U.S. House a 3-way race2010

MID-TERMELECTION 2010

On Tuesday, Nov. 2, voters across thenation will go to the polls to fill — orreinstate — positions in Congress, state,county and city governement.

While no top spots are up for electionthis year — president, governor, etc. — anumber of other races that could tip thepolitical scales in the nation and in thestate.

In Montana, voters will find their ballots topped by a race for its lone U.S. House of Representatives seat and acouple of state Supreme Court spots, aswell as races to represent districts in thestate Legislature.

State voters will also be asked todecide on three hotly contested initia-tives:

CCII--110055 is a constitutional initiative toamend the state Constitution to prohibitstate or local governments from impos-ing any new tax on transactions that sellor transfer real property;

II--116611 asks voters to abolishing outfitter-sponsored hunting licenses;

II--116644 would cap the interest ratecharged by payday lenders at 36 percent.

In Butte-Silver Bow, local ballots willinclude seven races for Council ofCommissioners as well as two justice ofthe peace contests.

In this special election section, TheStandard offers voters sample ballots forButte-Silver Bow as well as outlyingcounties. It gives voters a preview ofwhat to expect at the polls.

We’ve included a little information onthe candidates in some of the races,although space limits prevented us fromcovering all of them.

Of the 4,200 absentee ballots mailedto Butte-Silver Bow voters, about 2,200have been returned, or just over half.

Voters may also drop off their ballotson Election Day at the courthouse, 155W. Granite, or the Civic Center, 1340Harrison Ave., between 7 a.m. and 8p.m.

Polls are open at the Civic Center aswell as Ramsay from 7 a.m. to 8 p.m.,and from noon to 8 p.m. in Divide,Melrose and Rocker.

A LAW PROPOSED BYINITIATIVE PETITION

I-161 revises the laws relatedto nonresident big game anddeer hunting licenses. It abolish-es outfitter-sponsored nonresi-dent big game and deer combi-nation licenses, replacing the5,500 outfitter-sponsored biggame licenses with 5,500 addi-tional general nonresident biggame licenses. It also increasesthe nonresident big game combi-nation license fee from $628 to$897 and the nonresident deercombination license fee from$328 to $527. It provides forfuture adjustments of these feesfor inflation. The initiative allo-cates a share of the proceedsfrom these nonresident huntinglicense fees to provide huntingaccess and preserve and restorehabitat.

I-161 increases state rev-enues over the next four yearsby an estimated $700,000 annu-ally for hunting access and anestimated $1.5 million annuallyfor habitat preservation andrestoration, assuming that allnonresident hunting licenses aresold. It also increases generalnonresident hunting license rev-enues by inflation.

Under Montana law, deferreddeposit (payday) lenders maycharge fees equaling one-fourthof the loan, which, as an annualinterest rate could range from300 percent to 650 percent. Titlelenders may charge similar inter-est rates. I-164 reduces theinterest, fees, and charges thatpayday lenders, title lenders,retail installment lenders, andconsumer loan licensees maycharge to an annual interest rateof 36 percent. It prohibits busi-nesses from structuring othertransactions to avoid the ratelimit. It also revises statutesapplicable to pawn brokers andjunk dealers.
