2015 was a transformative year for the North Louisiana Economic Partnership (NLEP). From newprograms to new team members, NLEP took a great leap forward in achieving our vision of makingNorth Louisiana a destination for high quality talent, innovative companies, and global investment.

During 2015, NLEP implemented the first year of its five-year strategic plan, launching a re-engineeredworkforce development and talent recruitment program called Top Skills.

As you may know, NLEP’s strategic plan identified new goals and target sectors for our economicdevelopment program. Based on the region’s unique assets, existing employers, and workforce, NLEP

has developed a strategy for attracting and growing our target market sectors in advancedmanufacturing, professional services, and information technology sectors leveraging North Louisiana’s

competitive advantages. Toward that end, NLEP created two new positions to focus on recruitingcompanies from those sectors. Partnering with CenturyLink, NLEP hired Alberta Green as our newDirector of Information Technology Initiatives to foster North Louisiana’s emerging innovation and

technology corridor. NLEP also partnered withthe Parish of Caddo to hire Zazell Dudley,

Director of Business Development, toenhance our business recruitment and site

development efforts in that parish.

NLEP’s professionalism and expertise wererecognized in 2015 when NLEP became an

Accredited Economic DevelopmentOrganization (AEDO), as designated by theInternational Economic Development Council(IEDC), the largest membership associationfor economic and community development

professionals in the world. We are one of only45 economic development organizations inNorth America to receive this designation.Earning the AEDO designation means NLEPhas attained a high level of excellence among

economic development organizations.

As part of NLEP’s commitment to accountability to our investors and stakeholders, our progress ismeasured each year against metrics and goals set out by our strategic plan. TIP Strategies, based in

Austin, TX which helped develop the NLEP strategic plan, will provide an annual review of our organization.

Transparency and accountability to our 180 investors are guiding principles of NLEP. NLEP’s five-year(2012-2016) capital campaign called “Regionalism Works” will culminate in 2016 with some of thebest economic impact to date. Leveraging the first four years of funding provided by the Regionalism

Works campaign, NLEP helped companies create more than 4,600 new direct jobs and generatemore than $1.3 billion in direct capital investment in North Louisiana. We expect the next five yearswill only get better as North Louisiana builds on that growth and momentum created by our initialRegionalism Works capital campaign. In 2016, NLEP will be launching its new capital development

campaign called “Regionalism Works 2.0: Regionalism = Results” to fund the next five years ofprogress. Invest in NLEP for tangible progress in our region; our first five years have shown us that

our approach to regionalism is not only working, it is yielding the kinds of results that will propel North Louisiana forward.

OUR MISSION

North Louisiana Economic Partnership, an Accredited EconomicDevelopment Organization, provides professional economic developmentservices to the 14-parish region of North Louisiana, including leadgeneration and prospect management.

The organization also represents the interests of North Louisiana with aunified voice and as a single point of contact. It acts as a catalyst, convener,and connector in the region to ensure that North Louisiana’s economicdevelopment potential is realized.

NLEP is a 501(c)(3) nonprofit economic development organization supportedby investments from public and private companies, individuals, foundations,and municipalities.

TOP ACCOMPLISHMENTS

North Louisiana Economic Partnership (NLEP) recruits newbusinesses to the 14 North Louisiana parishes it serves andhelps existing companies to expand.

In 2015, NLEP and its partners successfully completed fournew economic development projects, which could potentiallygenerate up to 462 new jobs and up to $41.4 million in capitalinvestment.

NLEP worked 73 projects in 2015; 39 of those were newprojects. At the end of 2015, 28 remained open and active inour prospect pipeline. The cumulative economic impact of allprojects in our prospect pipeline is up to 30,683 new jobs andup to $7.5 billion in capital investment.

Since 2012, under the current Regionalism Works CapitalCampaign, NLEP helped companies generate 4,620 new jobsand more than $1.3 billion in capital investment.

BUSINESS RETENTION &EXPANSION (BRE)

The NLEP knows that to be successful at attracting newemployers to our region, we have to ensure our existingemployers’ needs are also met. Our existing companies shouldview North Louisiana as a positive environment in which tooperate their business. To ensure that North Louisiana’sbusiness climate continues to nurture business growth, NLEPBusiness Retention & Expansion program visits with existingemployers to identify at-risk companies and community issues,and to offer assistance.

Using metrics we’ve developed in conjunction with our regionaland state partners to identify and prioritize business visits,

NLEP has partnered with several local economicdevelopment partners. They assist us inmaking regular visits to employers tounderstand how their companies areperforming, learn about any issues oropportunities they may be facing, andshare any resources offered by NLEP

or our city, parish or state partners.

