Step 1 change priorities: 1st pedestrians, 2nd ciclysts, 3rd collective transport, 4th private car
Step 2 flexibility: see fixed infrastructure as a given- do not built new fixed infrastructure
Step 3 change behaviour: management of all modes and existing capacity- eg cars rush hour, spitsmijden, city logistics outside rush hour
Step 4 budget: last resort new fixed infrastructure
Step1 information and transparency: develop open modular plattform, for all (new) transport modes, mobility services and phases of deployment
Step 2 data mining: understand new target groups pedestrians and ciclysts - remove blind spot
Step 3 change behaviour: management of all transport modes and capacity
