ATT-002-290-502 Overview
The ATT-002-290-502 is an Audit – Civil Construction
Checklist and applies to New Site Builds, UMTS, 2nd, 3rd, 4th,
Carrier, Site modifications and LTE Projects. It will be used
for Third Party, Internal Quality Audits and GC Self
Assessment Audits.
The Checklist can be utilized on both AT&T Turf and non-
Turf sites.
This document is intended to be a guide for performing
Civil Construction Audits. The Naming convention is set up
so that the document number (ATT-002-290-502) is
followed by the item number on the presentation (e.g.,
ATT-002-290-502-22) All Service Impacting findings are
noted in RED, and Non-service affecting findings are noted
in BLUE.

Purpose of this Overview
• AT&T Scorecard results are below customer requirements in some Turf’s
• Corporate Quality audit results are negatively impacting our TL Metrics
• Findings from both Corporate and 3rd Party Audits are repeating
• Service Interruptions are on the rise, negatively impacting TL Metrics
• Training to this standard is required when working on a Goodman Site
• A passing score of 80% is required for this test
• Must have a certification credential available on site at all times
• Training will be required for all CM’s, PM’s and subcontractors
within 30 days of being assigned to the Turf
• Annual recertification will be required

Photograph Criteria Each photograph shall have these characteristics:• Medium Format – 640 x 480 or better• Medium Density – 6 mega-pixels or better• 150 ppi or better• Sharp focus• Color• Natural daylight except for dark locations and mandatory night
shots which may use a flash• JPEG (jpg) file format, labeled with a descriptive text. (included
is site #, location, date and brief description) • Format with maximum file size of 1 MB• Date Stamp on the photo itself• A soft copy and Hard copy are to be provided for close out
documentation.
This is very important when the site is audited. Service impacting discrepancies have been reversed because of
good dated handover package photographs!

#1 Weatherproofing
ATT-002-290-502-36; Connector Weather proofing. Butyl, Self amalgamated tape, Canisters
are all nationally approved methods. Individual markets will dictate how they wish to
weatherproof the connectors in that market. (below is the butyl method)
1. Start with a courtesy wrap of the
connector, adhesive side up.
2. Fill in the voids and gaps
with extra butyl. Allow for a
smooth transition from one to
the other connector.
3. Overlap the outer wrap of
butyl the entire length of the
connector. Ensure you extend
beyond the courtesy wrap.
4. Wrap the butyl with overlapping
2” tape. Extend beyond the butyl.
3 layers of coverage is required,
up, down and back up again.

Weatherproofing continued.
5. Make sure you overlap both the 2” and
the ¾” tape when you apply it to the
connectors.
6. Wrap the 2” tape with overlapping ¾”
tape. Extend beyond the 2” tape. 3 layers of
coverage is required, up, down and back up
again. Make sure your last wrap is upward
as the connector is dressed in on the tower
to allow for proper shingling of the tape.
7. Extend the last 6”-8” of ¾”
tape beyond the connection. Do
not stress the tape and cut it with
scissors or a knife. Then apply it
to the connector with out
stretching the tape.

#2 Ground Bars: Stainless Hardware
ATT-002-290-502-63; Ground bars: Stainless steel hardware, Verify the
hardware (nuts/bolts/flat and locking washers) for installing the ground bars &
connecting the wires to the ground bars are stainless. Insure all bolts are “up
and out”. Appropriate sized hardware must be used for the ground bar and lug
that you are installing. The correct hardware stack up is required. Flat washers
cannot overlap the washer next to it. It is acceptable to sandwich the ground bar
but not piggyback the lugs together.

#3 Ground Wire Lugs
ATT-002-290-502-66; Ground wire lugs: Verify ground wire lugs are two-hole
long barrel, and are sized for the ground wire. Transparent heat shrink tubing is
in place on internal lugs. Black heat shrink on external lugs. The ground
conductor must be seated all the way to the end of the lug barrel.

• #4 Tower Top Jumper Supports
ATT-002-290-502-12; Tower top jumper support; Support the jumper at
maximum of 18” from the connector and then every 3’. If you use
butterfly supports one of the jumpers has to be supported back to the
tower steel very close to the butterfly. Zip ties or wax string are not
acceptable to support jumpers on top of the tower.

