Brush Collection Tentatively Set to Resume On Monday, June 8, 2020 While our employees continue to provide sanitation and other essential public services, this is a reminder that the Monday brush collection is temporarily suspended. We ask you to hold your brush until June 8th (tentatively) or, if you cannot hold the materials, you may dispose of them with your regular trash for the time being.

Please Seal Your Garbage Bags and Cans Now, more than ever, please be sure to place your garbage in sealed bags, even if in cans. Please also be sure trash can your lids are secure. By taking these small steps, you can help protect our sanitation workers and slow the spread of COVID-19. With their safety in mind, please secure your garbage. * Never place recyclable materials in bags.

Summer Camps and Recreation Programs

In light of the COVID-19 Pandemic, Haverford Township has canceled all Township-sponsored summer camps and summer recreation programs for this year. In addition, the Skatium and the CREC remain closed until at least September 1, and field-use permits remain suspended indefinitely. The Township Manager made this decision based on available information, after consultation with Township staff and each of the Commissioners. The decision is consistent with the Board's Declaration of Disaster Emergency and recognizes the fact that Delaware County remains in the "Red Phase" of Governor Wolf's "Plan for Reopening". Of course, we will continue to monitor the progress of the Pandemic (including any possible revision to the current "Plan for Reopening") for the possibility of offering small-group activities or reopening our facilities later this summer. In the meantime, our parks and trails remain open. We encourage residents to enjoy the outdoors while continuing to practice social distancing, wearing masks when appropriate, avoiding large groups and engaging in other permitted activities. Haverford Township is proud of our exceptional recreational facilities and the programs offered by our Parks & Recreation Department. We must balance this against the need to assure public health and safety, and limit the potential of exposing any staff, residents or children to this dangerous virus. Our top priority will always be the health and safety of our Haverford Township community.

Social Distancing in Parks and on Trails

Although parks and trails are open, please continue to practice social distancing and recognize the following: • All Haverford Township playground equipment is off-limits. The equipment should not be used. • The Skatepark at Merry Place is closed. • All basketball, pickleball and tennis courts are closed. • All playing fields are closed to group sports and activities. • All pavilions and restrooms remain closed. • The Dog Park remains open. Occupancy is limited to 15.

COVID-19 Information and Resources As of May 8, 2020, there are 54,238 positive cases and 3,616 deaths in Pennsylvania. Delaware County reports 4,739 cases, 255 of which are in Haverford Township. Regular Trash Collection Tomorrow

April 28 will be a normal trash collection day due to the postponement of the Pennsylvania primary election. The regular pickup schedule will continue the rest of the week. As a reminder, all brush collection has been suspended due to the COVID-19 pandemic. If necessary, brush can be put out with trash pickup until further notice.

Pennsylvania Act 15 of 2020 Authorizes Remote Public Meetings

Governor Wolf signed Senate Bill 841 on April 20, 2020 which, among other things, allows local governments to conduct remote public meetings. Under the Act, the Board of Commissioners may conduct meetings remotely until the expiration or termination of the COVID-19 disaster emergency.

Commissioners May Meeting Schedule

The Haverford Township Board of Commissioners has a long-standing tradition of not just allowing public participation, but truly encouraging it. As such, the Board hopes to limit the Agenda for any remote

meetings to only those items that require immediate action. The Board of Commissioners Work Session scheduled for May 4th has been cancelled.

The May 11th Regular Meeting of the Board of Commissioners will take place virtually. Each of the Commissioners will participate remotely, allowing the Board to consider a very limited number of Agenda items that require immediate action.

Like all Board meetings, this meeting will be broadcast live on the Township's Government Access Channels: channel #38 for Verizon customers and channel #5 for Comcast. Likewise, the meeting will be recorded and available for viewing on the Township's YouTube channel.

To promote public participation in the May 11th meeting, residents may email their questions and comments in advance to [email protected].

All businesses in the construction industry in the Commonwealth of Pennsylvania are permitted to resume in-person operations starting Friday, May 1. Click here for more information.

Also, in-person building code plan review and inspection services may resume as necessary for all construction projects authorized under the Wolf Administration's guidance. All business and employees in the construction industry must adhere to the Secretary of Health's order providing for business safety measures.

