1 Expro is an oilfield service company which operates in over 50 countries with more than 5000 employees, providing equipment and services to support exploration and development activities. We provide services and products that measure, improve, control and process flow from high-value oil and gas wells, from exploration and appraisal through to mature field production optimization and enhancement. With a specific focus on offshore, deepwater and other technically challenging environments, we provide a range of mission critical services across three key areas: Well Test & Appraisal Services Subsea, Completion & Intervention Services Production Services Expro Overview Slide 2 2 Expro has an established operations base located in Paradise, NL and we have been actively engaged in the local offshore industry since 1998. We currently have over 30 local employees based out of Paradise to support our current contractual commitments for clients such as Statoil, Husky and Suncor. Services provided to the local industry include: well testing, subsea landing strings, down-hole video, fluid sampling, drill stem testing and tubing conveyed perforating, where applicable, to support both exploration and development operations. Expro Group Canada, Inc. Slide 3 3 Expro is seeking a site suitable for the location of prefabricated perforating tool assembly and storage facilities in conformance with Natural Resources Canada (NRCan) regulations. The site requirement consists of an open, level pad with road access in an area which has minimal or restricted public traffic, residential development or surrounding commercial activities within a buffer zone as defined and required by NRCan. An access road and 15m x 50m gravel pad would be constructed. The pad area would be secured by a fence for total access control. The prefabricated and approved facilities would consist of two portable units; an assembly facility 60 long x 16 wide, and a storage unit 30 long x 12 wide. The activities to be conducted at the site would include the assembly, disassembly and storage of perforating tools and the components required to assemble them. All personnel associated with the activities would be qualified and trained specifically for these operations with appropriate competency and security clearance. These activities would be conducted at an anticipated maximum frequency of once per quarter for a week in duration. Traffic would be limited to weekly surveillance site visits along with delivery of the components and the eventual shipping of assembled perforating tools to the offshore base in St. Johns. Our Requirements and Activities Slide 4 4 Expro, through our local facilities agent, is seeking a commercial lease arrangement for the proposed site for the duration of our current commitment, expiring on October 1, 2018. Two optional one year extensions, at our clients discretion, may occur and are dependent upon future drilling and development activity plans. Expro would commit to an extended lease term if warranted based on increased demand and a mutually beneficial agreement. Once the site lease agreement has expired, Expro would then remediate the site to a mutually agreed state which would potentially consist of the gravel pad and access road. Materials required to construct the access road and pad would be sourced locally, wherever possible and competitively available. Qualified local residents would be given full and fair consideration and encouraged to apply for employment opportunities relevant to the planned activities. Additional local infrastructure support opportunities would include site maintenance, snow clearing, material transportation service and temporary equipment rental. These facilities meet and exceed the highest standards for perforating equipment storage and security used in Canada. These same facilities are being used by Expros competitors in Newfoundland. Placement of the facilities has been approved by NRCan to meet or exceed the allowed distances to outlying structures and facilities. The site will have controlled access and be fenced around the perimeter of the pad. Only properly trained and authorized (by NRCan & Expro) personnel will have access to the facilities. The facilities will be under 24hr surveillance utilizing a remote monitor and recording system which will alert Expro in the event of unauthorized access. Expros commitment to safety includes strict operating rules; properly designed, constructed, and tested equipment; and well trained, highly qualified personnel. Safety and Security Slide 9 9 The Occupational Health and Safety Division of the Government of Newfoundland & Labrador has reviewed and approved Expros Safety Procedures, operating procedures, risk assessments, personnel training requirements, etc. Expro is in compliance with NRCan regulations, Transport of Dangerous Goods (TDG) and OH&S NL requirements. In order to be in compliance with NRCan regulations the following approvals are required: Authorization Importation Manufacturing Personnel Screening In addition to compliance with Federal and Provincial requirements regulating these activities, Expro has developed their own internal processes, procedure and directives which must be adhered to in the handling, storage, assembly and transportation of these tools. In Canada, there are currently 20 companies with 60 similar operations similar to what we intend to set up licensed by Natural Resources Canada (NRCan). Expro maintains five locations in the US with similar capabilities which are licensed and regulated by the U.S. Department of Justice, Bureau of Alcohol, Tobacco, Firearms and Explosives. The project includes the use of a number of Expros services including: Tubing Conveyed Perforating (TCP) Drill Stem Testing tools (DST) Electro-Hydraulic (EH) 15k small bore subsea safety system Surface well testing system Fluids sampling and onsite field analysis To date, on the project over the past year we have had 21,368 exposure hours offshore with a crew of 29 personnel resulting in one minor first aid injury.
