Message from the President/CEO
Many strategic plans sit on shelves, ignored or altogether unread. That is not the case with OPARC! Almost three years ago, we decided to pursue two ventures that are just now coming to fruition.
Establishing a new program in Los Angeles County was included in our strategic plan because of the growing need for services in that area and the opportunity to diversify our funding base. Today, that dream is becoming a reality, as we move aggressively toward opening our new facility in the City of Walnut – our third behavior management program!
The Sizzling at Sixty Fund Development Campaign was also envisioned almost three years ago. Little did we know at that time how integral it would be to our financial success – as we continue to endure the negative consequences of the Great Recession.
Neither of these efforts would be successful without two groups of people unparalleled in their dedication to “enabling people with disabilities to achieve their full potential” – our volunteers and our employees. It is a distinct privilege and an honor for me to work with these caring, capable, and generous people.
Working together, I am confident that we will meet our challenges successfully and continue to be “the agency of choice” in the disability community – for at least the next sixty years!

Message from the Chairman of the Board
How one sees the world frequently depends on whether one prefers to perceive the glass as half full or half empty.
Looking at OPARC from the viewpoint of the Chairman of the Board is no exception. We continue to achieve our mission – but the consequences of the decrease in revenue from the State of California are substantial.
Our success is due in no small measure to the dedication of the Board of Directors. I want to thank all the members for their ceaseless commitment, which they demonstrate through attending meetings, volunteering their time at special events, asking other people for donations, and making their own personal contributions.
As the father of a young man who attends one of OPARC’s programs – my son Matthew – I can attest person-ally to the individual attention our clients receive, resulting in a program of exceptionally high quality. I suspect that I speak for many other parents who are grateful for the enriching experiences OPARC makes available to their sons and daughters.
Decreased revenue from the State restricts our ability to pay employees what they are really worth, provide advanced training, and fully staff managerial and administrative positions. Increasingly, we depend on the generosity of community-based individuals, corporations, and foundations for basic operating support.
I appreciate the opportunity you have given me to serve OPARC in a leadership capacity, and I look forward to meeting the challenges that will arise in the second year of my term – with your help!

Highlights From 2008 — 2009
Day Programs All facilities report positive satisfaction ratings from all groups of stakeholders. Facilities required to do so are meeting or exceeding their goal of having consumers (in the aggregate) spend at least 50% of their programming time in the community. Staff to consumer ratios gener-ally met their targets, and all programs (except the Monte Vista Adult Development Center, where clients are medically fragile) report an outstanding level of availability of paid work for clients who choose to participate. Quality assurance reports from Community Care Licensing and Inland Regional Center continue to demonstrate extremely high quality program- ming and compliance with all regulations. Summit Services Upland, with the assistance of Lowe’s, completed a significant interior remodel- ing project, expanding the kitchen area and opening up the lobby/reception area. All of the Adult Development Centers operated at or near capacity; Summit Services Upland and Summit Services East continued to expand enrollment following our expansion into San Bernardino. As a direct consequence of cost-cutting legisla- tion adopted by the State of California, the Passport Senior Services program discontinued operation at the end of July, 2009, due to lack of funding.
Diversified Industries Both the Work Activity Program and Supported Employment continued to provide services that were rated extremely high in level of satisfaction by practically all stakeholders. Unfortunately, the disastrous economy impacted the number of clients employed in SE and the availability of work in the WAP. (As this report is written, in May of 2010, we are seeing some improvement in both areas.) During the reporting period in question, about half of the referrals to DI/WAP chose to enroll in the program. This is a decrease from the previous year. Contributing factors were a waiting list for part of the year, plus the increased amount of “down time” (when work was not available) due to the slow economy. A more detailed outcomes report is available from the Administrative Office for all OPARC programs.

Sizzling at Sixty!
We enjoy celebrating the past – an era of enormous accomplishment. During the last sixty years, attitudes about people with disabilities have shifted nearly 180 degrees! Once hidden away and never discussed, people with disabilities are now valued, loved, and provided with a rich array of life-strengthening experiences. Mirror-ing this change, OPARC has developed from a “mom and pop” agency with a big dream to a strong and stable agency with a budget of about $10 million per year, 7 program locations, and 200 dedicated employees. As we cherish our accomplishments, so too must we plan for a challenging future. The most ominous cloud on our horizon is an era of limited financial resources. That’s why our effectiveness in the future corresponds in such a linear fashion to the success of the “Sizzling at Sixty” fund development campaign. Generous matching grants have been received from The Rose Hills Foundation and the John Gogian Family Foundation. The rest is up to us – the individuals who care most deeply about OPARC and its future. Please help us build a strong and stable future – so that OPARC can continue its essential work: “Enabling People with Disabilities to Achieve Their Full Potential.”
