Our AssemblymanPedro Nava has intro-duced a bill in the Cali-fornia Assembly thatwill make it safer for bi-cyclists. The bill, AB1041, will create a mea-sure of safety for Cali-fornia bicyclists similarto what now exists inArizona, Utah, Wiscon-sin and Minnesota—itwould require a three-foot minimum passingdistance between motorvehicles and bicyclists.

An earlier draft had required only threefeet, but revised language now says, “Thedriver of a motor vehicle overtaking a bi-cycle proceeding in the same direction shallpass to the left at a safe distance, at a mini-

Chapala gets bikelane

On March 22, the Santa Barbara City’sTransportation and Circulation Committeevoted for safer roadway striping after a re-surfacing project is over. Bicycle Coalitionmembers Ralph Fertig, and Alex and JunePujo were among nine people who spoke infavor of slowing speeding motorists by re-ducing two traffic lanes to one, and addinga bikelane. The Pujos obtained signaturesfrom 80 Chapala neighbors. This applies toa seven-block section between MissionStreet and Alamar Avenue.

On March 24th,the Bicycle Coalitionsent a letter of sup-port for the new mea-sure. The change inlanguage now in-cludes safety for situ-ations when threefeet may not be safe,and a larger margin isneeded.

We are very pleased that Nava is re-sponding to a need for greater awarenessof bicyclist safety on our roads, and welook forward to a beneficial relationship inthe future.

City,County and US Forest Service staff attendedthe meetings.

The FCTWG’s goals are to encouragemanagement policy decisions that improvesafety, protect natural and cultural re-sources, provide trail opportunities for anincreasing population of users, and are fea-sible to implement. Their trails manage-ment proposal calls for a two-year trialperiod with these components:• The Trails Alliance monitoring group,

currently sponsored by the Los PadresForest Association.

• Trail hosting and education program.• Trail signage, offering trail route, etiquette,

safety, and interpretive information.• An Odd/Even Mountain Bike Plan. This is

not well defined. It’s unclear when it mightstart, what trails might be included, whatdata about trail usage should be collectedbefore it’s implemented, how the publicwill be informed about it, and how it’ssuccess will be measured.

The SBMTV views the proposal as contro-versial, but as a major and needed step inimproving our trail community and systemas a whole.

Ortega Hill bikepathconstruction begins

On March 15th, a ceremony kicked off con-struction of an Ortega Hill bikepath, andauxiliary car lane on adjacent Highway101. Bicycle Coalition board membersDrew Hunter, Wilson & Gail Hubbell, andRalph Fertig represented us at the event,and were captured pedaling up the hill forshowing on TV that evening.

The bikepath and 101 lane were fundedby the SBCAG Board in 1996 to reduce con-gestion on the freeway. The 12-foot widepaved and lighted path will provide an al-ternative to the narrow winding Ortega HillRoad that connects Montecito with Sum-merland. It will be finished in early 2007.

The Art of Cycling: Using a Bike toTransport and Transform

WHAT: We’re offering another two-daycourse designed for women, taught bywomen. If you want to learn the basics ofdriving your bicycle confidently in a sup-portive and fun environment, then this isthe class for you! How to stage acriterium in Isla Vista

by Barrett AusmanWe asked Barrett Ausman, UCSB Cycling RaceDirector, for his views on what it was like orga-nizing the first annual Isla Vista Island ViewClassic Bike Race. This race was held on Satur-day March 4, 2006 and was a rollicking successwith over 450 riders participating.

The race was something that I thoughtcould never happen. I had no idea what Iwas getting myself into as I was electedrace director by the team for the currentyear. In September at the beginning of theschool year, I got a call from Karl Nielsen,UCSB’s Cycling Director. Karl informed methat the Isla Vista Recreation and ParksDistrict (IVRPD) and the County of SantaBarbara would support a race being held indowntown Isla Vista. After the first meet-ing, I remember feeling upbeat about all thehelp we are going to get.

Derek Johnson, former General Man-ager at IVRPD, and I worked out a budgettogether. The only problem was that it justkept growing and now the cost of the racewas exceeding $7,000. Our team had totake a step back and ask ourselves “can wereally do this?” Our treasurer, KamyabSadaghiani, came to the rescue with a pro-fessional sponsoring plan. But we wereonly 90 days from the race and sponsor-ships were only trickling in. The situationwas grim as I had already filed all the paperwork with the national race organization.Sponsors or no sponsors, it appeared therace was going to happen.

