Greetings Commanders: On behalf of the South Central Regional staff I welcome you to Richardson, Texas and the 33rd annual South Central Regional Conference. We are very glad that you chose to join with us this weekend for a time of training, fellowship, and most importantly spiritual renewal. Our speaker Brother Randy Ruiz has come expecting an outpouring of the Holy Spirit in the evening service. I hope you will join us with that same expectation. 2004 was a year that saw more significant changes in Royal Rangers, most notably in the Ranger of the Year program. Thank you for your patience throughout the transition period as the new curricula and training materials have been rolled out. We are privileged to have Brian Hendrickson, the national pro-grams coordinator, at our conference this year. He has spearheaded the development of many of the new program materials that we are now utilizing on a weekly basis. Please take time to thank him for his work on these materials, and also take time to sit in on one or more of his classes. There’s nothing like learning from the person who helped to develop the materials! 2005 will be a busy year for Royal Rangers in the South Central Region. In March we will be sponsoring a Bronze Pathfinder trip to Camp Eagle Rock to construct a communications tower, and in June we will be sponsoring a missions trip (Gold Pathfinder) to El Salvador to help begin the construction of a Royal Rangers campground on the El Salvador-Honduras border. In July the FCF members from across the re-gion will meet together near Raton, New Mexico for our biennial territorial rendezvous. We will be select-ing our National and Territorial Scouts at this rendezvous. Finally, in November we will again be holding the regional Ranger of the Year evaluation at Christ Church in Ft. Worth. There is more information about each of these events elsewhere in this notebook. I would like to extend thanks to Fred Deaver, national FCF president emeritus, for his donation of the beautiful painting that we will be auctioning off Saturday morning during the general session. Fred has been doing this for many years, and we really appreciate his generosity to the region. Be sure to go by the exhibit area to see the many paintings, prints, and bronzes that Fred has for sale. This is how he supports himself in the Royal Rangers ministry. Finally, I want to offer a very special thanks to Marvin and Carol Lemke. Last March Marvin accepted the position of national RRA president, and at that time he stepped down as our regional coordinator. That was the first time since the very early 1980s that Marvin has not been on the regional staff, and of course Carol has been there all along supporting and helping in this ministry. The region did what we could to honor Marvin last March at National Council, but the staff decided that we wanted to do more, so we are hosting a reception in their honor Saturday afternoon from 4:00 to 5:00. Please make plans to stop by and tell this wonderful couple how much you appreciate their ministry to the Royal Rangers throughout our region. If there is anything the regional staff can do to help make your time at this conference more enjoyable, please stop by the regional booth. And if you have ideas for future conferences, make sure you note those on the conference feedback form and turn that in at the regional booth before you leave on Satur-day. Yours in Christ, Jonathan Trower Regional Coordinator

Dear Friends, Welcome back to Richardson Texas. We are so glad you were able to make it and with your help we are looking forward to this being one of the best Conferences yet. This will be a week-end where you will be able to meet old and new friends, receive some great spiritual teachings (yes, Brother Randy Ruiz is back!!) in addition to teachings that will make your ministry more effective! You will notice that we have put together a list of classes that will hopefully have something for everyone. There are LTA modules being taught for those wanting/needing these. These in-clude some new modules. There are also general classes that will help you in your outpost and even in life. We would really appreciate your feedback on the classes. Please complete the survey forms for each class and return them. The SCR staff really does read these and use them in determining future classes. We would also like for you to tell us what went well with the Conference as well as what could be improved (and how). This could also include what other classes you would like to see taught in the future. We truly are happy to have you here at the conference. Be sure to take in some of the terrific sites while visiting here. More importantly, be sure to take something back to your outpost with you to make it an even better ministry within your church. Ready in Christ, Bart Garrison Regional Training Coordinator

