military goods and dual use of goods and technologies”.

RECENT FIREARMS CARRYING SEIZURES

➢ In some incidents, firearms were used to achieve the criminal intent of the

perpetrators as in the Rinas robbery, crimes against persons ect.

➢ 14 April 2019 –At BCP Kakavijë, a Greek citizen was arrested with 800 bullets 7.62

mm. The Greek Police also found an amount of firearms and ammunitions in his

residence.

➢ 22 April 2019 - At BCP Kakavijë, an Albanian citizen was arrested carrying a GLOC.

➢ 1 May 2019 - BCP Qafë Thanë, a Polish citizen tried to cross with a Beretta gun.

➢ 2 May 2019 – Police Commissariat Shkodër, arrested a citizen carrying a machine-gun

➢ 3 May 2019 – Police Commissariat Vlorë, arrested a citizen carrying a handgun with 7

bullets

GOAL 5: BY 2024, SUBSTANTIALLY DECREASE THE ESTIMATED

NUMBER OF FIREARMS IN ILLICIT POSSESSION IN ALBANIA

➢ 450-500 firearms that are held illegally, are seized from thePolice each year

➢ Registration started November 2017, all firearms are beingregistered in the Information System of Managing the Firearms(SIMA)

➢ As of 30 April; 40.85 % of hunting riffles have been registered inSIMA

➢ During 2017, MoI delivered 17.000 firearms for destruction tothe MoD

GOAL 5:

Assistance required:

-Develop and institutionalize identification, risk profiling,

detection, information sharing

-Implement voluntarily surrender campaigns/events (based

on the amnesty to be approved)

GOAL 6: SYSTEMATICALLY DECREASE THE SURPLUS AND DESTROY SEIZED

SMALL ARMS AND LIGHT WEAPONS AND AMMUNITION, ADHERING TO

ENVIRONMENTAL STANDARDS

➢ MoD/Military has SOP for destroying firearms and ammunition

➢ Activities of periodically destroying firearms and ammunitions

after confiscation or revision of institutional needs

➢ There are military factories certified for the destruction of

firearms and ammunition as well as areas to destroy explosives

➢ During 2018, MoD destroyed 22.8 tons of ammunition that was

deemed surplus from MoD

GOAL 6:

Assistance required in the environmental assessment of

destruction sites & rehabilitation of hotspots

➢ 3 Police storage facilities were reconstructed in 2018 by SEESAC,

with EU funding

➢ 1 Police tunnel storage in 2019 and 2 Military storage facilities will

be reconstructed in 2019, US State Department funding

DIVERSION OF FIREARMS, AMMUNITION AND EXPLOSIVES
