    THE National IntegrationCouncil announced yester-

    day its broad plans to helpSingaporeans and new immi-grants build bonds with one ano-ther.

    Improving communication between citizens and newcom-ers, through moves such as mak-ing English-language coursesmore accessible to new immi-grants, is one of its plans.

    Here is a look at some of thec ou nc il s o th er m ov es t ostrengthen social ties, by makingSingapore home to old and newSingaporeans, and creating op-portunities for them to interact.

    Using new mediaNew-media platforms, like

    blogs and RazorTV, a streamingInternet-TV news site, will beused to reach out to young, tech-nology-savvy Singaporeans andnew immigrants.

    Content like online competi-tions and video clips will be de-

    veloped to help them under-stand one another better.

    The public will be able to

    give feedback on the plans onReachs discussion forums, in-cluding its Facebook and Twit-ter social-networking sites.

    These new-media initiatives will complement those devel-oped for traditional media, likenewspapers and television.

    Co-fundingT he c ou nc il w il l s e t u p a$10-million fund to allow orga-nisations, including private com-panies and societies, to seekco-funding of up to 80 per centof the cost of projects that fostercohesion among citizens andnewcomers.

    The funds will be disbursedover a period of three years.

    Projects that can be support-ed by the fund include thosethat help Singaporeans, new im-migrants and foreigners to un-derstand one anothers cultureand history.

    This can be in the form of

    workshops that allow Singapore-ans to appreciate the culture ofnew immigrants.

    Activities that encourage Sin-gaporeans to mingle and inter-act with new immigrants, like

    festival celebrations and dia-logue sessions, can also be con-sidered for co-funding.

    Starting youngThe National Education pro-gramme will be tweaked to helpstudents here, both Singapore-ans and new immigrants, pick

    up soft skills needed to preparethem for an increasingly glo-balised world.

    These skills include learninghow to accept new cultures andinteract with people from differ-ent backgrounds.

    Singaporean and internation-al students will also be encour-aged to have meals together and

    celebrate festivals in one anoth-ers homes.This is meant to help them

    build friendships beyond theclassroom.

    The National IntegrationCouncil will also encourageschools under the Singapore ed-ucation system to work with for-

    eign schools here on joint com-munity projects to help the lessfortunate in society.

    Forging Singapore identityExisting orientation pro-

    grammes to help new citizensunderstand Singapores cultureand history will be consolidatedand enhanced.

    These include the Peoples As-sociations National EducationExperience Programme.

    Citizenship ceremonies fornew immigrants to become newcitizens will also be reviewed, to

    better draw them in as Singa-pore citizens.
