    HistoryTHE CHICAGO YACHT CLUBwas organized at the Sherman Housein the City of Chicago on the eve-ning of August 7, 1875, with a membershipof thirty-seven men.The meeting was called by Mr. C. E.

    Kremer, who, with Mr. Harry Eilertson, thenthe owner of the yacht " Naiad," had broughtabout a yacht race, in which most of theyachts then at Chicago participated. Thisrace proved most successful and interestingand resulted in the organization of theCHICAGO YACHT CLUB.The first officers of the Club were John

    States, being desirous of associating ourselves to-gether, and of being incorporated under the laws ofthe State of Illinois, for the purpose of encouragingand promoting Yacht Sailing and building, do herebycertify:

    FIRST. That the name or title by which this Asso-ciation or Club shall be known in law is CHICAGOYACHT CLUB.SECOND. The particular business and object forwhich said Club or Association is formed is to en-

    io CHICAGO YACHT CLUBHouse Rules.

    During the season the Clubhouse will be open at7 a. m. daily, and closed at such hour as the HouseCommittee may from time to time determine.

    Supplies from the buffet will not be served in theLibrary.

    Books, journals, papers, pictures, trophies, worksof art and similar articles, the property of the Club,must not be removed from the room in which theyare placed.Members will be required to sign a ticket foreverything ordered in the Clubhouse.For purposes of identification, membership cardsmust be shown upon request.

    Applications for sleeping apartments must bemade at the office, and rooms assigned to memberswill be charged to their accounts until surrendered.Members or guests occupying rooms by the daymust give notice of intention to vacate same beforenoon, or a charge will be made for an additional day.Members desiring rooms will be accommodatedaccording to priority of application, but a membercannot transfer his right to a room.Members sending in supplies to be served tothem will be charged the same as if furnished fromthe Club supplies.None but members or guests, introduced bymembers, shall be admitted to the Clubhouse. Amember may at any time introduce a guest, and shallregister his name, residence and date of introductionin a book kept for that purpose, to which entry saidmember shall affix his own name. Such introductionshall not confer on such guest the privilege of the Clubat any other time, but the Secretary may, upon writtenapplication of a member extend the privileges of theClub for two weeks to non-residents.

    Members will be held responsible for the conductof their guests and for all indebtedness to the Clubincurred by them.

    CHICAGO YACHT CLUB nAny guest violating any of the laws or rules of the

    Club may be notified by the House Committee, throughthe member by whom he was introduced, that heshall no longer enjoy the privileges of the Club.

    The privileges of the Club may, in the discretionof the Board of Managers, be temporarily extendedto crews or members of other clubs while visitingthe city.

    All complaints against the management of theClub, or against any member, must be made in writ-ing to the Board of Managers and signed by the com-plainant. No verbal complaints will be considered.Complaint against any employe of the Club must bemade to the House Committee.When any member's indebtedness, exclusive ofdues, amounts to $25.00, he shall not be allowedfurther credit until such indebtedness has been paid.Notice of the amount of such indebtedness shall besent by mail every other Monday. A failure to paysuch indebtedness by the next succeeding Mondaywill render such member liable to such penalty as theBoard of Managers may see fit to impose.

    The House Committee shall have direct chargeof the restaurant, sleeping apartments, loungingrooms, library, office, the wine and cigar depart-ments, and of the employes attached to all depart-ments; also have charge of all supplies pertaining toall departments, and shall have general supervisionof all parts of the house. The Chairman, or, inhis absence, some other member of the committeeresponsible for the liability, shall audit all bills forsupplies, salaries and renewals.

    There shall be no gambling of any description inany part of the Clubhouse.No subscription paper shall be circulated, or anyarticle be advertised or exposed for sale in the Clubrooms without permission of the House Committee.No member or guest shall give any fee orgratuity to any employe of the Club, or join in any

    12 CHICAGO YACHT CLUBsubscription for the benefit of employes that has notbeen authorized by the Board of Managers.No waiter or employe of the Club shall be senton errands outside of the Clubhouse.No dogs, or other animals, will be allowed in theClub rooms.

