Joe Bontke U.S. Equal Employment Opportunity Commission

Joe is the outreach manager and ombudsman for the Houston District office of U.S. Equal Employment Opportunity Commission. Joe has been in the field of Human Resources & Civil Rights for the past 27 years and has experience in employment law and adult education. With a Bachelor’s in Philosophy and a Master’s in Education, he has been a Human Resources Director, a Train-ing Coordinator for the American Disabilities Act (ADA) Technical Assistance Center for Federal Region VI, was appointed as Assistant Professor at Baylor College of Medicine and recently has been named Chair of the Governors’ Committee for People with Disabilities by Governor Rick Perry.

Using his entertaining style, Joe has educated groups throughout the country and most recently, his work at the EEOC has enabled him to empower employers and employees with the understanding they need to work effectively at their jobs. Joe’s philosophy of education is - that 90% is knowing where to find the information...when you need it.____________________________________________________________________

Cory ChandlerTexas Comptroller of Public Accounts

Cory served as the project manager for “Texas Water Report: Going Deeper for the Solution.” After graduating with a degree in print journalism from Texas Tech University, Cory covered education and politics and served as interim city editor at the Midland Reporter-Telegram, where he won an Associated Press Managing Editors Award for Deadline Writing as well as Hearst News-papers’ Eagle Award. He also covered city and water issues for the Lubbock Avalanche-Journal before joining the Texas Tech Office of Communications and Marketing, where he coordinated public relations for multiple colleges, contributed articles to the university’s research magazine, and was project manager for the launch of Texas Tech’s YouTube EDU partnership.

He was marketing supervisor for the Office of Undergraduate Admissions and communications coordinator for the School of Law, managing public relations and marketing efforts and serving as editor-in-chief for the Sidebar Express E-newsletter and Texas Tech Lawyer magazine. In his current role as project manager for the Comptroller of Public Accounts, Cory oversees publication of reports to the Legislature, businesses and taxpayers.

At Texas Tech, he served as Back to School Fiesta Committee Marketing Taskforce Chair and member of the Raider Red Committee, Arbor Day Committee member, Masked Rider Committee, and President’s Sustainability Taskforce. He has also served on the Boy Scouts of America Public Relations Committee and Midland Chamber of Commerce Education Committee.____________________________________________________________________

Denise V. CheneyBickerstaff Heath Delgado Acosta LLP Fellow, American College of Real Estate Lawyers Board Certified Commercial and Residential Real Estate Law

Denise Cheney is a partner in the law firm of Bickerstaff Heath Delgado Acosta, LLP who specializes in real estate, construction, and purchasing law. She is Board Certified in Commercial and Residential Real Estate Law by the Texas Board of Legal Specialization and is a fellow of the American Academy of Real Estate Lawyers. A large portion of Ms. Cheney’s practice is devoted to the representation of cities, counties, community colleges and other local governmental entities in the purchase of real estate, water rights, and other property, and in the construction of public works projects. Dennis Churchwell South Plains College

Dennis is the Director of Purchasing for South Plains College. He graduated from the University of Texas, Permian Basin with a BBA in Management. Dennis has worked in Public Purchasing for over 20 years.____________________________________________________________________

Emily Deardorff Legislative Budget Board

Emily has been an analyst at the Legislative Budget Board since March 2012 and is currently the budget analyst for the community colleges, higher edu-cation employee’s group insurance, and the Constitutional funds for higher education. Emily graduated from Austin College with a B.A. in Economics and has a Master of Public Affairs from the Lyndon B. Patricia (Pat) DisbrowDallas County Community College District

Pat has served as District Director of Financial Services/Comptroller for Dallas County Community College District for over ten years. In 1998, Pat joined the District as Assistant Comptroller participating in the Colleague accounts receivable module implementation and then briefly assumed the duties of District Budget Director in early 2002. Prior to joining the District, Pat held management positions in the financial services industry. She has a BBA in Accounting from University of North Texas, is a Certified Public Accountant, and has served as board member and officer of both Mesquite Social Ser-vices, Inc. and Historic Mesquite, Inc. Most recently, Pat devotes her efforts to various projects related to her church and family.____________________________________________________________________

