The State of Gaming in South Florida Recently members of the Hallandale Beach Area Chamber of Commerce along with The Aventura Marketing Council where welcomed to a breakfast at Ten Palms Restaurant at Gulf- stream Park Racing and Casino to hear the state of gaming in South Florida. Tim Ritvo Pres- ident of Gulfstream Park welcomed everyone and spoke about the state of gaming at Gulfstream as well as the future plans at the world class facility. He covered many topics but one of the highlights was the 120 foot "Pegasus" statue currently being constructed in China that will be arriving from China in January in 60 shipping containers. This statue will be installed along with plans for a theater and grandstand expansion for concerts and other event. Guest speaker Florida State Legislator Joe Gibbons and others spoke of the plans the state see for the future and the upcoming challenges. Dennis Porter of Gulf- stream Park spoke about the future plans for real-estate development on the property. The State of Gaming in South FloridaRecently members of the Hallandale Beach Area Chamber of Commerce

Tim Ritvo Pres-ident of Gulfstream Parkwelcomed everyone andspoke about the state ofgaming at Gulfstreamas well as the futureplans at the world classfacility. BEACH - The city com-mission is back in fullswing from the sum-mer break and movingforward on many proj-ects. The NE drainage proj-

ect is moving onschedule. I received amessage inquiringabout all the blockstructures that weredelivered in the areaand what they are for.They are the connec-tors for the pipe sys-tem. There is also workbeing performed on theforce main that con-nects to Hollywood on14th Avenue. We allknow how difficult ithas been for the resi-dents particularly 14thAvenue so staff contin-ues to monitor the site.There is limited area tostage the workthroughout the neigh-borhood so we ask res-idents to be patient. We continue to work

with the contractor tomake sure the worksites are kept as cleanas possible. We alsohave been doing ourbest to monitor trafficflows.The city is also in the

process of improvingsome of our bus stopsto make sure they arehandicap accessible.These measures are re-quired by BrowardCounty Transit to in-sure all residents haveaccess to our publictransportation system.Next month, we will be

moving forward on astrategic plan for allour bus shelters. For years we have

been trying to workwith BCT and manyproperty owners to se-cure right of ways forshelters. Some prop-erty owners have beenvery cooperative likethe Prince George andHemispheres, whohave partnered with thecity. Acquiring otherareas through the cityhas proven to be morechallenging and hasstalled installation ofneeded shelters to pro-tect riders from the ele-ments.The city manager and

city attorney have re-searched the best wayto proceed in acquiringspace. Florida law al-lows eminent domainfor government infra-structure. While wecould go that route, thebetter method is work-ing with the propertyowners under a quicktake. This provides thepayment for the prop-erty to be exempt fromtaxes. It also avoidsdrawn out battles thatonly cost everyonemoney. Staff will bebringing forward a fullplan next month.The A1A project is

also moving ahead onschedule. I have re-ceived many callsabout the traffic. Ourstaff and police depart-ment have been work-ing diligently to movetraffic as quickly aspossible through the

area. Delays are in-evitable with all roadconstruction projects.This circumstance iscompounded sincemultiple lanes must beclosed and merged.This project also hasstaging issues sincethere is limited right ofways. This phase of theconstruction is to re-place old undergroundpipes. This will savehaving to dig up theroad for any breaksafter the RRR project iscomplete.The RRR project is

the full resurfacing ofthe road way, the in-stallation of new ofsidewalks, decorativelighting, crosswalk andother safety improve-ments. The project wasoriginally scheduled forcompletion in spring.The city has decidedno work will be per-formed between No-vember and April dueto season. The secondphase will be com-pleted in summer of2014.The Joe Scavo and

BF James Park im-provements are movingforward. We are look-ing forward to the firstmonthly report on allactivities including howmany jobs and howmany local contractorshave been used todate. Last week we held a

“Chalkboard” event atSunrise Park. Theturnout was wonderful!Chalk boards are nowin place for residents to

comment on what theywould like to see builtin the park. The boardswill remain in place fora 30 day period. Thecomments and sugges-tions will be compliedand presented in apublic workshop for re-view. The city continues to

work with the countyand the state on beachnourishment. We haveyet to resolve the moni-toring issues, but wehave joined forces toapply for a Local Gov-ernment Funding Re-quest LGFR from FLDEP for $4.5 milliondollar Florida BeachManagement grant.The city commissionauthorized the grantapplication with a com-mitment of matchingfunds of $2.3 milliondollars. This grant goesthrough a state rankingprocess so we will beworking closely withour state legislators.The city commission

will still need to ad-dress a long term fund-ing mechanism to fundnot just this project butto plan for future proj-ects over the life of the10 year existing permit.

GREEN TIP:Over the next months

before our next elec-tion in 2014, residentswill be asked to signmany petitions for con-stitutional amend-ments. There is one todate that I brought for-ward for the commis-sion to support byresolution. For manyyears Florida has beenfocused on EvergladesRestoration. This vitalnational treasure needsto be protected. Notonly is the Everglades anatural asset, it ishome to amazing floraand fauna and mostimportantly major pro-tection for our watersupply. The amend-ment will insure fund-ing continues.

