4.06.06 Socio-Economic: Recreation

Step 1: Provide a Background and Identify the Objectives of theGIS Analysis
Areas for recreation follow a hierarchy of functions. At the city/municipal level, the town square or plaza is at the top of the hierarchy.The town plaza should be a factor in establishing the image of thetown. Central urban functions may be located around the town plaza.
Lower order parks should be planned in conjunction with neighborhoodand community centers. Lower-end open spaces include barangayparks, neighborhood parks, vest-pocket parks, and tot lots (children’splay areas).
A system of functional open spaces is an important element of theCLUP. Functional open spaces are areas that are deliberately kept intheir open character for their contribution toward maintaining theamenity value of the environment. If sufficiently vegetated, openspaces perform ecological services as carbon sink and contribute torainwater infiltration and aquifer recharge. They also offer opportunities
for free recreation for the local residents. At the same time they canserve as protection buffers around hazardous areas and installations.
The objective of the GIS analysis is to find out which barangays requirerecreation areas or additional recreation areas.

Step 2: Identify the indicators to Evaluate Objective Fulfillment
Define Planning Standards for accessibility, serviceprovision/consumer ratio, consumer/housed service, physical condition
of features, etc. (refer to volume 2)
Set of standards is found in Annex 2 (Page 14 of the Sports andRecreation) of Volume II – Social Sector of HLURB GuidelinesSector Standards
Minimum of 500 square merters per 1000 population per city andmunicipal parkMinimum of 0.5 hectare per 1000 population for playfield/athletic field

Step 3: Create the Database
Attributes
The following attribute tables may be used for this sector. The boldtable is used for the example:
SE34 Sports and Recreation Facilities by Type and Ownership andConditionSE35 Potential Recreation Facility
The Custodian of sector data is the LGU.
Spatial
The feature type will be a point. The location will be determinedthrough primary survey using a GPS. Use if possible one and sameplace for all the areas (service).
