The scenario of official statistics

Building up until the beginning of the XXI century (Lisbon process; EMU statistical requirements too little – too late).

Saturation point now (response burden, budget cuts) - while statistical demand keeps growing.

Slow response to accelerating change. Challenges on data security, confidentiality, privacy. Slow adaptation to new drivers (large datasets, computing

power, merging files, automated data capture, integrated processes,new sources…).

Less control of the concepts in the sources. Limited exploitation of research results.

Risk of losing market share

The opportunities

Giovannini’s formula

VAS = N * [(QSQ*MF)*RS*TS*NL]

Research in official statistics

Developing tools, methods, solutions. Providing secondary use of data. Giving feedback on quality. Building statistical literacy.

Why is now a good moment?

The need is there Standards (SDMX, XBRL) Web 2.0 (we can better communicate) Open source (much easier to copy what others do) Pressure for increasing ROI in statistics Modernising Business Statistics (MEETS, ENBES) FP7 opportunities European Statistics Regulation Eurostat vision
