1) ISSUANCE OF ZONING / LOCATIONAL CLEARANCE A Locational Clearance, commonly referred to a Zoning Permit, is one of the prerequisite documents before a person can get a Building Permit and Business Permit. This is to ensure that construction of the building follows the Comprehensive Land Use Plan and Zoning Ordinance of the City.

The Zoning Administrator’s Office (ZAO) issues certifications pertaining to Land Use, Non-Conformance to Land Uses and No Records on File relative to developments.

5) ISSUANCE OF DEVELOPMENT PERMIT A Development Permit is a written approval from the City that your plans are in accordance to existing laws and ordinances such as the Presidential Decree 957, Batas Pambansa 220 and the City Zoning Ordinance. All development permit applications must meet the zoning regulations of the property, such as land use, lot dimensions, lot area, etc.

Evaluation of the application (10 days):
Evaluate the application and all the attached documents as to the legal and technical requirements then accomplish the evaluation report. Check the evaluation report and furnish the City Engineer a copy of the evaluation report together with all the attached documents. Conduct ocular inspection and technical evaluation and inspection and provide recommendation to the Zoning Administrator. Consolidate all the reports and review the findings and recommendation. If found complying, prepare and submit the final report to the City Mayor thru the City Administrator, recommending favorable action on the application.

addressed to the applicant, stating therein all the noted deficiencies which are inconsistent or in violation of pertinent laws and ordinances and their IRRs and forward to the City Administrator.
Prepare the Mayor’s letter addressed to the Sangguniang Panlungsod (SP) recommending for the approval of the application for development permit OR transmit the NoD. Transmit to the Sangguniang Panlungsod Secretariat the following documents:

Legislative action on the application (28 days):
Receive the documents and include in the calendar of business of the next session. Refer to the SP Committee on Zoning, Land Use and Housing Development (ZLUHD). Deliberate and conduct final review of the proposed Development Project and submit Committee Report to the Sangguniang Panlungsod. Deliberate on the formal approval of the Development Permit and pass a corresponding resolution after 2 to 3 hearings. Forward the resolution to the City Administrator’s Office for checking prior to signing by the City Mayor. Sign the Resolution.

Submit photocopy of the Official Receipt to ZAO for the issuance of Development Permit.
Receive the photocopy of, and record, the Official Receipt. Advise the client of the release date of the Development Permit. Prepare the Development Permit and stamp all the development plans with “APPROVED FOR DEVELOPMENT”.

Conduct ocular inspection and technical evaluation and inspection and provide recommendation to the Zoning Administrator. Consolidate all the reports and review the findings and recommendation. If found complying, prepare and submit the final report to the City Mayor thru the City Administrator, recommending favorable action on the application.

Legislative action on the application (28 days):
Receive the documents and include in the calendar of business of the next session. Refer to the SP Committee on Zoning, Land Use and Housing Development (ZLUHD). Deliberate and conduct final review of the proposed Development Project and submit Committee Report to the Sangguniang Panlungsod. Deliberate on the formal approval of the Development Permit and pass a corresponding resolution after 2 to 3 hearings. Forward the resolution to the City Administrator’s Office for checking prior to signing by the City Mayor. Sign the Resolution.