Roland GilmerTexas Higher Education Coordinating Board

Roland’s service to the Texas Higher Education Coordinating Board began in July 2009 as a Program Director in the Planning and Accountability Division. He assists in a range of activities for the state, including: review of proposed facilities projects at universities, health-related institutions, and technical and state colleges; maintenance of the CARAT system for Community Colleges for input of their AFR information; coordination of the auditing of space for the universities and technical and state colleges; numerous mandated annual reports; and when the state legislature is in session, coordination and collec-tion of Tuition Revenue Bond requests. Prior to the CB, he served as a Finan-cial Analyst for both AMD and Freescale in Austin for 15 years. He earned his Bachelor of Science degree in Accounting Management from Park University.____________________________________________________________________

Al ErdmanCentral Texas College

Al Erdman brings over 30 years of experience in higher education, private industry and public accounting to Coppin State University. He is currently Deputy Chancellor for Finance and Administration at Central Texas College in Killeen, Texas. With over 84,000 students at 140 locations worldwide, CTC is the largest provider of two years degrees to soldier students and their families. Erdman has spent the last 13 years at community colleges in three states. Prior to entering higher education, Erdman spent 20 years as Corporate Con-troller for Sericol in Kansas City, Missouri, one of 250 worldwide companies owned by Burmah Castrol PLC. Erdman has also worked as a Senior Field Auditor for Deloitte, Director of Accounting for Stimson Lumber, the nation’s largest family-owned lumber company, and began his career as an assistant buyer for the May Company Department Stores in St. Louis, Missouri.____________________________________________________________________

Paul HarrisE&I Consulting Group

Paul Harris is a Senior Consultant with E& I Consulting Group. Paul brings over thirty years of demonstrated success in the areas of strategic sourcing, process improvement, contract management, and organizational change. Prior to joining E&I, Paul held leadership roles as CPO at Pensacola State College, VP Strategic Sourcing with a national GPO, and VP Consulting for a boutique consulting firm.

Lydia A. Huber, MBAVictoria College

Lydia Huber has been the Director of Purchasing for Victoria College since November 2007. She began her career in purchasing as a purchasing assis-tant for the University of Houston-Victoria in 1999. She is responsible for most purchasing, central receiving and the procurement card program currently in place at VC. Lydia earned her MBA in 2009 and is currently an adjunct instruc-tor for VC.____________________________________________________________________

Don Hudson, Ph.D.Texas Association of Community Colleges

Dr. Hudson currently serves as the Vice President of Data and Research at the Texas Association of Community Colleges (TACC). He has worked for TACC since 1995. Dr. Hudson’s expertise is in higher education budget and policy issues. His research has documented the state’s funding of community colleges and he has been involved with the development of state policy fo-cused on student success since Texas became an Achieving the Dream state in 2004. Dr. Hudson served as TACC’s lead staff in the development of the Student Success funding model adopted by the 83rd Texas Legislature (2013).

Prior to his current position at TACC, Dr. Hudson served as Education Policy Specialist for the Texas Senate Research Center. Dr. Hudson was an Assis-tant Professor at Texas State University-San Marcos in the Department of Communication Studies prior to taking the policy specialist’s position with the Texas Senate.

Dr. Hudson holds a Ph.D. in Higher Education Administration from the University of Texas at Austin. Dr. Hudson received his M.A. in Organizational Communication from Texas Tech University and a B.S. in Secondary Educa-tion from New Mexico State University.____________________________________________________________________

Dave JacobsTechKnowledge

Dave is Principal of TechKnowledge and manages all of the firm’s operations. Mr. Jacobs holds a Bachelor of Business Administration from Southern Meth-odist University in Dallas. He has been in the technology industry his entire career and in the consulting business for the past 24 years. In that capacity, he has personally managed some of Texas’ largest healthcare, corporate, and higher education projects, including a $420 Million bond program for Lone

Steven E. JohnsonTexas Association of Community Colleges

Steven has wide-ranging experience serving in leadership roles within higher education policy and administration, state government, and private sector consulting. He has been with the Texas Association of Community Colleges since 2005. As Vice President-Public Affairs at TACC, his responsibilities include coordinating strategic communications and leading public advocacy efforts for the Association. Immediately prior to his present position, Steven was the Director of Student Financial Services at Concordia University Texas.