#5 RET Cables
ATT-002-290-502-169; RET Cables: Verify the RET cables are installed per the
construction drawings and/or project specifications. Ensure the cable supports are
adequate and supporting the cables properly. Dependent upon the market you may
have different requirements for supporting the RET cable. They may be large Zip
ties, snap ins with grommets, or hoisting grips on the tower. At no time will you use
an improvised method such as ropes or heavy gauge wire to support the RET cable.
Support for the RET cable will follow the same direction as for coax cable. You are
allowed to secure the ret to the outside of a coax snap in but not directly to the
coax itself.

#6 Penetrations
ATT-002-290-502 -147; Shelter / cabinet penetrations, Verify penetrations
are sealed and any unused conduits or ports are capped. Verify penetrations
have been cushioned, grommeted, or otherwise protected per the
construction drawings and/or project specifications to prevent damage to coax
or jumper cables. You cannot cut into a port cap and then seal it with silicone.
Appropriate sized conduit with caps or silicone can be utilized to seal flex conduit. When
sealing penetrations through floors and interior walls proper fire stopping methods must be
followed.

#7 Equipment Frame Grounding
ATT-002-290-502-57; Equipment frame(s) grounding: Verify the frames of newly
installed equipment have been connected to the ground grid per the construction
drawings and/or project specifications. Some manufactures require only one
grounding point as well as single hole grounding lugs, for their equipment. Confirm
with the manufacture and AT&T if it is acceptable to do so with the equipment that
you are installing. Clear Heatshrink is required inside
a shelter

#8 Site Cleanliness
ATT-002-290-502-99; Site cleanliness: Verify site is clean: all trash, debris, and all
construction aids and equipment have been removed. This includes all items that are inside as
well as outside. Trash should be removed or staged on a daily basis to prevent it from being
blown onto an adjacent property. During the day’s work the site must be kept in an orderly
fashion for safety reasons. Empty the trash can before you leave. Take a picture.

#9 Ground Conductor
ATT-002-290-502-61; Ground conductor installation / color / labeling: Verify the
ground conductors are installed and labeled and are the size/gauge/color/type as
specified per the construction drawings and/or project specifications. Ground
conductors from diplexers, duplexers, TMAs and coax can use #6 stranded.
Between bus bars, from the BTS cabinets, and other non equipment metal objects
require #2 stranded. Any conductor that is buried must be #2 tinned. All grounds
required to have printed labels at each end of the conductor. You are allowed not
more than 1/8” shiner when connecting to a ground lug. Any shiner on the ground
conductor greater than 1/8” must be redone.

#10 Antenna Orientation
ATT-002-290-502-1 & RFDS; Antenna orientation: Azimuths set according to the
latest RFDS. Verify before you complete the job. You must use a Sunnto or other survey
quality compass to verify azimuths
A declination value represents the error between Magnetic North and True North, at a specific
location. Declinations can be found by zip code or Latitude and Longitude at:
http://www.ngdc.noaa.gov/geomagmodels/struts/calcDeclination
Add the declination to the RFDS if you are East of 0 declination, subtract the declination if
you are west of 0 to get magnetic North referenced setting. (REF; If you are looking at the
map or settings obtained from NOAA you must compute the declination back to zero.)
Always confirm that the market is utilizing this declination. They may keep one value for
all sites in the market.
DECLINATION - Declination refers to the measured difference between the Magnetic North indicated
by the compass and the True North of the map. All antennae are set to TRUE NORTH.
DEVIATION - Iron and metal objects near the compass, e.g. some watches or glasses with metal
frames, will cause deviation; towers, fences, vehicles and piers made of metal reinforced concrete,
and underground pipes are also potential causes for deviation.
Use the following map for general guidance, it is a 2004 map, but the theory is the same:
If east of the Mississippi, add the value to the RFDS; if west subtract the value.

Add the declination to the RFDS if east of 0 declination or
Subtract the declination to the RFDS if west of 0 declination. (An alternative method per the
AT&T 502 allows you to start with a magnetic azimuth but you must utilize the declination as
it is represented on the NOAA website or on the depiction below.)
Antenna azimuth: azimuth variance +/- 5 degrees of RFDS, true north. Take into account the
ATT market specified declination. Another method using Earth.google.com is
acceptable when verifying azimuths on a rooftop.

