Typical ITS equipment will be adequate for example 8 - 12 years, whereas the contract for the motorway is for 21 years• the system must be upgraded at least once within the

contract period • some of the equipment need some kind of upgrading every

3-5 years (computers, software, ...) to fulfill the functional requirements

Technology developing quite rapidly • demanding to describe adequate requirements • development also a possibility - service provider will have

more possible solutions

Operating the traffic management system will be done by road authority

Existing guidelines and material in the traffic management

Some guidelines are not available, however various regulation exist:

• Variable message traffic sings - Part 1 product standard (EN 12966-1) was available as a draft version

• National guidelines for planning of road tunnels was under preparation

defining the national guidelines - starting point for this work was ”EU’s tunnel directive” (2004/54/EY)

• Finnra gives out more detailed requirements on variable traffic signs

color, size, pictogram, ...

• Some of the requirements for fixed signs is valid to variable traffic signs

Variable traffic management system: • the contents and overall principles of operation described in a

separate document: Highway 1 Turku-Helsinki, Prefeasibility study of traffic telematics - Only in Finnish [Valtatie 1 Turku Helsinki, Liikennetelematiikan esiselvitys, Tiehallinnon selvityksiä 20/2002 ]

Description of the system: • the coverage• objective

Monitoring of road condition and weather: • done accordingly to the Quality system and manual of Finnra’s Road

Weather system (ISO 9001:2000 certified).

Functional requirements

The aim was to use functional requirements as much as possible• sometimes demanding to set clear and precise requirements if not possible then technical requirements were set

Distribution of electricity / power supply network • In tunnels, a separate power network is required alongside the

normal power network to ensure the operations of traffic management system.

• The data communications system , including the client stations for traffic management system shall meet the requirements for uninterrupted power supply (UPS). The UPS equipment in remote use and local control rooms is to be designed so that it can feed the system for 30 minutes. This system includes: ....

Technical requirements

Monitoring of traffic: • The monitoring equipment must registrate for every vehicle:• time of vehicle passing the cross-section, speed (km/h), length (m),

distance to vehicle ahead (s), direction, lane the vehicle was using and the type of vehicle

Quality: • quality requirements (max measurement error allowed) : • speed +/- 1 km/h• amount of traffic +/- 1 % • distance between vehicles +/- 0,01 s• length +/- 0,02 m• passenger cars and vans, trucks, buses, trailer trucks

Method requirements/descriptions

”To be used only if not possible to set requirements otherwise”

Cameras: • The quality of the camera picture must be approved by Finnra.

The quality must at least the same as the camera pictures for existing Turku – Muurla cameras of traffic management system. Examples were available via internet.

• Service provider must show that the requirements are set.

• ... this requirements especially important in Finland due to the dark conditions in winter-time

Quality assurance in the Payment mechanism

Time to repair malfunctions of the system are defined: • if service provider fails to restore the functionality of the

system/equipment in the given time, the payment will be lowered (i.e. service provider will be fined)

For example: • Road weather stations are not functioning according to the

requirements: 250 € / time, + 10 € every starting hour• 72 hours to fix the equipment

• Larger malfunctions might demand for lowering the speed limit, the payment mechanism deals with these more severe situations