Dear Commander: Welcome to the 2005 South Central Regional Conference. During the past several years I have been serving the South Central Region as the public rela-tions coordinator and webmaster. During this same time I have been heavily involved with missions trips at my church. While I loved the public relations and webmaster duties I also felt God calling me to be more and more involved with missions. That opportunity came when I was asked to serve as the SCR missions coordinator. What an honor and opportunity to serve God by planning and going on trips to help present the Word of God to the world! Royal Rangers led missions trips can also qualify as Pathfinder Missions trips by meeting the re-quirements set forth by the National Pathfinder Executive Committee. There are three types of Pathfinder trips: Bronze, Silver and Gold. The Bronze is a stateside construction trip and nor-mally will be working at a Assembly of God church, school, clinic, camp grounds or Camp Eagle Rock at Eagle Rock, Mo. To qualify as a Silver Pathfinder Missions trip the trip must be over-seas and be at an area that is moderately accessible with basic conveniences. The top of the trips is a Gold Pathfinder Missions trip and will take place overseas in an area that does not have the basic conveniences like living quarters, bathrooms, showers and may require back-packing to the site. During 2005 the South Central Region will provide you with at least two opportunities to serve on a Pathfinder Missions trip. The first of these will be a Bronze Pathfinder Missions trip and will take place at Camp Eagle Rock. This trip’s primary purpose will be to erect a communications tower which will provide radio coverage of the camp for medical, security and other services. The exact dates for this trip are not yet established but will be in the very near future. The sec-ond opportunity will be a Gold Pathfinder trip to King’s Mountain in El Salvador. This trip will start on June 18th, 2005 and end on June 26th, 2005. We will be working on a camp that is being developed for the Royal Rangers boys and girls of El Salvador. The team will be working on several projects at the camp, including but not limited to tabernacle, kitchen, lodging, bath-houses, and clearing camping areas. This trip will be discussed in the Regional Missions Oppor-tunities class which will be held on Saturday at 1:30 pm. If you have any desire to go on a missions trip I encourage you to attend this meeting to receive the most up to date informa-tion. If you have any questions about missions trips please do not hesitate to contact me. In His Service, Ronnie Franklin Regional Missions Coordinator

Dear Commander: Welcome to the 2005 South Central Regional Conference. As you attend this year’s conference, I pray the conference gives you the encouragement, needed training, and new friendships that you will remember and take back to your church and outpost. Every effort has been made to make this year’s regional conference successful. As you attend this conference, I encourage you to take the time and complete the conference survey and turn it in to the registration desk. We will use your comments and suggestions to continue to im-prove the conference. If you have not been receiving the regional newsletter -- Bugle Call -- or conference updates either by email or postal mail, I encourage you to send me an email with your name, district, home address, and email address. I will then add you to both distribution lists in order to make sure you receive future information from the region. If you need up to date information about the region, remember you can visit the regional web-site at http://scr.royalrangers.net If I can be of any assistance to you with websites, newsletters, or general public relations ideas, please feel free to contact me. Dear Commander: Welcome to the 2005 South Central Regional Conference. All of the regional staff are glad that you have taken the time and effort to attend this very im-portant conference. Our instructors have put a lot of effort into the classes and will provide to you as much information and material as possible. Please take advantage by attending the many excellent classes that are being offered this year. We are glad to have Rev. Randy Ruiz back with us at the 2005 Regional Conference. Randy is a great speaker and a wonderful singer as well. He answered the call into the ministry at a Royal Rangers campout and he understands and appreciates the value of the Royal Rangers ministry. The regional staff has worked hard to provide you with the best possible conference and we hope that you will enjoy yourself while you are here. Let me express our appreciation to all who contribute to this great conference and make the South Central Region the greatest region in the nation. Again, have a wonderful time and if I or any of our staff can be of assistance, please let us know. In His Service, David Shepherd Regional RRA Coordinator

Dear Commander: I thank God for once again pouring out His blessings on you to allow you to be here in Dallas this year. Additionally, the staff is praying that there will be many positive results from your attendance here at the Conference. Your willingness to give of your time to help continue Reaching, Teaching, and Keeping boys for Christ will be blessed and rewarded by the Lord. This July 14-16 will bring another Territorial Rendezvous. We will be at the NRA Whittington Center in Raton, NM. If you are planning on camping in a separate area, be sure to contact them immediately as space is limited. Each district will be responsible for an activity and the prizes and awards for that activity. Please contact me if you need any help. The registration fee for Territorial Rendezvous will be $40 for Young Bucks and $50 for Old Tim-ers as we have to rent the facilities this year. Our featured speaker will be Sonny Green. Please prayerfully consider your love offering for our national FCF vice-president emeritus. Be sure to locate the Territorial application in this book. Thanks again to every commander who has given their time, money and hearts to Reach, Teach, and Keep boys for Christ. Remember to keep your powder and your pepper dry. Thanks and God Bless, John “PepperSpark” Permenter Territorial FCF Representative

Dear Commanders, I want to welcome you to this year’s 2005 South Central Regional Conference! If I have not had the op-portunity to meet you, please come by and introduce yourself. Yes, it’s that time of year again, when everyone begins making resolutions. It is my hope that you too will begin thinking and seeing some of your goals and resolutions come to fruition this year. I am glad to be apart of this ministry of Reaching, Teaching and Keeping boys for Christ! With your help, one of my goals is to see at least one boy from each district at this year’s 2005 Ranger of the Year event at Christ Church on November 19, 2005 in Fort Worth, Texas. One way you can prepare for this event is to visit the national web site at www.royalrangers.ag.org and click on the ROTY icon and download all forms needed for both the district and regional competition. If there is any way I can be of further assistance to you or your district, please do not hesitate to give me a call or email me at [email protected]. Respectfully, Tony Garcia III Regional Programs Coordinator