Below you can see the difference that takes place in relationship from true North to magnetic North. Because the earth leans on an axis and the magnetic North is basically straight up and down there will be a deviation between the two.

#11 Identification – Color Coding
ATT-002-290-502-46; Coax identification color coding: Verify coax has been
color coded using colored vinyl tape per project specifications. Color Code may be
Market specific. Coax is required to have color coding at the top of the tower,
bottom and inside the penetration of a shelter or between floors. Top side color
coding must be 3 wraps, 3” bands with a 1” spacing between bands. Bottom side
of the tower uses 3 wraps of ¾” colored tape with ¾” separation.

#12 Identification: Tagging
ATT-002-290-502-46; Coax identification / Tagging: Verify the appropriate tags as called
for by the Project or Market specifications have been attached to the coax inside the hatch
plate. Tags are not required on top. Each RF cable will be identified with a metal ID tag made of
stainless steel or brass. The tags will be 1-1/2” in diameter with ¼” stamped letters and
numbers.
Each physical tag will be stamped with the sector, cable number, and “AT&T” in accordance to
the example diagram below: The letter indicates the sector and the number BEFORE the decimal
indicates the main coax number on that sector increasing in a clock-wise direction. The number
AFTER the decimal is only used when more than one jumper is associated with a main coax and
indicates the jumper number that is associated with that main coax.

#13 Coax Supports
ATT-002-290-502-45; Coax hanger/support: Verify coax is supported in accordance
with project specifications and manufacturer’s recommendations. Dependent upon type
of coax hangers the general rule to follow is support the coax (hard line) 12” from the
connector and then every 3’ horizontally and every 4’ vertically up a waveguide ladder.
Coax hoisting grips are required at the top of the tower and mid spans if over 200’. The
hoisting grip will be placed below the coax ground kits on the tower.

#14 Jumpers
ATT-002-290-502-49; Coax jumpers - Verify the correct number and length
jumpers have been installed. Verify jumpers are dressed (routed), supported (18”
from the connector and then minimum every 3’) ,and drip loops are supported. On a
vertical cable ladder you will be required to support it every foot. You are allowed
to have the jumper hang 3’ maximum from the cable tray to the BTS equipment.

#15 RET Grounding
ATT-002-290-502-168; RET cable grounding is a requirement similar to coax grounding.
• Ground the RET system at the antenna actuator, or the ATLP200-xxx unit if a ground stud exists.
• Depending upon the market, ground mid span with correct ground kit. (Market specific)
• Ground the lightning protection device at the bottom to the MGB.

#16 Antenna Mechanical Down Tilt
ATT-002-290-502-2; Antenna mechanical down tilt: Make sure each antenna has a
label with site name and antenna position. Make sure the photographs have a date
stamp. As specified on the RFDS +/- 1.0 degrees tolerance is allowed. Down tilt readings
should be taken from the top back plane of the antenna.

#17 Fiber Paper
ATT-002-290-502-143; Fiber paper: Verify that fiber paper is utilized when cable
waterfall over the cable racks. Fiber paper is also required for jumper transitions,
and around sharp objects on an inside cable tray. (example, all thread, edges of
customized racks.

#18 Lacing & Tie Wraps
ATT-002-290-502-48; Lacing & tie wraps: Verify lacing and tie wraps are installed in
accordance with Regional and/or market standards. Verify tie wraps are installed where
required to secure ground wires. Verify the ends have been trimmed flush with no sharp
ends (within 1/32”). Tie wraps are not to be used as primary support for coax or power
cables on vertical runs. Black UV rated tie wraps are required when outside. When
securing jumper material the tie wrap or lacing cannot cut into the outer sheeting of the
jumper. Use the proper stitch when securing.

#19 Ground Bar Size & Type
ATT-002-290-502-59; Ground bar size & type: Verify ground bars are the correct
type and sized in accordance the engineering specifications and the site
construction drawings. Dependent upon the purpose of the ground bar, it’s size
should be adequate to serve the purpose that it is intended. There is a size
difference in a collection bar, Master Ground Bar, and Telco bar. For this reason
you will be required to confirm with the construction drawings and/or AT&T specs
to get the correct size ground bars. All interior ground bars will require isolators.

