THE Chamber of Mines has voiced its strong opposition to Eskom's R22 billion Regulatory Clearing Account (RCA) application to the National Electricity Regulator of SA (Nersa) in respect of 2013/14. This application is over and above the 8% tariff increase Eskom was granted for that year as part of the third multi-year price determination. The Chamber of Mines represents more than 90% of South Africa's mining industry by sales value. Chamber of Mines CEO Roger Baxter notes that: “The mining industry supports Eskom's intent to resolve South Africa's long-term energy crisis. We also made clear that we have no objection to the recovery of unforeseen costs arising from circumstances that Eskom cannot control.” But, Eskom's R11.7 billion lower-than-planned-for-revenue was caused, by its own admission, by Eskom's own failure to manage its projects and operations efficiently. Another approximately R8 billion in recovery is due to unbudgeted for spending on generating diesel power to make up for normal supply shortfalls. Baxter adds: “The Chamber does not support the recovery of costs and lost revenues that could have been avoided by the utility's better management. Given that many operations are currently operating at a loss or at a very marginal profit, the Chamber estimates that Eskom's proposed electricity tariff increase of 16.6% would jeopardise an additional 20 000 of the 119 000 jobs remaining in the gold sector, and another 20 000 of the 189 000 jobs in the platinum sector. Investor concern is already reflected in the fact that the mining industry's to foreign direct investment (FDI) fell to 14% in 2013, down from 25% in 2010. In conclusion, Baxter notes: “Since 2008 there has been a 300% increase in the electricity tariff. As a result of intensive energy management and efficiency projects, some Chamber members have managed to contain their overall costs of electricity to 200%. By May the Department of Trade and Industry (DTI) plans to gazette the final version of the draft Broad-Based Black Economic Empowerment Regulations.The regulations are supposed to flesh out the provisions of the BEE Amendment Act of 2013, which came into force in 2014. However, in some respects they go further and are thus ultra vires the BEE Amendment Act. Worse still, they will expose business to ever more bureaucratic demands while increasing uncertainty about BEE requirements.For example, the BEE Amendment Act gives a new BEE

Commission the capacity to ‘maintain a registry of major broad-based BEE transactions’ above a value specified by the minister. According to the regulations, the Commission will also be allowed to ‘assess’ a transaction ‘at any time’ so as to ‘determine its adherence’ to BEE rules. It will further be empowered to demand that ‘steps be taken to remedy the transaction within a reasonable period’.These provisions will allow the Commission, for example, to re-open an ownership deal that was concluded several years ago and is now under water – and demand that it be ‘remedied’ to its satisfaction. This is not only ultra vires but extraordinarily intrusive and economically damaging.Still more damaging is a provision saying that organs of state, in ‘determining the qualification criteria’ for the issuing of licences, the implementation of procurement policy, and the granting of incentives ‘must give more consideration to companies that are at least 51% black-owned’.These provisions will apply to virtually all companies, both large and small. Moreover, if the DTI revives and enacts the Licensing of Businesses Bill of 2013, they will apply to every enterprise without exception, including the small and medium enterprises most needed to generate more jobs. The revised generic codes, with their more onerous BEE ownership obligations, came in roughly a year ago. Now companies will be under significant pressure to raise BEE ownership from 25% to 51%. DR. From 1 August 2016 until 31 October 2016 you may not burn at all, under any circumstances. This is not just for firebreaks, no open fires, burning of garden rubbish etc is allowed due to the very high fire danger and spread of wildfire during these months. People burning anything during this time face spot fines and prosecution. The law will be

enforced. To make firebreaks during the allowed months you will need a permit. Once you have a permit you will still need to check first if you may burn on a specific day or not. The days overall wind speed and direction, temperature and fire risk etc is taken into account before you are given the go ahead to burn on a certain day.

If permission is denied you may not burn and will have to re-schedule and re-check before you commence burning fire breaks. SAMANCOR Chrome, the South African chrome mining company and ferrochrome producer last week issued a Section 189 notice to all the recognised unions representing staff across all operations and corporate office.According to a company announcement which the company issued, this action is in spite of the implementation of several measures at all the business units of the organisation over the past months.The severe drop in chrome ore prices, resulting in a decrease of the ferrochrome market price, has forced the company to take this action it says.The Section 189 will start the consultation process between the company and the unions. All options

will be explored to mitigate the current situation. These are challenging times for the chrome ore and ferrochrome industry and for all its stakeholders.Samancor's chrome mines are located on the eastern and western Limb of the Bushveld Complex – Eastern Chrome Mines and Western Chrome Mines. Ek kan boeke vol skryf oor die etiese- en moraliteitsaspekte hiervan, maar sal volstaan deur ’n beroep op almal te doen om die ekonomie aan die lewe te hou deur aanpassings en planne te maak. Koop plaaslik en verlaag jou huurgeld is maar twee daarvan.