During 2015, NLEP staff membersand partners visited 49 companiesrepresenting 11,698 jobs. The

majority of the companies were positiveabout their business growth and

opportunities. However, the decline of energyprices in the last half of 2015 did impact the outlook ofcompanies closely tied to the energy industry. Employers alsonoted recruiting a skilled workforce as a critical need. NLEPworks very closely with our workforce development and highereducation partners to connect them to employers or toidentify the critical skill needs for which training does not existin our region.

MARKETING THE TOP OF LOUISIANA

TOP COMPANIES CHOOSE THE TOP OF LOUISIANANLEP markets the region to both internal and external audiences to generate leads, enhance theregion’s image and keep North Louisiana top of mind for key influencers. In order to attract and retaincompanies in our region, NLEP promotes North Louisiana to C-suite executives, site selectors,journalists and other influencers through advertising, news coverage, social and online media,conventions, trade shows, recruitment trips, and networking. From the Site Selectors Guild AnnualConvention in Puerto Rico to the International Economic Development Council’s Annual Convention inAlaska, we’ve travelled the world to continue to tell North Louisiana’s story.

You have to experience North Louisiana firsthand to understand what makes our region great. In May2015, NLEP brought five site selectors to tour part of our region and to learn more about our sites andcompetitive advantages.

In November 2015, NLEP held a recruitment trip to Atlanta, GA and Greenville, S.C. to promote ourregion. We met with 35 site selectors, real estate brokers, journalists, and executives in a series ofone-on-one meetings, and at a luncheon and evening reception.

MARKETING NORTH LOUISIANAEvery time our brand is seen or heard, we make an impression. In marketing, we call this a mediaimpression. In 2015, NLEP generated a total of nearly 212 million media impressions through paidmedia (advertising), owned media (website and social sites), and earned media (news coverage).

Our website, nlep.org, serves as the front door for North Louisiana to the rest of the world. To makethe best first impression, we redesigned our website in 2015, enhancing our branding and streamliningour content so users can find the information they need faster. Our Google Analytics reporting shows a16% increase in page views after the launch of our newly redesigned website in July 2015 throughDecember 2015 as compared to the same period in 2014.

NLEP Marketing has worked for the last two years on a branding initiative to rebrand a four-parishregion around the Monroe market in order to recruit and retain a workforce. The rebranding of the area will support the talent recruitment efforts of regional employers like CenturyLink. In 2015, apublic-private partnership raised funds to engage DCI, a national place branding firm based in New York, NY, to develop an authentic brand, marketing plan and digital ambassador program for Lincoln, Ouachita, Morehouse and Union parishes.

GOAL 2:

STRENGTHEN THE ALIGNMENT OF INDUSTRY, EDUCATIONAND WORKFORCE TRAINING The 2014 federal Workforce Innovations and Opportunities Act guides howfederal workforce dollars are spent. The federal guideline requires allfunding tied to training programs and initiatives to be employer-driven. In2015, NLEP expanded our role as a facilitator between ourworkforce/education partners and employers. To this end, in 2015 NLEPbegan providing facilitation services to the Consortium for EducationResearch and Technology of North Louisiana (CERT), comprised of the chiefexecutives of higher education institutions throughout our region.

GOAL 3:

PARTNER WITH REGIONAL COMPANIES AND LOUISIANAECONOMIC DEVELOPMENT TO ATTRACT AND RETAIN TALENTRetaining and recruiting talent has become a top priority for employersthese days — no matter the size or industry. Tops Skills is working withregional employers to attract a qualified workforce by creating quality of lifeand place-marketing resources. In 2015, the NLEP Marketing programcompleted initial fundraising for a regional branding initiative for NortheastLouisiana in partnership with CenturyLink. The place branding program willhelp the Monroe metro market better define and market itself to its futureworkforce as well as existing residents.

We also continued to promote state-developed talent portals like theLouisiana Job Connection and place marketing websiteswww.ChooseShreveport-Bossier.com and www.ChooseNELA.com toemployers in need of talent outside the region. NLEP also revamped theTECHBY20 association of employers in need of IT-savvy talent and hostedtargeted networking events throughout the region.

MANUFACTURING DAYAfter a successful pilot project in 2014, NLEP expanded its 2015Manufacturing Week celebration that coincides with National ManufacturingDay. Over 700 students from six school districts toured 15 manufacturingfacilities and eight manufacturing training programs. NLEP’s Top Skillspartnered with the Manufacturing Managers Council of Northwest Louisianato organize this event to raise awareness of the advantage of enteringindustrial/skilled trades.

