The Ontario Public Service Quarter Century Club (The QCC) is a not-for-profit corporation.

We are funded and mandated by the Ontario Public Service (OPS). Under the terms of a Transfer Payment Agreement (TPA) 2012-2017 signed June 2012 the QCC provides long service rec-ognition to OPS employees who have achieved 20, 25, 30, 35, and 40 plus years of cumulative and continuous service.

Approved by the OPS, the QCC also delivers its own expanded recognition program, at its own expense, to OPS employees with 15 years of cumulative and continuous service.

Who We Are

Recognize and honour long-term commitment, excellence and quality service among current employees and retirees of Ontario’s public sector.

Reinforce the public’s confidence in Ontario’s public sector as a professional, well-trained, non-partisan public service.

Recognize, support, and honour members’ volunteer service to the people of Ontario.

What we’ve accomplished and how we look forward to the future.2013 was an extremely busy year for the QCC. As many of you who attended the 2012 AGM know, we announced that we were entering into a five-year agreement with the province for the QCC to continue to provide long-service recognition to OPS em-ployees who have achieved 20, 25, 30, 35, 40 plus years of service under the terms of a Transfer Payment Agreement (TPA). In addition to the funding provided under the TPA, the QCC raises its own additional revenue by offering the members group rates on products and services of interest to its members.

We have continued to comply with Provincial Government requirements under the TPA by shoring up all perceived and required safeguards and commitments. These safeguards have been to secure QCC member data in our database, firm-up IT security implementations, and put into practice the Provincial and Federal personal information privacy laws to protect our members’ information. Our governance practices have seen prudent and effective upgrades in the area of management administration and decision-making.

The transformation is continuing. We are observing time-lines, updating and enhancing our efforts to provide a safe environment for the information we gather from our members as we look forward to providing our members a long, meaningful membership experience.

GOveRnAnCe Led by director Murray Chitra, assisted by our legal advisor, we updated our by-laws to conform to the new Not-For-Profit Corpo-rations Act. This also called for changes to how we classified our membership which led to the granting of full voting privileges to all our members. We hope this will encourage those mem-bers with less than 25 years of OPS service to participate in QCC membership activities.

FinAnCiAlS Led by director Nick Perera, QCC is working towards establishing strong operational mechanisms to provide a longer term outlook of financial stability for the QCC and improved services to mem-bers. He is overseeing produc-tion of quarterly financial reports which will enhance checks and balances necessary for respon-sible management of QCC’s revenues and expenses.

exPAnDeD ReCOGniTiOn QCC was given approval to add 10 to 14-year service employees to its expanded service recogni-tion program. It will be funded by the QCC similar to the cur-rent 15-year service recognition program. We hope this vibrant employee group will add another dimension to the growth and continuation of the QCC membership.

TRilliUM MAGAzineWe have continued to publish the new Trillium magazine which we launched a year ago. In spite of the somewhat greater financial outlay for its produc-tion, we hope to continue the magazine in this format because we believe our members deserve to receive an attractive, informative magazine that speaks to their needs. If you prefer to read the electronic version instead of the hard copy, do let us know as this would help the environment as well. Articles from our members are greatly welcomed.

QCC WeBSiTeThe Website continues to be improved to keep pace with changing technology and increased use of its services for information and networking. You will see more changes and enhancements in months to come.

GReen AlTeRnATiveSThe QCC continues to move towards green alternatives to save costs and reduce use of paper by encouraging our members to update their information in our database and let us know if they prefer to receive electronic rather than paper mailings. This will also help reduce QCC’s operating costs.

MeDOCThe MEDOC Subcommittee worked closely with Johnson Insurance to maintain the current range of excellent insurance programs for our members. In spite of challenging economic times and increased MEDOC claims, the Johnson/QCC team has continued to hold back premium rate increases for MEDOC policy coverage for our retirees and active members.

