REPORT TO EDUCATION, LEARNING AND LEISURE COMMITTEE – 26 MARCH2015
EDUCATION & CHILDREN’S SERVICES QUARTERLY PERFORMANCEEXCEPTION REPORTING: OCTOBER – DECEMBER 2014
1 Recommendations
The committee is recommended to:
1.1 Acknowledge the performance achieved October - December 2014referred to in sections 2.5, 2.6, 2.7 and 2.8;
1.2 Consider those measures where performance is below expectationsOctober - December 2014; referred to in 2.6, 2.7 and 2.8;
1.3 Note the publication of the complete October - December 2014Performance Report on Ward Pages; and
1.4 Instruct the Director of Education & Children’s Services to continue toreport, by exception, to Committee quarterly performance measuresagainst Service objectives, and on a six monthly basis the progress indelivering all aspects of the Service Plan.
2 Background / Discussion
2.1 The purpose of this report is to advise Committee of how the Service isperforming against key performance measures and associated targets as setout in the Education, Learning and Leisure Service (EL&L) Service Plan,approved by the Education, Learning and Leisure Committee on 29 May2014.
2.2 The performance measures are linked to the council’s priorities. Thequarterly performance monitoring report provides regular opportunity forelected members to maintain scrutiny of significant activities in order toachieve good outcomes for the residents of Aberdeenshire.
2.3 The report includes data on the 4 annual measures relating to data onpositive destinations of 2013/14 school leavers and attainment of LookedAfter Children.
2.4 New measure 3.7 Early Learning and Childcare take up is reported biannuallywithin Q1 and Q3 performance reports.

2.5 The EL&L Performance during the third quarter of 2014-15 can besummarised as follows

2.6 There are a total of 29 measures evidencing performance against the keyservice objectives this quarter (including 4 annual measures updated thisquarter). 24 measures (83%) are on target (green). A comprehensiveperformance monitoring report for the period October - December 2014 isavailable on Ward Pages.
2.7 5 measures (18%) demonstrate performance below expectations and thesemeasures, including actions being taken to improve performance are outlinedin the Exception report in Appendix 1.
The following table provides a summary of the extent to which performance isimproving or not, in the short term and in the long term, based on the “up/down” arrows for each measure set out within the full report.

2.9 The Head of Finance and Monitoring Officer within Business Services havebeen consulted in the preparation of this report and any comments madehave been incorporated within the report.
3 Equalities, Staffing and Financial Implications
3.1 An equality impact assessment is not required because the report is to informcommittee on performance and there will be no differential impact, as a resultof the report, on people with protected characteristics.
3.2 There are no specific staffing or financial implications arising from this reportbut trends are used to inform improvement activity and future budgetplanning.