WORKFORCE SUMMITOver 100 guests from industry, education, non-profit, economicdevelopment and workforce development organizations attended our first“Workforce Summit for our Regional Economy” in March 2015. The goalwas to convene a broad base of stakeholders to discuss critical workforceneeds of regional employers. We hosted three employer panels, focusing onthe talent clusters that were identified as most critical to our regionaleconomy in the NLEP Strategic Plan: healthcare, industrial/skilled trades,and information technology. Our keynote speaker was Louisiana EducationSuperintendent John White, who gave a comprehensive overview of theJump Start Career Diploma and its importance in developing a relevantworkforce pipeline for our employers statewide.

NLEP serves as a catalyst for our region to meet the workforce needs of existing and new businesses.

Our new workforce program called Top Skills will assess the workforce needs of regional employers and

connect them to education and training resources. Our driver companies that act as economic engines

of our region and state are experiencing an imbalance in the supply and demand for skilled workers,

called a skills gap. To address this issue, state and regional efforts focus on facilitating

industry-education collaboration. This partnership between industry and education will be a powerful tool

for retaining our existing employers and attracting new ones to North Louisiana.

THE NLEP STRATEGIC PLAN IDENTIFIES THREE GOALS FOR THE TOP SKILLS PROGRAM:GOAL 1:

ENCOURAGE INNOVATION IN K-12 EDUCATION2015 signaled a change in focus for NLEP’s workforce program. Previously, we had minimal involvementwith K-12 education. However, K-12 has become an increasingly important factor in business retentionand attraction. Our key initiatives in 2015 included promoting the development and awareness of theJump Start Career Diploma within the 14-parish region and connecting regional Jump Start teams toemployer partners.

We also began an outreach campaign to all K-12 superintendents in the NLEP coverage area to discussbest practices for encouraging student achievement, career readiness, and the pursuit ofpostsecondary education. This outreach includes featuring best practices to drive student interest inscience, technology, engineering and math education, career and technical education, and studentenrollment in postsecondary education.

Bradford was part of the originalgroup of business leaders that led themerger that transformed NLEP into aregional economic developmentorganization. He has served on theNLEP Board for nearly seven years invarious capacities. Bradford’s lifetimeof community service is alsoexemplified by his tireless service onother business-related boards,including the Ruston-Lincoln Chamberof Commerce, the Louisiana GamingControl Board, and the LouisianaAssociation of Business & Industry(LABI) Executive Committee. Bradfordis also involved with the Committee of100 in Baton Rouge and the RustonRotary Club.

His lifetime of service extends to civicand social causes, includingvolunteering for his beloved almamater Louisiana Tech University asPresident of its Alumni Associationand for the Louisiana Tech UniversityFoundation. He provided leadershipfor the United Way of NortheastLouisiana and was the Chairman ofthe North Louisiana Fellowship ofChristian Athletes.

Scott Martinez, CEcDPresident

Scott Martinez brings almost two decades of economic leadership to North Louisiana Economic Partnership(NLEP). For the last three years, Martinez has led a team of economic development and marketingprofessionals at NLEP — one of only 45 Accredited Economic Development Organizations in NorthAmerica. Scott is a Certified Economic Developer (CEcD), as designated by the International EconomicDevelopment Council.

Prior to joining NLEP, Scott served as Executive Director of the Hutto Economic Development Corporation,which serves one of the fastest-growing suburbs near Austin, Texas. Martinez also developed and led theeconomic development efforts in Round Rock, Texas and served as Associate Director of the Greater ConroeEconomic Development Council near Houston, Texas for five years. He worked at the Mississippi DevelopmentAuthority with Hurricane Katrina redevelopment efforts and in the Global Business division of the agency.Martinez earned a Bachelor of Arts degree from Ole Miss as well as a Master of Science degree in EconomicDevelopment from the University of Southern Mississippi.Scott is active on the International EconomicDevelopment Council and serves on its Board of Directors and in its Accredited Economic DevelopmentOrganization Oversight Committee.

Liz Pierre, JD, EDFPSenior Vice President – Legal & Research

With more than 21 years of economic development and legal experience, Liz acts as NLEP’s legal counsel andleads our research department. She provides demographic, real estate and community information to siteselectors and companies considering locating or expanding in North Louisiana. Pierre also assistscommunities with identifying and certifying properties.