During the 78th Texas Legislative Session, he served as the Director of Governmental Relations for the Texas Telecommunications Infrastructure Fund Board. From 1994 to 1999, Mr. Johnson was Chief-of-Staff for former State Representative Kenny Marchant and the House Committee on Financial Institutions. Steven has also spent time at several national consulting firms leading efforts at business development, legislative advocacy, and strategic messaging. Mr. Johnson is a Ph.D. Candidate in Educational Leadership and Higher Education at the University of Nebraska – Lincoln. He holds a Master of Public Affairs from the LBJ School at the University of Texas at Austin and Bachelor of Arts in History from Concordia University Texas. ____________________________________________________________________

Gary JohnstoneTexas Higher Education Coordinating Board

Gary’s service to the Texas Higher Education Coordinating Board began in August 2006 as the Deputy Assistant Commissioner in the Planning and Ac-countability Division. He assists in a range of activities for the state, including: development of the funding formulas; review of proposed facilities projects at universities, health-related institutions, and technical and state colleges; maintenance of an accountability system for public higher education institu-tions; P-16 research and evaluation of initiatives; numerous mandated annual reports; and when the state legislature is in session, many ad hoc requests for data and reports.

Prior to the THECB, Gary served as chief business officer at Brazosport College for 22 years. Other financial experience included service at Houston Community College, and a couple of school districts in the Houston area. He earned both a bachelor in business and masters in education administration degrees from the University of Houston and is a certified public accountant.____________________________________________________________________

John KingDallas County Community College District

John is the Director of Risk Management for the Dallas County Community College District. He has worked over 25 years in risk management and insurance including 15 years at DCCCD. He is a Chartered Property Casualty Underwriter (CPCU) and Associate in Risk Management (ARM) through the Insurance Institute of America. He received his BS and MBA from Arkansas State University.____________________________________________________________________

Robert KohlhagenDiversey, Inc.

Rob Kohlhagen has been a leader in the cleaning industry for over 25 years. At Diversey Rob has led development of the world’s first Indoor Air Quali-ty-certified green cleaning program called- Healthy, High Performance Clean-ing. Rob also serves as the Program Director for the HHPC Day Academy, Diversey’s initiative to train and certify Building Service Contractors to the industry’s first comprehensive daytime cleaning enablement program.

Rob has been a frequent speaker at conferences such as IFMA World Workplace, BOMA International, ISSA/InterClean and was awarded the Industry Service Award by the Building Service Contractors Association. In 2008 Rob was certified expert in the ISSA’s Cleaning Industry Management Standard program and has graduated from the U.S. Green Building Council’s LEED Technical Workshop. Rob has a Bachelor’s Degree from the Universi-ty of Illinois and a Master’s Degree from the Kellogg School of Business at Northwestern University. ____________________________________________________________________

Russell LopezAlamo Colleges

Russell Lopez began with the Alamo Colleges in 2010 working in the Student Financial Aid department at San Antonio College. While at SAC he assisted with the development and implementation of various call center, web devel-opment, and communication initiatives. In 2012 he managed the development and launch of the Alamo Colleges Student Financial Aid call center initiative to outsource inbound calls to an external vendor. Based on the success of the Student Financial Aid call center he is currently working with the Vice Chan-cellor for Finance and Administration to expand the initiative into the Admis-sion, Business, and Directory Assistance departments.

Many of the design principles Russell has incorporated into the call center processes include proactive communication and call prevention strategies. These principles also target web strategies and interdepartmental process alignment as support measures to ensure students receive quality information and meet their educational goals.____________________________________________________________________

Diane NovakLone Star College System

Diane is the Associate Vice Chancellor, Accounting at Lone Star College System (LSCS). She has served in this role since 2008. She oversees the sys-tem-wide accounting, general ledger, financial reporting and student financial services functions. Diane serves on the state-wide Texas Higher Education Coordinating Board’s community college financial reporting requirements committee. Diane began her career with LSCS as Internal Auditor in 2005. Prior to working for LSCS, Diane worked for a local CPA firm in The Wood-lands. Before moving to Texas, she served as the Internal Audit Director for the Tennessee Housing Development Agency. Diane began her career with the Tennessee State Auditor’s office as a financial and compliance auditor. She received her bachelor’s degree in Accounting from Murray State Universi-ty and is a licensed Certified Public Accountant. ____________________________________________________________________