    Members only will be permitted above the mainfloor of the House.

    Crews can obtain meals in the basement and arenot permitted on the main floor of the Clubhouse,excepting when it is necessary to communicate withtheir employers.Meals will be served in the dining room andverandas only.

    Rules for Club Boats.The four small fin-keel sloops, commonly called

    the " Pups," are the property of the Club, and are atthe service of the members from colors to sunset.There is a sailor in charge of the " Pups,' 1 whoupon order from the office will make sail and haveboats at landing at any time members so advise bytelephone or otherwise within the hours so prescribedabove.

    All resident members may use the " Pups " beforecolors in the morning, but are required to take themfrom moorings themselves, and upon returning themleave them at moorings in the same condition asfound.

    Pups must not be taken from the harbor, exceptby consent of chairman of Regatta Committee.

    CLUB KNOCKABOUT RACESOpen free to any member of the Club making application

    shortly before the race. Prizes will be awarded at end of seasonon a percentage basis ; each member of the different crews willbe credited with points according to the finish of their boat.Courses and instructions will be given shortly before each race.All boats starting in each race must have an equal number of menaboard, but not to exceed three on each boat.

    ONE DESIGN RACESA gold medal will be put up for competition, to be held by the

    winning boat until defeated, the boat winning the greatest numberof races during the season in the scheduled events to becomeabsolute owner of the medal. Previous to each race medal to bereturned to Regatta Committee by holder. Two boats must start

    If two or three boats start : ist boat will be given 30 points ;2d boat 20 points and 3d boat 10 points.

    If four boats start : ist boat will be given 40 points ; 2d boat20 points ; 3d boat 15 points and 4th boat 10 points.

    If five boats start : ist boat will be given 40 points ; ad boat25 points ; 3d boat 20 points ; 4th boat 15 points and sth boat 10points.If six boats start : ist boat will be given 40 points ; 2d boat 30points ; 3d boat 25 points ; 4th boat 20 points ; sth boat 10 pointsand 6th boat 5 points.

    ENTRIESAll entries shall be in writing and shall be signed by the

    owner or his representative, giving name of yacht, racinglength, and must be lodged with the Regatta Committee not laterthan noon of the day before the race, exclusive of Sundays, unlessotherwise ordered by the Committee.The Regatta Committee may refuse to accept any entry madeafter the time of closing.The same yacht shall not be entitled to enter for a race underdifferent rigs.The Regatta Committee may, if they consider it expedient,reject any entry.

    On making the first entry, yachts can be entered for all theseason's races by request of the Regatta Committee.STARTING

    All starts shall be flying, and shall be a one-gun start.For all races, special instructions as to guns will be issued by

    Regatta Committee before each race.For all races, international signal code flags will be shown

    wherever gun is located as per instructions.

    COURSESThe course for each race will be issued with special instruc-

    tions.Courses may be changed by the Regatta Committee at their

    discretion.A blue flag shown by judges will indicate that buoys must beleft to starboard.

    A red flag shown by judges will indicate that buoys must beleft to port.

    ARTICLE I.The name of this Club shall be the CHICAGOYACHT CLUB.

    ARTICLE II.OFFICERS.

    The officers of this Club shall consist of a Commo-dore, Vice-Commodore, Rear Commodore, (each ofwhom shall be a yacht owner,) Secretary, Treasurer,Fleet Surgeon, and Judge Advocate; and four Trustees,(two of whom shall be yacht owners,) who, togetherwith the Commodore, Secretary and Treasurer, shallconstitute the Board of Managers.

    ARTICLE III.ELECTION OF OFFICERS.