#20 Ground Wire Lug Attachment
ATT-002-290-502-67; Ground wire lug attachment: Verify ground lugs are
crimped per the manufactures recommendation with no deeply nicked or broken
wire strands, and that the wire insulation termination is within 1/8 inch of the
barrel. A shiner greater than 1/8” must be redone. You will be required to prep
the surface that you are attaching the lug to. If it is painted you must remove the
paint to bare metal at least 1/8” around the lug.

#21 Breaker Labeling
ATT-002-290-502-82; Breaker panel and sub panel Labeling: Verify installed
breakers and/or sub panels are clearly labeled or identified as spares per the
construction drawings and/or project specifications and/or other regulatory
agencies specs. All labels are to be a printed label. No hand written labels are
allowed.

#22 BTS or RBS Equipment Labeling
ATT-002-290-502-85; BTS or RBS equipment labeling must be in a location that can easily be viewed, clean, dry, smooth surface.
• It must be legible from a normal distance, and not hand written. • Stamping or labeling is the only approved method for designating equipment.• The minimum font size for labeling is 1/16”. Font size shall be increased to fit
available space.• When applying a label to a textured or smooth surface, a piece of plastic or
rubber shall be used to press the label to conform to the textured surface. This can be visually verified when the label changes from a slight haze to a clear finish.
• Labels shall be placed so that they do not peel or lift but remain permanently affixed.

#23 Earthquake Bracing
ATT-002-290-502-96; Earthquake bracing: Verify earthquake bracing is installed
per the construction drawings and/or project specifications. Confirm with your
market if earthquake bracing is required.

#24 RET Installation
ATT-002-290-502-166; RET installation can encompass all aspects of the RET install. The antennas to the controller will be assessed to ensure installation was conducted according to manufactures and AT&T’s specificaiton.
• Ground all items that are to be grounded. Insure connections are tight. • Utilize all, and correct hardware when installing the controller and dressing in
the cableing. • Make appropriate connections, do not over tighten or leave a cable hanging. • Tag or label DC power conductors at the controller and circuit breaker. • Make sure it is functional and electrical tilts have been completed and
verified.

#25 Site Grounding
ATT-002-290-502-69; Site grounding. This can also be a catch all for grounding issues. Line item such as 55,60,62,68,70,71,75 all encompass some type of site grounding. Specifically watch for issues that are connecting bus bars and equipment to the external ground ring.
• All MGBs should have dual #2 tinned ground conductors run down to the external buried ground ring. Surround those conductors with sealed PVC or flex conduit.
• Secure all down leads at a minimum of every 3’ to tower steel or the shelter wall.
• Connections to MGBs and underground will be made with cad weld process. Minor exceptions may apply.
• Coax runs more than 200’ must have a mid level ground, supported by a mid level hoisting grip below the ground point.

#26 Disconnect Switch Labeling
ATT-002-290-502-83; Disconnect switch labeling: Verify the electrical disconnect
switch is clearly labeled per the construction drawings and/or project
specifications. The individual market will dictate size and type of label. The label
must be a printed or embossed type of label. It cannot be hand written.

#27 Meter Pan Labeling
ATT-002-290-502-84; Meter pan labeling: Verify the meter pan for the AT&T site is
labeled per the construction drawings and/or project specifications. The individual

#28 Ground Bars: Anti-Corrosion Compound
ATT-002-290-502-64; Ground bars: Anti-corrosion compound: Verify the ground wire
lugs/ground bars have been coated with anti-corrosion compound prior to making and
tightening the connections to the ground bars. Use of the anti-corrosion compound
should be utilized anytime you have two dissimilar metals that are connected to
perform a ground.

