PROGRAMS

Requiring, on or before August 1, 2013, the Department of Public Safety and

Correctional Services to report to the Governor and the General Assembly on

the savings it has achieved through the efficient use of resources and how

these savings may be reinvested in proven prisoner reentry programs; and

stating the intent of the General Assembly that the savings be incorporated in

the fiscal year 2015 budget.

Requiring the Procurement Advisor to conduct an examination concerning the

process by which the heads of units and their procurement officers, in

Transportation, and the Attorney General, set specified goals and subgoals for

participation of specified minority groups in State procurement; specifying

factors to be considered during the examination; and requiring a specified

report.

OTHER THAN NATURAL CAUSES

Eliminating immunity from civil liability or criminal penalty for an owner or

seller of real property or the owner’s or seller’s agent who fails to disclose a

homicide, suicide, accidental death, or felony that occurred on a property

offered for sale or lease; and requiring a residential property disclaimer or

disclosure statement to include information of which a vendor has actual

knowledge relating to any death by other than natural causes, such as a

homicide, suicide, or accidental death, that occurred at a property.

for disbursement of the loan proceeds, subject to a requirement that the
