The Office of Senior Services is pleased to present the Genesee County Senior Millage2014-2015 Annual Report to the Genesee County Board of Commissioners. Thisreport provides information regarding the 2014-2015 Senior Millage services and thesenior citizens who utilize them. For 2014-2015 the Genesee County Board ofCommissioners awarded contracts totaling just under $6.2 million to area seniorcenters and senior service providers.

2014-2015 Genesee County Senior Centers

There are 15 senior citizen centerslocated throughout Genesee County.Operations are partially or fully fundedwith senior millage funds. In 2014-2015, a total of $2,145,985 of thesenior millage funding was allocated tothese senior centers. Over 15,000seniors utilized the senior centers for awide range of activities includingsocialization, nutrition, education,health, and fitness.

Seniors also use the senior centers forsocial services such as Medicare/Medicaid counseling, the MiCAFE(Michigan’s Coordinated Access toFood for the Elderly) food program,commodities, legal services, veteran’sservices, and the Senior Project FreshProgram.

Adult Day CareMichigan Community Services, Inc.Program description - This program includes seniors who are socially inactive or isolated, in need of personal care and assistance, have memory loss, or have physical limitations that prevent independent living in their home.

Case Management & Referral ServicesAlzheimer’s AssociationProgram description - Provides case management and referral services to Genesee County senior citizens in order to determine what type of supportive services are needed. Referrals are then made to the appropriate local service agencies and a coordinated plan of care is developed for the client at which time the supportive services will begin.

Guardianship and Conservatorshipaudits for the EAP Program Genesee County Probate CourtProgram description - Reviews (audits) the guardianship/conservatorship files of those senior clients who have other individuals overseeing their financial and personal affairs to ensure that all funds are being used appropriately and that the senior is being provided with appropriate care.

Congregate Meals Genesee County Community Action Resource Department (GCCARD)Program description - Nutritious lunches for senior citizens are served in a group setting five days a week at 20 locations throughout Genesee County. One site serves Kosher and Indian meals.

Elder Abuse and Exploitation Prevention (EAP)Office of the Genesee County SheriffProgram description - The EAP team investigates cases of suspected elder abuse, neglect, or financial exploitation, and works with the Prosecutor’s Office to provide the information needed for the Prosecutor to pursue criminal charges and warrants.

Guardianships/ConservatorshipsFamily Service AgencyProgram description - Services include management of a legally incapacitated senior’s estate/finances. They receive and manage benefit payments on behalf of the senior and ensure that the senior is appropriately housed and cared for.

Home Delivered MealsGenesee County Community Action Resource Department (GCCARD)Program description - Provides nutritious home delivered meals to senior citizens who are homebound, unable to obtain food and prepare meals for themselves, and do not have another adult living in the same home who can assist them. Two meals a day for up to seven days per week are provided.

In-Home Personal Care and Minor Chore ServicesFamily Service AgencyProgram description - Provides assistance to senior citizens allowing them to maintain their independence within their home. Services include bathing, dressing, grooming, personal hygiene, transferring, and other assistance. In addition, domestic tasks such as light housekeeping, laundry, and meal preparation are provided.

Legal ServicesLegal Services of Eastern MichiganProgram description – An elder law attorney and paralegals provide legal services, advice, and counseling to seniors. Services will take place in seniors’ homes, at the senior centers, and within nursing homes and/or other long term care facilities.

Prosecuting Services for EAP Program Genesee County Office of the ProsecutorProgram description - Investigates complaints of elder abuse in Genesee County. Issues warrants for those individuals who are accused of neglect or physically/financially taking advantage of senior citizens. They also prepare and present cases of elder abuse at trials.

In Home Respite Care Michigan Community Services, Inc.Program description – Offers services such as basic care, hygiene support, companionship, and activities of daily living to at-risk seniors in their own homes. This enables their family caregiver short-term and time limited breaks. Respite helps sustain family caregiver health and well-being.

Senior Project FRESH/Market FRESHProgram description - This program is sponsored by the U.S. Department of Agriculture, Food and Nutrition Services and supported by the millage. This program allows eligible seniors to receive $20 in coupon vouchers. They can then purchase Michigan-grown fruit, vegetables, herbs, spices, and honey from participating farmers markets and roadside stands.