#29 Electrical Routing & Termination
ATT-002-290-502-120; Electrical routing
and termination: Verify conductors are
routed, terminated, and are tight per the
construction drawings and/or project
specifications. This inspection should be
performed prior to energizing the system
(otherwise, visually inspect only). SEPARATE
THE DC POWER FROM ANY RF OR FIBER RUNS
IN A CABLE TRAY. Underground power runs
will be run per the AT&T construction
drawings. Any deviation must be annotated
on the redline construction drawings. Power
conductors must be either taped or have heat
shrink on the ends if they are not terminated.
Lock out tag out must be utilized. P-touch
type labels are the only labels permitted for

#30 Cold Galv on Cut Unistrut
ATT-002-290-502-146; Cold galv coating is required on cut unistrut as well as other galvanized material. After cutting or grinding the galvanization off the metal it must be treated with at least 3 coats of cold galv to protect from rusting. Caps must be placed on the ends of unistrut. The only exception to this is when the unistrut has been flush cut with the end of the equipment that is being mounted to it.

#32 Ground Wire Bend Radius
ATT-002-290-502-65; Ground wire bend radius: Verify the minimum 6 inches ground
wire bend radius has been maintained per the construction drawings and/or project
specifications. You cannot have a ground conductor with more than a 90° bend at the

#2 green stranded conductors back to the MGB. Lugs must be 3/8” double hole
lugs and are the appropriate size for the conductor, crimped properly, and landed
with stainless steel hardware.

#40 Equipment Hold Down Bolts

The interior of the shelter/TI is a separate grounding window. All cable trays, metal work over a 6” size should be separately grounded to the
MGB. The down leads to the exterior ground ring should be bi-directional when attaching to the halo.
All connections should flow in the direction of the MGB. All peripheral grounds should flow in the direction of the MGB.C-tap or H-tap compression crimp type connections are the only allowable

#65 Cable Grip Kits / Strain Relief
ATT-002-290-502-177; Hoisting grips are required on Coax, as well as other cabling going up the tower. The installation of the grip must adhere to the mfgs installation instructions. If it is a lace up style it must be tied off according to the instructions supplied.
The hoisting grip must be secured back to the cable that it is supporting. This can be done with the clip that comes with the grip or with several wraps of 2” tape. Insure that you start on the cable and extend at least 2” above the bottom of the grip.
You must secure the actual grip to the tower steel at a location capable of supporting 3x the weight of the cable that it is attached to. It must be secured with shackles or other connecting device capable of carrying the weight.
Hoisting grips must be installed below coax ground kits that have been installed.
Follow the same rule for installing hoisting grips as you do for ground kits. If you are going over 200’you must have a mid level hoisting grip, and thenone at the top. 400’ would require yet another grip.on monopoles you will need to support it at the top and connect to the attachments provided with the tower.

ATT-002-290-502-91; Cable tray covers: Verify tray covers and fasteners and are
installed per the construction drawings and/or project specifications. There should be
no large gaps between cable tray covers unless required by project specifications.
Cable tray fasteners should be stainless steel or galvanized for external use. Should

#75 Ice Bridge
ATT-002-290-502-97; Each ice bridge leg shall be bonded to the buried ground
ring with No. 2 AWG bare tinned copper conductor. Provide exothermic weld at
both the ice bridge leg and buried ground ring. Ice bridge is installed with
correct hardware. Support posts are properly capped, secured and grounded.
Sharp edges of ice bridge are covered if in close proximity to coax cable.

# Exterior Grounding System Components
ATT-002-290-502-55; Exterior grounding system components: Verify exterior
grounding system components are installed and connected i.e. ground bars,
conductors, exothermic welds, etc. All Master ground bars are required to have
two #2 tinned conductors that route down to the external ground ring for the
shelter. These leads must be attached at the ground ring itself and not tapped into
an existing stinger meant for another piece of equipment. These connections must
be made with exothermic welds where practical. The ground ring for the shelter
must also be connected to the tower ground ring under grade.

# Tower Construction
ATT-002-290-502-138; Tower construction (includes stealth designs): Verify
tower is assembled and erected per the construction drawings, project
specifications, and manufacturer’s drawings and specifications. Hardware is
correct type and tight. All tower steel should be hot dipped galvanized. Verify weep
holes are open and abrasions on the steel are covered with three coats of cold
galvanized paint. Verify that there isn’t any bent members. Upon completion of the
construction, verify all hardware has been tightened.