Later this week, the Township will publish detailed information for contractors who need to do business with us. This will include limited office hours (by appointment only) and policies, procedures and protocols for scheduling and completing inspections.

In an effort to limit the potential exposure of our employees to COVID-19 and in the hopes that we can slow the spread of this virus, all brush collection is suspended until further notice.

Real Estate Tax, Sewer, Trash The Township has extended the discount period for 2020 Township Real Estate Tax, Sewer and Trash payments from March 31, 2020 to April 30, 2020. All payments made through April 30, 2020 are eligible to take the 2% discount. Additionally, the Township will extend the face period to span from May 1, 2020 through July 31, 2020. The 10% penalty will not be added to unpaid accounts until August 1, 2020. *Reminder -- Citizens Bank is no longer able to accept tax payments at their branches due to their concerns regarding the Coronavirus. To ensure proper crediting of accounts, please mail all payments directly to the Finance Department at the Township Building, 1014 Darby Road, Havertown, PA 19083. If you need a stamped receipt, please include a self-addressed, stamped envelope. Please feel call the Finance Department at 610-446-1000 x2242/2240 if you have any questions. Business and Mercantile Tax Returns The Township has extended the filing/payment date for 2019 business and mercantile returns from April 15, 2020 to July 15, 2020. As long as returns are filed and taxes paid by July 15, 2020, no penalties or interest will be added to any business tax accounts. If you have any questions regarding Business & Mercantile Taxes, please call the Township's collector, Tri-State Financial Group at 610-275-9520. Local Services Tax Returns The Township has extended the filing/payment date for the 1st quarter 2020 Local Services Tax returns from April 30, 2020 to June 30, 2020. As long as returns are filed and taxes paid by June 30, 2020, no penalties or interest will be added to any business tax accounts. Shredding Event Postponed The shredding event schedule for April 25th is postponed until July 11th (tentative date).

COVID-19 Cases in Delaware County

As of April 6, 2020 at 12 noon, Delaware County reported 822 positive cases of COVID-19, including 52 in Haverford Township. Delaware County reported 15 deaths, none of which were in Haverford Township.

To be clear, materials to be recycled should not be placed in plastic bags. They should be placed at the curb as usual. Please note, containers should be brought to the curbline no later than 5:00 a.m. the day of a scheduled collection. Thank you for your cooperation.

In an effort to limit the potential exposure of our employees to COVID-19 and in the hopes that we can slow the spread of this virus, all brush collection is suspended until further notice. Haverford Township Tax Filings Extended Real Estate Tax, Sewer, Trash The Township has extended the discount period for 2020 Township Real Estate Tax, Sewer and Trash payments from March 31, 2020 to April 30, 2020. All payments made through April 30, 2020 are eligible to take the 2% discount. Additionally, the Township will extend the face period to span from May 1, 2020 through July 31, 2020. The 10% penalty will not be added to unpaid accounts until August 1, 2020. *Reminder -- Citizens Bank is no longer able to accept tax payments at their branches due to their concerns regarding the Coronavirus. To ensure proper crediting of accounts, please mail all payments directly to the Finance Department at the Township Building, 1014 Darby Road, Havertown, PA 19083. If you need a stamped receipt, please include a self-addressed, stamped envelope. Please feel call the Finance Department at 610-446-1000 x2242/2240 if you have any questions. Business and Mercantile Tax Returns The Township has extended the filing/payment date for 2019 business and mercantile returns from April 15, 2020 to July 15, 2020. Commissioner's Regular Meeting Will Be Remote The April 13th Regular Meeting of the Board of Commissioners will take place virtually. Each of the Commissioners will participate remotely via live-streaming, enabling the Board to consider a very limited number of Agenda items that require immediate action. Like all Board meetings, this meeting will be broadcast live on the Township's Government Access Channels: channel #38 for Verizon customers and channel #5 for Comcast. Likewise, the meeting will be recorded and available for viewing on the Township's YouTube channel. To promote public participation in the April 13th meeting, residents may email their questions and comments in advance to [email protected]. Please include the words "Public Comment" in your subject line. The Board intends to read each comment or question aloud during the meeting, provided the senders include their name, address, and telephone number. Playing Courts and Playground Equipment Closed