Randy Ruiz has been a full-time evangelist for fifteen years. The Lord has given him an unusually diverse ministry in that he has a burden to present an uncompromising standard to the youth and to unify the different age groups in the body of Christ. His ministry has taken him to churches, schools, camps and conventions both across the nation and overseas. God has opened doors for Randy to appear on television and most recently as a featured soloist at the National Religious Broadcasters Convention and the South African Embassy in Washington D.C. Randy had the privilege of sing-ing for former President George Bush at the International Bicentennial Inaugural Re-ligious Convocation. He has been the speaker at national and district Honor Bound conferences, district Family Camps and Youth Conventions, and District Councils.

As a soloist, Randy moves dynamically over three-and-one-half octaves with power and style. When he shares from the Word, the anointing of the Holy Spirit is evident. More than a singer, more than a preacher, Randy is a communicator of the life-changing Gospel of Jesus Christ. You will be taken from a concert setting into the very presence of the Almighty God through song and the uncompromising mes-sage that Jesus is Lord.

Fred Deaver serves as the national president emeritus of the Frontiersmen Camping Fellowship (FCF). He is an accomplished artist; stop by the exhibit area and see (and buy) some of his work. He is an anointed speaker; he speaks at many Pow Wows each year and hundreds of boys are saved each year through his ministry. And the role that he is possibly best known for is NTC senior guide. Fred’s ministry has blessed many of us over the years at Pow Wows, Commanders Conferences, Camporamas, and regional conferences. Saturday morning he will be speaking during our general session and Sunday he will be speaking at our morning service

Throughout the day Saturday, he will be available in the exhibit area to talk with you about FCF, or about his prints, paintings, and sculptures. Saturday morning during the general session we will be auc-tioning off a beautiful painting that he has donated to the South Central Region to help support our op-erations.

Reverend Vic Schober has served as the North Texas district superintendent since 2003. Prior to that he served as the senior pastor at the Church of Glad Tidings since 1976, and was the presbyter of the Austin Section since 1990, overseeing 28 churches in Central Texas.

He is a graduate of Southwestern Assemblies of God University and the University of Houston, with a Bachelor of Science in Education. From 1970-1974 he served the South Texas District as their district youth director and has ministered in over 50 youth camps in the USA and abroad. Brother Schober has ministered in over 30 na-tions of the world and was on KIXL Inspirational Radio in Austin daily, Monday through Friday, for over 25 years.

He has been married to Naomi for over 44 years and has two children and eight grandchildren. All are actively involved in church as 'born again' Christians.

He has served on several boards, including: Executive Presbytery of the North Texas District of the As-semblies of God, South Central Area Board Advisor for Women's Aglow and Masters Commission of Aus-tin.

Brother Schober led Glad Tidings as a church to five consecutive first place awards as the top "Assemblies of God World Ministries" congregation in the North Texas District contributing $997,282 dur-ing 2002, his last full year as pastor.

