17 July 2015 1 LATEST NEWS AND PROJECT UPDATES 1.1 Community Consultation for Draft Urban Animal Management Plan Council’s current Urban Animal Management Plan (UAMP) is due to expire at the end of this year. We are required by law to ensure that a management plan is in effect covering issues related to animal management specific to our community. The UAMP is a critical tool for Council and clearly sets out our strategies, objectives and aims and identifies the many tasks we are intending to undertake to achieve our goals in relation to animal management. Council’s 2016-2020 draft plan sets the direction for the management of urban animals within our community for the next 5 years as required under the Act. We still consider our current mission statement, strategic objectives and fundamental principles as presented in our 2010-2015 UAMP to be very relevant to our community. We have proposed some new strategies and aims which we have aligned with Council’s current Community Plan, and have more focus on environmental implications and urban planning. 1.2 Torrens Road to River Torrens (T2T) North-South Corridor DPTI have released the Supplement Report TORRENS ROAD TO RIVER TORRENS PROJECT ASSESSMENT REPORT: SUPPLEMENT. This report responds to the consultation conducted in July 2014 on the Project Assessment Report. The response to our submission (endorsed by Council in August 2014), is included in the report’s Appendix A. The Supplement can be viewed at: http://www.infrastructure.sa.gov.au/t2t The Community Liaison Group met on Thursday 25 June. At this meeting the DPTI presented two possible design changes which impact our local street network:

• Closing Hurtle Street at South Road. Previously, right turns from Hurtle Street to South Road were proposed. Under the proposed new arrangement, residents wanting to head south would turn left from either Harriet, Cedar, Henry, Robert Street or Day Terrace, and make a U turn at a new U turn facility at the Hawker Street / South Road intersection.

• Closing William Street at South Road. William Street is proposed to be closed, adjacent the newly proposed ‘pocket park’ between South Road / Elizabeth Street / Cedar Avenue and William Street. Cedar Avenue was initially proposed to be closed but will remain open.

Both of these changes were presented in response to previous consultation and the DPTI is working through them with relevant stakeholders. Service relocations are currently underway in the following locations:

• Telstra – CROYDON - Cedar Avenue, Bedford Street, Elizabeth Street, William Street, Ellen Street, Torrens Road

1.3 Brocas Future Directions – Youth Services Update The Brocas building work upgrade of the shed and storage buildings to a community venue ancillary to Youth Services located at 111 Woodville Road, St Clair, has successfully gained a Certificate of Occupancy on 7 July 2015. This will enable The Brocas venue to be operational as a community multi-use site from August 2015, as detailed in the July 2014 Council Report. The Brocas upgrade, in collaboration with Programmed Facility Management, Carey Training and City of Charles Sturt, provided the opportunity for 20 people to participate in the Employment Works Live Skills Training Program and attain a Certificate II in Construction. City of Charles Sturt Employment Works Program also collaborated with ATEC (Adelaide Training and Employment Centre) to build four movable room dividers for The Brocas upgrade. These innovative dividers were designed and made by students at ATEC; these students are either developing trade skills to gain apprenticeships or traineeships or are already employed in the building trades. The Youth Service key focus areas for 2015/16 are: • Facilitate opportunities for new activities and programs to be delivered within the City of

Charles Sturt that address the needs of local young people. • Young People as Local Change Makers (support young people to develop and implement

community projects). • Community skill sharing (support local residents to share their skills and knowledge with

young people through informal community workshops). • Connect Young People to ‘what’s on’ in the City of Charles Sturt (increase awareness,

participation and access to local community groups, clubs, activities and events). • Promote the positive contribution young people make to our community. The Youth Services Team is currently collaborating with Marketing and Communications Business Unit to develop online tools to further support the new venue and Youth Service Delivery Plan. As endorsed in the July 2014 Council Report, the Historical Society of Woodville have commenced occupancy of two rooms at The Brocas on 6 July 2015. The Brocas venue will offer a range of activities in partnership with young people, community organisations, local business, local residents and City of Charles Sturt business units. 1.4 Semaphore Park Community Garden The Semaphore Park Community Garden project is a participative initiative to establish a community garden at Trust Reserve that responds to clear community need to build cohesion and develop social networks, improve safety and greater care and sense of ownership within the community surrounding Trust Reserve. The introduction of a community garden will address these needs; contribute to food security in the locality, increase knowledge in, and enthusiasm for gardening and increase access to, and understanding of the benefits of healthy, organic food. The community garden and gardening programs will, initially, be overseen and managed by the Project Steering Committee. In consultation with participating gardeners, temporary garden rules and a management structure will be developed. As community interest, enthusiasm and participation grows, it is anticipated that the project will evolve from a supported community development initiative into a permanent, independent community garden, under the management of an incorporated community body. The aims of the garden are: Community development, capacity-building and public safety: • Build community cohesion and develop social networks through participation in the

community garden. • Build community capacity, capabilities and skills by empowering participants to assume

increasing levels of management responsibility over the garden as it moves from being a Council-led initiative to a community-led initiative.