    SECTION i. The first election of officers shall takeplace immediately upon the adoption of this constitu-tion and thereafter at the last general meeting ineach year, and said election shall be by ballot only,deposited by members in person at said meeting.Each officer shall be elected on separate ballot andshall hold office until adjournment of the last generalmeeting the following year, or until his successorshall have been elected, except the term of the offi-cers elected immediately upon the adoption of thisconstitution, who shall serve until last general meet-ing in same year, or until their successors shall havebeen elected, except the Trustees, whose term shallbe as follows:(42)

    constitution, there shall be elected two Trustees(one of whom shall be a yacht owner) to serve untiltheir successors are elected at the first general elec-tion following, and two Trustees (one of whom shallbe a yacht owner) to serve until the second generalelection following thereafter. At each subsequentgeneral election there shall be elected two Trustees(one of whom shall be a yacht owner) whose term shallbe two years.The ticket nominated by the nominating committee

    shall be posted on the bulletin board of the Club atleast ten (10) days before the election. Voting mem-bers of the Club, not less than ten (10) in number,may nominate other candidates for the same office oroffices. Such nominations shall be in writing, shallbe signed by the members making them, and shall beplaced in the hands of the Secretary,who shall attachhis certificate that such nominations have been madeby not less than ten (10) voting members, and shallpost the said ticket, with his certificate, on the bul-letin board at least five (5) days before the election.After the names shall have been posted as aforesaid,the Board of Managers shall cause the names of alllegally posted candidates to be printed on one ticket,indicating thereon the offices for which the candidatesare severally nominated. No other form of ticketthan the one hereinbefore provided shall be voted orcounted by the judges of election. Each membervoting shall place a cross opposite the name of eachcandidate for whom he votes, for each of the variousoffices to be filled, and only the names so indicatedshall be counted by the judges of election.No member who is in arrears to the Club shall beentitled to vote.SEC. 2. The Board of Managers at the last general

    meeting in each year, shall appoint three or moremembers, who shall not be members of the Board ofManagers, to be judges of the annual election. Such

    44 CHICAGO YACHT CLUBjudges shall receive and count the ballots cast at suchelection, and certify the result to the Secretary, andthe Secretary shall at once post the said result on thebulletin board of the Club. The persons receiving aplurality of the votes cast shall be declared elected.SEC. 3. Vacancies may be filled at any general or

    special meeting, notice of such election having beensent to each member at least ten (10) days previousto such meeting.

    ARTICLE IV.DUTIES OF OFFICERS.

    Commodore.SECTION i. It shall be the duty of the Commodoreto take command of the squadron, and preside at all

    meetings of the Club and at all meetings of the Boardof Managers. He shall perform such other duties asare usually incumbent upon such office.He may call a special meeting of the Club at his

    pleasure, and he shall do so at written request ofthree (3) members.The Commodore shall appoint a Fleet Captain to

    aid him in his duties.The Commodore shall appoint a measurer, and his

    duties shall be to measure all yachts and calculatetheir measurement as prescribed by the By-Laws andsailing regulations, and make a return of same to theSecretary.The Commodore, or, in his absence, the Vice-Com-

    modore, shall be ex officio a member of all com-mittees.

    Vice- Commodore.SEC. 2. It shall be the duty of the Vice-Com-modore to assist the Commodore in the discharge of

    his duties, and in his absence to officiate in his stead.

    SEC. 3. It shall be the duty of the Rear-Com-modore to assist the Commodore and Vice-Com-modore in the discharge of their duties, and in theirabsence to officiate in their stead.

    Secretary.SEC. 4. It shall be the duty of the Secretary:To keep the various committees, delegates, etc., of

    the Club informed as to correspondence in referenceto matters which concern them.To keep a true record of the proceedings of all

    meetings of the Club and Board of Managers inbooks provided for that purpose.To notify the Treasurer on January ist and Julyist of each year, of the number of members thenliable for semi-annual dues, and also during the yearto notify him of the election of any new members.To keep a correct list of the name, ownership,dimensions and rig of each yacht enrolled in theClub.To file all documents, records, reports and com-

    munications connected with the business of the Club.To notify each member elect of his election, and

    upon his becoming a member, to assign him a num-ber in conformity with the date of his election, andfurnish him with a copy of the Club Book.To have books printed as provided by the By-Laws.To call all meetings and notify each member ofevery meeting.To carry on all correspondence on Club affairs.He shall perform such other duties as are usuallyincumbent upon such office.

    In case of inability to attend any meeting, to causethe necessary books and papers to be conveyed tothe place of meeting.

