System Audit is focusing beyond its traditional areas on compliance on the ISM code, assessment of the Companys SMS efficiency and effectiveness in achieving its objectives. Internal audit/SA has become a management tool. PMS provides valuable information for corporate management. The purpose is to align the performance of every employee with the corporate strategy and objectives. PMS can facilitates decision for HR issues such as rewards, training and development, career planning and promotion. 13 Scope of PMS are: 1. Training and development 2. Empowerment and performance improvement 3. Rewards 4. Career succession planning 5. Rehire/Human resource planning The issue to consider is: a) will the crew PMS be linked to remuneration evaluation and adjustment b) Can the system be used to identify the crews personal training and development needs c) Does the system capture all crew members onboard the vessels of the fleet. 14 The key areas of PMS are: 1. Performance goals 2. Personal competencies such as self motivation, effective communication, maturity, reliability, creativity, responsibility, and appearance. 3. The Convention prescribes minimum standards relating to training, certification and watchkeeping for seafarers which countries are obliged to meet or exceed. Again amended under the STCW 1995 which came into force in February Latest Manila Convention/Amendment The amendments arose through the ISPS code.