During 2005 the South Central Region will provide you with at least two opportunities to serve on a Path-finder Missions trip. The first of these will be a Bronze Pathfinder Missions trip and will take place at the National Royal Rangers Camp, Eagle Rock, Mo. This trip’s primary purpose will be to erect a communica-tions tower which will provide radio coverage of the camp for medical, security and other services. The exact dates for this trip are not yet established but will be in the very near future. The second opportunity will be a Gold Pathfinder trip to King’s Mountain in El Salvador which will start on June 18th and return on June 26th. King’s Mountain, El Salvador is a 100 acre camp that is in the north-ern area of El Salvador on the border of El Salvador and Honduras. Don Triplett and his wife head up the King’s Castle Ministry in El Salvador and Nicaragua. More information about King’s Castle can be found on their website (www.kingscastle.org). King’s Mountain is being developed as a camp for boys and girls in the Royal Rangers program in El Salvador. El Salvador doesn’t have an abundance of public camping areas for Royal Rangers to camp. King’s Mountain will provide a great place for the boys and girls of El Salvador to experience the great outdoors in a positive environment. It is the goal of the South Central Region to provide whatever construction assistance we can. The team will be working on several projects at the camp, including but not limited to tabernacle, kitchen, lodging, bathhouses, and clearing camping areas. Exactly what projects we will be working on will not be determined until about 30 days prior to our arrival. Whatever we do I can promise you that you will come home with a new heart for missions and Royal Rangers. The first night and the last two nights we will stay at the King’s Castle Camp which is located at Lake Coatepeque, El Salvador. This is about a 1.5 hour drive from the airport. Sleeping arrangements are typically 8 sets of bunk beds, thus 16 to a room. Air conditioning is via nature, not electricity. Showers are available. There are German Shepard dogs that roam the property. DO NOT ATTEMPT TO PET THESE DOGS!!! They are guard dogs, NOT PETS! The other nights we will be sleeping in tents at the King’s Mountain camp. We will be purchasing tents, cots and sleeping bags in El Salvador and then leaving those for the camp to use. El Salvador is tropical with temperatures that will average in the high 80’s. The rainy season is from May to October during which there will be rain in the afternoons and evenings. Small, folding umbrellas will be helpful and sunscreen and hats are a must! We should see maybe a light shower each afternoon that should last 20-30 minutes. Showers in the evening are possible but during the timeframe that we are there they should be light. The cost per person is estimated to be $1000.00. This includes airfare, lodging, food and ground trans-portation. Payment may be made by check, cash, Visa or Master Card. Team members should bring cash or credit cards for personal use and for souvenirs. You should bring no larger than $20 bills, otherwise you may not be able to change the larger bills or you may have more El Salvador money than you want. Exact cash should be provided at the airport for Visa and Exit taxes as this will speed up the process. (Travelers checks are very difficult to cash in El Salvador. Credit cards such as Visa and Master Card are accepted in most urban establishments.) If you need additional information please contact Ronnie Franklin, regional missions coordinator. 2005 Territorial Rendezvous

The 2005 Plainsmen Territorial Rendezvous will be held July 14th though July 16th at the Whittington NRA Center which is located just south of Raton, New Mexico. The center is nestled in the foothills of the majestic Sangre De Cristo Mountains and the historic Santa Fe Trail runs through the area. The camp is spread over 33,000 acres and has a primitive area where we will be camping. Visitors (Non-FCF members) will be allowed in the FCF camp area between 9

am and 5 pm. The Whittington NRA Center has a broad range of housing to accommodate all your needs. Lodging options include modern dormitory style housing, rustic and back country cabins and RV sites, all with full-hookups. Lodging units are equipped with modern kitchens. The Center opens their registration the first week of February and is normally booked by the end of the week so if you wish to reserve any of the modern facilities you need to do that the first week of February. You may contact the center at 505-445-3615 or visit their website (www.nrawc.org). The area has several housing alternatives to the center’s housing options. The Holiday Inn Express is located on Hwy 555 which is the road that leads to the primitive camping area. Please call direct to the hotel at 505-445-1500 for reservations. Other lodging options can be found at the Raton Chamber of Commerce website (www.raton.info). At altitudes ranging from 6,300 to 8,100 feet you will be very comfortable during the camp with summer highs in the 80s. Planned events are: Black Powder, Knife and Hawk, Stump Preaching, Outfit judging, and a Se-neca run. The national and territorial scout testing will take place during the competitions. FCF presidents are encouraged to go over the point system with your scout candidates before the territorial rendezvous. Our special speaker for this camp is Sonny Green, National FCF Vice-President Emeritus. The primitive area is on the north side of the NRA Whittington Center and is not accessible from the main entrance to the camp. To get to the primitive area from Interstate 25 take exit 450 and go south to Hwy 555 (York Canyon Road) where you will turn west. Go 5.4 miles west on Hwy 555 and look for the Plainsmen Territorial sign on the south side of the road. Turn through the gate and follow the main road to the camping area. Please obey all signs! The main gate is located about four miles to the west of Interstate 25 and about 4 miles south of the primitive camping area. From Interstate 25 take exit 446 and head west towards Taos about 4 miles. You will see the main gate on the north side of the road (right hand side if headed west). Additional information will be available on the SCR website (scr.royalrangers.net). A registration form is located on the next page.

