Intragency EPA email from Aaron Setran to David Albright and Rich Campbell regarding death of PTP owner Ray May. His brother, Leon May, did not want to sign the UIC permit because it named PTP.Sent 8:32 a.m. on 4/20/09.Mr. Setran's email states, "Ray May was the legal owner of PTP, so nowhis brother has inherited the project. No word whether the HOA is willingto take-over the wastewater system, and w/ about half the homes inforeclosure or vacant, things aren't looking to [sic] great."Mr. Setran was responding to an email from PTP (Consultant Brenda Stein) which stated, "Ray May passed away last week, so Leon had other things he needed to take care of.