    SEC. 5. It shall be the duty of the Treasurer toreceive all moneys due the Club, and to pay all billscontracted by it when properly approved by theBoard of Managers; keeping a correct account ofthe same in a book provided for the purpose.To make a report at each general meeting of allhis receipts and disbursements, with a statement of

    the amount of money then in his hands and theamount of dues collected.He shall have custody of all the funds of the Club.He shall furnish such bond and sureties as shall be

    required by the Board of Managers.He shall perform such other duties as are usuallyincumbent upon such office.

    suspend or expel members (but only for cause) byballot, two adverse ballots in seven excluding anapplicant, and two-thirds vote of those of the Boardof Managers present expelling or suspending amember.

    (b) To suspend or expel a member for any con-duct not in special violation of the By-Laws orRules, but improper or prejudicial to the interestsof the Club.

    (c) To make rules for the conduct of the mem-bers of the Club, and for their use of the Club property.

    (d) To fix and enforce penalties for offensesagainst the By-Laws and Rules.

    (e) To make, alter and amend the Rules for theirown government, and to fix and enforce penalties forthe violation of such rules.

    ARTICLE V.NOMINATING COMMITTEE.

    At the fourth general meeting in each year thereshall be elected by ballot a Nominating Committee.As soon as possible after the general election in

    each year the Board of Managers shall appoint aRegatta Committee, a House Committee, an Enter-tainment Committee and a Librarian.

    ARTICLE VI.DUTIES AND NUMBER OF COMMITTEES.

    Regatta Committee.

    SECTION I. The Regatta Committee shall consistof a Chairman and two members, not yacht owners.It shall be the duty of the Regatta Committee tomake arrangements for, to take charge of, and act as or

    SEC. 2. The Entertainment Committee shall con-sist of a Chairman and two members. They shallpromote and have charge of such dinners, smokers,or other entertainment as in their judgment, with theapproval of the Board of Managers, will conduce tothe Benefit of the Club and the entertainment of itsmembers.

    Librarian,SEC. 3. The Librarian shall have charge of the

    charts, books and publications of the Club. Shallkeep a correct list of same, arrange for their use bythe members of the Club, and be responsible fortheir safe keeping and make additions to them whenrequired.He shall keep the log book of the Club in a bookprovided for the purpose.

    Nominating Committee.SEC. 4. The Nominating Committee shall consist

    of five (5) members. They shall nominate a ticketfor officers and trustees to be voted for at the annualportion.SEC. 5. The House Committee shall consist of fivemembers. They shall have the management of theClubhouse and the Club employes, and shall perform

    such duties from time to time as will promote the com-fort of the Club members.

    ARTICLE VII.MEETINGS.

    There shall be five general meetings in each year,and such special meetings as may be called.

    QUORUM AND VOTING.Fifteen (15) members shall constitute a quorum for

    the transaction of business. Each member shall beentitled to one vote.Yacht owners only, as defined in this Constitution,

    shall vote on any and all questions involving amend-ments to, changes and adoption of sailing rules, regu-lations and measurements.

    ARTICLE IX.ELECTION OF MEMBERS.

    SECTION i. Any person maybe eligible to mem-bership.Each candidate must be proposed and seconded

    by two members over their own signatures on aprinted form provided by the Secretary for the pur-pose. Every candidate for election to resident ornon-resident membership must be personally knownto three members of the Board of Managers and beproposed in writing by two resident members of theClub. The name, occupation and address of thecandidate, the class for which lie is proposed and hisproposers' names shall be entered on the regularform which shall be accessible to members, and hisapplication shall be posted on the bulletin board ofthe Club for at least two weeks prior to action by theBoard of Managers. At the expiration of this timethe application shall be transmitted by the Secretaryto the Board of Managers, who shall elect or rejectthe applicant by ballot, as before provided.SEC. 2. The membership shall be limited to 500

    active members, except that at any time yacht ownersdesiring active membership shall not be subject tothis rule.