QCC OFFiCeIn March 2013, the QCC Office moved from its government location at 880 Bay Street to a new office as an independent tenant at 2 Carlton Street, Suite 620, in downtown Toronto. It is a bright, professional office space that provides a spacious area for our regular board meetings and numerous sub-committee meetings. We are greatly thankful to the Ministry of Government Services for housing our administrative office for the past 60 plus years and the expert help they provided us for our successful relocation. This relocation is a tre-mendous opportunity for the QCC to affect positive changes to management, business performance improvement and momentum as an organization.

ReBRAnDinGOur transformation from working with the provincial government under a Memorandum of Understanding (MOU) to a Transfer Payment Agreement (TPA) recipient as well as our planned membership expansion has challenged us as an organization to look at our branding. We want to make sure it reflects the needs of our retirees as well as our members who are active OPS employees. We hope you will like your new QCC logo which you will be seeing in our corre-spondence and publications.

aChieveMents & Client serviCe

The QCC ReCOGniTiOn BOOk The book was a project we undertook over a number of years. We are very proud that 1,854 OPS employees celebrating their 25-year service milestone in 2013 will be recipients of this commemorative book.

The leGenD OF OPS QUilT A collaborative effort of the QCC and the Provincial Inter-ministerial Councils (PIC) – saw an addition of eight new candidates. The completion took some time but the re-sult was worth the wait. A ceremony to honour the new members unveiled the quilt on permanent display in the Macdonald Block, at Queen’s Park, Toronto. Thank you PIC and the Ontario Police College for managing this project to honour the Legends of the OPS!

2013 MeMBeRShiP TOTAlTotal 20 to 50-year service members recognized in 2013: 5,850

The QCC-PiC PARTneRShiP Has been a source of great pride to the QCC Board. The PIC and the QCC host regional award ceremonies in all four inter-ministerial regions to recognize long-service employees. OPS retirees living in these regions are also invited to attend these events. The QCC held joint meetings with the PIC over the past year to bring just over 600 OPS employees and retired members together for recognition, education, and networking. The QCC Board budgeted $50,000 for the 2012-2013 QCC/PIC events in 6 locations – Thunder Bay, Sault Ste. Marie, Kingston, Oshawa, Barrie and London - with plans to include attendance by more retirees in the future.

I thank our members for supporting me as I continue in my second term as QCC President. I thank our service providers Johnson Inc., Senior Tours, Relocation Services, ListenUp! Canada, Superior Tire and Whitby Toyota for their generous door prizes and their attendance at our 2013 AGM. Thank you, auditor Rob Weier from Crawford Smith & Swallow who presented our Financial Reports and respond to questions from our members, and our legal counsel victoria Prince, Borden ladner Gervais, llP for your services and presence at these meetings. I also thank representatives from Consumer Protection Branch, Senior Secretariat, Great West life and MGS Benefits Branch for taking time from their busy work schedules to be available to our members, provide informa-tion and answer general questions.

Edwin Harrigan, Benefits Policy, MGS, advised us that there were no changes to report on employee/retiree benefits as the OPSEU collective agreement stands in the year 2013. Questions from our AGM attendees were graciously responded to by edwin, elizabeth Whalley and Tom Rouse of Great West Life.

Mark henry from the Ontario Pension Board and Dani Goraichy from OPSeU Pension Trust continue to offer their presence and respond to inquiries from our members. We thank you on behalf of our members. Details regarding the status of OPB and OPTrust plans are made available on-line in their 2012 annual reports.

I particularly want to thank vic Pakalnis for his hard work and enthusiasm during his tenure on the Board. Last but not least, thank you QCC administrative staff for the work you perform behind the scenes year after year on behalf of our members and for the support you continue to give me.

I will continue to work very closely with the QCC Board of Directors and the General Manager, Glenn Semple, to set a strategic course to ensure that the QCC will continue to meet its member needs in a dynamic and meaningful way while remaining stable and sustainable as an organization in these challenging times.

Our Board Members are selected for their dedication to the future of the QCC. Their experience, expertise and just hard work continue to shape the QCC’s changing obligations and com-mitments towards all stakeholders. QCC’s governing principles are observed and annotated by their partici-pation at Board meetings and the various sub-committee and ad hoc meetings they voluntarily attend or participate in via teleconference.
