Armed Forces Retirement Home Design Build Services Request for Proposal Gulfport, Mississippi 21 May 2007 N – BUILDING CODES AND STANDARDS INTRODUCTION The Armed Forces Retirement Home (AFRH) in Gulfport, Mississippi is a new high-rise retirement community containing approximately 620,000 gross square feet of space and support facilities to replace the facility damaged by Hurricane Katrina. The current plan is to provide the overall building program in a single six- to seven-story high-rise building. The ground (1 st Floor) level will be primarily an open parking garage with stairs and elevators to reach the upper floors. The 2 nd floor will house the Community (Main) Level, containing all support, shipping & receiving as well as common spaces such as dining, recreation, wellness, and shops area. The 3 rd floor will contain Assisted Living, Memory Support, and Long Term Care Units. Floors 4 through 7 will hold Independent Living units. All units will consist of a living/bedroom area with a bathroom with accessible sink, toilet and shower. There will be mechanical penthouse areas on the roof for mechanical and elevator machine rooms. The building will have complete automatic fire protection sprinkler protection, a fire standpipe system, and an automatic and manual fire alarm and detection system. JURISDICTION The Code Authority for this project is the U.S. General Services Administration – Atlanta Region (GSA). Although not required, the City of Gulfport, MS (Gulfport) may be utilized to provide certain permit and review functions as relating to site development, plumbing, electrical, mechanical, fire protection and life safety systems. Such support from the City of Gulfport will be requested on a case-by-case basis as authorized and directed by GSA. The City of Gulfport may also be utilized to provide certain system acceptance testing and commissioning services, also as directed by GSA. PRELIMINARY CODE ANALYSISConstruction TypeThe building shall be Construction Type IB, fully sprinklered (IBC 503.1).

Building Use Groups/General Building Height and AreasFloor: Use Group(s):

1st Floor: The parking area is classified as Low-hazard Storage Group, S-2 use (IBC 311.3).

2nd Floor: The support and service areas are classified as Business, Group B use (IBC 304.1). The seating (non-prep and serving areas) areas of the Prefunction / Dining / Multipurpose and Sports Bar areas are classified as Assembly, Group A-2 use (IBC 303.1). The Wellness and Recreation / Activities rooms are classified as Assembly, Group A-3 use (IBC 303.1). The Main Street Shops area is classified as Mercantile, Group M use (IBC 309.1).

Theis floor will be treated as a separated mixed-use with separations between the A-2, A-3, B and M uses (IBC 508.3.3). Areas with incidental use to the main occupancies, in compliance with IBC, shall be separated and protected in accordance with IBC Table 508.2 and shall be classified in accordance with the main occupancies of those portions of the floor in which the incidental use is located (IBC 508.2.2.1).

3rd Floor: The Assisted Living, Memory Support, and Long Term Care Units are classified as Institutional, Group I-2 Use (IBC 308.3) with certain incidental use areas. Areas with incidental use to the main occupancy, in compliance with IBC, shall be separated and protected in accordance with IBC Table 508.2 and shall be classified in accordance with the main occupancy of that portion of the floor in which the incidental use is located (IBC 508.2.2.1).

4th-7th Floor: The Independent Living Units are classified as Institutional, Group I-1 use (IBC 308.3) with certain incidental use areas. Areas with incidental use to the main occupancies, in compliance with IBC, shall be separated and protected in accordance with IBC Table 508.2 and shall be classified in accordance with the main occupancies of those portions of the floor in which the incidental use is located (IBC 508.2.2.1).

Building HeightThe Building Code will allow a structure up to 10 stories and 180 feet high for a Group I-1 , including an increase for automatic sprinkler systems (IBC Table 503 & 504.2). The allowable building height on this site is limited to 85 feet from existing finished grade.

Building AreaThe 1st floor open parking garage area is allowed to be up to 237,000 GSF including the increase for automatic sprinkler systems (IBC Table 503 & 506.3).