    tance than fifty miles from Chicago may be electeda non-resident member, and shall pay to the Clubone-half of the entrance fee and dues of an activemember; but such non-resident member cannot voteor hold office and shall forfeit such membership if hechange his residence to within fifty miles of Chicago,but shall have precedence for a regular membershipby paying the difference in the entrance fee and dues.SEC. 4. Commissioned officers of the U. S. Navyand Revenue Service, on the active list, may uponapplication be given the privileges of the Club.SEC. 5. Any woman owning a yacht is eligible for

    election to the Club as a flag member, and shall, uponelection, pay annual dues but no initiation fee.Such membership shall continue only during the

    period of yacht ownership, and carries only the fol-lowing privileges:The right to fly the Club Burgee. To have private

    signal registered with Secretary. To enter yacht inClub races and the use of Club stations and floats.SEC. 6. Honorary members shall be proposed and

    elected at any regular meeting. They shall beexempt from payment of any fee, monthly dues orassessments, and shall be entitled to all the privilegesof the Club except voting and holding office. Theirnumber shall be limited to twenty-five (25).SEC. 7. Fifty junior members, between the ages ofseventeen and twenty-three years, may be admitted

    to membership for a period not exceeding one year.SEC. 8. Application shall be made on a regular

    form provided for that purpose, signed by the appli-cant and also signed by a member in good standing,as sponsor, and endorsed by one or more additionalmembers of the Club. Upon his admission to mem-bership, the member so acting as sponsor shallbecome responsible for all indebtednesses to the Clubof such junior member.

    ARTICLE X.AMENDMENTS.

    This Constitution shall only be amended as follows:The proposed amendment must be legibly written

    or printed with the name of the member proposingthe same, and a copy thereof sent to the Secretary ofthe Club, and another copy posted on the bulletinboard at the Club House for at least one week previ-ous to a general meeting of the Club. Any amend-ment must first be submitted at a general meeting,and shall be valid only when approved by a two-thirdsvote at a subsequent meeting. If adopted at thegeneral meeting it must be kept posted until the nextmeeting by the Secretary in a conspicuous placein the Club House. No amendment once rejectedshall be reconsidered at any subsequent meetingwithin six months thereafter. There shall be no sus-pension of any article of the Constitution.

    ARTICLE XI.While the Club is not in possession of or occupyinga club house or quarters, the posting required above

    shall be omitted and a copy of such matter sent toeach member in lieu thereof.

    ByLaws

    CHAPTER I.Each member on his election shall pay the sum of

    Fifty Dollars ($50.00) as an entrance fee, and prorata dues for the current period.

    If said sums are not paid within thirty days fromdate of his election, the Treasurer shall notify theSecretary of the fact, and such election shall be nulland void.The annual dues shall be Twenty-Five Dollars($25.00), in semi-annual payments, in advance, whichshall become due on January ist and July ist of eachyear.

    Five Dollars ($5.00) of the annual dues of eachmember paid to the Treasurer, shall be placed in aspecial fund, to be used only for the redemption ofthe Club bonds, until all of the bonds are redeemed.The Treasurer shall furnish the Secretary with alist of names of members whose dues remain unpaidthree months after they become due. The Secretaryshall at once notify such delinquent members andreport the names to the Board of Managers, whoshall take such action as they may see fit.No member in arrears to the Club shall be entitledto vote.

    Junior members shall pay no initiation fee, but shallpay dues to the amount of ten dollars ($10) for eachyear, one-half of which is to accompany the applica-tion, the remainder to be paid in advance, on July istof each year. CHAPTER II.The five general meetings required by the Consti-

    tution shall be held as follows:The first on the second Tuesday in February.The second on the fourth Tuesday in March.The third on the third Tuesday in May.The fourth on the third Tuesday in July.The fifth on the fourth Tuesday in November.

    ber shall be entitled to fly the Club signal.SEC. 3. Each yacht is required to have a set of

    such signals as may be ordered by the Club, also adistinguishing signal flag, and to show it when sig-naled by another yacht. The flag of each yacht is tobe in width two-thirds of its length, a description ofwhich shall be filed with the Secretary.SEC. 4. Every member buying or selling a yacht

    of the fleet shall give written notice thereof to theSecretary, who, if the purchaser be not a member ofthe Club, shall erase its name from the squadron andmake report thereof to the Club.