This summer Adventure and Expedition Rangers boys will have the opportunity to experience fun and challenging activities at the Eagle Rock Adventure Camps. The two camps are scheduled for June 26-July 1, 2005 and July 24-29, 2005 at the national campground in Eagle Rock, Missouri. Campers will arrive on Sunday afternoon to get settled in then start off with a special pool party and evening council fire ser-vice. The five day camp will allow you to make new friends and experience great activities. You will se-lect from five different activity tracks. Track A: (Rappelling, High Ropes, Low Ropes, Rock Climbing) Work with experienced climbing guides as you learn the basics of rappelling and climbing. Progress through increasingly challenging climbing activities as you develop your skill and confidence. Focus Merit - Rock Climbing (Silver). Track B: (Mountain Biking, Paintball) Experience the thrill of biking over challenging trails as you explore the Mark Twain Wilderness. Also learn about one of the fastest growing sports today as you work towards completing the new silver paint-ball merit. Focus Merits - Mountain Biking, Paintball Safety, and Paintball Shooting. Track C: (Shooting Safety, BB-Gun, Air Rifle, Archery) Review and complete shooting safety merits and then spend time at the range shooting BB-guns and air rifles while completing the shooting merit requirements. Learn archery with our new longbows and gene-sis compounds. You will also have the opportunity to compete in the national postal competition in all three events (archery, BB-gun, air rifle). Focus Merits - Firearm Safety (Blue), Marksmanship (Blue), Ad-vanced Marksmanship (Green), BB-Gun Shooting (Blue & Green), Air Gun (Green), and Archery (Green). Track D: (Small-bore Rifle, Black powder Rifle, Safety & Shooting) Review and complete the required safety merits and then spend time on the range with small-bore and black powder rifles while completing the shooting merit requirements. You will have the opportunity to compete in the national postal competitions for small-bore rifle and black powder rifle. Focus merits - Small-bore Rifle Safety and Shooting (Silver) and Black Powder Safety and Shooting (Silver). Track E: (Horsemanship, Archery, Paintball) You will have the opportunity to complete the Horsemanship Merit as you spend time learning to care for and ride horses, leading up to a trail ride in the Ozark backcountry. Also learn about one of the fastest growing sports today as you work towards completing the new Paintball Merit. You will also be intro-duced to the basics of archery. Focus Merits - Horsemanship (Green), Archery (Green), Paintball Safety (Silver), and Paintball Shooting (Silver) Each track will allow you the opportunity to work on exciting merit requirements as well as develop new friendships and participate in other fun activities. The camp fee of $200 covers 5 nights of camping in the new Deaverton western town, 14 meals cooked by the camp staff, all equipment necessary for each track, and a top notch staff to give you the best camping experience of you life. Track C and D (shooting disciplines) will allow each camper to compete in the national championships. You do not want to miss this camp. Tracks are limited to 20 (current Adventure Rangers or Expedition Rangers members) campers each and are determined by the order the applications are received. So don’t delay; send in your completed appli-cation early to ensure your spot. Direct questions to Steve Schultz at the national Royal Rangers ministry office at [email protected]

PRESIDENT'S REPORT

TO THE 2004 NATIONAL ROYAL RANGERS COUNCIL

MARCH 25, 2004

FALL MEETING: The Executive Committee of the National Royal Rangers Council convened on October 17-18, 2003, at Camp Eagle Rock, MO. The following items of business were transacted:

1. Committee Reports: Executive Committee received various reports from committees stating current status or assignments. No action was required by the Executive Committee.

2. NNRC: Review: We reviewed the finances and toured the camp to view project progress. We also looked into plans for future development. A full report will be given to the Council by Rick Dostal, Camp Eagle Rock Coordinator.

3. Proposals: We reviewed various proposals and approved several to come to the 2004 Council meeting. Ap-proved was a proposal to allow the awarding of equivalent RR merits and advancements for work completed while in Boy Scouts of America.

4. Camporama: We reviewed a proposal to hold Camporama every third year. A decision was made to continue as is, holding Camporama every fourth year.

SPRING MEETING: The Executive Committee of the National Royal Rangers Council convened on March 22-23, 2004, at the University Plaza in Springfield, MO. The following items of business were transacted:

1. Proposals: We reviewed various proposals and referred them to the appropriate committees.

2. Relocating Council: A discussion was held on relocating the National Council, and it was decided to remain in Springfield on an annual basis.

3. Letter to General Superintendent: The Executive Committee sent a letter to Brother Trask, pertinent paragraphs follow:

“We would like to go on record as requesting that the Royal Rangers Department continue to function along side the other ministries with equivalent status in the organizational structure. This arrangement has served us very well and has allowed us to accomplish the monumental task of overhauling and expanding the RR ministry, for which the National RR staff and head-quarters are to be commended. According to early indications from the field this has placed us on the threshold of explosive growth.

We also would like to BOA to recognize that the National RR office has much yet to do. Many training materials and programs are in progress; and need to be completed. There are twelve additional resource manuals that need to be written.

In order for a curriculum to remain pertinent it must become a living organism requiring con-tinuous revision, supplementation and updating. We would like to request that the BOA find a way to maintain staffing in the National office at a level to meet the ever growing need of this most vital ministry.”

4. Honorary Councilmen: Reverend Robert D. Crabtree and Butch Kieffer were elected as Honorary Members of the Na-tional Council.