Dis onrusbarend hoe die publieke opinie oor post-apartheid verander het (van die meerderheid landsmaters). Ek hoor met die Vryheidsdagviering baie sprekers van die regering en hul steungroepe sê ons moet “nou begin veg vir Vryheid.” maar soos goeie ‘Europiërs / boere’ het ons tog relatief die land sonder ’n Burgeroorlog ‘weggegee’. Maar dit was blykbaar nie goed genoeg nie. Nee dit was ‘te min’.Nog iets wat nie goed is nie, is die Gupta’s se vertrek. My eie niggie werk by een van hul maatskappye. Dit het ’n verreikende impak dat hulle die land se geldsake so te sê beheer het en weg is. Iets anders wat nie goed is nie is Suid-Afrikaanse sangers wat in die Huisgenoot kla oor die geld. Die Afrikaanse spreekwoord sê: As dit pap reën moet jy skep. En ek kan jou nou sê die meeste het musiek gekies toe dit pap gereën het. Nou is die mark oorvol. Jou kop draai sommer soos jy al die nuus, internetberigte, tydskrifte, eposse ens. se inligting moet verwerk. REVEALED at the 2016 Beijing motor show and following in the footsteps of the 718 Boxster, Porsche has now revealed the 718 Cayman, and yes, it is four-cylinders only.As in the Boxster, Porsche is ditching its much-loved flat-six engines for a turbocharged four-cylinder boxer unit, so it’ll sound and go a bit like a Subaru Impreza, but due to its cosmetic overhaul, lux interior and spades of standard kit, it certainly won’t be like one to live with on a daily basis.As the new Boxster did, the Cayman’s received a substantial cosmetic overhaul. You’ll spot the sharper nose, bigger air intakes and tweaked headlight clusters. Porsche has also worked to make the Cayman’s tail look a lot wider, and has fitted new lights to suit and a fairly blatant ‘Porsche’ badge. There are similar carryovers on the inside from the Boxster, including new air vents, a 918 Spyder-inspired steering wheel and Porsche’s latest media system.Don’t bemoan the loss of six cylinders completely. Par for the course when downsized engines come onto the scene, the new 718 Cayman is quicker, faster and more efficient than its predecessor. The lineup starts with a turbocharged 2.0-litre flat-four that produces 220kW and 380Nm (an increase of 25kW and 100Nm versus the old naturally aspirated six).Moving up a notch, there is the more potent 718 Cayman S featuring a larger 2.5-litre turbocharged four, with a variable-geometry turbocharger. This one punches out 258kW and 420Nm (up 25kW and 60Nm compared with the old Cayman S). These translate into significant performance gains. A six-speed manual is standard-fit

throughout the range but equipped with the seven-speed PDK and the optional Sport Chrono Pack, the regular Cayman will sprint from 0-100kph in 4.7sec. That’s 0.7sec faster than the outgoing model.The 718 Cayman S will complete the benchmark sprint in 4.2sec. It’s consequently some 0.5sec quicker than the outgoing Cayman S. Both are a few digits faster at the top end, too, knocking on the door of 275kph and 285kph respectively.More powerful yet more efficient and cleaner across the board: for example, the manual 718 Cayman is claimed to average 7.4l/100km and emit 168g/km of CO2

(versus 8.4l/100km and 195g/km of CO2).That’s all the engine gubbins dealt with, but what about the rest of the car? Well, there have been a whole host of chassis tweaks, including firmer springs, stiffer anti-roll bars and retuned dampers. Steering is also ‘10% more direct’, while the rear wheels are half an inch wider. This allows for fitment of a wider tyre, boosting traction and grip with the extra torque on board.Options include an electronically controlled limited-slip differential and Porsche’s electronically adjustable suspension. This also cuts 10mm out of the ride height, while those looking for the most rambunctious experience can opt for PASM sport – which drops the ride height 20mm. Stopping power comes courtesy of bigger discs – and callipers from the 911 on the 718 Cayman S.Local prices or release details are not available yet but overseas prices are on a par

THEY’re only sketches for now but Volkswagen Commercial Vehicles clearly wants to breathe new life into its pickup truck offering and steal some thunder from the Toyota Hilux and Ford Ranger bakkie battle that’s currently raging. Odd to think but the Amarok is already six years old, so previewing a facelifted Amarok with these several stylish sketches is probably par for the course.With a length of 5.25m and a width of 2.23m, the bakkie’s dimensions are to stay the same but

the look of the sketches definitely suggests VW wants a more premium look and feel to the next Amarok – in a bid to attract more high-end buyers and those who might’ve shopped in the SUV segment before. Gauging the sketches, there is a fresh front fascia with slimmer headlamps, a more robust bumper featuring silver accents and a pronounced skid plate. Rather more obvious are the fog lamps now better integrated upfront. Around the rear, new LED taillights get a more modern look. Bigger wheel and tyre packages will no doubt be in the mix, too, to fill beefier wheel arches.

Turning our attention to the inside, round contours are swapped for more horizontal and vertical lines in the new dash layout. Repositioned air-con vents and touchscreen infotainment display are in much closer proximity to one another. The overall outcome seems to be of a more car-like interior.No further details on what will be happening under the bonnet, but the likelihood is of an updated 2.0-litre TDI (both single and biturbo) with more power and torque than before – and not the larger engine most critics have been calling for – mated to a six-speed manual or eight-speed automatic with 4Motion all-wheel drive system.

On Saturday 23 April the Modikwa Cycle Club members took part in the Lydenburg Heritage MTB Race at the Gustav Klingbiel NR.The route climbed up to the top of the mountain where the cyclists were refreshed at the first water point with beverages as well as encouraging supporters. The view was breathtaking

Team spirit at Modikwafrom the top of the mountain.The whole cycle route was clearly marked and at every difficult / dangerous point attended to by f r i e n d l y paramedics and route marshalls.Modikwa Cycle C l u b m e m b e r Dirk Potgieter was in his plane flying above the route and kept an eye on the cyclists. John Pheasant w a s t h e f i r s t m e m b e r o f Modikwa Cycle Club to finish and made us very p r o u d . H e completed the 30km route in just over 2 hours.