Before being part of NLEP, Liz worked with the Ouachita Economic Development Corporation. Prior to hercareer in economic development, Liz was a practicing attorney, working with the 4th JDC Indigent DefendersBoard and in her own law firm, Pierre & Pierre.

She earned her Juris Doctorate from Southern University Law Center and her Bachelor of Science degree inBusiness Administration from the University of Louisiana at Lafayette. Liz is a graduate of the EconomicDevelopment Institute at the University of Oklahoma in Norman, Oklahoma. Pierre is designated an EconomicDevelopment Finance Professional (EDFP) by the National Development Council. Liz also serves on theWorkforce Investment Board (WIB) Area 81.

Christine RamboSenior Vice President – Communications & Business Development

With nearly 24 years of communications, marketing and economic development experience, Christine directsNLEP’s communication strategies, business development and marketing efforts. Christine is focused onmarketing the region to prospective companies, enhancing the brand awareness of NLEP and promoting thepositive perceptions of North Louisiana.

Christine previously worked as the state marketing specialist for a network of Louisiana Small BusinessDevelopment Centers. She also worked for 12 years as an award-winning anchor/reporter for KTBS 3 News inShreveport, LA and KNOE 8 News in Monroe, LA. She earned three Louisiana Associated Press Awards for herfeature writing and investigative journalism.

Christine graduated cum laude from The American University in Washington, D.C. with a Bachelor of Artsdegree in Communications. She is currently earning her Master of Business Administration degree from TheUniversity of Louisiana at Monroe, La.

Angie White, CEcDSenior Vice President – Administration & Existing Business

Angie has 21 years of economic development, workforce development, and finance experience. For the lastseven years, she has led NLEP’s business retention and workforce development program. Angie is a CertifiedEconomic Developer (CEcD), as designated by the International Economic Development Council.

Prior to joining NLEP, Angie worked for twelve years with EMP Global in Washington, DC as Portfolio Officerand served as Investment Analyst with the Latin America Group.

She earned her Master of Business Administration and Master of Arts degrees in International Affairs fromthe George Washington University in Washington, D.C. She is a Shreveport native and a graduate ofCentenary College with a Bachelor of Arts degree in Political Science. She serves on the boards of theShreveport-Bossier Business Alliance for Higher Education (SBBA), the Workforce Investment Board, Region70 for Louisiana, and the CoHabitat Foundation.

Ashley BusadaDirector – Investor Relations and Business Development

With nearly six years of experience in government relations and economic development, AshleyBusada leads NLEP’s investor relations and campaign development along with political advocacy.Ashley handles investor communications and outreach with NLEP’s nearly 180 public andprivate investors. Ashley also works in business development, recruiting new employers toNorth Louisiana.

Prior to joining NLEP, Ashley worked as the Government Relations Director for the BossierChamber of Commerce. She received her Bachelor of Arts degree in Political Communicationsfrom Louisiana State University in Baton Rouge. Ashley is pursuing her Certified EconomicDeveloper's designation.

Zazell DudleyDirector – Business Development

With more than 30 years in business, finance, real estate and procurement, Zazell Dudleyworks to recruit new companies to North Louisiana. “Zell” partners with Caddo Parish toenhance NLEP’s business recruitment and site development efforts in that parish. Prior tojoining NLEP, Zell owned her own business. She also previously worked as the ManagingDirector of Kennedy Wilson in Beverly Hills, CA, where she was responsible for a $40 millionequity and real estate fund.

Dudley earned a Master of Business Administration degree from Dallas Baptist University and aBachelor of Science degree in Petroleum Engineering from Louisiana Tech University.

Alberta GreenDirector – Information Technology Initiatives

With more than 15 years at a Fortune 170 company, a higher education institution, and theState of Louisiana, Alberta Green leads NLEP’s efforts to recruit and support technologycompanies in our emerging Innovation Corridor.

Alberta previously was a Lead Organizational Effectiveness Consultant and Sourcing Recruiterfor CenturyLink, a career counselor at the University of Louisiana at Monroe (ULM) and theDirector of ULM’s Career Connections Department. She earned both a Bachelor’s and aMaster’s degree from ULM.

Michele RineyDirector – Operations

Michele has nearly 15 years of experience in office management, human resources andaccounting. She manages operational, human resources, and general fiscal activities for NLEPand is responsible for ensuring NLEP operates as efficiently as possible.

Prior to joining NLEP, Michele worked for Delta Airlines as an international reservationsspecialist. Michele has successfully completed the Basic Economic Development course fromTexas A&M University. She also completed two comprehensive courses on QuickBooks.