    RULE 16. When two sailing vessels are approach-ing one another, so as to involve risk of collision, oneof them shall keep out of the way of the other asfollows : Namely

    (a) A vessel which is running free shall keep outof the way of a vessel which is close-hauled.

    (b) A vessel which is close-hauled on the port tackshall keep out of the way of a vessel which is close-hauled on the starboard tack.

    (c) When both are running free, with the wind ondifferent sides, the vessel which has the wind on theport side shall keep out of the way of the other.

    (d) When they are running free, with the wind onthe same side, the vessel which is to windward shallkeep out of the way of the vessel which is to leeward.

    SAILING REGULATIONS.

    SECTION i. Yachts on the port tack must invari-ably give way to those on the starboard tack, and, inall cases where a doubt of the possibility of the yachton the port tack weathering the one on the starboardtack shall exist, the yacht on the port tack shall giveway. If the other yacht keep her course and runinto her, the owner of the yacht on the port tack shallbe compelled to pay all damages, and, if in a regattaor race, forfeit all claim to the prize.SEC. 2. Any yacht bearing away or altering her

    course to leeward, and thereby compelling anotheryacht to bear away to avoid collision, shall forfeit allclaim to the prize, except when two yachts areapproaching a windward shore, buoy or stakeboattogether, with a free wind, and so close to each other

When two yachts by the wind are approach-

    ing shore, a buoy or stake together, and so close thatthe leewardmost cannot tack clear of the windward-most, and by standing on further would be in dangerof running ashore, or touching such buoy or stake-boat, such weathermost yacht, on being requested toput about, is immediately to comply, and will forfeitall claim to the prize by not so doing. The leeward-most yacht must, in this case, however, tack at thesame moment as the one she hailed, if she can do sowithout coming in contact.SEC. 4. When rounding a mark, boat or buoy, the

    yacht nearer thereto shall be considered the head-most yacht, and should any other yacht that is in theregatta or race compel a yacht nearer any mark, boator buoy, to touch the said mark, boat or buoy, theyacht so compelling her shall forfeit all claim to theprize, and her owner shall pay for all damages thatshall accrue thereby. The yacht so compelled totouch a mark, boat or buoy, shall not suffer any pen-alty therefor.SEC. 5. During a regatta or race under the auspices

    of the Club, all yachts not entered must invariablygive way to those sailing in such regatta or race,without regard to the previous rules. Disobedienceto this rule may be prosecuted under the Constitution.SEC. 6. Any violation of these rules shall be

    6 A single masted yacht should fly the owner'sprivate signal when under way and the burgeewhen at anchor. (See Section VIII., Paragraph6, "With the Squadron.")

    7 Unless there are good reasons to the contrary,the ensign should when at sea be displayed onfalling in with ships of war, and on approachinglightships, lighthouses, signal stations, militaryposts, or towns.

    8 Half-Hast ColorsOn occasions of national mourning the ensign

    only should be half-masted. On the death of ayacht owner the burgee and his private signalbut not the ensign, should be half-masted. Whenmourning is ordered for the death of a memberthe burgee only should be half-masted. Thisrule should apply to a yacht both at anchor andunder way, and to the Club stations.

    9 Colors: How Half-MastedIn half-masting colors they should, if not pre-

    viously hoisted, be first mast-headed and thenlowered to half-mast. Before lowering fromhalf-mast colors should first be mast-headed andthen lowered. When the ensign is at half-mastit should be mast-headed before making or re-turning a salute.

    10 The Jack: When DisplayedThe jack should be set on Sundays, on all cere-

    monial occasions, and when the senior officerpresent has it set.

    Racing Rules.MANAGEMENT OF RACES.

    The following Racing Rules shall govern all theraces of the Club and any race sailed under its auspicesunless otherwise specified between the parties makingthe race; but, as no rules can be devised capable ofmeeting every incident and accident of sailing, it shallbe the duty of the Regatta Committee to decide anyquestion which may arise, not provided for in theserules; and all attempts to win a race by other meansthan fair sailing and superior speed and skill are tobe discouraged.
