QUALITY EVALUATION OF LOCAL PUBLIC GOODS

Abstract. The article presents the author's approach to evaluating the quality of local public goods

based on the needs of the population. The authors identified the most significant characteristics of local

public goods for the population , evaluated their territorial and affordability, showed further ways of the

growth of the quality of local public goods in Ekaterinburg.

SOCIAL ENTREPRENEURSHIP EDUCATION: THE BASE FOR A NEW GENERATION

OF ENTREPRENEURS

Abstract. Trends in the development of entrepreneurship education are considered. The need for

social entrepreneurship education at universities and other participants of entrepreneurial infrastructure

identified. Differences between traditional and social entrepreneurship education are marked. Noted that

social entrepreneurship can develop in any organizational and legal form, the main feature of social

entrepreneurship is a focus on social value. Valuable orientations of youth and potential for development of

social entrepreneurship are marked (on the basis of data of the survey of students). The author noted that the

social entrepreneurship education and its development will create a new generation of entrepreneurs.

THE FEATURES OF LEGISLATIVE REGULATION OF THE RUSSIAN INDUSTRIAL

REGIONS DEVELOPMENT

Abstract. Article is devoted to questions of the legislation development in the industrial policy of

federal and regional levels. Systematization and the detailed analysis of structure and the maintenance of a

significant amount of regional normative, program and strategic documents of industrial development

allowed to reveal their key features. The dynamic analysis of industrial regions statistics and the comparisons

are used for an assessment of regional industrial policy productivity. Dynamics of economic development,

structural characteristics of the industry and social indicators of industrial regions are estimated. The

received results possess the scientific and practical importance for further improvement of the industrial

policy legislative base in the Russian Federation.

SPATIAL MODEL OF INNOVATION DEVELOPMENT OF THE REGION WITH

ASSESMENT ITS CREATIVITY LEVEL

Abstract. The article is about the main aspects of the construction of spatial model of

innovation development of the region. The key parameters of the transformation of economic space in

the interests of innovation development of the territory were identified. The method of evaluation the

spatial organization of innovation activity in the region was developed (its important element is

characteristic of the level of creativity for the regional environment). The strategic directions of

spatial transformation of innovation activity in the regions, which different in character placement of

its elements and the level of its creativity, were informed. Software system that allows to generate a

model of the spatial organization of innovation activities in the region was submitted. The spatial

model of innovative development of the Sverdlovsk region was proposed.

Abstract. The article develops the main principles of the theory of techno-economic

paradigms and technological modes, introduces a new term inclusive technological development,

implying the inclusion in the vector of technological development medium technology industries and

different types of regions. The authors identify the preconditions for the structural inclusion including

convergence of technologies and potential of medium technology industries. This article was prepared

with the support of RFBR grant 16-06-00403 Modeling of motivational potentials multi-subject

industrial policy in the conditions of new industrialization.

INCREASE OF EFFICIENCY OF INNOVATIVE PROJECTS ON THE BASIS OF

THE OPTIONAL APPROACH

Abstract. The article analyzes the possibility of increasing the efficiency of innovative

projects through the use of optional approach. Presents results of a study of attitudes toward risk,

innovation, evaluation of innovation projects. The regularities between institutional marketing, and

high risk of projects implemented by Russian enterprises, and low specific gravity marketing and

organisational innovations in Russia. Demonstrated the evaluation results of an innovative project

using a variety of approaches: rapid assessment, detailed classical analysis, optional approach.

HISTORICAL AND LEGAL ASPECTS OF THE CIVIL SOCIETY IN RUSSIA

Abstract. The article describes the history of civil society in Russia. The relevance of the

study of citizenship in the social and political arena, Russia is due to the fact that the characteristic

features of civil society devices were feudalism and autocracy lasted until the XIX century. While in

Europe in the XVI century as a result of the revolutions of the individuals of the society began to

recognize certain rights and freedoms. The backwardness of denationalization of society characterized

by a special, characteristic of our country's path of development.

Abstract. The article is devoted to the problem of understanding the models of formation and

development of modern public administration in Russia. Reveals the marketing model of public

administration, showing its basic elements, essence and role in the modern European sense. Explains

the role of the state, business communities and individuals, their relationship marketing model in the

public administration. The article examines the modern role of the state, business community, human

rights in public administration of Russia, the author pays attention separately, and provides an

analysis of the role of man, society and the state in local government. In conclusion raises the question

- which model of public administration is being formed now in Russia?

STATE AND PROSPECTS OF THE PUBLIC STRATEGIC PLANNING IN RUSSIA

Abstract. The article discusses the current state of strategic planning in the practice of the

federal and regional public authorities of the Russian Federation. Gives an overview of the normative

legal acts regulating the activity of public authorities in the sphere of strategic planning, as well as the

theoretical and methodological foundations of this activity. Considered the the practical aspects of the

strategic planning of mentioned levels' public authorities. Briefly describes the history steps of the

national practice of state strategic planning, especially the Soviet, post-Soviet and modern approaches

to its implementation. Evaluated prospects and necessary conditions for the further improvement of

the strategic planning technology in the public administration.

POLITICAL PROCESSES IN THE MIDDLE URAL IN THE CONTEXT OF

REGIONAL POLICY

Abstract. The article is devoted to the unfolding regional political processes. Much

attention is given to the abolition of the direct election of mayors. It is shown that the reason is

related to a possible victory in the local elections the opposition candidate. The article is divided into

three response strategies municipal authorities on local government reform. The author examines the

topic of redistribution of objects between the administration of the city authorities and the leadership

of the region. It has been established that there is a process of centralization of powers. The article

gives two main reasons for the transfer of authority from the municipality to the regional level of

governance. The author has shown that municipalities are becoming more dependent on the federal

entity financially.