Respectfully submitted,

Harry D. Hunt President

Missions Committee Report

March 24, 2004

Members Present: Mike King, Gulf Region; Dan Appenfelder, Great Lakes Region; Herman Geesamen, Northeast Region; Randy Wright, Gary Kirkof, Northwest Region; Robert Haggerty, Southeast Region; Robert Doughtie, Southwest Region; David Shepherd, South Central Region

Introduction:

There are nearly 1 billion unsaved boys under the age of eighteen in the world. The Missions Committee realizes this and they have made plans to reach, teach, and keep them for Jesus Christ all around the world.

The meeting has provided information to Regional Coordinators who will help facilitate the

work of the district missions coordinators.

Topics of discussion:

1. The Royal Rangers International Partnership Plan: Emphasis was placed on the players, principles, priorities, policies, and projects. (See Council CD for the PowerPoint presentation.)

2. Royal Rangers International Evangelism Force: The need for a “ready” reserve of evangelism funds was discussed. Strategy was discussed to raise the Royal Rangers International budget between March Council and the 2004 Rendezvous. Printed materials that have been included in the Council registration packet were reviewed. Additional packets are available for each district at the RRI booth.

3. International Travel & Policy Procedures were reviewed. No one should travel overseas on behalf of Royal Rangers (in ministry or construction) without first securing proper approval and completing mandated waiver forms and securing travel insurance.

4. Regional and District Missions Coordinators Job Descriptions were reviewed. (See Council CD.)

5. An update was given on the progress of Camp Summit construction and future personnel transitions. Doug Marsh expressed his thanks for support given by the Council in 2003.

6. PathFinder Missions was reviewed. District missions coordinators will be given a CD (on Friday of Council) with an informational PowerPoint presentation. (See PathFinder Missions brochure that was included in the council registration packet.)

7. The newly developed Junior Light for the Lost Councilmen materials were reviewed, and emphasis was placed on increasing Junior Councilmen enrollment and giving.

8. Doug Marsh introduced Mike King as the National PathFinders Coordinator and Jeff Cooper as a newly appointed missionary who will assume the responsibilities as Camp Summit Ministries Director in mid-2005.

Conclusion:

Members left excited and challenged to take Royal Rangers to new levels of missionary in-volvement and prayed that God would raise up a generation of Royal Rangers missionaries to span the globe.

Programs Committee

Members Present: Brian Hendrickson, Jason Rhode, Cheri Ratzlaff, Denis Levitre, Bart Garrison The Programs Committee initiated discussion of the old business report with questions about the Basic DTC and Basic JTC. The national office will begin filming and creating the multi-media presentation for these courses. It was noted that the national office and district offices will need to promote these courses because there has not been an expressed need from the field. The reasons for this may be the “newness” of the materials and that many commanders have not purchased nor read the Leader’s Manual. The Pro-grams Committee believes these courses will be a tremendous aid for training in a variety of formats—individual study, instruction from a commander during the weekly meeting, or as a Saturday training event. Ranger of the Year updates were discussed and a recommendation to all Ranger of the Year coordinators to send feedback before January 31, 2005, in order to be reviewed for the following year ROTY manual. Each regional programs coordinator received a job description to help them determine responsibilities and priorities of their position. The following junior camps will be available for district use immediately: DTC, ATC, JTC, AJTC. JTT is not available at this time but will be sent at a later date. The new materials have been well received and most books are now in their second printing or more. The committee agreed that we need to continue to emphasize the concept of a “guide” to the local com-mander so that they see the Leader’s Guides as resources not set procedures manuals. The emphasis should be placed on the flexibility of the Royal Ranger ministry so that commanders can effectively minis-ter to their unique outpost situation. The committee received 50 merit ideas from boys and leaders. Most of the merits were merits that are already in Royal Rangers but were not available on the website at the time of submission. The programs committee recommended sixteen merits for consideration. Low Ropes Falconry Paleontology Ice Hockey ATV Safety Snowmobile Safety Blacksmithing Audio Visual Web Management Video Editing Paintball Safety Beading & Quill Work Paintball Paintball Tactics Cartooning Advanced Cooking New Business: A new curricular piece will be available for Ranger Kids in September 2004. The Ranger Kids Achievement Awards book is a 108 page workbook for the 48 achievement awards found in the Ranger Kids materials. It was recommended that the words to the Ranger Kids songs be added to the Ranger Kids Workbook. This will help them at home and with Ranger of the Year. The committee prioritized, based upon re-sponses in the field, the following resources as primary: Leader’s Guide for Expedition Rangers, Devo-tions for the Outdoors (a revision to the present Devotions for Boys book), and an updated Adventures in Camping, emphasizing the visual images rather than the instructional aspect of this book. The committee recommends the development of the following resource: a video or multi-media piece that emphasizes the Trail of the Grizzly merits. It should supplement not replace the merit reference books, providing a visual image of certain skills. It can be made in conjunction with the new Adventures in Camping book as a resource for boys and commanders during outdoor adventures or camping trips. The committee also recommended supplementing the Ranger Kids program and Puppetry merit with ad-ditional puppets to accompany J.B. Beaver. Puppets should be made smaller and simpler for boys to use. Respectfully submitted, Brian Hendrickson Programs Coordinator

