Once the map is complete, I'll meet w/ the contractor on site and do a thorough walk-through. At that point we'll work-out monitoring and maintenance requirements (actual sampling points and frequencies) given the existing lay-out, w/ added attention to proposed (future) additions to the system. For example, rotation of the drainfields can be prescribed given flow and seasonal considerations. But all of this will be done after an accurate map is produced and I've spent time w/ the contractor at the site understanding the system, and it's capabilities and limitations. However, shouldn't we ask for everything we need to move forward with the permit mod/reissuance? Or are we not in a position to know everything we need at the present time? Or is an updated schematic the only thing we need? Inquiring minds want to know! Aaron Setran/R9/USEPA/US Aaron Setran/R9/USEPA/US To David Albright/R9/USEPA/US@EPA

DESCRIPTION

Intragency EPA Email from Aaron Setran to David Albright re: map of PTP and taking a "softer approach" instead of a legalistic one with PTP's compliance with the SDWA. Mr. Setran wrote that he will spend time "at the site understanding the system, and it's capabilities and limitations."Sent on 1/10/08 at 4:10 p.m.The initial email from Mr. Setran to Mr. Albright stated, "My preference is to approach this permit mod from an "agency-friendly" perspective, as opposed to a more legal bent. Thus, the attached letter does not include legal language associated w/ EPA's authority to request information. I'd like to establish a "cooperative" working relationship w/ PTP and theircontractor on this effort, and if that fails then we can go the other route."Mr. Albright responded, "I'm fine with the 'softer' touch."Attachment with PTP's modified permit was redacted by the EPA under under Freedom of Information Act Exemption (b)5 for attorney-client privilege, deliberative process, or attorney work product.
