CII Western Region, since the onset of the Covid-19 pandemic has been working actively

to provide relief and assistance to the district communities, government hospitals,

municipal corporations, police department and railways, in addition to the vulnerable

sections of the society including migrant workers and underprivileged individuals.

Prohibition/ Restriction on Specific

Activities/ Establishment/ Facilities

/ Events under Section 144 in North

and South Goa Districts

Various activities / establishments / facilities /

events shall be prohibited or restricted in the

district of North Goa and South Goa Districts

from 7 AM on 05 May 2021 to 7 AM on 10

May 2021 as per order dated 5 May. For

Restrictions for People Entering

Goa in North and South Goa

Districts

As per Order dated 6 May 2021 of the

Hon’ble High Court in Public Interest

Litigation, it has been directed to ensure that

entry into the state is permitted only if the

individual possesses a COVID-19 negative

certificate obtained within 72 hours from the

time they seek entry into the state.

However,the following categories of persons

are exempted from the above requirement as

per order dated 11 May:

1. All persons entering the state for

medical emergencies on production of

proof or those who are coming in an

ambulance

2. All persons entering the state in goods

vehicles for essential supplies like

oxygen, medical drugs, raw materials

to pharmaceutical companies, medical

equipment, milk, vegetables, food

grains, eggs, meat and gas cylinders.

Such vehicles must not carry any

passengers or persons unrelated to

the transportation of the aforesaid

essential supplies.

Failure to comply with this Order shall be a

violation of the provisions of the Disaster

Management Act, 2005 and the Officer

concerned shall be liable for punishment in

terms of provisions of Section 57 of the said

Act.

GUJARAT

Extension of Night Curfew & Curbs

in Gujarat

As per the notification dated 11 May 2021,

the Gujarat Government extended night

curfew in 36 cities in Gujarat till 18 May. The

Corona curfew and other day-time

restrictions were extended by three more

days upto 20 May in 36 cities. While

permitting essential services and industries

to function in 36 urban areas, the

government directed all shops, commercial

establishments, road-side kiosks, restaurants

(except take-away service), shopping

complexes, malls, Gurjari Bazzars, cinema

halls, auditoriums, salons and beauty

parlours, swimming pools to remain closed

till May 18. During the curfew period,

pregnant women or persons suffering from

any ailment will be permitted to travel along

with an attendant. Passengers travelling by

train, bus or airplane will also be permitted,

provided they show their tickets. Those

connected with essential services and

carrying identify cards, can move during

curfew hours.For weddings, only 50 persons

will be allowed to attend after registration on

Digital Gujarat portal. For final rites, only 20

persons can take part. Everyone must

necessarily follow social distancing, wear

masks and follow other COVID norms.

MADHYA PRADESH

Fixing Rate of Oxygen in Bhopal

district

The Bhopal District Administration fixed the

rate of Oxygen cylinders (7-cubic meter, 10

cubic meters, micro cylinder) to be charged

by wholesalers and distributors in the district.

This is following the heavy demand of

oxygen in the district for medical usage and

will help curb black-marketing of oxygen.

State Government to provide

Pension to poor COVID-affected

families

The Government of Madhya Pradesh

announced its decision to provide a pension

of Rs 5,000 per month pension to families

who have lost their earning members and

bread earners due to the pandemic. There

are several families in the state which have

children who have lost their fathers and

guardians, old parents have lost their sons

and earning members of the family and are

facing a severe financial crisis.Such families

would also be provided with interest-free loan

on the guarantee of the state government in

case they want to set up their own business.

Extension of Corona Curfew in MP

The Government of Madhya Pradesh

announced an extension of the current

corona curfew in the state till 17 May in all

the major districts of the state. This curfew

was further extended till 20th May in some

districts and till 30th May, in some other

districts.

Industries have been permitted to operate at

limited capacity and their employees/staff

have been allowed to travel during specified

timings with their I-card.

MAHARASHTRA

Nashik Administration announces

10-day complete lockdown

The Nashik administration issued a

notification on 10 May 2021 announcing a

10-day complete lockdown starting from 12

PM on 12 May 2021 till 12 AM on 23 May

2021. During this period, all essential

services including medical stores, hospitals

and other services listed under essential

category are permitted to operate as before.

While, other industries can only operate only

if their employees are stationed within the

company premises or arrangements are

made in any nearby hotel within a radius of 2

kms. Shops selling grocery, sweets and

bakery items will remain open from 7AM to

12PM but only for home delivery.

State Government announces

extension of Restriction till 7 AM on

1 June 2021

The Government of Maharashtra issued a

notification on 12 May 2021 stating that all

the "Break the Chain" guidelines issued on

13 April & 21 April 2021 along with all

additions and clarifications have been

extended till 7AM on 1 June 2021. The

guidelines also stated that people and cargo

carriers coming from outside state should

mandatorily carry a negative RT-PCR test

report, issued 48 hours before the time of

entry into the state of Maharashtra. Also,

personnel engaged in airports and port

services and needed for the movement of

cargo related to medicines and equipments

needed for COVID management are allowed

to travel in local, mono and metro trains.

Kolhapur Administration

announces 8-day Lockdown

The Kolhapur administration issued a

notification on 13 May 2021 announcing an

8-day complete lockdown from 15 May 2021

till 23 May 2021. During this period, all

essential services including medical stores,

hospitals, oxygen production and other

services listed under essential category have

beenpermitted to operate as before, while,

the operations of industry and other

establishments have been stopped.

Interactions with State Governments

MAHARASHTRA

Meeting with CEO, MIDC and

District Magistrate, Nashik

The District Magistrate of Nashik issued a

notification on 10 May 2021 announcing a

complete lockdown till 22 May 2021. The

notification permits companies falling under

essential category to operate,while other

industries are allowed to operate if their

employees are stationed within the company

premises or stay arrangements are made in

a nearby hotel within a radius of 2 km.

With this background, CII North Maharashtra

members had a virtual meeting with Dr P

Anbalagan, CEO, MIDC and

MrSurajMandhare, Collector & District

Magistrate, Nashik on 12 May 2021. During

the meeting, industry members requested

permission for industries to operate with

minimum manpower in order to meet the

commitments of the overseas customers and

enable smooth functioning of the global

supply chain.