During this crisis, we have asked residents to help slow the spread of COVID-19 by not congregating in parks, playgrounds and trails. We have closed all pavilions and restrooms and we have suspended all field use permits. We have urged folks to avoid contact sports. We have placed caution tape around playground equipment, as it has not been sanitized. We have taken all of these actions to protect the health and safety of our residents. However, we have not closed our parks and trails. Instead, we have encouraged social distancing in an effort to to continue providing outdoor options for our residents. Over the past several days we have monitored our parks and playgrounds, only to see a disturbing trend. Some folks have taken it upon themselves to remove our caution tape and play on the playground equipment. Others have disregarded social distancing and groups have participated in basketball, tennis and pickleball. As a result, we have taken further action to close certain facilities where folks seem to be gathering and failing to practice social distancing. Effective immediately: All Haverford Township playground equipment is off-limits. The equipment should not be used. We are placing signage at all playgrounds to indicate that the equipment is closed and we are placing caution tape around the equipment as a further deterrent. The Skatepark at Merry Place is closed. All basketball, pickleball and tennis courts are closed. With available personnel, we will make the playing courts at the following locations inaccessible: Bailey, Westgate, Grasslyn, Elwell, Coopertown, Merwood, Paddock, Grange. All pavilions and restrooms remain closed. The Dog Park remains open, but occupancy will be limited to 15. Haverford Police officers are aware of these actions and will monitor our parks to assist with compliance. It is our sincere hope that these actions will provide an extra reminder of the dangers of the Coronavirus. As Governor Tom Wolf said, "This virus is an invisible danger that could be present everywhere." We remind you to avoid close interaction as the virus can be spread easily from person-to-person within 6 feet of each other. Social Distancing In Our Parks Over the past several days, we have asked residents to help slow the spread of COVID-19 by avoiding parks, playgrounds and trails. We have informed you that all pavilions and restrooms remain closed and playground equipment has not been sanitized.

However, to continue providing outdoor options for our residents, we have not closed our parks and trails. Instead, we have asked residents to practice social distancing and avoid congregating in groups.

Unfortunately, some residents have ignored our requests. As a reminder to residents, on Friday our Parks Maintenance Crew took the unusual step of placing caution tape around the equipment in many of our playgrounds. In addition, although most organizations have already cancelled their activities, we have formally suspended all Field Use Permits. In one or two instances, patrol officers have responded to complaints of groups congregating in parks. Typically, these groups are dispersed without incident.

Extension of Discount Period For 2020 Township Real Estate Taxes

The Township has extended the discount period for 2020 Township Real Estate Tax/Sewer/Trash payments from March 31, 2020 to April 30, 2020 . Since Citizens Bank and its lockbox operations are already setup to accept discount payments only through March 31st, we ask that any discount payments between April 1, 2020 and April 30, 2020 be remitted directly to the Township Finance Department at 1014 Darby Road, Havertown, PA 19083. Any questions, please call the Finance Department at 610-446-1000 x2242/x2240. For those taxpayers who wish to make their real estate tax payment at Citizens Bank, please be advised that both branches within the Township are modifying their hours of operations and will be open from 10 am - 3 pm. Haverford Township COVID-19 Update March 16, 2020

As of March 16, 2020, there are 76 confirmed cases of COVID-19 in Pennsylvania, including 7 in Delaware

County. More cases of COVID-19 are likely to be identified in the coming days, including more instances of

community spread. In fact, the website for the Centers for Disease Control and Prevention still indicates that

widespread transmission of COVID-19 in the United States will occur, and that most of the U.S. population will

be exposed to this virus in the coming months.

Therefore, following guidance from Federal, State, and County officials, Haverford Township has declared a

State of Emergency, effective Monday, March 16, 2020.

The Township Administration Building, CREC, Skatium, Library and historic structures will be closed to the

public until at least March 30, 2020.

Township government will remain operational during this time. Residents may contact Township staff via

telephone and email. Contact information is available on our website and at the bottom of this message.

All trash, recycling and other essential public services will continue as scheduled. However, there will be no