The week before the race was crazy, butwe had finally raised enough cash. It wasmayhem and it was awesome. Race Day—Iwas up at 3:30 AM and on the course at4:30 AM. The mission: open the course forits first race by 7:00 AM. I have never seenso much staged equipment. Tow trucks re-moved 22 cars in violation of the “no park-ing” zones. A street sweeper swept thecourse we had closed to traffic—theEmbarcadero Loop and Cordoba Road. Vol-unteers erected barricades, cones and scaf-folding, set up tables, chairs, tents,computers and a PA system, deployed ra-dios and cameras. The County Fire Depart-ment even came out with their hook andladder truck to hang our banner over thefinish line. Victory! The first race, Men’sCollegiate C, went off at 7:00 AM.

Problems emerged, but we calledaudibles on the spot for fast solutions. Wehad to call in an electric cart so that thepizza delivery service could travel to theedge of I.V. for transfer to a car. Others im-

Exhilariation from the Tour of California isstoking thoughts about its future in SantaBarbara County. Because this was the firstTour, nobody really knew how successful itwould be in attracting people. And theirmoney. We now know—and so does every-body else. There is no guarantee that futureTours will come through our area, let alonestop here, because other communitiesthroughout the state are now contending forthe publicity. And the revenue.

Our Bicycle Coalition sent a letter toSanta Barbara Mayor Marty Blum andmembers of the City Council on March 10th,asking them to do whatever they can tobring the Tour back in the future. We said,“It seems that so many biked or walked ortook the shuttle to the festival that conges-tion and parking were not problems. A pre-liminary estimate of economic impact saysthat Santa Barbara merchants benefitedfrom a $1 million boost in sales, filling localhotels and restaurants during our slowtourist season.” We noted that the 2007Tour schedule is being determined rightnow, and will be announced by early sum-mer. We concluded, “Because of its manybenefits to our community, we ask the Cityof Santa Barbara to do everything possibleto ensure the return of the Tour of Califor-nia in 2007.”

During the February 24th Tour of Califor-nia stage finish festival, we shared a boothwith Santa Barbara Car Free, and gathereddata from 189 passing people. We askedthem a series of questions, as follows:

Our March 7th monthly Bicycle Coalitionnoon meeting attracted 17 people. We dis-cussed these topics:

• Gregg Hart gave a presentation on theproposed Measure D renewal. We dis-cussed the content and what we might dothis month. Actions will be discussed atour upcoming Board meeting.

• We discussed our intent to increasecontact with North County bicyclists. OnMarch 14th, four of us will be attendingthe Lompoc Valley Bicycle Club meeting.

• Wilson Hubbell will write a letter to accom-pany our report about posts on bikepathsto send to public works’ directors.

• Bicyclists were encouraged to attend theMarch 10th [later moved to the 15th dueto rain] groundbreaking ceremony for theOrtega Hill bikepath.

• Pedro Nava’s proposed bicyclist safetylegislation was discussed.

• Erika Lindemann reported on her atten-dance at the National Bike Summit in DC.Forty other Californians were there.

• A newly-formed group, the Multi-UseTrails Coalition, was announced. They willpursue trail access for all current users.

• Our new Bike Maintenance workshop iscoming this month, and new Street Skillsclasses are coming in April and May.

• The benefits of the Tour of California werediscussed. The Bicycle Coalition will senda letter to the Santa Barbara City Councilasking for their support in 2007.

• Erika described Traffic Solutions’ empha-sis this year on their Team Bike Challenge,and a decision to not dedicate anyresources for a Bike to Work Day that isnow an individual jurisdiction event.

• Ralph Fertig asked for suggestions foractivities for Bike Week. Collaborationwith the Santa Barbara Contemporary ArtsForum on an Aeolian Bike Ride is possiblethen, or maybe later in the year.

Coalition produces flyer for hotelsOn March 22nd, Bicycle Coalition presidentRalph Fertig gave a presentation to thehotel sales directors group organized by theSanta Barbara Conference and Visitors Bu-reau. Called “Hospitality for Bicyclists,” itconsisted of a description of bicyclist demo-graphics, kinds of rides they might be do-ing, how hotels can accommodate them,what attracts bicyclists to our area, andwhat hotels can do to enhance bicycling op-portunities in our community.

The hand-out flyer that was created forthem is online for you to read atwww.sbbike.org/docs/bike-hospitality.pdf. If youknow of any hotel or motel or guest homethat might benefit from the material, pleasesend it to them.
