available in most Areas and competitors should be encouraged to use this. Access to drinks/water should also be available.
Presentation of Medals

• It is a big deal to the kids and their families• Photo opportunities will be available • Presentation of medals will be conducted at the
conclusion of each event. • Presentation of medals will take place on the beach.• At every available opportunity we will use the PA for
medal presentations. This will not always be possible.

• Shift swaps are accepted but MUST be communicated with officials prior to the championships.

In 2015, the quota that is based on the number of shifts required to be covered by different sized clubs. The below outlines the number of shifts each club must fill• Competitors entered (combined Masters & Opens competitors including late entries) • 20 – 39 min 4 shifts• 40 – 59 min 6 shifts• 60-79 min 8 shifts• 80-99 min 10 shifts• 100+ min 12 shiftsPlease note that minimum number of Powercraft shifts may change and will be finalised after entries close 26th March 2015.
1 shift = 1 IRB driver and 1 crew provided by the rostered club OR 1 shift = 2x RWC drivers provided by the rostered club

The draft powercraft roster will be released by Friday (20th March) after Normal Entries close (Monday 16 March). This roster will be finalised the Friday (3rd April) after Late Entries close (Monday 30 March). The roster will be based on a 3 shift per day system: • Shift 1: 7.00am – 11.00am • Shift 2: 10.30am – 2.30pm • Shift 3: 2.00pm – 5.00pm
Powercraft Briefing

A powercraft briefing will take place at North Kirra at 2:00pm on Friday 10 April 2015, all club powercraft personnel and operators must report in at the IRB compound at North Kirra for this.
Powercraft CompetencyTests

All powercraft operators (both IRB and RWC) will be required to undertake a basic competency test to certify they are competent in all surf conditions and will continue to be assessed throughout the Carnival. Crew deemed not competent may be removed and the club required to find a replacement crew. This competency test (approx 30mins) will take place at North Kirra Beach on: • Saturday 11th April: 7:00am – 10:00am • Sunday 12th April 8:00 - 11:00am
Disqualifications

Transportation of Craft

SLSSA is again taking the truck and towing a ski trailer to the Aussies. There will be limited space available on the truck for reels and tents and if there is the demand and space permits, we may be able to put the board rack on.