• Contribute to safety at the subject locality, through increased passive surveillance, place activation, and greater community ownership in the site.

The promotion of gardening and healthy eating: • Contribute to food security in the locality, through growing, swapping and sharing of fresh

food, including through Fruit & Vegie Swap and Free Food Lane initiatives. • Increase knowledge in, and enthusiasm for gardening. • Increase access to, and understanding of the benefits of healthy, organic food. Build strong relationships: • Foster stronger Council/Community links including linking residents with Bower Cottages

Community Centre, Henley Community Garden, Veronica Court Garden and the Brompton Community Garden.

• Strengthen relationships between the local community and SA Police and Housing SA, through the involvement of these organisations in the planning of the community garden, and through hands-on participation via ‘SAPol’ and ‘HSA’ garden plots.

A community engagement process to encourage and support participation in the establishment of a Community Garden in the form of a fun community event will be held on August 23 2015, 12.00 – 2.00 pm (flyer attached as Appendix A). 1.5 Henley Square Redevelopment Update

Drainage and stormwater works are now complete within the plaza and works have commenced on the water feature, structural footings and Seaview Road modifications. The third and final concrete pour for The Edge has been completed as has the promenade path between the SLSC and Jetty. Kerb works have commenced in the northern car park and asphalt expected in the coming weeks. Works have commenced in front of Cibo and are expected to be complete in around 8 weeks. Offsite fabrication of the pre-cast concrete elements and structural steel continues and some sections will be erected towards the end of the month.

Signage has been installed around the security fencing reinforcing the message that Henley Square is still “Open for Business as Usual”. A variable message trailer is on site indicating where alternative parking is available for restaurant patrons and we are investigating additional wayfinding signage to assist this message. Car parking is not currently affected at other locations including the southern car park, Main Street, Seaview Road and Military Road.

2 IN THE MEDIA 2.1 Proposed Trams to West Lakes The State Government’s Transport Plan and its inclusion of a proposed future tram service to West Lakes received local media coverage, including comments from CCS acting CEO. 2.2 Social Media Topics emerging on our social platforms have been:

• A post on Facebook featuring images of recently upgraded playground at Findon Oval received a lot of attention, with 140 likes, 51 shares, and reached 5,700 people.

3 ELECTED MEMBER TRAINING OPPORTUNITIES 3.1 Mayors’ and Chairpersons’ Residential Seminar The LGA has developed a Residential Program for Mayors’ and Chairpersons’. The training is scheduled for Friday and Saturday 24 & 25 July 2015. The topics to be covered may include:

General Circulars For Council Use 26.3 2015-16 State Budget

This circular provides information on key financial and economic data contained in the 2015-16 State Budget, outlines the main impacts of the Budget on Councils and highlights other matters likely to be of particular interest to Councils.

26.9 Indexation of Fees and Charges Set by Legislation, 2015-16

Most Local Government fees and charges set by statute have been increased, with effect from 1 July 2015, by an indexation factor of approximately 2.4 per cent.

26.8 Local Government (Stormwater Management Agreement) Amendment Bill 2015

The Stormwater Management Agreement between State Government and Local Government was renewed in 2013. At that time, the State Government agreed to introduce legislation into Parliament to give effect to the terms of the updated agreement. The draft Bill giving effect to the agreement is available in this circular.

26.2 Review of Wildlife Regulations - Feedback Requested

The Department of Environment, Water and Natural Resources (DEWNR) is seeking feedback on the National Parks and Wildlife (Wildlife) Regulations 2001. Feedback is requested by COB Friday 3 July 2015.

26.5 Bushfire Exercise Concord - Reminder for Expressions of Interest

Councils were advised of the intent of the LGA to hold a bushfire exercise on Thursday 1 October 2015 and for the purpose of planning the exercise, requested to register an expression of interest if they would like to participate. This Circular is a reminder.

26.4 Regional Capability Community Fund Launch

The Regional Capability Community Fund (RCCF) has been made available for the next four years to increase the level of support for the safety, communication and resources required to enhance front line response to emergencies at the community level. Applications open on Thursday 25 June 2015 and close Friday 24 July 2015.

27.6 Cash Advance Debenture Rate

Chapter 10 of the Local Government Act 1999 (Rates & Charges), includes use of the Cash Advance Debenture Rate. The LGA has been advised by the Local Government Finance Authority (LGFA) that the Cash Advance Debenture Rate as at 1 July 2015 is 4.25%.

27.5 Miscellaneous Amendments to the Development Regulations 2008

Development (Miscellaneous) Variation Regulations 2015 were gazetted on 25 June 2015. Attention is particularly drawn to changes to public notification requirements for the construction of a carport, garage, shed, pergola, veranda, fence, swimming pool, spa pool or outbuilding if it is ancillary to a dwelling. An advisory note outlining the various changes is provided within this Circular.

27.3 Delegations Update - Development Regulations

The delegations template has been updated with a new delegation under the Development Regulations. The update should be included in the next round of updates.