Charles “Charlie” OberrenderDirector of Cooperative Purchasing for the Texas Association of Community Colleges, Austin, Texas

Charles oversees the operations of the Texas Community College Coopera-tive Purchasing Network, a cooperative purchasing program dedicated to the unique needs of junior and community colleges in the state of Texas. Prior to joining the Association, Charlie has been involved in municipal and county purchasing, risk management, contract management and procurement card programs for over twenty five years. Charlie became a CPPB in May 1996. He is a charter member of Texas Public Purchasing Association and currently serves as Vice President to the organization. He is also a national member of NIGP. Charlie has taught at several NIGP Forums, JP Morgan Chase Pur-chasing Card workshops, as well as TxPPA, GFOAT, and Lone Star Buyer conferences. He has served on numerous NIGP Forum Quality Control Teams and most recently served on the NIGP Audit Task Force. Charlie is a member of the Fightin’ Texas Aggie Class of ‘83 where he received a bachelor’s degree in Agricultural Economics.

In private life, he is married to the lovely and talented Linda, the father and stepfather to four wonderful children, and resides on the family farm near Needville. He is addicted to country western dancing, a periodic resident of Las Vegas Boulevard, watching rodeo, and enjoys tending his garden, cattle herd and horses. He is currently president of the Fort Bend County Farm Bu-reau and a life member of the Fort Bend County Fair Association.____________________________________________________________________

TACCBO 2013 Annual MeetingJune 14, 2013

The meeting was called to order by President Duane McNaney at 10:52 a.m. on Friday, June 14, 2013. Duane recognized the Victoria College host committee and the president-elect, Josette Shaughnessy for the excellent program.

A motion to approve the minutes of the 2012 TACCBO Business Meeting, as printed in the program, was made by Andra Cantrell and seconded by Fred Scott; motion carried.

The treasurer’s report was given by Jean McSpadden, the TACCBO Treasurer. The Audit Committee, comprised of Steve Williams, Patricia Claxton and Al Erdman, moved to accept that the 2012 financial statements be approved. Since the recommendation came from committee, there was no need for a second motion; motion carried.

Members of the Resolutions Committee, Brenda Claxton, Audra Taylor and Teresa Green, presented the resolution giving thanks to the officers, the host committee, the program sponsors, and the exhibitors. The following retiring members of TACCBO were recognized: Terry Hanson and John Eastman. The Resolution Committee moved to accept the resolution as read. Since the recommendation came from committee, there was no need for a second motion; motion carried.

Keith Blundell discussed the updating of the By-Laws and the Constitution. A review of the current By-Laws and Constitution has been ongoing for the last year. The following are the respective updates:

By-Laws: changed the annual fee due date to September 30; left the definition of membership vague; and added the Past President to the TACCBO Executive Committee.

Constitution: updated the General Statement of Purpose to include “advancement of higher education”; deleted the language regarding associate membership from the Membership and Voting section.

A motion was made by Keith Blundell to amend the By-Laws and Constitution as written. The motion was seconded by Fred Scott; motion carried.

The Nominating Committee, composed of past presidents Keith Blundell, Rick Bender, and Ben Ferrell, presented the following slate of officers for nomination:

There were no nominations from the floor. The Nominating Committee moved to approve the slate of of-ficers as presented. Since the recommendation came from committee, there was no need for a second motion; motion carried.

Josette Shaughnessy took the floor and presented a plaque to Duane McNaney for his outstanding service to TACCBO.

There was no old or new business to discuss. Keith Blundell commented that all of the presentations that had been presented at the summer conference would be put on the website. Jean McSpadden requested any suggestions or ideas for program speakers for the summer conference of 2014 be forwarded her way. John Robertson introduced Ron Cambell, with CCBO (Community College Business Officers) and the chief executive officer of NACAS (Nation Association of College Auxiliary Services). This is the first time we have had a representative from that organization present at our summer conference.

John Robertson moved to adjourn the meeting at 11:22 a.m., seconded by Cindy Gilliam; motion carried.