The 2nd floor common, business and support areas are allowed to be of unlimited area (IBC Table 503).

The 3rd floor (Assisted Living, Memory Support and Long Term Care areas) is allowed to be of unlimited area (IBC Table 503).

Floors 4 through 7 (Independent Living areas) are allowed to have areas up to 165,000 GSF each including the increase for automatic sprinkler systems (IBC Table 503 & 506.3).

Exterior openings in the building will not be area limited nor will they require a fire resistance rating due to the building fire separation distance of at least 60 30 ft. (IBC Table 704.8).

Shaft enclosures in compliance with IBC 707 shall be provided.

Shaft enclosures shall be as required and constructed in accordance with IBC 707. Shaft enclosures shall not have a rating less than 2 hours where connecting four stories or more, and not less than 1 hour where connecting less than four stories (IBC 707.4).

Walls separating dwelling units on all floors shall have a fire resistance rating of not less than 1 hour (IBC 708.1(1) & 708.3).

Corridor walls serving the 1st and 2nd floors do not require a minimum fire resistance rating. Corridors serving floors 3 through 7 shall have a minimum fire resistance rating of 1 hour (IBC Table 1017.1). Fire resistance rated corridors shall be continuous from the point of entry to an exit, and shall not be interrupted by intervening rooms. Foyers, lobbies or reception rooms constructed as required for corridors shall not be construed as intervening rooms (IBC 1017.5).

Materials and methods of construction used to protect through penetrations and membrane penetrations of horizontal assemblies and fire resistant rated wall assemblies shall be in compliance with IBC 712.

Means of EgressMeans of egress provisions shall be as required by IBC Chapter 10.

Where a building contains two (2) or more occupancies, the means of egress requirements shall apply to each portion of the building based on the occupancy of that space. Where two or more occupancies utilize portions of the same means of egress system, those egress components shall meet the more stringent requirements of all occupancies that are served (IBC 1004.9).

Exits shall be separated by not less than one-third of the length of the maximum overall diagonal dimension of the building or area to be served (IBC 1015.2.1). Not less than two exits, remotely located from each other, shall be provided for each floor or fire section of the building for occupant loads up to 500 people, and a minimum of 3 exits for an occupant load between 501 and 1000 inclusive (IBC Table 1017.1).

On residential floors, provide accessible means of egress incorporating areas of refuge per IBC 1007.6, except the size of the area of refuge will be as determined by GSA.

The maximum allowable common path of travel distance per occupancy is as follows (IBC 1014.3):

100 feet for B and S occupancies.

75 feet for A, I and M occupancies.

The maximum allowable exit access travel distance per occupancy is as follows (IBC Table 1016.1):

250 feet for A, I-1, M and S-2 occupancies

300 feet for the BB occupancies

200 feet for the I-2 occupancy

The maximum allowable dead end corridor length is as follows (IBC 1017.3):

50 feet for B occupancy

20 feet for A, I, M and S occupancies

Egress width per occupant served shall be as follows (IBC Table 1005.1):

Stairways: 0.2 inches/occupant A, B, I-1, M and S occupancies

0.3 inches/occupant for I-2 occupancy

Other egress components: 0.15 inches/occupant A, B, I-1, M and S occupancies

0.2 inches/occupant for I-2 occupancy

The minimum width of each door opening shall be sufficient for his occupant load thereof and shall provide a clear width of not less than 32 inches. Means of egress doors in the Group I-2 occupancy used for the movement of beds shall provide a clear width of at least 41.5 inches. Door heights shall not be less than 80 inches (IBC 1008.1.1).

The minimum stairway width shall be 44 inches (IBC 1009.1). Stairways shall have a minimum headroom clearance of 80 inches (IBC 1009.2).

The minimum corridor width as required by IBC 1005.1 shall not be less than 44 inches (IBC 1008.1). Minimum corridor width in residential areas shall be not less than 8 feet wide..