National Training Committee Report

March 24, 2004

Members present: Mike Laliberty, Carlos Amedee (NE), Rob Barrans (NW), Rich Geno (GL), Gary Melancon (Gulf), Randy Miller (SW), Perry Siddle (SE), and Jonathan Trower (SC). Lee Curtis (NW District) auditing.

The Executive Committee, in their October 2003 meeting, took the following action: • The number of elective modules required for the LMA was reduced from 2 to 1 • District commanders were allowed to selectively approve some CIs to teach a module before attending it.

o “Allow the district commander to selectively approve some Certified Instructors (CIs) to teach a module or modules without having first attended the training class sessions for that module. The district commander is encouraged to use highly successful and experienced CIs in this process.”

• National training camps will now be considered elective modules in the LTA toward earning the LMA, and for teaching credit toward recertification as a CI or IT

The LMA transition module was extended by national office to December 31, 2004. The national training committee recommends removing that expiration date to allow the LMA transition module to be taught beyond 2004. Recommendation was approved.

2003 LTA Training Modules report • Required modules CD and specialized CD (CI/IT) went out in December, 2003. Required modules CD will not

be updated until March 2005. • Eventually will get to two CDs – one with the required LMA modules, and one with the electives. • LTA electives CD is anticipate to be released in 60-90 days:

o FCF o Outpost Council o How to Start an Outpost o Outpost Chaplain o Outpost Council o Working with Boys with

Disabilities

o Child and Substance Abuse Prevention

o Teaching Techniques o DLTC o Patrol Method o Classroom Management o Presentation Skills

• Modules planned for March 2005 release: o RK Day Camps o Parent/Commander Association

o Basic Outreach Ministries o Senior Commander

• Spanish translations of all required LMA modules will begin Spring 2004; goal is to phase them in over the next two years, with elective modules to be completed after that.

• We held a discussion on possible revisions to Ranger Basics and Successful Outposts modules. This would enable us to provide better training on the new program curriculum and options available to commanders.

Training CDs. Proposal was presented for a professionally-developed CD to be provided by national office each year at a nominal cost. The national office will investigate the final cost.

New instructor collar insignia. Mike shared an artwork concept of revised CI and IT pins. These should be available in approximately 4-6 months.

Ways were discussed to standardize the look and feel of the modules, and to make the modules more activity-based. Refinements will be made to the instructor and student guides, and to the Power Points.

Other topics discussed: • Production of full-color certificates that districts and regions can purchase from national office for the

completion of LTA modules. • For national training camps, the following will be developed:

o Lesson plans for instructors o Workbooks for students, including class handouts o Power Point presentations for classes as appropriate

Respectfully submitted,

Mike Laliberty

Eagle Rock Campground and Conference Center Nature’s Beauty Waiting for You!

by Jerry Parks Nestled in the heart of the Mark Twain National Forest, the Eagle Rock Campground and Conference Cen-ter offers a pristine environment and spectacular view with over 1,500 acres of natural wonderland invit-ing a walk through nature trails, rolling hills, and quiet, scenic meadows. Located in southwest Missouri, it is a short drive from Kansas, Arkansas, Oklahoma, and from the Springfield-Branson Regional Airport. It is close to special area attractions like Table Rock Lake, Roaring River State Park, Eureka Springs, Branson, Silver Dollar City, etc. Your family or group will enjoy a spectacular location and superior amenities as part of your Eagle Rock experience. For those of you who prefer camping under the stars, your campsite possibilities are limit-less. Acres of beautiful campgrounds with restrooms and shower house facilities close by. Platform tents with raised wood floors, a canvas tent, and two single beds are available, or you can use your own tent. If you prefer a roof overhead with a rustic flavor, new log cabins are available. The new Eagles Resort area offers brand new heated and air-conditioned log cabins with restrooms and showers. Each cabin has two separate sleeping quarters; each accommodating six campers. Seven new cabins are available for a maximum of 80 campers. Children and youth can have their own “Old West camp” with the use of the brand new Deaverton Old West town. Deaverton includes six western style cabins; each sleeping 4 campers, and an adjacent campfire area with bench seating for inspiration and fellowship. Restroom and shower facilities are nearby. And for the RVers out there, we have 5 full service RV sites in the Eagles Resort Center complex which include electrical, water, and sewer hookups. Looking for the ideal place to have your next staff meeting? The Johnnie Barnes Lodge has a large con-ference room with a capacity of 200. The Lodge includes a full service kitchen, restroom facilities, and bedrooms on the second floor, main floor, and basement for more than 38 people. For a smaller group, the new Eagles Resort Center offers conference space for 90 people with restroom facilities and a full-service kitchen. Eagle Rock would be ideal for a retreat, youth camp, couples retreat, seminar, office staff meeting, or conference. You can relax and enjoy the sights, sounds, and flavor of Camp Eagle Rock or have some fun! On site we have a bouldering (horizontal climbing) wall, high ropes course, BMX course, mountain bike course, rap-pelling tower, archery and rifle range, swimming, canoeing, boating, fishing, and cave exploration. (Some of these events are seasonal and may require special arrangements for instructors or counselors for your health and safety.) Make plans now to visit Camp Eagle Rock and make it an adventure you will never forget! For more infor-mation, contact the campground manager at 417-271-3900.