A broad base of envi-ronmental groups andcitizens have estab-lished The FloridaWater and Land LegacyCoalition to promoteThe Florida Water andLand Amendment. Theamendment provides adesignated fundingsource from 33% of allexcise tax collectedfrom documents.Funds will be placed ina trust and only allo-cated for water andland conservation proj-ects. HOW DO IMPLANTSDIFFER FROMTEETH?Natural teeth and

MATZOH BALLS1 cup matzoh meal4 large eggs1/4 cup schmaltz(chicken fat; see note)1/4 cup chicken stock1 teaspoon saltpinch of ground pep-per

When you makehomemade chickenstock and cool itovernight, you’ll findthat the top is coveredby a layer of solidifiedfat or schmaltz. Skimit off and save it. You’llwant it to be roomtemp when you use it.In a medium bowl,

beat the eggs. Add thestock, schmatz, saltand pepper, and mixwell. Add matzo mealand stir thoroughly.Cover the bowl tightlywith plastic wrap andrefrigerate for 6 hours,or overnight.Fill a large pot with

water and bring it to aboil. Moisten yourpalms with cold water,and form a bit of themixture into a ball 3/4inch in diameter. Dropit into the pot, and re-peat with the remain-ing mixture untilyou’ve made all yourmatzoh balls. Reducethe heat slightly andcover. Simmer forabout 20-25 minutes,

removing the matzohballs with a slottedspoon. Keep them in alarge bowl, then addto soup no more than30 minutes beforeserving.

NOODLE KOOGLE1 pound broad eggnoodles8 ounces creamcheese, room temp1 stick unsalted butter,melted1/2 cup sugar1 teaspoon vanilla7 large eggs1 pint (2 cups) sourcreamFor the topping:1/4 cup sugar1 teaspoon cinnamon4 tablespoons un-salted butter, softened

Generously butter a9X13-inch pan thatlooks nice enough tobe set on the table.Cook the noodles inhighly salted water ac-cording to package di-

rections, stoppingafter the minimumcooking time, about 8minutes. Drain thenoodles.While the noodles

are cooking, combineMATZOH BALLScheese, and sugar andbeat with a stand orhandheld mixture andbeat until smooth. Addthe remaining ingredi-ents and beat again,until smooth and light-ened. As soon asyou’ve drained them,add the hot noodles tothis mixture and stir tocombine. Spread itinto the prepared pan,and cover with plasticwrap. Let sit at least 1hour on the counter,or refrigerateovernight.

BRISKET6 lbs brisket8 garlic cloves, cutlengthwise into 4pieces1 quart beef stock

2 large onions, sliced1 cup ketchup1/2 cup brown sugar2 tsp salt1 tsp paprika1 tsp onion powder1 tsp garlic powder1/4 tsp cayenne1/2 tsp dried thyme2 bay leaves

Preheat the oven to500°F.Using a paring knife,

cut small incisions inthe meat and shovethe pieces of garlicinto them. Do this untilthe meat is stuffedwith garlic all over.Place the brisket in arimmed baking dish(preferably metal) andbrown it in the oven,about 10 minutes perside.Remove the meat,

and pour in the beefstock (NOTE: if youare using a pyrex dish,wait a few minutes forthe pan to acclimateto room temperatureso it does not shatter.For more on this, seemy disaster here).Turn the oven down to350 degrees, cover thedish with foil, andcook in the oven for 1hour.In the meantime,

sautee the onions in 1tablespoon of olive oilover medium-low heat

until soft andcaramelized, about25-30 minutes, stirringoccasionally.Remove the meat

from the oven, andadd the remaining in-gredients to the pan.Using a fork, whiskthem all together withthe beef stock. Whenthe onions have fin-ished cooking,arrange them on topof the meat. Cover thepan again with foil,and return it to theoven for 2-3 hours

APPLE CAKE WITHCARAMEL GLAZE

For the cake:1 cup (2 sticks) butter1 1/3 cups sugar2 large eggs1 teaspoons vanillaextract2 cups all-purposeflour3/4 teaspoon bakingsoda1 teaspoon bakingpowder3/4 teaspoon salt2 cups chopped,peeled apples (about2)1 cup chopped pecansor walnuts

For the caramelsauce:1 cup brown sugar1/3 cup heavy cream1/2 cup butter

1 teaspoon vanilla1 pinch salt

Heat oven to 325 de-grees. Grease a loafpan.In a large bowl

cream the butter andthe sugar with anelectric mixer untilfluffy. Add the eggs,beat well, then mix invanilla.In a separate bowl, stirtogether the flour,soda, powder and salt.Add these to the wetingredients and mixuntil blended. Fold inthe apples and thenuts. Pour batter intoprepared pan andbake for 1 hour, oruntil toothpick comesout clean.Meanwhile, combine

the butter, sugar, andcream in a smallsaucepan. Overmedium heat, meltthem together stirringmore or less con-stantly. When theedges start to simmer,cook for 3 more min-utes, then add thevanilla and removefrom the heat.When the cake has

cooled for 20 minutes,prick all over with afork and spoon thecaramel sauce evenlyon the top.