Royal Rangers Alumni Reunion

The Royal Rangers Alumni is having their first RRA reunion at Camp Eagle Rock, Mo. October 7- 11, 2005. What a great time to fellowship with old friends and meet new friends who have given so much to the Royal Rangers ministry. If you are a RRA mem-ber or eligible to become a RRA member (55 + years old) join us on October 7-11, 2005. We chose Camp Eagle Rock because many of you were involved in the “Stake a Claim” program, gave offerings, or worked at the camp and we want you to enjoy the fruits of your labor. Today we have a beautiful camp that I know you will be proud of. Camp Ea-gle Rock is close to Branson MO, Eureka Springs, AR and is a short distance to Spring-field. There are many great attractions around the Eagle Rock area and beautiful scen-ery with the fall foliage season starting about the time of the reunion. Meals and lodging will be available at a very reasonable cost. Plan to arrive no earlier then noon on the 7th and departing by noon on the 11th. We have several types of lodging accommodations available and information will be posted on the RRA website(rra.royalrangers.net) as the time gets closer. In the near future we will be developing a schedule of events but I can assure it will not include BMX racing or backpacking. High on the priority list will be fellowship and relaxing. If you have old Royal Rangers pictures bring them along and share them with the group. If you have questions please contact Marvin Lemke at [email protected] or one of the other RRA officers that you can find at rra.royalrangers.net .

LOOKING FOR SERIOUS FINANCIAL ADVICE?? I’m a financial planner. Below you will find a nice little ad for me that tells a little bit about what I do, and if you live in Texas, maybe you will consider using me at some point. But the truth is, I purchased this page for you. It is my hope, that as you read these words, I can convey to you one of the most important aspects of financial planning that I have ever learned. And I learned it from you…Royal Ranger Commanders. I learned it as a child, and usually if you don’t learn it then, you may never learn it. TITHE. As a young Royal Ranger, I was taught that to not pay the tithe was STEALING from God. The Royal Ranger Code says that a Royal Ranger is HONEST- He does not lie, cheat, or steal. And if there anyone you didn’t want to steal from….I was pretty sure it was God. But did you know that tithing is the one area that God actually challenges you to test him? Malachi 3:10 - Bring the whole tithe into the storehouse, that there may be food in my house. Test me in this," says the LORD Almighty, "and see if I will not throw open the floodgates of heaven and pour out so much blessing that you will not have room enough for it. I was fortunate to learn this lesson early in life. I was still in college, living on a shoestring budget, and had to quit my job earlier that week for religious reasons. I found myself at the end of the week with only $20 to my name.

Unfortunately, that $20 was also my tithes for the week. I would love to tell you it was an easy choice, that I never blinked for a second, but the truth is I was scared. (Faith is a lot easier with nothing at stake.) Yet somehow, I was more afraid of stealing from God. As I put my money in the offering plate, I wanted to believe God would magically fill up my gas tank and send a pizza from Heaven to get me through the next week. (Wouldn’t that be cool? It didn’t happen.) But at the end of the service, a parent of one of my Pioneers came up to me, told me how much he appreciated the work I’d been doing, and then said something that sends shivers through me to this day. He shook my hand, slipped me a twenty, and said, “I don’t really understand, but God said you needed this.” God doesn’t need your $20. But He does need you. Test Him in this! And giving is even better: Luke 6:38 If you give, you will receive. Your gift will return to you in full measure, pressed down, shaken together to make room for more, and running over. Whatever measure you use in giving – large or small – it will be used to measure what is given back to you."
